Living in peace
My early morning walks these past few weeks have been such a treat - this issue’s front cover is courtesy of one such walk on the golf course. No matter how long you have lived in Irene or plan to stay in Irene, you will always find new special spots and places reiterating the fact that we are privilaged to live in such a beautiful village. We celebrate the youth of our community in this issue - a student who won a design competition (page 15), the Eunice Marais School of Dance who returned home World Champions (page 18) and the Irene Primary School sport stars (page 23). Reporting such great achievements is inspiring as these young people are achieving their dreams. Local resident, Graham Finbow, shares advise on Electrical Certificates of Compliance on page 7 and the ILA reminds us of the procedures regarding false alarms on page 12. Our Town Crier is receiving great support from our loyal advertisers, so much so that you will notice we have increased the number of colour pages in this issue. I am pleased that we are able to do this as it will allow for more colour pictures recieved from you to be printed. Please keep sending your pictures and stories on to me as I am going to enjoy showcasing our village in a lot more colour. Once again, I appeal to you to support our advertisers - they have great services on offer. Till next month

GARANKUWA HOSPITAL CHRISTMAS 2013
Once again I am appealing to the people of Irene to collect toys that are in good condition for the children at George Mukarhi Hospital. For the past 27 years I have collected toys to give to the children on Christmas Day. This will be the only gift that the child will probably ever receive. Toys can be dropped off at 19 Bruce Road, Irene. Barbara Tanton

Sleeping Beauty – this year’s Irene Dramatic Society Pantomine On the 26 October 2013, the curtain came down on the last performance of the Irene Dramatic Society (IDS). The IDS put on the well-known fairy tale Sleeping Beauty as their annual pantomime written and directed by mother and daughter team Vicky Bosch and Katie Walker. It was excellent to see the production taking place in the Irene Village hall in the very heart of the community. It was also good to see the support given to this entertaining production making it a typical community-based presentation and ensuring audience support and participation. The IDS have put on a number of pantomines over the years including Snow White, Cinderella and Jack and Beanstalk and it was heartening to see a new production for 2013. The witty lines typical of a pantomime were well supported by the acting, dancing and singing of the cast who were beautifully costumed. Princess Aurora (both child and adolescent versions) was as sweet as expected as was her dancing childhood friend, Will, talented new blood for the society. The regal presence of the King and Queen was played by long

time IDS actors Patrick Bosch and Hazel Adams. Fairy Malevolence (and her delightful sidekicks) fulfilled her evil presence with her character aptly counter balanced by the “good fairies” Daffodil, Bluebell, charming Siamese twins Primrose and Petunia, and hilarious Khakibos played by IDS stalwart Adrian van der Merwe. The narrator’s soothing voice held the audience’s attention and the plot together. Finally good fairy Bluebell rose to the occasion with her beautiful and powerful voice. The community are looking forward to the next production as well as the next year’s pantomime – watch this space. Sarah Howie
Sleeping Beauty Caitlin Howie, 9 years Last Saturday we went to see the pantomime. I really enjoyed Sleeping Beauty. I think that the Irene Drama Society makes the best plays ever. Aurora and the prince were perfect for each other. I liked both the singing and dancing. My favourite character was the wicked witch and I also liked her helper. The costumes were amazing. I would definitely love to see another one of their plays. Keep it going!
Electrical Certificates of Compliance A short information article by Graham Finbow

I have been asked by several people in the Village regarding Electrical Certificates of Compliance. This article hopefully clears up some of the mysteries about what they are, when you need one and what you should expect from the electrician or contractor who issues one. What are they and why are they necessary? It’s all about safety! The electrical compliance certificate exists to ensure that your electrical installation is safe. The legislation covering health and safety in SA is the Occupational Health and Safety Act 85 of 1993. Along with the ‘Act’, there are Electrical Installation Regulations and many other SA national standards governing the electrical industry. To maintain the highest level of safety for us in SA many of these standards are continually being aligned as closely as possible to European and other International standards. Who can issue a CoC? Within this regulatory framework are ‘Registered Persons’ who have undergone a level of technical qualifications, practical experience, trade testing, examinations in standards and regulations and case study work. The body that issues a registered person with their ‘Licence’ is the Department of Labour. No person other than a registered person may issue a Certificate of Compliance. A registered person will hold a South African ‘Wireman’s Licence’. There are three types of registered person in South Africa, Electrical tester single phase, Installation Electrician and Master Electrician. Any of these three may issue a CoC for a simple single phase installation. For three phase installations, an Installation Electrician or Master Electrician may issue a CoC and for specialised installations like hospitals, petroleum plants, etc only a Master Electrician may issue CoC’s. What does it entail? The term CoC is often misconstrued. The standard question is, “How much do you charge for a CoC?” The answer is, “Depends on the size of the property and whether the electrical system meets the safety requirements or needs fixing.” In essence, you are not paying for a certificate but paying a qualified person for their time and expertise to ensure your buildings’ safety. A Certificate of Compliance is issued after an Inspection and Test of the electrical system. The process of issuing a CoC on an existing installation is thus; firstly, a test and inspection is carried out. If the electrical installation complies to the SANS standards, a certificate and test report is issued. However, if there are areas which need to be fixed then you have a couple of choices. Either the person carrying out the testing can fix the problems and then charge for the remedial work and the initial test. Secondly, you can pay for the initial test and inspection then get another electrician to carry out the remedial work but they would then have to retest and charge for the test and inspection again.
The electrician will go through a prescribed set of tests to determine the safety and compliance of the wiring, distribution and protection devices. Protecting life and limb in your house are circuit breakers, earth leakage devices and the associated earthing and bonding. Circuit breakers are designed to protect your house wiring from catching fire in the event of a short circuit. The earth leakage unit (ELU) is there to save human life in the event of a faulty appliance. The ELU must protect a minimum of all the sockets in the house but it can also include your fixed appliances. The earthing system that connects your cooker, plugs, etc works in conjunction with the ELU. Bonding is a type of earthing but connects non electrical things like water taps, guttering, metal roofs, etc. For example, if you get a tingling from your shower taps then it’s typically your earthing and bonding not working properly! When do you need one? Basically, when you have any kind of extension done to the electrical system or you sell your house (unless you buy and sell the house within two years and no new additions to the house have been made). Repairs and very minor additions don’t need one but for example if you are adding a ‘Granny annex’ or extension requiring extra circuit breakers or a new distribution board then you must ask the electrician for a CoC. Remember, it’s there for your safety and to ensure that the work is carried out professionally. How long is it valid for? A CoC is valid for two years from the time it was issued. However, if the owner continues to live in the property after two years he/she does not have to have a new CoC issued. A new one is only required if the property in question is sold after two years. What happens if there are problems when you buy a house? The contact details of the person are on the certificate of compliance. If they are not able to sort out the problem and you are unsatisfied with the work contact the Department of Labour. Remember though that the CoC is not there to check that the fixed appliances (geyser, stove, etc) are working, just that they are installed safely and correctly. How do you know if the person is qualified? Unfortunately there is no complete online database of registered persons. The Electrical Control Board has an online searchable listing of quite a lot of people/companies. The Department of Labour has the complete listing of individuals and companies but it’s not online so phone and wait! A registered person however is issued with a card by the department of Labour. As an example, mine is shown below. A final word: Yes the electrical business is unfortunately fraught with charlatans. A Certificate of Compliance does not take five minutes to do in a typical Irene homestead. It takes me about half an hour just to fill the form out and a good morning to do the test and inspection. You need to be able to switch the power on and off quite a few times so please turn off computers and any
sensitive equipment. If you are selling the house then think of the new people coming in. You owe it to yourself to make sure a professional carries out the work and you leave the house with a clear conscience. Any questions, please feel free to give me a call. GROW A GREENER, HEALTHIER LAWN
We visit your lawn 4 times a year, once every season and apply our magic blends of fertilizers and the agents to control weeds, insects and diseases for the best looking lawn in town.
Dear Residents and ILA Members As the year heads toward its close, we would like to ask our members to remain vigilant. The approach of the Festive Season is usually accompanied by opportunistic crime and petty theft. Although the ILA and EBS are doing everything possible to maintain a low to zero level of crime, this can only be achieved with the commitment and involvement of every member. We have been fortunate not to have any crime incidents at the time of writing this article. That said, we have a concern around the number of false alarms and false panic activations that are received by the EBS control room. Often, when such alarms and panics are received, the control room cannot reach the resident nor does the resident contact the control room to cancel the alarm. The ARO then responds only to find the resident at home completely oblivious to the seriousness of the situation. All alarms and panics are seen as emergencies and result in the vehicle speeding through the village under lights. There is a safety risk to every response, which needs to be taken seriously. Please, call the control room immediately should you cause a false alarm. Bicycles on the cricket pitch We appeal to our residents to inform their children that riding bicycles on the cricket pitch is not allowed. EBS has to address children who inflict damage to the pitch by riding on it daily. Out of a courtesy to our local cricket club and their players, please caution your children to the repercussions of their play. Electric Fence Upgrade Rain has slightly delayed work being done to the electric fence however the upgrade is very near completion. The improved zoning and alarm functionality of the upgraded electric fence will significantly increase the early warning capability and benefit us all.
To ensure optimal performance of the new upgraded fence, please could we ask our perimeter residents to ensure that all vegetation on the inside of their premises is managed to not interfere with the performance of the fence? This issue will be an ongoing challenge once the communicator is linked to the fence and breaches are monitored, as vegetation will send false alarms. Move of the ILA office Should residents need to make personal contact with our ILA Village Manager, Jan Swanepoel, please note that he has moved offices from the cemetery to the Oval. All other contact details remain the same. Leaving Irene? Residents are kindly requested to let Alyson or Jan know if they are planning to leave Irene or sell their home. It is important that with the upgrade and implementation of infrastructure and new technology that we encourage all new owners to support our security scheme. We still find newcomers who are unaware of the ILA and we would appreciate the contact details of new tenants or buyers. Membership Our services are only delivered due to our memberships’ support. Should you not currently be a member and would like to contribute toward the on-going security of our village, please contact Jan or Alyson. Contact numbers: Alyson Lea-Cox:

Congratulations
I am an Irene resident of almost 10 years and have enjoyed the unique wildlife Irene has to offer. However, up until now although I have heard of owls living in Irene, have not seen any first hand. Over the last 6 weeks we have noticed the familiar 'hooting' sound of an owl but this illusive creature has just remained out of view until 2 weeks ago when we started finding the remnants of rodent skeletons on our lawn. Then to our absolute delight, we discovered that a gorgeous spotted eagle owl has taken up residence in our huge pepper tree. Regards, Gisela Hass
Cornwall College student and Irene resident, Nicole Wรถcke, recently won a design competition where the contestants had to design and make a dress using recycled materials. The Design School of South Africa saw the design and awarded Nicole with a design course.

The International Dance Organisation (IDO), is a World Dance- and Dance sport Federation with a membership of over 90 nations, representing more than 250 000 dancers, from six continents. Only non-profit federations may become IDO-members.
The Hip Hop Culture is part of the ‘beat’ of our youth. Dance classes keep the children constructively occupied, especially when they are training to compete at international level. Dance classes also teach the dancers to respect their bodies and to live healthy lifestyles. It is an exciting form of expression which engages our youth, facilitates their interaction with others and helps them to make sense of their world. It provides a platform for communication and is a source of hope, positively influencing and changing lives.

Our studio started competing in the IDO competitions in 2004. In order to qualify to dance overseas, the dancers need to qualify by competing in National competitions. The top five solos and duos, and the top three formations, small groups and productions- nationwide, are eligible to compete internationally. Our studio has a history of achieving at the World Championships: we have come first in the solo, duo, small group and the production sections over the past few years. Our production, Circle of Life, came first in 2011 and 2012, and this year, Memories of a Friendship, made it a hat trick - to become the first country to win the production section for three consecutive years. Our formation of 24 dancers, Gangstas, came first as well, to become the first junior formation in Africa to have ever won the World Championships. Other achievements at the 2013 World Championships Hloni Santawane: Solo 4th out of 75 dancers; Tshilidzi Netshiombo: 6th out of 50 dancers; Hloni Santawane and Dylan Jardim: 3rd (bronze medalists) out of 80 duo partnerships; Bokang Jiyane and Joshua Allan: 5th out of 83 partnerships SOUTH AFRICA was placed 5th overall out of the 30 countries.
