LIVING LOCALLY LETTER FROM THE EDITOR

I recently read an article on one of my favourite topics (in my favourite magazine) that left me inspired to implement the concept of living locally into most aspects of my everyday life. It’s a concept that is close to my heart.

Inspired by the idea that changing the way you shop could benefit you, your community, your local economy and even your health, the idea is to buy from your neighbourhood businesses, eat locally grown or made food and support your local service providers as in this way you contribute towards the greater good of that business owner’s life and in turn, your own. Not to mention your inadvertent contribution towards further employment that said business owner may provide and the use of local materials. It’s a form of giving back including practicing it on your daily necessities as well as comfort expenses.

We live in an era where most of us don’t have the time to scout around for opportunities to live locally but by simply supporting our loyal advertisers within our Interface pages, you have made a contribution.

But living locally is not only about purchasing. There are numerous other ways that your contribution could go a long way, for example, recycling, paying a decent wage, planting seeds to grow your

I’m aiming to ensure that my Christmas shopping this year is all done living locally and it will help me steer clear of the bustling shopping centres! AESTHETICS AND INFRASTRUCTURE REPORT

Dear fellow CGE residents I was entrusted with the Infrastructure and Aesthetics portfolio after the last AGM and my mandate was clearly defined. Having resided in the Estate since 2000, my family and I have shared the same challenges, accomplishments, low times and good times with all other inhabitants over time. However, the challenges we now face have become ever more momentous and will require even more commitment and dedication in order to sustain the lifestyle associated with our Estate. Therefore, it is at this juncture not only appropriate, but also important to present a status quo report on certain initiatives embarked upon and projects currently under construction, in tandem with those to be undertaken during the course of 2016 nl.: 1. Township establishment Highveld X 7 (CGE) – The Conditions of Establishment inter alia states that, apart from the responsibility to dispose of storm water, all other municipal services are provided by Tshwane Municipality. The legal onus therefore rests on the latter to maintain the infrastructure of CGE with funds from the budget and this is the legal position. We endeavour to engage with Tshwane - without delay and in a constructive manner - to ensure that the latter fulfils its obligations. We pay taxes diligently and we have the right to expect fair treatment from the local authority. 2. Top Gate upgrade – this project will be completed by the end of November 2015 after several delays and a degree of frustration amongst users thereof. We will most probably succeed coming in just below budget and we do not foresee further expenditure within the foreseeable future. The Albert Street exit remains a concern in general and the construction of speed bumps as well as a traffic circle will be undertaken during the second phase of the upgrade. We are currently engaged in negotiations

pertaining to statutory requirements of the local authority as well as the needs of the inhabitants of the Estate. Hennops River – the health of the river is a cause for major concern in that it has become a sterile environment. Millions of litres of untreated water and sewage is deposited into the river system on a daily basis and the revival of this project cannot be postponed any further. In collaboration with various stakeholders, including our neighbours, Southdowns, we have embarked on a concerted effort to save this river from irreparable damage and no stone will be left unturned to accomplish this objective. Therefore, we cannot allow the situation to deteriorate further, although it must be kept in mind that no magic stick exists to fix this problem overnight. Gabions in the river within the boundary of the Estate – we have budgeted for the inclusion of more gabions at strategic positions in order to prevent further damage to the river bank. Over the past number of years and largely as a result of upstream development, concentrated inflow during seasonal rains and periodic floods have eroded the river bank to the extent that it required human intervention. Therefore, we envisage that this intervention will have to be monitored closely on an ongoing basis henceforth.

Our Annual Captains Getaway had people guessing in excited anticipation as to where we would be going and on Sunday, 25 October 2015, there was not one ounce of disappointment as our fully loaded bus hit the highway to Dullstroom. Of course we were going to play the much publicised Ernie Els designed, Highland Gate. Even though the weather did not play along with us and golf was interrupted due to bad weather, a fabulous day was had by all. The course is breath-taking and definitely a challenge that is worth the drive. The day was rounded off with dinner and prize giving. Well done to Lefty Piagalis who is this year’s Captains Getaway winner.

LADIES CAPTAIN REPORT

We are excited to have Hans Jonck back at the club after his stint of working at Mount Edgecombe for some time. Wishing Hans a warm welcome back as the General Manager of our club and all the best for a his bright future. We’ve had a very busy few months with our CCC Ladies Open taking place on 17 September 2015. The event was very well supported by lady members and visitors from other clubs, and everyone had a blast. Each participant received a lovely printed bag that was sponsored. I must extend a heartfelt thank you to all the sponsors for the awesome prizes and bags, and a special thank you to Amarille and the Kuxuxa Foods staff for the lovely lunch we were served. Our club also had the privilege of hosting the Women’s Inter-Provincial Tournament at the end of September 2015. The golf course turned out to be a good challenge to the participants who had to play in extreme conditions with the heatwave that struck Gauteng. In the end, Central Gauteng were crowned the winning team. A special thank you must go out to Sue Smith and Joey du Toit who selflessly made themselves available during that entire week to assist me. Our host union GNGU and the WGSA were most impressed with our club for our professionalism and excellent service. We can feel very proud of ourselves.

October is Breast Cancer Awareness month and our lovely lady members all dressed up in pink for a day of fun at Pretoria Country Club. It has to be said that our very own member, Elize Visser, had her challenges with cancer in the past year but is thankfully healthy again. The Sanlam Cancer Challenge finals were held at Sun City and the Lost City Golf course during October. Elize Visser claimed a 4th place in the A division (handicap 0-16) and 5th overall. Kerry-Ann Murgatroyd took 7th place in the B division. Congratulations to you both and well done - you have made Centurion Country Club very proud. For our Thursday Early Birds please save the date of 27 November 2015 in your calendar as we are scheduling a surprise Christmas Lunch with prize giving. We are all surely looking forward to our annual Christmas Festival of Golf weekend at the end of November 2015 with the Green Keeper’s Revenge taking place on Friday, 27 November 2015, Sikkel’s Day & Night Golf on Saturday, 28 November 2015 and ending off with the CCC Mixed Open on Sunday morning, 29 November 2015. LIFE LANDSCAPES NO RAIN, HIGH TEMPERATURES - CALL TO ACTION!

Persistent high temperatures have been putting a strain on the water supply system. The lack of rainfall has further worsened the situation. Parts of the Free State and KwaZulu-Natal provinces have been declared disaster areas due to a lack in rainfall. The Western Cape is experiencing its worst drought in 75 years. Although we have entered the rainy season in the eastern part of the country, the effects of the weather phenomenon known as El Niño has caused below normal rainfall, and above-normal temperatures throughout most of the country. Both Tshwane and Johannesburg have been issued with warnings of possible water shortages, as a result of the current drought, the worst in the last 23 years.

As individuals there are many simple measures to use water wisely on a daily basis and not just in times of drought. Although each individual’s water saving may be small, when added together the amount of water we can save is significant.

Follow the 3 R’s of being Water Wise: • • •

Reduce your daily water use. Reuse water where possible. Repair leaking pipes, toilet cisterns and taps.

Below are tips to use water wisely in your garden and around your home: • Water your garden before 06:00 or after 18:00 – and only for a short period! • Sweep paving with a broom instead of washing it with water. • Apply mulch to your garden as it can reduce water use by up to 70%. • Group plants into high, medium and low water use zones, so that they can be watered separately. • Grow plants that need less water. Exotic plants often require more water than indigenous ones. • Keep your lawn a minimum of 2cm long. This encourages healthier roots and protects the soil better from the hot sun. Less water is needed to keep the lawn growing. • Make large square or rectangular beds so that most of the water goes to the plants, and not to the paths in between. • Use pool cover over your swimming pool to decrease the amount of water that evaporates daily. • Repair any swimming pool leaks, so that you don’t have to keep filling the pool.

disappointment when a heat pump or solar geyser does not supply sufficient hot water and the last, unlucky person has to shower cold. Correct system sizing is very important and is based on the number of people and their typical habits (e.g. morning or evening showers, lengthy baths, etc.). Furthermore retrofitted (on existing geyser) systems will not increase hot water supply, it only heats your water cheaper. And as ESKOM rates soar, more people are looking at alternatives.

Energy efficiency

demands a closer look in recent times at how we use energy, due to rising prices, the uncomfortable load-shedding by ESKOM, with many a grudge purchase made to generate even more earth-unfriendly power. Whilst the Gupta’s are said to be getting billions in coal deals, we are uncertain as to what exactly is cooking, bubbling or boiling at ESKOM… Load shedding has been comfortably absent for the best part of two months, however talk on the streets is clearly that ESKOM is not out of the woods, with recent newspaper reports indicating the requirement for capital in excess of R200 billion to modernize an outdated grid system. Whichever way it goes, our social conscience should lead us to live greener, more energy-conscious lives… whilst, as an added benefit, saving money!

But How?

About 10% of the average household’s electricity bill goes towards lighting. By simply converting from the standard around 50 watt incandescent or CFL bulbs to energy-efficient 5 watt LED lights, your footprint is already shrinking! And the expected life-time of an LED easily makes up for the price difference anyway! However, hot water generation is by far the biggest contributor to most domestic electricity bills - some 40% of typical household power expenditure will be on this item, without prior implementation of efficiency measures. These efficiency measures can include a geyser blanket, a timer to control the usage of the geyser element and replacing the old geyser with, or even adding a solar geyser or heat pump. A heat pump will amount to a saving of around 2/3rds on the hot water part of your bill. It works, rain or shine, night and day, but does require a certain (but lesser) amount of electricity. Solar geysers only heat water when the sun is shining on the solar heat collector, which can result in electricity savings of up to 80% (when sized correctly), in your water heating electricity usage. Both solar collectors and heat pumps are programmed to let the geyser element come on as soon as the water temperature reaches a certain minimum, thus avoiding many go-greeners’

According to the Department of Energy, the southern African region, and in fact the whole of Africa, has sunshine all year round. The annual 24-hour global solar radiation collection average is about 220 W/m2 for South Africa, compared with about 150 W/m2 for parts of the USA, and about 100 W/m2 for Europe and the United Kingdom. This makes South Africa’s local resource one of the highest in the world.

Photovoltaic (PV) systems have become more popular in recent years. Whilst the initial capital layout is still fairly high, with electricity rates continuing their increase trends, your ultimate return on investment will be tough to beat!

There are basically three types of PV systems: • Grid-tied. No battery back-up, and when ESKOM is off so is your power generation. Feedback tariffs have been approved in most European countries, and with ESKOM’s capacity in short supply the option should soon be available in South Africa too. This is the most costeffective solar system, but without a back-up solution. • Hybrid systems. This system is similar to grid-tied but includes battery back-up, with the batteries being charged when the sun shines from your PV solar panels. When ESKOM is off, you still have power. A mindshift towards efficient energy usage is essential, as you will otherwise need building plans to house more of the (rather expensive) batteries… • Off-grid systems. This is what we all want, however,

moneywise, this really only makes sense if you are building a new house in an area where ESKOM will be charging you an arm and a leg for the connection. The reason is that the system has to be designed to accommodate worst-case scenarios, i.e. days and perhaps even weeks of no-sun periods. Batteries remain the pricey item in the PV list. Developments are ongoing, and it has consistently become more affordable in recent years.

A few pointers when choosing to invest in green energy:

• •

Penny-wise pound-foolish is often accurate in green energy. Be pound wise! Choose established brands and installers with sufficient

support in South Africa. Seemingly ‘similar’ solar systems can vary greatly in their output power, capacity and longevity. How a system can be programmed makes a big difference in how much the end-consumer saves. This also holds true for LED lights, solar geysers and heat pumps. Do ask about warranty and support – and request references and a track-record!

On 10 October 2015, the first leg of the Matcovich Challenge was held. This event is played out between Silver Lakes, Woodhill and ourselves, being the Matcovich designed courses in Pretoria. We hosted the Saturday’s event and I must say the camaraderie between the teams was inspiring. Woodhill beat Centurion by one point going to the next leg. Thank you to Mercedes Benz Centurion for their, once again, generous sponsorship. By the time you read this the finals would have been played - we wish team Centurion the best of luck! SECURITY REPORT

Dear Residents We can look back at a very successful and safe year in our beautiful Estate. As a matter of fact, we have had three years and 5 months without serious crime which is most probably the best safety record for any Estate in Gauteng (and possibly South Africa). I believe the main difference between us and other Estates is the following: 1. Many estates have a re-active approach whereas our Estate has a pro-active approach: This basically means some of the other estates act and panic after a crime has been committed, while we do everything in our power to prevent crime. 2. We have an efficient team of people who work closely together and trust each othe: From our General Manager to our Safety & Security Manager and their staff as well as the Bidwest Protea Coin team, we work as a unit and we set very high standards. If you meet new faces in security it is mainly because the previous person did not meet our expectations. 3. We have a world class monitoring facility: Over the last two years we have improved technology substantially, redesigned and upgraded the monitor room, replaced all the security cameras with latest (IP) technology, installed additional night vision cameras and we monitor critical areas via technology to minimise the human factor in missing intruders. 4. Monitoring and responding is our first line of defence: Our first line of defence is the outer walls, palisade fences and the electric fence. We can detect an intruder within 50 meters and respond within a few minutes. We constantly monitor and test the detection circuits and we supervise the guards patrolling our fences at night. 5. We changed to a new and more effective visitor booking and entry system: The new visitor access and booking system eliminates the risk factor we had previously whereby anybody could call our control room and make a booking if he had a resident’s booking code. We found non-residents or domestics using resident booking codes without permission and this cannot happen with the new system with the code being sent to a registered cell phone number or iPad.

Where can we still improve? 1.

Bringing workers into the Estate: We find residents collecting casual workers outside the Estate and employing them to work in their gardens or in their homes. If this casual worker leaves your premises and breaks into another property we have no trace of what he looks like or how to identify him in future. For example, a resident collected a casual worker last week from outside the Estate; this casual worker was actually banned from ever working in the Estate again because of theft he committed previously when he did casual labour at another resident’s home; security notified us and our Security Manager informed the resident after which we escorted the casual worker out of the Estate.

The sad part of it is that the resident supported the casual worker, made things very difficult for us and he/she was quite happy to keep the worker in the Estate. Informing us immediately of any security risks: Many times we get told about an incident or suspicious behaviour which happened a while ago for example, last week or a few weeks ago. Please inform us immediately and we can act upon it or if need be verify the situation. If you tell us later on, you might have forgotten the day and the time it happened, and we lose the opportunity to take action. Our security personnel is available 24 hours a day: call the Security or General Manager during working hours and the control room after hours where you can ask for the supervisor or shift manager. If the situation is critical it will be escalated immediately and we can respond to the situation. Keep your eyes and ears open: Every resident can contribute towards improving our security. Get to know your neighbours and report unusual behaviour to us or check body language for example, somebody walking in the street looking into every resident’s property could have ulterior motives. Inform us about cars parked against the fence outside the Estate and we will send somebody to have a look.

Guards Christmas Bonus Towards the end of every year we collect funds to go towards a Christmas bonus for our security personnel protecting us during the past year. The bonus is paid out proportionally to seniority and duration of service during the last 12 months. We hand it over early in January and you should see the joy in everyone’s eyes having that little bit of extra cash which might be used to purchase items they cannot normally afford or to buy their kids a new school uniform for the New Year. I personally contribute R1 000.00 and I would like to challenge every resident who can afford it to make a similar contribution. Maybe after three and a half years of living safely we can give them the biggest bonus ever. Please, please, please contribute - we will remind you a number of times during November and December. HOMEOWNERS ASSOCIATION the WHAT, HOW AND WHY

Lifestyle-living has become a sought after luxury in South Africa. From a security point of view, the best option is a security estate where likeminded people with sufficient wealth can pay for security, peace and an aesthetically pleasing environment. It is an enviable position of the privileged few, aspired to by the rest. And South Africans are not the only ones whom treasure the lifestyle-living grandeur of a security estate. It is also very popular in the United States, Canada and Europe. Each country has developed its own legal framework regulating this lifestyle. The most common denominator is that of a group of people have decided to pool their resources in order to live in a specified area, with a certain standard, together, but still separately, governed with an additional set of rules in order to protect their security, shared values and interests. In South Africa the predecessor of the security estate is most probably the sectional title scheme which originally was used for blocks of flats. This evolved into larger sectional title schemes with separate, but small, units generally known as “townhouses”. Developers and potential property owners wanted still larger schemes with still larger houses and more land for each residential unit. The lure of traditional full title ownership, coupled with the advantage of pooled resources was the aim. These schemes then became theme based, catering for specific needs of its members, for example golf courses and club houses, game farms, retirement age restrictions, gymnasiums and squash courts and greater and better security, a specific and growing need in South Africa.

The traditional sectional title scheme, where the management is attended to by trustees, mostly owners volunteering their time and knowledge, proved incapable of coping with the larger, and more complex, organisation and so the Homeowners Association came to life. A Homeowners Association is exactly what the name suggests, an association of home owners, all of whom purchased property within the specified area governed by the association. Of course, it is not nearly as simple as that. A Homeowners Association is a specific association with a specific purpose formed and structured in a specific way to manage and protect the interest of a specific group of people in accordance with a specific set of rules. There are several differences between a sectional title scheme and a Homeowners Association. Probably the most important, is that property other than that belonging to sectional title owners belongs to all the members collectively and is known as “common property”. In the case of a Homeowners Association this property, including but not limited to roads, parks and swimming pools belongs to the association as a separate and autonomous legal entity or to the municipality, depending on the original township establishment and its conditions. The financial abilities of Homeowner’s Associations, with the more affluent membership, has fast better financial resources NOVEMBER 2015 | INTERFACE

than sectional title schemes, although different legislation prescribes the financial responsibilities of each of these entities. Initially Homeowners Associations were operated as voluntary associations with each owner becoming a member of the association on acquiring ownership of land in the specified area. Some cordoned off areas still operate on this voluntarily basis. The rules of the association were set out in the constitution. Gradually the use of the voluntary association made way for the non-profit company, abbreviated as NPC, known under the previous Companies Act as a “section 21 company”. The non-profit company has been refined in the Companies Act of 2008 as amended, and has proved to be a useful tool in which to establish and operate existing Homeowners Associations. A non-profit company differs from the ordinary private company in that it does not have shareholders, but members similarly defined to an association. Do note that the nonprofit company is a separate legal persona through which it can acquire rights and obligations, conclude contracts, institute legal actions and participate in all kinds of commercial activities. The rules of operating a non-profit company are set out in the memorandum of incorporation, abbreviated to MOI. This document sets out the administrative governance of the company and effectively establish the guide on how the security estate is to be administratively organised. Like all companies, a non-profit company is managed by a Board of Directors elected by its members. In terms of the provisions of the (new) Companies Act as amended, the directors have a special duty towards the members of the non-profit company and to manage the company to their best ability. In the case of a Homeowners Association, the members normally have a better assurance of good management in view of the fact that the directors are mostly owners of property in the estate and have a vested interest in good governance, knowledge in their respective fields and years of experience in their profession to add value to the directorship. The non-profit company has the right to collect funds from its members in order to pay the expenses of the upkeep of the estate. This means that every member has to contribute on a pro rata basis to the upkeep of communal property, for example roads and other amenities mentioned above. These levies constitute the budgeted income of the nonprofit company. Each member is responsible for the maintenance of his/her own property of which he/she is the sole owner having full title ownership. In addition thereto, the association can have rules which will force owners to maintain the property within the specified area of the association to ensure the standard of the estate is adhered to, in the financial best interest of all members.


By far, the greatest advantage of a Homeowners Association, provided that it is well managed, is this pooling of resources, specifically that for security. Do note however that safety always starts at home. Regardless of the security system in place, the guards and the restriction of access, it is each resident’s responsibility to ensure that the security requirements are met and maintained.

Lastly, as the members of a Homeowners Association have easier access to the Board of Directors, it is easier to enforce the accountability of such directors in terms of the (new) Companies Act as amended. Considering all the benefits of such an association, together with the additional set of rules to abide to, considering the pleasant living environment and safety of the Centurion Residential Estate and Country Club, it would indeed be that the grass is greener on the Estate’s side of the electric fence!

CENTURION COUNTRY CLUB’S CORPORATE CHALLENGE

FINAL 2015 The corporate members of Centurion Country Club participate in an annual challenge whereby companies play against each other in 9 league matches during the year, and then have an away final which is played over 2 days to see who will be the winning company of the challenge. This year’s away final was held on 22 and 23 October 2015 at Elements Private Golf Reserve on the first day and then at Zebula Country Club on the second day. The participating corporates were Aviat Networks, EOH, MSMM Inc, UD Trucks and Sephaku Cement. The competition format of the event was a Betterball Stableford. Elements Private Golf Reserve proved to be a real challenge for the guys with the highest score for the day on 69 for the team from MSMM Inc who were also the defending champions from last year’s challenge. Day two promised to be a bit kinder on the golfers at Zebula Country Club and better scores were recorded. The winning team of day two was the team from Aviat Networks with 85 points. The overall winners of the tournament (winning with 2 points) was MSMM Inc (Mxolisi Zwane, Moss Mogale, Beaver Rapatsa and Nano Matlala) with a total of 147 for the tournament.

Runner’s up were George Botha, Paul Slaven, Keith Abrams and Steve O’Shea from Aviat Networks with 145. Steve and Keith were the winning two ball for the second day with a superb 45 points. Day 1’s winning two ball on 35 points were Beaver Rapatsa and Nano Matlala from MSMM Inc. The team from Sephaku Cement was third for the tournament on 136 points, UD Trucks in fourth place on 134 and EOH in fifth place on 126. The participants had a great tournament and are already looking forward to next year’s challenge.

In part the competition was bittersweet as we were threatened by rain but the few drops that fell were certainly not enough to impact our course. We had, once again, a great turnout with most of our players coming down after work to try their hand.
