Our dedicated, trustworthy and very capable guards have taken on this same concern and prioritised each resident as a part of their own family… Thanks to all those who donated to the Guard Bonuses project – it was, once

again, a huge success and the guards are eternally grateful for the monies received. With the first month of the year already behind us, it’s back to business as usual. Upcoming social and golfing events promise to be loads of fun and the clubhouse is looking more inviting than ever. We hope to see all of you enjoying the good life that our Estate exudes – whether it be on the golf course, strolling around the Estate or popping down to the clubhouse for a delicious meal on the patio… Happy 2018, we look forward to a promising year ahead.

GUARD BONUSES 2017 On Thursday, 26 January 2018, our guards gathered at the clubhouse for the handing over of their much appreciated Guard Bonuses. Since its inception, this initiative has grown every year and 2017 was no different. With a total collection of R159 000, this was the highest amount collected to date and there was much excitement as the bonuses were handed out. The allocation of funds to each guard is based on the number of years that they have been working on the Estate as well as their seniority. In addition to the cheques they receive, the CHOA management together with the Security Director then decide on certain individuals who have stood out and gone the extra mile, who then receive an additional certificate and/or trophy. For 2017, there were 5 guards who received certificates for service excellence: 1. P. Nkwana 2. C. Mamabolo 3. B. Malatji 4. N. Sondezi 5. L. Ntjana The trophy winners were: 1. P. Tembe – Armed Reaction Officer of the Year It’s abundantly clear that our guards continue to work hard to ensure the safety and security of all residents on the Estate.

They are also willing to go the extra mile often giving food and water to pets left behind during the holidays, assisting in medical emergencies and actively doing their bit to curb cable theft in the area, amongst many other things. Thanks go to the residents and home owners who donated towards our 2017 Guard Bonuses, your willingness to give has been much appreciated.

Firstly, I would like to say thank you so much on behalf of all Bidvest Protea Coin officers working at Centurion Residential Estate and Country Club to our residents for the Christmas bonuses they have contributed. It is both exciting and humbling to be recognised for a job well done for the rest of the year. Your thoughtfulness and generosity empower us and encourage us to do our best always. This gives us extra efforts to make sure that our residents and clubhouse are more protected at all the times. Thank you again for the recent bonus. It is sure to come in handy, but more than that, it gives us more confidence to know that our hard work is being recognised. ANNUAL CADDY CHAMPIONSHIP 2017 The annual Caddy Championship and year end lunch for the caddies together with the cleaning staff of Centurion Country Club took place on Monday, 4 December 2017. There was a good turnout for the championship - the caddies were joined by some of our loyal members and committee members. The reigning champion for the past two years is Ben

Tshabalala. Coming in last with the longest day and winning the ‘chicken’ handed over by Toby Adelaar, was Shoes (William) Ringane. All the caddies received great prizes kindly sponsored by some of our members as well as the club and the championships ended with a lovely Potjiekos lunch.

SECURITY SITUATIONAL AWARENESS

In this day and age it is vital that we become aware of what is happening around us – enhancing our Situational Awareness abilities.

2. Watch for alert signals

Situational Awareness is the basis of what we see, feel, smell and perceive that can make all the difference in our everyday lives. This ability is not a new skill that has to be learned, but rather a skill that we need to enhance as we instinctively have it.

3. KNOW YOUR EXITS

In the book The Gift of Fear by Gavin de Becker, he clearly emphasises the fact that what you perceive in your everyday life, can save your life. He is, and I quote: “Gavin De Becker is a three-time presidential appointee whose pioneering work has changed the way our government evaluates threats to our nation’s highest officials. His firm advises many of the world’s most prominent media figures, corporations and law enforcement agencies on predicting violence and it also serves regular citizens who are victims of crime.”(Oprah Winfry). Living in your own little bubble makes you vulnerable and that is the emphasis that Situational Awareness addresses. There are basic things that you can do every day to train yourself to avoid becoming a victim of crime. What you actually fear is rarely what you think you fear! It is rather what you link to fear that forms the basis of what you can do to interpret what is happening around you. Once you perceive your surroundings and see, you can comprehend if there are possible dangers, you can project that the situation might affect you and that will lead you to make a decision to lead yourself to safety. Here are 5 ways to enhance your Situational Awareness: 1. HOLD YOUR HEAD UP There are a few benefits to having a heightened awareness. For starters, you are less likely to be seen as a victim. With your head up and your eyes forward, your shoulders will naturally go back a bit and you’ll stand straighter. You’ll look confident and selfpossessed. Criminals generally seek out those they perceive to be the weakest members of the herd. Those who walk hunched over, eyes downcast and seem fearful. The bad guys know they can intimidate those folks rather easily. No crook wants to go up against someone who looks like they will cause trouble.

Many of us love to sit somewhere and watch people for a while. This is actually great practice for increasing your Situational Awareness. In watching and learning what we call “normal” behaviour, you are in a better position to recognise anomalies.

Situational Awareness extends beyond just looking around as you stroll down the sidewalk. When you enter a restaurant, theatre, or wherever, take note of where the emergency exits are located. If a fire breaks out or something else happens that would cause you to want to evacuate, knowing where those exits are located will save you precious seconds. Should that happen, link hands or arms with those who are with you so no one gets left behind. 4. USE ALL YOUR SENSES Another thing to keep in mind is we’re not just talking about visual cues. You have five senses and while taste is probably the least useful for Situational Awareness, make use of the others. Keep the ear buds out and the music turned off as you walk around. You’ll want to be able to hear it if someone hollers, “Look out!” as a piano comes loose from a crane and comes crashing down, Bugs Bunny style! Notice odours too, like the smell of smoke from a burning building. 5. PRACTICE One great way to practice your Situational Awareness skills as well as teach members of the family is to play a game. When you visit a store or business with your family make mental notes of various details such as the cashier or other employees, the general décor, the placement of doors and windows. After getting back into the car quiz your kids. What did the cashier look like? What colour pants was the guy stocking shelves wearing? How many doors were there at the back of the store? Not only will your kids develop good observational habits, you’ll be improving your own observation and memory skills. In closing You are the architect of your own life, being a victim or victor is up to you. Edwin Burke said the following, “For evil to succeed it takes good men to do nothing.”

MEETING CHEF EDUARD Ever wondered where those delicious meals served out of the Centurion Country Club kitchen are coming from? Well, we thought it’s about time you meet the man behind the apron… Chef Eduard. With an extensive catering background including a Junior Chef position at Mabula Game Lodge, working in the Tasha’s kitchen for several years and being Head Chef at Serengeti Golf Estate, Chef Eduard joined the Centurion Country Club team when the catering was taken in-house. Having a hand in determining the new menus, Chef Eduard focused on value for money meals ensuring good quality food was taken to the next level without breaking the bank! One could argue that the Centurion Country Club’s pizzas and burgers are the best in town! With half price Pizza Tuesdays from 5pm to 9pm and the Friday evening burger special, there’s no excuse not to try it out for yourself… Heading up a staff compliment of around 12 kitchen staff, Chef Eduard runs a tight ship. Everything that is served is done in-house (or rather in-kitchen!), ensuring great quality and presentation. A BOUNDARY WALL IS NOT AN IMPENETRABLE MOAT The Centurion Residential Estate and Country Club has created a closed community within the safety of the boundary walls for all owners and residents alike. It is a unique community with a common denominator – the preference for safe, secure estate living in an aesthetically pleasing environment. The security created by the high boundary wall surrounding the Estate is largely the reason for ensuring this sought-after lifestyle. The annual statistics declaring the limited, if any, breaches hereof, is evident of the efficiency of the boundary walls and those responsible for securing the safety of you, your loved ones and your prized possessions. Centurion Residential Estate and Country Club was one of the first security estates within what now is known as the Tshwane Metropolitan Municipality. As a ground-breaking venture at the time, the establishment of the Estate and the township declaration entitled the Homeowners Association to have authority over a geographical area endowed with specific rights and obligations to the members of the association, creating a further level of authority between the members and the municipality. The association was granted, amongst others, the right to govern access into the Estate and impose additional rules to which the members and residents adhere to over and above the bylaws and legislation applicable. The municipality retained ownership, including right and obligation of maintenance, repair and replacement of, inter alia all water and electricity service infrastructure as well as the roads. In order for this community to thrive and in the furtherance of the common good, the association has subsequently created their rules applicable to all, owners and residents alike. On purchase of your property, you willingly and voluntarily joined the Centurion Homeowners Association

as a member, subscribing to the lifestyle and image of the Estate. The vision and values of the Estate appealed to you and you joined a community of other members sharing all of the above and more.

It is important to remember that although you are living in an isolated community, this does not mean that you cannot be held liable should you contravene the law or rules of the association. In fact, as residents and members you have agreed to be held accountable to additional rules of the association over and above the legislation governing the municipality, the provinces and the Republic of South Africa. By law, the association, by means of security, cannot deny access to office bearers in possession of court processes being served or executed by the sheriff, a deputy of the sheriff ’s office or the SAPS. These office bearers will be allowed access into the Estate to issue such notices. Another important point to keep in mind is that the roads within the Estate are the property of the municipality. As such, the Tshwane Metropolitan Police Department (TMPD) is well within its rights to enter the Estate and attend to law-enforcement in strict accordance with the legislation. Security, the Estate Management and the Directors of the association are unable to stop such an exercise and unfortunately, all residents will be held accountable for their actions and those of their family members, for example, a minor driving a golf cart.


The recent Mount Edgecombe-judgment is limited in its application being very specific to the peculiar set of facts and events the court ruled on. One aspect of the judgement is however applicable to all estates where the roads are considered public roads, as with Centurion Residential Estate and Country Club. The right to govern the public roads by such estate within which such roads are situated, have been acknowledged but also limited taking into consideration the definition of “public roads”. The converse has been made abundantly clear – as public roads the laws applicable to the roads are equally applicable to such roads. Should the TMPD therefore enforce the law within the Estate, the boundary wall will not protect you or your family should you transgress. Similarly, should your mother-in-law be the Godmother of a mafia organisation terrorising the neighbourhood with cable theft, her residency within the Estate will not secure her immunity from persecution, be it the execution of a search warrant or arrest by the SAPS, Hawks or any other similar law enforcement agency. The same applies to crimes committed inside the estate, irrespective of whether you are a resident, owner or not. As the roads, the municipality also owns the water and electricity supply infrastructure. So as to maintain or repair this vast network to supply the utilities provided by the municipality to the individual properties, the municipality and/or its service providers are entitled to be granted access into the Estate. The municipality is also entitled to access the meters for invoicing purposes and for such require access into the Estate. Although the association does monitor and record the access of the municipality employees into the Estate, such access cannot be denied.

Similarly, assets owned by the parastatal company Telkom, which are within the Estate, remains the property of Telkom. As such, technicians are entitled to access to ensure maintenance, repair and to install the necessary to extend the services to its customers. Again, the association may monitor and record the access of technicians into the Estate however, such access cannot be denied. You, your family and your assets are safe within the boundary walls which protects you from the criminal onslaught from the outside. The wall embraces a community of people striving to live a specific lifestyle with specific values and norms. However, the boundary wall could never be considered as a “get out of jail free”-card. Nobody is immune against the law of the country, irrespective of the protection of the boundary wall against criminal elements from outside. Not you, your family or employees and definitely not the association to which you belong, governing the Estate, however represented. And as such, the association cannot be called upon to protect you or your family from the sheriff, SAPS or any other law enforcement agency, whilst you are within the Estate nor can the association bar access to such office bearers. Furthermore, and specifically, the association cannot be called upon to enforce your rights as property owner or resident circumventing the court.
