LIVING IN Peace
These past two months have felt like a blurr as the winter decended upon us, the public holidays resulted in much shorter weeks for a while and then school exams came! Apologies for the tardiness of this issue - Irene certainly loves our magazine as the many phone calls and enquiries are proof thereof. Thank you for understanding that sometimes life gets a little hectic and unfortunately, this sometimes causes a slight delay in getting it to your doorstep. Never the less, we’ve got a great issue for you with lots of local, relevant information. Featured on our front cover this issue is the St Martin-in-the-Fields Church - a noteworthy establishment in Irene which we had much fun learning more about. Even in this dreary cold weather, the picturesque church looks lovely on the cover... The recent unfortunate fire in Knysna was a reality check for many on just how quickly our lives can change. You will see the note and wonderful
picture of all the goods collected for the victims of Mother Nature’s force in this issue. It’s wonderful to know that we live in a caring, giving community. For many of us it was also a reminder of just how much we depend on one another to ensure our community retains the village feel we’ve all come to know and love. After a successfull AGM, the ILA is happy to report back in this issue on some positive steps forward. We welcome new families to the village on a monthly basis and we hope that they too will see the value in joining the ILA. With the winter solstice behind us (thank goodness as winter is not my most favourite time of year!), we look forward to slightly longer days, a few more late morning cuddles and the countdown to spring! POWER FAILURES!
During 2014/15 several cable thefts took place causing large disruption, frustration and concern regarding property value and security. A meeting was requested with the City of Tshwane’s officials to strategise and assist in the safeguarding of electrical infrastructure. Some patrols were implemented and the continuous disruptions at the end of last year were stopped. Then, all of a sudden, the cable theft started again but this time it was with much more aggression leading up to more than thirty (30) power failures within the last six months. This has not only been upsetting residents but it is of great concern to local estates and communities. We can report back that the following has taken place: • A meeting was held with all the role players including our neighbours who are also affected. Some short- and longterm strategies were developed. • An intensive infrastructure location study was conducted with the assistance of the Centurion Residential Estate and Country Club’s security service provider.
• The terrain where the cables are located is huge, very difficult to access by vehicle in certain areas, very dark at night and overgrown by long grass. The Irene ILA assisted with the help of one of a local resident, Mr. Brian Geyer, to clean up Botha/Main road. • Some discussions also took place with the land owners in Pierre van Ryneveld who have now enclosed a large area where cabling is located with electrical fencing. • During the last power failure the substation was severely vandalised. The Centurion Home Owners Association immediately decided to get involved by installing an alarm system for the substation that will be monitored on a permanent basis. The area around the station was cleaned, grass and shrubs were cut and all the doors and fences of the station were fixed. • The Centurion Residential Estate and Country Club’s Security Manager recently attended a seminar on copper theft to also understand the problem better in order for us to draw up plans in advance. All incidents get professionally analysed and statistics with analysis predictions are the goal. We can report that security was successful recently in arresting one culprit. He was handed over to the Metro Police who then let the person escape
9 9 later that same morning! This incident was escalated to senior Tshwane officials to handle. Recently these criminals stole 200 meters of cable that has a scrap metal value in excess of R50 000.00. This shows you that cable theft is a very profitable business that we are trying to combat. There are still some concerns and we do not think this vandalising and theft will stop immediately. We can also not safeguard the areas from Cornwall substation further up in the supply network where theft will still happen. We would be naive to think this is a Tshwane of South African problem. In the United States cable theft has tripled during the last five years, while the United Kingdom reported 4 680 incidents during 2014.

DEAR IRENE RESIDENTS & ILA MEMBERS We would like to sincerely thank all members who turned out in their numbers to attend the ILA AGM on 20 April 2017 - the earlier date and warmer weather drew a record attendance! AGM feedback • Licence disc scanners - Our new licence scanning project was well received. The purpose is not to stop cars coming into Irene, but to slow down non-resident traffic so that guards have time to check who and what is in the cars. Rat running has also dropped significantly! By a show of hands, residents voted to continue with licence disc scanning. We will continue to monitor the situation. Residents are asked to be civil towards the guards who may be seen as delaying entrance of a car - they are just doing their job! If there are any complaints, these should rather be directed to Jan Swanepoel and not the guards. • Tshwane Integrated Development Plan (IDP) - Cllr Gert Visser advised that the City’s new Integrated Development
Plan (IDP) is in the process of being finalised. Further, that input from public participation sessions have been incorporated into the IDP. In addition he strongly recommended that the ILA should ascertain whether or not it is possible for the whole of Irene to be declared a National Heritage site, should Irene be regarded as a high density area. The ILA is currently investigating this possibility. • Fibre for Irene - Openserve is in the process of rolling out fibre infrastructure for Irene and has indicated that they should be complete within the next 2 to 3 months. We received 239 positive responses from residents to our recent survey, of which 90% expressed definite interest in the prospect of having a fibre network. The advantage of having a bulk ISP package for Irene residents was also positively received. The ILA is currently engaging with ISPs and residents should please wait till the ILA offering has been finalised before signing up with any ISP’s to access the new fibre network. Ext 2 was not initially included in

Openserve’s planning but the ILA has requested them to extend their network to include Ext 2. We are awaiting confirmation that this will be the case. Main Road Clean-Up The ILA has been very busy cleaning up Main Rd. A lot of effort has been put into this project with the assistance of a resident and Council. Despite opening up the area, dumping has resumed! We are now in the process of blocking off access along Main Rd. Should you observe anyone dumping on this ground, please call EBS immediately Cell: 071 285 2223 with Reg. No. of the vehicle and a photograph, if possible. We will communicate more on this project next month. New residents We welcome all new residents to our beautiful village! If you have not yet joined the ILA, we encourage you to do so, please. EBS is contracted by the ILA and is doing a fantastic job to secure the village and to keep you safe. Please give Jan or Alyson a call for details of
our security scheme and the benefits for you and your family. New residents often ask about the status of our closure. It is important to know that Irene is not a private estate. We will never be allowed to restrict access to the village because of public facilities such as the school and church. ILA can only monitor access and even that has strict conditions laid down by Tshwane. Pedestrians cannot be denied access either, as Irene is the shortest route between the station and Centurion businesses. However, crime in Irene is low thanks to the vigilance of the EBS staff and residents. One of the most valuable deterrents against crime is to get to know your neighbours and to keep an eye out for unusual or suspicious activities in your street. Lost and found pets Residents are once again asked to please provide identification tags for their pets. Please report a missing dog immediately to Jan or Alyson and we will circulate a WhatsApp message to the
14 community. A photograph will be a great help - please WhatsApp photos to Jan on 083 607 6600. Shooting of birds in Irene! On Sat, 7 May, we receive two reports of drive-by shootings – one of which was witnessed by two residents from their driveway in Crawford Rd, at approx 16:45. The vehicle was a metallic pale blue TAZZ or similar. It was initially seen driving very slowly down the road but then the residents heard a shot, which alerted them to walk into the street. An injured dove lay on the road and a second shot followed - to ensure it was dead! The driver then drove round the corner, past Irene Pre-Primary, when four further shots were fired! This behavior is totally unacceptable! It is a criminal offence to shoot any wildlife, including our humble dove, as
is the firing of any weapon in a public place. This applies to pellet guns, as well! Residents are requested to please report any further incidents to Jan or EBS, with the Reg. No. of the car so that criminal charges may be made. In closing and on a much lighter note - winter is upon us and the guards welcome hot drinks to keep out the cold at night. Donations of tea, coffee, creamer and hot chocolate will be much appreciated and may be delivered to Jan, at The Oval. 60th Wedding Anniversary: Raymund and Margot Naudé of 15A Lotus Lane Raymund Naudé and Margot Pietersen got married 60 years ago on 1 July 1957. It was a snowy mid-winter day in the little town of Sterkstroom in the Eastern Cape when their family and friends from across the country gathered to celebrate their joyous union. They met while studying (Agriculture and Social Work) at the University of Stellenbosch and after they were married they lived for brief periods in Cape Town and Pretoria before they moved – with their three-year old daughter, Eloise, to 21 Wellington Road, Irene in 1962. Soon after their move to Irene their younger daughter, Lize, was born in 1963. Both daughters went to Irene Primary School. They moved to their current home at 15A Lotus Lane in 1993. Raymund was the Director of the Agricultural Research Council’s Institute for Animal Husbandry outside Irene for many years and then moved on to become a Vice President of the ARC until his retirement at the end of 1997.

In May 1907, Bertie Van der Byl wrote to Lionel Phillips, the Chairman of Rand Mines, stating that the community was very anxious to build a proper church. He asked for financial assistance and added that the congregation included “50 Children from the orphanage and 30 pupils from the girls’ school”.
literally nothing else but bare veld - so the name was appropriate.
Bertie estimated that total costs for the church would amount to about 800 Pounds.
On January 5, 1924 Bishop Talbot laid the foundation stone.
For some unknown reason, though, nothing came of his appeal. Religious services were augmented when the Holy Cross chapel of the Wantage Sisters opened its doors in 1912. Bertie, however, persevered with his idea for a seperate church building, meetings were held and plans were drawn up - only to be thwarted this time by the First World War. Costs rose, labour became scarce and plans were again shelved. Bertie donated a suitable plot of ground.
Immediately to the south was the home of the first minister, the Reverend P. E. Kynaston, whose wife, an interesting personality, was often seen bicycling on the bumpy village roads with her long white hair trailing behind her.
At first, St. Martin’s was part of the Parish of St. Albans Cathedral in Pretoria and it was not until the end of 1925 that steps were taken ot have it created a chapelry in its own right. It grew and thrived with the village it served.
And so the tiny church was built and given the name of “St Martin-in-the-Fields”.
By 1940 it was financially in a position to consider the purchase of its own Rectory and the lat Mrs Theodora Mehliss’s small house in Queen Street was acquired for the Rector, who was then Father W. G. Lewin (1941 - 1958). The Van der Bijls donated a plot in King Street opposite the church on which a larger, more conveniently-situated Rectory was to be built and the northern portion of which was, in terms of the gift, to be used solely “for gardens or as a parking place for vehicles”.
To the north of the site was the village reservoir (now the Scout Hall) and

Eventually, in October 1923, tenders were called for, and one for 1 075 Pounds was accepted.

THE DISTRIBUTION BOARD IN YOUR HOUSE
The Distribution Board is the first electrical board you find in the house (usually). This is a brief article explaining how it works. As a minimum it should contain: • A Main Switch (GREEN) • An Earth Leakage Unit (Sometimes combined with the above), (GREEN/WHITE) • A number of Circuit Breakers, (WHITE). Typically plugs, lights, stove and geyser. • If you are lucky and affluent it can also contain circuit breakers for underfloor heating, swimming pools, out buildings, air conditioners, saunas, hot tubs, garages and other parts of the house or appliances. Often there is more than one distribution board depending on what has been installed. Irene has houses that are single or three phases, so just check when you buy because it can have an impact on your monthly bill or alternatively may limit the
number of appliances you can have. However, the sole purpose of these devices is safety. The Distribution Board Main Switch. This should be marked and must be turned off in an emergency. This will have a rating on it in Amps (typically 60Amps) and is the total rating of the establishment. It is there to stop the house burning down. The Circuit Breakers (rated in amps) identify individual types of components (plugs, lights, etc), save the house from burning down and work in combination with the wiring. Each circuit breaker has a specific type of wire associated with it whether it is used inside or outside the house. Depending on where the wire is located or its use, will depend on its makeup and will have a rating in amps. The Earth leakage unit will have a rating in milliamps (typically 30mA)
25 and is there to save lives. It will trip any faulty appliance plugged into a socket at less than 30 milliamps (the tolerance of a human being). Legally you are obliged to have just the plugs on earth leakage but many modern houses have everything on earth leakage. Sometimes the stove or old-style fluorescent bulbs are left off because they can cause ‘nuisance’ tripping. There are a lot more numbers associated with these devices covering all sorts of parameters. They can age from over 60 years ago to the present day. There are also a
