The first quarter of the year is already over - hard to believe. Scholars are enjoying the well-deserved Easter holidays and parents are enjoying the break from all the running around!

It was a pleasure receiving the various mails in response to the bird identification in our previous issue. Proof that readers love receiving their Irene Town Crier every month and that we have some very keen bird watchers amongst us! Please feel free to send me any snippets or interesting information that you would like to share via our magazine - your input is always valued.
As always, Irene is a buzzing village with the recent SPCA fundraiser being a huge success, a street braai bringing neighbours together and an unusual surprise visitor to The Oval it’s all in this issue!

YOU SAID IT Support local is lekker! I bust some ligaments in my left foot recently and finding it hurt somewhat after pedalling my bicycle to The Village shops I dismounted into the local coffee bar Sweet Jo’s. Having been away for over 2 months I was delighted to be able to enter and be treated to all manner of human and comfort-food pleasures. Firstly, I was welcomed by all staff (who made sure my leg was equipped with the suitably appointed leg-chair) and locals were very chatty even those I did not know. Being a fussy coffee lover, they excelled and as such, I indulged in both a cappuccino and my usual ‘esspresso lungo’ both equally impressive, tasty, rich, strong and unusual for me, to be done so well. Rarely do I tempt my limited capacity-body of more than one cup of coffee per day. But these were so impressively good. More so because this little gem of a coffee bar is close to us in Irene Village, its coffee excellent and various pastries sheer allure. Although I ordered and expected just the almond croissant, I received real butter, real homemade jam and strong tasty grated cheese. Not always expected and never in Europe nor America. These additions are a characteristic South African’sm - pure yummy. I stand to be corrected by this dictum - ha ha! Ros Lindley

Our placement in the March 17 issue of the pictures of the unidentified bird taken by Ian Charlton received great response... The bird that Ian Charlton captured in flight at last appears to be a juvenile African Harrier Hawk. The Roberts number is 169 and it was previously known by the name “Gymnogene”. (Polyboroides typus; Afrikaans: Kaalwangvalk.) My wife and I have seen them on occasion flying in the Irene area. Kind regards, Derek and Ruth Kirkland I had couple of chances to take a photo but never had a camera with me. I’ve seen this bird the first time about 3 years ago and there after a few times again. I looked it up after the first time I saw it. This bird is called a “Bruin Jakkals voel” (Buteo buteo vulpinus) not sure of the English name I think it is called a “Steppe Buzzard”. Hi it’s a juvenile African Harrier Hawk, we have a mother in the garden, she’s grey looking and the juvenile is brown. Excellent photo by the way! See opposite page for info from the Sasol eBrirds. It is the African Harrier Hawk (juvenile form). We often also see the grey adult flying over our house. We are keen bird watchers and it is always a treat to see a raptor in the city surroundings.

DEAR IRENE RESIDENTS & ILA MEMBERS The first quarter of the year is already gone and we can feel the cooler nip in the air. It’s that time of year again for our annual AGM. The ILA would like to encourage all residents of Irene to attend as this is a great opportunity for you to learn more about what the ILA does for our Village. Not to mention the chance to meet fellow neighbours. ILA AGM The AGM will be held on Thursday, 20 April 2017, 19h00 for 19h30, at the Irene Primary School Hall. Please diarise this important annual meeting. Refreshments will be served from 19h00. Please note that although this is an ILA meeting, ALL RESIDENTS ARE WELCOME. We would also like to invite all estate agents trading in Irene as this is an ideal opportunity to learn more about our security scheme and plans for the future. Speeding and rat-running
Irene is a Woonerf with a speed limit of 30km/h. However, this is being completely ignored, mainly by outsiders but, sadly, by a number of residents, as well. The concept of a Woonerf is to return the streets to the people - a shared space with motorists but where pedestrians and animals have the right of way. Yet, in Irene, we are in constant danger as cars race along our roads, barely giving way to pedestrians or animals! We are in consultation with Council to look at ways to prevent rat-running and speeding in Irene. Speed humps and circles in Irene are no longer effective. Motorists do not slow down and many just side- step the speed humps and cut the circles! We will endeavour to find a solution, bearing in mind that we are bound by Council regulations and the cost has to be borne by the residents. Vehicle license scanning We recently conducted a vehicle license

scanning at certain gates in an effort to determine the feasibility of the scanning process and at the same time, create a deterrent for vehicles using the Village as a throughfare.

We are always seeking new security measures to improve on our current security setup and a very positive feedback was received from the majority of residents regarding this initiative – from both ILA and non ILA members.

ILA stickers Within three days of traffic controls at our main gates, we ran out of our stock of 500 stickers! All ILA members receive stickers when joining the ILA. When changing your vehicles, please remember to call Jan or Alyson. Stickers are issued only for vehicles that belong to ILA members and family members living on the property. Long-term tenants of an ILA member may also apply for stickers. Data updates Members are requested to email
Requests to use The Oval for any sporting, social, school or community event must be approved by the Irene Country Club. There may be a hire charge. Please contact Michelle for all bookings. Should residents report faulty streetlights directly to Council, please kindly cc Jan Swanepoel (ILA village Manager) on your correspondence (jan.swanepoel@irene.co.za) so that he may keep record of all reports. Other fault reportings Single power outage and broken water meters reported to Council are listed on
14 an infa structure report for continuous follow up. Once again, please cc Jan Swanepoel on any such reports to Council so that he may ensure the repairs are expedited. Water restrictions Although water restrictions have been relaxed somewhat, residents are reminded that they are still not allowed to irrigate their gardens between the hours of 06h00 and 18h00. Building rules
We have noticed that very few residents building within Irene are familiarizing themselves with the ILA Building Rules (published in the March 17 issue of Irene Town Crier). Please ensure that should you be planning to build that you request the Building Rules from the ILA before commencing. ANGLO-BOER WAR 1899-1902 The siege of Pretoria during the Anglo-Boer War took place on 5 June 1900 after skirmishes in the present Centurion. Lord Roberts subsequently decided to outmanoeuvre the defending Boers south of Pretoria by following the course of the Hennops River to approach Pretoria from the west. A fort was built on Irene’s highest koppie (now known as Cornwall Hill) by the Duke of Cornwall’s Light Infantry.
On 6 April 1901 a team of woman volunteers from Pretoria started a nursing corps. Henrietta Armstrong kept a camp diary which was published in 1980 by the HSRC. This act of love led to the founding of the SA Womens Federation (SAFV) on 19 October 1904.
In order to break the spirit and the infrastructure of the Boers, the British implemented a “Scorched Earth Policy”, destroying farms, burning homes and killing or taking livestock.
Piles of rock in the Camp Cemetery indicate the original graves. Only some of these had tombstones. Over the years some of the tombstones were removed and some were lying around. As a consequence most of the graves could not be identified.
This left thousands of woman and children homeless, who were then driven into more than 31 concentration camps, situated all over the Boer republics of Transvaal and the Orange Free State, as well as in the British colonies of Natal and the Cape. The camps were usually located close to railway lines. The Irene concentration camp was opened on 2 November 1900. The population of the camp increased rapidly and refugees were housed in tents under extremely poor conditions.

Although peace was declared on 31 May 1902, the camp was only officially closed during 1903.
In 1958, at the request of the Women’s Federation (SAVF), the SA Council on War Graves turned the cemetery into a garden of remembrance. The cemetery is today a national heritage site, under the protection of the SA Heritage Resources Agency (SAHRA). Wellington road street braai For the last few years, the folk of Wellington Road have held a street braai before the cold weather sets in. The event, held this year on Friday, 10 March, was a really enjoyable get-together where neighbours met neighbours and new residents were introduced to old Irene-ites. Tables, chairs, braais and traffic cones were set out under the street light in front of Av and Ross Jennings’ house. It is always heartwarming to see how much children enjoy this occasion, they love racing about in the semi-darkness and ride their bikes slalem-style around the obstacles of braais and tables. This year, Gilles Raffle’s company, Zimzala Brand Production, made the beautiful ‘cowbanner’ for us which was displayed at the corner of Wellington Road and Queen Street prior to the braai. Gilles’ family: Saralee, Conner and Callan were all there on the night as were other Wellington Road dwellers: Darryl, Catherine, Chloë and Erin Desmarais; Gustav, Laurette, Reinhard and Marissa Vlok (whose parents, Frik and Hettie Enslin came too); Ernst, Michelle, Janru and Munnik Brand; Wim, Maya and Max van Schalkwyk; Derek Strauss; Audrey, Callan and Jason Stroud; Estelle Naude, (and we were sorry to learn that the rest of Estelle’s family were all sick in bed back at home!); Koos, Franci, Mia and Helena Schabort; as well as Cilla, Lionel and Phillipa Taylor. The Strouds brought along Jiym, a non-Englishspeaking Chinese college student to experience his first South African braai! Av Jennings and Zelda Skea usually organise the event. Zelda, as well as being the best rusk-maker in Irene, is also a hot-shot organiser and she didn’t fail us this time.
Her family: Theuns, Yvonne and Erika Skea, plus Erika’s little friend, Claudia, all helped direct the setting up procedure and issuing of nametags for identification. We had visitors from other parts of Irene too who either came to the braai or popped in to say hello: Pieter, Wilma and Henko van der Merwe (from Queen St); Pearson and Blessing Pretorius (from Cornwall Hill); and representatives of four families from Lotus Lane: Anton, Michelle, Mila, and Stella-Rose Janse van Rensburg; John and Goodday (who also helped with the setting up); Louise, Joshua and Reuben Olivier; and Jan, Abrie and Annabelle Pretorius. What a very special place Irene is! What about other streets having similar get-togethers?

surprise visitor Jean from King Street was recently surprised to find a warthog on The Oval! She was training on The Oval when he came running towards her with is tail in the air. At first she wasn’t sure if he was tame or dangerous but he soon prooved himself to be a very friendly fellow. After greeting Jean he ran off to play with the dogs on The Oval, happily chasing them around.

All about meters Municipal meters You live in Irene so the municipality will provide your electricity and you will have either an old type of meter with a wheel or a new prepaid (smart) meter. Without a prepaid meter you will have 1 municipal bill which will include rates, water, sewage, refuse and electricity and it will be postpaid. The municipality has changed their prepaid meters a few times so it could be 1 of 3 types. Some older ones have a mains plug-in consumer unit and newer ones have a mobile connected smart or internet interface. By the way, the tariff from the municipality is identical (4 tiers) on a prepaid meter basis or still on the old type of wheel meter. The more you use, the more you pay. Prepaid meters for tenants Now you may rent the whole property or just a part of it. The Landlord may do a few things; either charges a flat rate for the property including all the rates, water, electricity, etc. Or he/she can just take the electricity out and the tenant takes care of the electricity. If it’s a commune, the Landlord just takes the amount and divides it by the number of people/rooms, since the geysers, pool, kitchen, etc are a common area. Nowadays electricity can be paid in a number of ways: on an app; at Pick ‘n Pay; by phone; or on a bank account. There are many ways to get up and running - most of them being instantaneous and usually you only need the account or number of the meter.
How do prepaid meters work with the Landlord and the Tenant? Most prepaid meters are owned and managed by a large company such as Citiq, Mr Prepaid or ismart/MTN! In fact there are many prepaid meter suppliers. The Landlord installs the meter. He/she gives his bank details and the number of the meter to the managing company. Each time the tenant buys electricity a small portion goes to the managing company and the municipal amount goes into the Landlord’s bank account. So it costs the tenant a bit more, the landlord pays the exact amount to the municipality and Mr Pre-paid or Citiq etc makes a bit of money. A final word The municipality will generally install a prepaid meter for free. It helps them manage the supply of electricity and the cash flow. If you are a Landlord it just costs to have the meter installed. At some properties it’s easy to install a prepaid meter. In others, the property has been ‘adapted’ for tenants and this can be difficult. I’ve installed many single and three phase meters and have dealt with lots of different requirements. Irene Dramatic Society is proud to present ‘Allo ‘Allo by Jeremy Lloyd and David Croft, by arrangement with Samuel French Ltd. Based on the hugely successful British television series that ran for nine seasons, ‘Allo ‘Allo is a riotous comedy that will please both fans and newcomers. It follows the adventures of René Artois, a hapless café owner in occupied France who would like nothing more than to be left alone to chase after his waitresses, avoid his wife, and make money off the Germans. Unfortunately, the French Resistance and the Germans have other plans. There is a priceless portrait hidden in a sausage in the cellar, two British airmen who don’t speak a word of French, the radio disguised as a cockatoo and plans to blow up Hitler! Come and enjoy an evening of comedic entertainment with a cast overflowing with memorable characters. Snacks will be on sale but feel free to bring your own picnic baskets and food platters as seating will be ‘Barnyard’ style. We are advising a rating of PG-12 for adult situations.
