WINTER IS HERE! EDITOR’S LETTER Hurtling towards halfway through this year (believe it or not!) and the winter months have certainly made their presence known. Very chilly mornings and evenings with the welcome warmer sunshine during midday means that many of us are in hibernation mode! None-the-less, getting out and about certainly helps in warming up and of course the exercise does us good to… If you haven’t already, then a great way to soak up the sun is on our walking trail. A few weeks ago the CHOA embarked on a project to build new pathways along sections of the trail, one of which is depicted on our front cover for this issue. I’m sure you will agree that not only have these improvements been beneficial to navigating certain sections of the trail but they have contributed immensely to the aesthetics of the walk. In keeping with making the Estate more beautiful, the CHOA also upgraded some of the communal gardens along Centurion Drive once again, contributing to the aesthetic appeal of our surroundings.

The Clubhouse has been buzzing with the recent Club Championships having taken place. The results and trophy winners are featured in this issue – we congratulate all the winners on their great achievements. Not only have the golfers been busy winning titles but they also take the time to host charity events in aid of giving back. One such recent recipient was Chanè van Wyk whom our lady golfers managed to raise funds for at the National Women’s Day event last year. Look out for more support opportunities as the CCC endeavours to assist with future charity drives. As we spend more time indoors these new few months, we hope that your issue of Interface is on hand for you to enjoy. This issue is filled with updates, important information and upcoming events. The communal gardens lining Centurion Drive to the west of the CHOA offices were recently upgraded to compliment the already beautiful landscaping done further up towards the Main Gate.

The CHOA is pleased to see the outcome of the recent walkways built along sections of the walking trail. We trust that residents will agree that these walkways have added aesthetic as well as practical value to the pleasure of walking our popular trail.

FEEDBACK ON RESIDENT SATISFACTION SURVEY

During January 2017 residents (owners, tenants and off-site owners) were invited to participate in a satisfaction survey of the Centurion Residential Estate and Country Club. A total of 295 members participated over a 15 day period. The CHOA would like to thank all residents who participated for their contribution. Comments were received and the CHOA attended to these asap. The overall weighted average from all questions is 81.44%. This year’s evaluation is 0.8% lower than last year’s.

BIRDS FOR AFRICA! Ranking as one of the top birding destinations in the world, South Africa offers bird lovers a wide variety of birds which complements our birding tourism industry. The variety includes typical African birds and migrants, around 725 species, as well as endemics or near endemic (those only found in SA) of which there are around 50 species. Migrants include species from the Arctic, Europe, Central Asia, China and Antarctica as well as a number of African species such as cuckoos and kingfishers. With winter now upon us, the dry scenery offers fantastic sightings in the bushveld and Lowveld areas of the northeast. Large numbers of seabirds that typically breed on the sub-Antarctic islands move north and this allows for great opportunities to view albatrosses, shearwaters, petrels and storm-petrels along the coastline. As we all are well aware (we often get woken up by the noise!), spring welcomes the start of breeding season for resident species. During this time of year we also welcome breeding migrants from further north in Africa. Moving into summer, non-breeding migrants from distant climes start to arrive. Birding reaches its peak around this time of year as there is loads of activity to witness. We are fortunate to host many species right through the summer until around April when migrants start to leave.

KEY BIRDING AREAS IN SOUTH AFRICA WHICH OFFER EXCEPTIONAL BIRDING EXPERIENCES INCLUDE: Wakkerstroom close to where Mpumalanga, the Free State and KwaZulu-Natal meet is popular for its grasslands that are home to many special grass and wetland species. The Western Cape offers pelagic trips, which are good all year round but best in winter. A large number of endemics live in this area and it is known for the best wader watching in the country. Zululand is another key birding area. With a rich mosaic of forests, marshes, freshwater lagoons, flooded grasslands, tidal estuaries and acacia woodland, it’s no wonder that this north-eastern part of KwaZulu-Natal is one of the most species-rich areas of South Africa. The low-lying tropical region in the northeast known as the Lowveld is home to large populations of birds typical of African game reserves.

Although Gauteng is the most developed area in South Africa, it offers wonderful birding for those with time to spare. With a wide range of habitats that are easily accessible, around 350 different species can easily be spotted in and around Johannesburg and Pretoria. Information sourced from: South African Tourism.

CAPTAIN’S REPORT It has been a great honour and privilege to have been Centurion Country Club’s Captain for the past two years. I have thoroughly enjoyed my responsibilities. However, the time has come to handover to a new committee to drive the club forward.

A special thanks to Hokaai for being the loyal sponsor of this event. The winter field shotgun starts are in the afternoon field at 12h15. We’ll be back on the summer program in September 2017 moving back to the 07h15 shot gun start.

I wish to thank all my committee members for their commitment and dedication to the club as well as their hard work in the interests of the club these past two years.

Alice Cooper once said, “Mistakes are part of the game. It’s how well you recover from them, that’s the mark of a great player.”

The club’s Golf AGM was held on 9 May 2017 and I would like to thank those of you that attended. New office bearers were elected at this meeting. Gerard van Niekerk was elected as Club Captain and he will be supported by Bossie Bosman as well as Johan Bronkhorst. Congratulations on being elected. The ladies golf committee remains unchanged with Sue Smith as Ladies Captain and she is supported by Charmaine Engelbrecht together with Marianne Fraser.

The leagues and knockouts are well on their way, so a special thanks to those who represent the Club. The monthly Hokaai Captains’ Challenge that took place on 29 April 2017 and 27 May 2017 were, as always, well supported. We secured a full field of players on both days and ‘worsbroodjies’ were provided on a ‘grab and go’ basis at halfway. The winners of the event on 29 April 2017 were Gerard van Niekerk and Cornell Windell on a very good better-ball score of 49 points.

WELCOME TO OUR YOUNGEST GOLF MEMBER Jacques Olivier is now officially the youngest member of Centurion Country Club! Stephen and Anne-Sophie Olivier are very proud parents of this 5 year old boy who started playing golf at the age of 22 months, after he received a club from his cousin. Since then he has been addicted to golf and cannot stay away from the golf course. Jacques practices at least 8 hours a week. When the family returned to South Africa from Namibia, they decided to move to Centurion Residential Estate and Country Club in order to allow Jacques the opportunity to play as much as he can. Our Estate was an ideal choice with the amazing facilities on offer and the Tuks HPC golf academy. Born in February 2012, this young South African/French boy keeps surprising us by the day with his game and passion for the sport, especially his putting abilities. We hope that one day he will be a part of the next generation of Centurion Country Club champions.

SAFE ROAD AND PATHWAY USAGE BY ALL The lifestyle that the security and amenities of the Centurion Residential Estate and Country Club offers is luxurious, protected and privileged. A safe enclave for residents from the hustle and bustle of the city with open spaces, gardens and nature areas. The Estate is a haven for joggers, walkers, children on bicycles and all persons, not just golfers using the ease of transport provided by a golf cart. The illusion of island living can easily cause a total disregard for traffic regulations and the road rules. Road safety should be a priority for all residents. The safety of your children, your spouse and yourself depends thereon. It is therefore important to note that the roads within the Estate are still public roads in terms of the Road Traffic Act, Act 93 of 1996 as amended, and the regulations issued in terms thereof. Therefore, any law enforcement agency may enter the Estate at will and enforce the speed limit together with other road traffic signs as well as the road traffic act and its regulations. It is therefore of the utmost importance for both you, as a resident, as well as for the safety of your family from other road users, to ensure that all regulatory traffic and road signs are duly and strictly adhered to at all times. Although reference is made to ‘vehicles’, the same applies to motorcycles and bicycles. A few reminding points: • Remember to drive at the prescribed speed limit as displayed on the various regulatory road signs. • Bring your motor vehicle to a complete halt at a stop street. • Ensure that all your motor vehicles are duly registered and the licence paid annually on the renewal date, even if you are not intending to use it on a public road. • Only allow persons with a valid South African or acknowledged international driver’s licence, to operate your motor vehicle. • Never drive or occupy the driver’s seat with the engine running whilst under the influence of intoxicating alcohol or a drug having a narcotic effect. The limit is 0,05g per 100ml blood or 0,24g per 1 000 ml of breath for nonprofessional drivers. No person may refuse that a specimen of breath or of blood be taken to be tested for alcohol. • Ensure that your vehicle is at all times fitted with licence plates and that the licence plates on your vehicle fully comply with the prescribed requirements. It is illegal to display on a vehicle or use a vehicle with number plates which is not compliant. • Your vehicle must be road worthy in that, inter alia, it is fitted with working, undamaged lights, a windscreen without a crack, working brakes and operational hand break as well as tyres with sufficient tread. • If your vehicle is parked on the side of the road, remember to switch on the parking lights to ensure

visibility to other road users. You, as owner of the vehicle, shall be deemed to have been the driver of the vehicle at the time of a transgression should the driver not have been specifically identified at the time. It is therefore of utmost importance to ensure that your vehicle is not used by unauthorised persons or worse, drivers without a valid and recognised drivers’ licence. The same applies to parked vehicles, as it is presumed that the owner of the vehicle has parked the vehicle. Vehicles, including golf carts, may only be parked in designated areas and in consideration of the safety of other road users. Ensure that your vehicle is not parked in such a manner that it will obstruct the observation ability and view of road users at intersections or junctions. No person may use a vehicle in wilful and wanton disregard for the safety of other persons or property, as this is deemed to be reckless driving, yet another offence. Living on a golf estate, the use of so-called ‘golf carts’ are yet another hazard with potential liability from the use thereof. Although convenient, the mere obeyance of the golf course rules with regards to use on fairways and greens is not sufficient. From the outset it should be noted that the Centurion Residential Estate and Country Club estate rules allow drivers of golf carts from the age of sixteen (16) years, in accordance with the legislation. Golf carts should only be used on the designated and specially designed driveways and not on the public roads. The legislation and rules of the Estate are abundantly clear on this issue.

Three exceptions to the last point are noted: • The first being the driving of a golf cart to the premises of the owner for the owner to take delivery thereof. • Secondly, the golf cart can cross a public road from the premises of the owner to another over a distance of not more than one (1) kilometre. • Thirdly, proceeding to or from the place where repairs are to be or have been affected to the golf cart. Should you be of the intention to use your golf cart on the public roads, which all tarred roads within the Centurion Residential Estate and Country Club are, you are liable to register the golf cart as a motor vehicle with the additional expense of ensuring that your golf cart complies with the requirements of front and rear lights, indicators, yearly licence fees, et cetera. It is also important to note that no person is allowed to operate any vehicle on a public road which is not fitted with white lights emitting forward and at least one rear light emitting red light, in conditions where the visibility is 150 metres or less. It is therefore not recommended and in fact, discouraged, to


use the golf cart on any of the public roads within the Estate in such conditions. If you can’t see them, they can’t see you. The importance to adhere to these and the other requirements of the legislation has been underlined by the fact that a golf cart has been found to be ‘motor vehicle’ as defined in the Road Accident Fund. This judgment has far-reaching implications for the driver of the golf cart, its passengers, as well as any other motor vehicle involved in the collision. All the more reason to strictly adhere to the Estate rules, the legislation and common sense regarding safety as well as the manufacturer’s specifications and recommendations. In South Africa the legal limit is a breath alcohol content of 0,24mg per 1 000ml, or a blood alcohol limit of 0,05g per 100ml - a fact that should be burnt into every motorist’s memory. The Automobile Association advises that the rule of thumb is a maximum of one unit of alcohol per hour, which constitutes 10ml of pure alcohol, based on an adult weighing 68kg. The human body can process only one unit of alcohol each hour. However, it is important to be aware that if you weigh less than 68kg your body will need more time to process the same amount of alcohol.

What does one unit represent in layman’s terms? Again, as a rule of thumb, as various factors may influence the limit: • It is equal to two thirds of a beer or spirit cooler with 5% alcohol content per hour. • It is equal to 75ml of red or white wine per hour with an alcohol content of 12% to 14%. • It is equal to 25ml of whiskey per hour. There are no quick-fix solutions and any remedies of drinking coffee, taking a cold shower or drinking a litre of water is a myth. Once the alcohol is in your system your liver is going to need time to process it and restricting yourself to only one unit per hour will give your body the time it needs to stay sober in the eyes of the law. To drive and/or operate your golf cart whilst under the influence of alcohol, as per the prescribed limits detailed herein above, constitutes a criminal offence. Should you then be in a collision or worse, plough into joggers, walkers or children, the same consequence will follow as if you had been in an ordinary motor vehicle. Further note that your risk of injury is increased exponentially as you do not have the luxury of a seatbelt or airbags as would be fitted in your motor vehicle as safety features protecting you from injury. Not only do you open yourself up to a possible fine in terms of the legislation, as a resident of the Centurion Residential Estate and Country Club, bound by its rules, you can be fined in terms thereof. Such a fine will be added to your monthly levy statement and will become an indebtedness to the Company.

CCC LADIES GOLF RAISES FUNDS FOR

CHANÈ

In celebration of National Women’s Day last year, our Ladies Captain, Sue Smith was the driving force behind a fundraiser for Chanè van Wyk – a little girl diagnosed with a brain tumor in October 2015. We became aware of Chanè’s plight via Jakaranda FM’s Good Morning Angels campaign. Chanè underwent brain surgery after her diagnosis as well as radiation therapy and is thankfully a survivor. However, the financial strain of such an unexpected illness has put a lot of stress on her parents and so the money raised at our National Women’s Day golfing event last year has been donated towards helping to settle outstanding medical bills. We are thankful that we were able to help little Chanè and her family with our donation. They have expressed their heartfelt thanks to Centurion Country Club and especially the lady golfers. We look forward to hosting future charity drives in which we aim to assist with further needs identified by the Good Morning Angels. Please look out for these events so that you too can support and assist in paying it forward.

FEEDBACK REPORT ON POWER FAILURES ON THE EASTERN SIDE OF THE ESTATE During 2014/15 several cable thefts took place causing large disruption, frustration and concern regarding property value and security. The CHOA took the initiative to request a meeting with the City of Tshwane’s officials to strategise and assist in the safeguarding of electrical infrastructure. Some patrols were implemented and we managed to stop the continuous disruptions at the end of last year. Then, all of a sudden, the cable theft started again but this time it was with much more aggression leading up to more than thirty (30) power failures within the last six months.

This has not only been upsetting residents but it is of great concern to the CHOA. The CHOA has done the following: • A meeting was held with all the role players including our neighbours who are also affected. Some short- and long-term strategies were developed. • An intensive infrastructure location study was conducted with the assistance of our security service provider. • The terrain where the cables are located is huge, very difficult to access by vehicle in certain areas, very dark at night and overgrown by long grass. The Irene ILA assisted with the help of one of our resident’s, Mr. Brian Geyer, to clean up Botha/Main road. • Some discussions also took place with the land owners in Pierre van Ryneveld who have now enclosed a large area where cabling is located with electrical fencing. • Our security service provider is also doing an additional 4 to 6m patrols per day at no additional cost to us. Since 2015 a total of 1 600 patrols have been done. • The CHOA has equipped our security team with technology to be more effective in this overgrown dark terrain at night. • During the last power failure the substation was severely vandalised. The CHOA immediately decided to get involved by installing an alarm system for the substation that will be monitored on a permanent basis. The area around the station was cleaned, grass and shrubs were cut and we fixed all the doors and fences of the station. • Our Security Manager recently attended a seminar on copper theft to also understand the problem better in order for us to draw up plans in advance. All incidents get professionally analysed and statistics with analysis predictions are the goal. The CHOA can report that our security was successful recently in arresting one culprit. He was handed over to the Metro Police who then let the person escape later that same morning. This incident was escalated to senior Tshwane officials to handle. Recently these criminals stole 200 meters of cable that has a scrap metal value in excess of R50 000.00. This shows you that cable theft is a very profitable business that we are trying to combat. The CHOA has some concerns and does not think this vandalising and theft will stop immediately. We can also not safeguard the areas from Cornwall substation further up in the supply network where theft will still happen. We would be naive to think this is a Tshwane of South African problem. In the United States cable theft has tripled during the last five years, while the United Kingdom reported 4 680 incidents during 2014 versus South Africa’s 72 533 incidents.

REVISITING BUY-IN-LEVIES - FIXED 1% OF SELLING PRICE VS 10% INCREASE BACKGROUND Several years ago a Buy-in-Levy system was introduced in order to raise funds for future Capital Projects. Our infrastructure is ageing and requires more maintenance as well as replacement of various items as they reach the ‘end of their useful life’. At the time it was decided to review the amount on an annual bases at the AGM and the MOI confirms this. STATUS QUO At the AGM held on 1 June 2016 Resolution 8 (to increase the Buy-in-Levy) was tabled with a choice between an increase of 10% or changing the MOI to a fixed percentage of 1% of the selling price of a home. Changing the MOI required a ‘special resolution’ which implied a 75% yes vote. The yes vote for a fixed 1% did not succeed as the percentage vote was less than 75%. After the result was announced, it came to our attention that a home owner with enough ‘Yes voting papers’ (proxies) to swing the vote in favour of a fixed percentage, was outside when the papers were collected! These voting papers would have made a difference but had to be ignored! REASON FOR CHANGE Why did we propose the 1% of selling price option at all, you may ask? The answer is to keep it fair and simple. Had

the vote been carried as we hoped it would, this item would never, in future, appear on the agenda of an AGM to be voted on - except if the majority of home owners decided otherwise. The MOI would be amended and the 1% would be the formula in future. (Keeping it simple). The result of the 10% increase took the current Buy-in-Levy to an amount of R31 240 across the board. What is wrong with that you may well wonder? Most, if not all town houses in CGE, are selling at prices below R3 124 000. This implies that the percentage paid towards the Buy-in-Levy when selling is well in excess of 1% of the selling price – most unfair. It can be argued in many ways but it remains a fact. When looking at other Estates and how they calculate Buyin-Levies, it is clear that they work on a fixed percentage of the selling price! This matter will certainly be put to the vote at the next AGM, for it merely introduces a more equal and fair ‘taxation’ of people moving into the Estate. It must be noted that the Buy-in-Levy does not affect the seller. However, the concept of fairness is always open to different interpretation and we should therefore not exclude the possibility of distinguishing between free INTERFACE | JUN/JUL 2017 standing units and sectional title units in the future, in tandem with the option to cap the Buy-in-Levy at a certain amount.
