Sectional title units and the cost of municipal water by Wim Skinner
The quantity of municipal water supplied to sectional title units (a group of dwellings also known as complexes, town houses, flats, etc.) can either be measured by individual water meters for each unit (for instance 12 water meters for 12 units) or by one single water meter for the whole complex. In the case of the former, each owner is invoiced for usage in the same way as it is done for normal full title houses. In the case of the latter, the Body Corporate of the group of dwellings is invoiced for the total water usage of all the units and the water account is settled from the monthly levies through the managing agent. This article deals with the case where there is only one water meter per complex. An example of such a group of dwellings on our Estate is the Eagle’s View complex in Keys Close. According to the approved budget for the City of Tshwane for the period 2012/2013 (available on the internet) there are different formulas used for the calculation of water costs for different types of users. The formula for complexes with one meter per complex differs from the formula where each dwelling has its own meter. The recommended formula for a group of dwellings with one meter (page 355 of the approved budget) is the following.

With the departure of some of our residents to Midstream in order to avail themselves of the frail care facilities there, I had the thought that it would be a pity if those of us who are becoming elderly and maybe in need of a care service, were forced to uproot themselves from the Estate and relocate to somewhere like Midstream. I went to the Intercare Day Hospital at Southdowns and had a conversation with an administrator there, who understood what I wanted and gave me the names of Home Care practitioners. I phoned one of these and explained that I wanted someone like Nurse Gladys Emmanuel, who was a character in the BBC comedy

Thus, a complex of 12 units with one water meter using 300 kl of water per month, will, if invoiced according to the Tshwane method of cost calculation, pay R2 020.08 per month too much for its water! The Trustees of Eagle’s View brought this under the attention of the Tshwane Metro Council and they rectified their method of calculation for Eagle’s View. Since the beginning of 2013 Eagle’s View is paying approximately R2 000 per month less for its water than in the past. Unfortunately ,Tshwane is not prepared to refund any previous overcharges. The reason for publishing this in Interface is that it is very likely that there are other complexes at our Estate paying too much for their municipal water usage. It is recommended that the Trustees of such complexes (complexes with one water meter) should correlate there water usage with their accounts to find out which calculation method is used in their case. If it proves to be the wrong method, they may have it rectified through their managing agents, thereby saving themselves a substantial amount on monthly water accounts.
‘Open all Hours‘, with Ronnie Barker and David Jason. Nurse Gladys was a State Registered Nurse, paid by the State, who visited the people in her area to provide a service to people who were not ambulant. The person to whom I spoke understood exactly what I was suggesting and was most helpful. Obviously this State will not pay but I consider that people who are not able to get up to the Intercare Hospital, for ‘pre frail care’ will be only too happy to pay to have someone come to them. Particularly I think, those who live alone or who are alone during the day would be grateful for help with bathing and generally moving, also with checking on aspects of health such as blood pressure. Should medical help such as injections be needed the carer would be able to arrange for this. If this plan was to get off the ground, we would need to know how many of our residents would like to avail themselves of it. The basic cost for one of these carers
is R175 per 9 hour day and I think this cost, shared between a few people is cheap. The main benefit is that people would not have to leave their homes in which they are so comfortable and their friends on the Estate. I would also need your physical addresses as well as the name and address of your GP doctor. When I know how many prospective residents are interested then I can get more details organised. I would imagine that a visit from a carer, depending on the amount of time spent with a patient, would be about one to one and a half hours, and thus cost under R20. The fairy tale continues for young Mikey Taylor A year ago the then 15 year old Mikey Taylor, strapped his helmet to his backpack and set off alone to the US with the motto: “Have helmet… will race for food!”.

Oh yes, and the gear lever, seat and steering wheel are on the wrong side on the car!. Luckily the team’s concern soon turned to delight when after just a few laps he started posting ultra-competitive laps. And it didn’t take Mikey long to answer when asked if he’d like to race the car at Daytona in January.
This youngster from Centurion had just finished shocking the SA motor sport fraternity by becoming the youngest ever winner of a National Championship race in South Africa with a heat win at the legendary Grand Prix circuit in a Formula Vee. Not only was he then still 14 years old, but the conditions at Kyalami were treacherous after a typical Highveld thunderstorm and he was driving a 14 year old car!.

His friend and mentor, 17 times Le Mans competitor, George Fouche’ was also in the US at the time and the two of them went from circuit to circuit and state to state looking for an opportunity for the youngster to show his talent and hopefully get a drive for the season. Within a week Mikey was testing a F2000 at Sebring and impressed everyone by being on race pace within 6 laps. From there the two went on to the test session for the Daytona 24 hour where the teenage walked the paddock looking to meet as many people who would give him time to tell his story. Only the lack of $85 000 and the little fact that he was too young stopped him from climbing into a Porsche for the event. Whilst there Mikey had given his profile to the manager of the Skip Barber series and a week later he was invited to a race at Miami Homestead where he crossed the line in 3rd place, fractions of a second behind the leader. More importantly, another person he forced to listen to his story was the owner of APR, Steven Hooks. APR manufactures highly engineered aftermarket performance products available for Porsche, Audi and Volkswagen vehicles in the US and to dealers across the world, and also have a professionally run race team. The APR team runs two Audi R8’s and two Golf/Jetta GTI’s. Being only 15 and the issue of having to go to school to get his Grade 10 meant that he had to come back to South Africa after a month, but that did not stop him from badgering the people he’d met whilst in the US whilst keeping his teachers happy after having missed a month of school. He was referred to APR Team Manager Jeff Mishtawy who he eventually convinced to give him a test in the APR VW Jetta. He made short work of getting back to the US by convincing the family that their holiday planned for Mom’s milestone birthday in historic Europe, would be much better spent in race tracks and racing events in America. So in August the family travelled to the US where Mikey tested the APR race car at Road Atlanta.
and a good pass he again packed his bags and set off with Dad to get set up in Opelika, Alabama close to the APR team headquarters. With the opportunity to get a US driver’s licence at 16 he took great delight at removing Dad from the driver’s seat within days of them landing in Opelika. Mikey has since raced the APR VW Jetta at the legendary Daytona International Raceway, Circuit of the Americas, Road Atlanta and Barber Motorsports.

It’s been a busy golfing month. We have experienced some awesome Autumn weather this year. The golf course is in tip top condition thanks to all our grounds staff and the grounds committee.
Our first ladies open of 2013 was held on 2 May. It was great to welcome so many visitors to our Open. A very special friend of mine Sue Baugh from Benoni Country Club is always keen to support any ladies day held here at Centurion CC, even though it means an early start for her to get here for our morning tee time. The format was better-ball. The winners of the day were Louise Senekal and Chantel Le Roux from Waterkloof GC with 46 points. Second place went to our home girls Henriette Roux and Rene Seidel winning a count-out on 44 points. Third place was won by Myra Roberts and Cheryl Pretorious losing the count-out on 44 points. They won meal vouchers sponsored by Simply Asia Southdowns. It is a new Asian restaurant that opened recently at Southdowns - I can highly recommend it, staff are always friendly and the food is great. In fourth place on 43 points winning a count-out was Shadi
Mohuba and Barbara Ixkes. Fifth place was won by Ella Cole and Wilma Kuhn losing the count-out on 43 points.

We held the “Early Birds” quarterly prize giving on 9 May 2013. Two prizes were given out: Elize Visser won the trophy for the best average stableford points H/C 0 - 27 with an average of 34 points and Myra Roberts won the best average stableford points plate H/C 28 - 36 with an average of 36 points, well done to both our winners.
Before the prize-giving we were all treated to massages (neck and shoulder / hand and feet) by therapists, Phina and her team from the Vusalela Day Spa. These ladies offer their services free of charge at our Opens to promote the Day Spa. If you are looking to have a spoil at a day spa I can highly recommend them, they are situated on the R511 on the way to Hartebeespoort. Their contact number is 012 371 2910 or 082 940 9592. We all enjoyed a super 3 course lunch after the prize-giving, thanks must go to Amarille and her team for, once again, doing Centurion Country Club proud with the food that she serves. Our Thursday ladies competition is going from strength-to-strength, we are now known as the “Early Birds”. We have an official shirt with our new logo on and Jannes will be keeping stock of

Submission methods:
Take part in all three Birdrunner activities featured in the Interface magazine between May and July 2013. Each activity earns you points on the basis indicated for the specific activity and the reader with the most points at the end of the competition will be awarded the prize. Each individual activity’s description will indicate how the specific activity’s entry should be submitted. You don’t have to have everything correct to be the winner – you simply have to earn the most points over the competition period.
Closing date In the May 13 edition of the Interface, it was indicated that the winner will be announced in the August 13 edition of the magazine. However, to allow enough time for readers to complete Activity 3, the closing date for all activities has been extended to 15 August 2013 and the winner will subsequently only be announced in the September 2013 Interface. Important: If you have missed out on Activity 1, you can still go back to the May 13 edition of the Interface and complete this activity as well, as long as your outputs for each of the three activities reach the Birdrunner before/on 15 August 2013. So you still have time to “catch the worm”!

Here we go with the ten descriptions... A A noisy green bird often seen flying over the Centurion Golf Estate. B A large, noisy, mainly grey bird that can be found over most of SA and that feeds on insects and worms (amongst other things). Not related to the Knysna Turaco.
C A bird that likes to steal chicks from their nests and that was previously known as a “Gymnogene”. D The only dove on the checklist that does not have a “ringed” neck, i.e. that does not have a black “collar” at the back of its neck. E A very small, mainly yellow bird with a white “ring” around each eye. F A black-and-white bird that likes to hover above the water near the clubhouse before it dives down to catch its prey. G Many gardens in the Estate host this bird that is brown/grey and orange and likes to search the ground for insects and fruit. Its scientific name “includes” the surname of a Proteas cricket captain. H An egret with black legs and yellow toes when not breeding. I A plover that you won’t expect to see in/around Cape Town. J A beautiful, multi-coloured, high-flying bird that visits the Estate in summertime and catches insects in their flight (Merops Apiaster).
