traffic circles inside the Estate

Some of the comments returned as part of the recent resident satisfaction survey indicated an element of uncertainty as to who has the right of way at our internal traffic circles. The roads on our Estate are public municipal roads and all municipal by-laws and standard traffic rules apply. All the circles on the Estate are marked with the R2.2 sign classifying them as mini-circles (Refer to http://www.circles.org.za/ for more information)

Mini Circles (Regulatory Sign R2.2) Yield at Mini Circle The yield at mini circle regulatory sign R2.2 imposes a mandatory requirement that drivers of vehicles approaching a mini circle shall yield right of way to any vehicle which will cross any YIELD LINE marking at such junction before them, and which, in the normal course of events, will cross the path of such driver’s vehicles, and that the driver shall move in a clockwise direction in such junction and attempt not to encroach on the mini circle.

In Plain English Essentially what this means is that the first vehicle to cross the line has the right of way. This works in much the same way as a four way stop.

Who has the right of way? Example In the example Vehicle 2 has the right of way even though Vehicle 1 is to the right. This is because Vehicle 2 has crossed the line first. The larger traffic circle or roundabout are marked with the R137 sign

Roundabout These are only found outside the Estate. The roundabout regulatory sign R137 imposes a mandatory requirement that drivers entering a roundabout shall turn to the left and shall travel round the roundabout in a clockwise direction, and it imposes a mandatory requirement that drivers entering a roundabout shall yield right-of-way to traffic approaching from the right, within the roundabout, where such traffic is so close as to constitute a danger or potential danger.

A NEW CHRISTMAS! We have celebrated “Christmas in July” with all the appropriate trimmings and very cold weather, but the countdown to “Christmas in December” has begun. How many shopping days are left? Counting down from Spring day – 1 September to the 24th of December leaves 115 days to buy the perfect gift for all our loved ones. With the South African postal system as slow as it is, now is also the time to send those parcels to the grandchildren in many faraway places. Airmail parcels might be faster but speaking from experience it is also much, much more expensive. So send by “snail mail” and save!

That saved extra money could make a big difference to some of our guard’s families’ lives this Christmas. The Security report in the last Interface contained some very positive facts about the safety record of our Estate. Our Estate visitors might get a little irritated when there is a queue to book into or out of the Estate, but when we take into consideration that we live in a very secure and well managed Estate, this is a small price to pay. Many of us will be going away again over the Festive Season, but our guards will be on duty to ensure that when we get back our homes and possessions will be as we left them. YOUR OBLIGATIONS FOR OCCUPATIONAL HEALTH AND SAFETY OF YOUR EMPLOYEES AND CONTRACTORS Not many of you consider your private residence a workplace. However, for your cleaner, au pair, housekeeper, gardener and even contractors, those whom deliver your parcels and service workers, your house is their place of employment and place of work. The Occupational Health and Safety Act, Act 181of 1993 (“the Act”) as amended, defines an employer as a person who employs or provides work for a person, and remunerates that person or undertakes to remunerate him or her. It is important to note that although labour brokers are excluded, any person whom directs or supervises the work of the labour broker’s workers, are deemed to be an employer in terms of the Act and must protect the labour broker’s workers as their own employees. And all such employers are obliged to comply with the Act. An employee is defined by the Act as any person whom is employed or works for an employer, receives remuneration or who works under the direct supervision of an employer. All employees are protected by the Act. In terms of the Act, employers are obliged to fulfil a large number of prescriptive duties and carry by far the most duties under the act. Some of the more important obligations are highlighted here under. A safe workplace must be provided and maintained for the employees, as far as reasonably practical. This includes the identification of the health and safety hazards of the work processes used (for example chemicals used in cleaning or the electrical cord of a lawn mower) and to verify the precautionary measures needed to protect the workers from harm. It is important for employers to ensure that the precautionary measures are put in place and adhered to by the employees. Information, instructions, training and supervision is to be provided to ensure the health and safety of your employees. Most important, you are to ensure that your employees are not allowed to execute tasks where the hazards of the task have not been identified and properly controlled. Non-employees must also be protected. You, as an employer, are compelled to ensure the health and safety of all people whom will be affected by the employer’s activities. Visitors to the workplace, including contractors, delivery men and service workers are specifically included. The section also includes your co-residents in the Estate who may live near or pass near the work activities of your employee. Inform your employees of hazards, safety and

protection in a manner that they will understand and remember. Comply with the regulations of the Act. A large number of regulations have been issued on safety, hazardous substances, electrical machinery and installations and numerous other topics. Ensure that your employee is duly protected in terms thereof. Should your employee require more than first aid, you are to record the incident and investigate where after you are to compile a written report, safely kept for record purposes. Should your employee be killed, seriously injured or maimed, you are duty-bound to report such incidents to the Department of Labour. The report will ensure that you, as an employer, are indeed complying with the requirements of the Act. A subcontractor or contractor is also the responsibility of the employer, and specifically should you direct or supervise such a worker. Therefore, you can be held liable for injuries to the bricklayer of your building contractor, unless the contractor has a written agreement with you confirming that the contractor will accept responsibility for the health and safety of its own employees and that the contractor will ensure compliance with the Act. Even then, you have to ensure that the contractor carries out these responsibilities. Free personal protective equipment must be provided to your employees and no employee may be charged for such protective equipment. You have to take into account the nature of the hazards and provide and maintain, free of charge, the personal protective equipment in a good and clean condition for use by your employees. Consider gloves for the cleaner, safety glasses for the gardener whilst using the weed-eater and protective gloves when pool chemicals are to be administered. Your employees have to ensure that they fulfil their obligations. Section 14 stipulates that employees must take care for the health and safety of themselves and others and co-operate with the employer with regards to health and safety. They are to carry out lawful instructions and implement health and safety rules set by the employer. Unsafe or unhealthy situations are to be reported to the employer and dangerous incidents or injury is to be immediately reported to the employer. The Department of Labour have inspectors whom will ensure that employers comply with the labour legislation, including this Act. These inspectors have great powers to investigate during such an inspection. They might inspect, without notice, any relevant part of the premises, question any person,

alone or in a group on any matter related to the Act, direct people to avail themselves to be interviewed, demand records that the inspector is of the opinion need be provided, ask for an explanation of any entry in the documents, inspect anything which is on the premises and remove the item to be examined or analysed, seize anything that might be evidence in a trial and ask an interpreter, a SAPS member or an assistant to accompany the inspector. Notices of prohibition, contravention or improvement may be issued subsequent to the inspection, should the inspector find unsafe conditions in the workplace. An employer can be prosecuted and convicted of an offence, including but not limited to the obstruction of or refusal to co-operate with an inspector, failure to comply with the Act, making false statements, failure to use safety equipment, attempting to influence proceedings or the tampering with or misusing safety equipment. Penalties include a fine of up to R100 000,00 (one hundred thousand Rand) or even imprisonment of two years and in some instances, both. Where a worker is killed in the workplace, the Act provides for the death to be investigated by the SAPS as a murder and the National Prosecuting Agency may charge an individual, whether a manager or supervisor, for manslaughter or for murder.

It is therefore of utmost importance that, prior to your appointment of any contractor, you agree in writing to the contractor’s responsibility for his employees. And ensure that any and all unsafe and unhealthy situations are monitored by you and brought under the contractor’s attention whilst you insist that it is rectified.

You are to replace that rickety stepladder your cleaner uses for cleaning the windows and ensure sufficient ventilation when the carpets have been cleaned by the cleaners with those magical chemicals that remove all stains. Provide your employees with rubber soled shoes if your tiles are very slippery when washed and show them how to avoid electrical shock when using your water-filtered vacuum. Having their health and safety at heart not only ensures your compliance with the Act, but will surely enhance their working conditions for the better.

CAPTAIN’s report As winter draws to an end and we enter the spring period, I am sure you are all looking forward to the warmer days and green golf course again! Coinciding with this time is our annual spring treatment as well as large scale work that will be performed on the golf course as part of the ongoing water management program. This will entail some disruption to the normal process of events on the golf course, and we ask for your patience and understanding during this time. We will undoubtedly be in a better position to cope with excessive water once the work has been completed. The next 2 months will see the annual Matkovich trophy between Woodhill, Silver Lakes and ourselves. The competition is played on all three courses and the betterball points are added together to determine the overall winners. To those people playing in the various days, good luck and keep our flag flying high! The annual league season has drawn to a close and I must say that overall we have performed much better than last year, and this augers well for the future. Most of our teams progressed to the playoff rounds. Thank you to all the league players for offering up your time and your talents to represent Centurion Country Club – we really do appreciate it!

The Next Captains Challenge sponsored by Hokaai will be on 27 September 2014 in the morning. This coincides with the Ryder Cup weekend and we will have a surprise in stall as to the nature of the competition. Please pop in and support Hokaai and don’t forget that they do deliveries into the Estate.

CAPTAIN’s report

A heart warming “THANK YOU” to all the golfers and Home Owners who contributed towards our Ladies Charity Golf Day and Potjiekos competition that was held on 9 August 2014. Everyone participated in so many ways by sponsoring prizes, donating old clothes and non-perishables, participating in the golf day as well as donating all the ingredients for the different potjies we had. A big “Thank you” must also go out to Kuxuxa Foods who selflessly sponsored all the starches and the salads for the potjies. We had 17 potjies in total that participated. Everybody enjoyed the togetherness with their friends and family around the feverish cooking of the pots while being entertained with live music. The food and the music was great and people had so much fun that they even started dancing on the patio until late into the evening. Together, we have all raised an amount of R34 700.00 for our chosen charity. We had a cheque handover to Marleen van der Walt from Dynamic Women for Children (DWFC) and she was overjoyed with the much needed contributions. As well as the bags and bags full of clothing, household goods and nonperishable foods that were all donated.

On 27 August 2014 some of the children that are in the care of DWFC between the ages of 2 and 15 years visited Dr. Jan A Smith from Wonderboom, a dentist whom selflessly donated his time with no charge to check all the kids’ teeth. For some of these kids, it was their first dentist visit ever. A massive “Thank you” must be said to Annie Pypeer who arranged this donation for the children from DWFC. Seems that spring has been by-passed and summer has arrived in full swing with high temperatures already being experienced. Sincere thanks must go out to the grounds team that have been working so hard to get our golf course ready for the summer.

By the time this goes to print the CCC Ladies Open would have taken place on 25 September 2014. The next big event to look forward to is our CCC Mixed Open which forms part of the club’s annual Festival of Golfing weekend starting with the Green Keepers Revenge on 28 November 2014, followed by the last monthly Captain’s Challenge for 2014 on 29 November and ending with the CCC Mixed Open on Sunday, 30 November 2014 in the morning field.

With spring in full swing, more sunshine, warmer weather and longer days are upon us, along with the familiar scent of the braai wafting in the air. Braais will be the heart of Heritage Day this month and with September being Heart Health Month, it’s a great chance to make our braai not only mouth-watering, but healthy as well. Here are my top tips for a heart healthy braai: 1. Pick healthy fats Fats are often named the bad guy, saturated fats can worsen cholesterol and heart disease risk but poly and monounsaturated fats offer great health benefits. These are found in oily fish (trout, salmon, mackerel, sardines and tuna), avocado, olive oil and nuts. Try switch up the regular chop braai for a fish braai, make marinades with olive oil instead of butter or sunflower oil and swop creamy dips for guacamole or fat free cottage cheese. 2. Choose meats wisely Avoid fatty cuts of meats like ribs, chops and sausages like boerewors. Rather choose lean cuts like fillet and sirloin and white meats, trimming of excess fat and skin. Braai-Roasted Veggies Serves 2 Ingredients •

2 beetroot

4 button mushrooms

2 baby marrow

1 carrot

¼ bell pepper

2 salmon or trout fillets (200g)

1 TBSP chopped fresh parsley

1 TBSP chopped fresh dill or fennel leaves

1 TBSP lemon juice

Dried mixed herbs

1 TBSP olive oil

2 tsp olive oil
