Construction. During those years, Dodson dedicated himself to building the institutions, the schools, churches, courthouses and jails that he believed were essential to creating a civilized society on the sparsely-populated plains of Texas. In 1888, when W. C. Dodson was awarded the contract to design the new Courthouse for Fannin County, he had already built nine courthouses. These early buildings were all designed in the Second Empire style with Italianate or Classical Revival influences. They were all stone or brick with stately central bell towers. They were of different sizes, with differing combinations of mansard and gable roofs, and varying in architectural detail which made each of them distinctive. He designed courthouses for McLennan County in 1876, for Houston County in 1883, and for Kaufman County in 1884, all buildings that were later demolished to make way for larger, more modern buildings.

In Memorium Original Publish Date: March 11, 2014 Luke 2:10 Matthew 28:10, 20 If you have been reading this column regularly you know that I have used little stories from my military experience to introduce a spiritual truth for the week. The one that I use at this time is that of an unusual hap-
pening while I was in a prisoner of war camp at Barth, Germany. I call it “Bearing Good News.” It could have been called “Bearer of Good News” just as well. The bearer of good news in my story was an international news correspondent by the name of Lowell Bennett. He was on assignment to cover the air war over Germany. It was while he was on a mission aboard a B-17 his plane was disabled by enemy fire. He, together with the crew with whom he was flying, had to parachute to safety. He was captured and was imprisoned in the same barracks that I was in. A very unusual relation-

He also designed the Johnson County Courthouse in 1881, the Hunt County Courthouse in 1881 and the Anderson County Courthouse in 1884, all of which succumbed to fire. He supervised the construction of a second Hunt County Courthouse in 1885, built on essentially the same plans as the first. That building was demolished in 1928. He designed courthouses for Lampasas County in 1883, and for Parker County in 1884, buildings that still stand and are listed on the National Register of Historic Places. As he built more courthouses, and as counties were able to afford more expensive buildings, W. C. Dodson varied his Second Empire designs. The architectural critic Willard Robinson noted that the Fannin County Courthouse was “far more elaborate than Dodson’s earlier buildings.” For the threestory Fannin County building, he enlarged the footprint from his usual three or five bays to seven bays and used a more complex organization of the space within. Dodson finished each of the four facades so they were essentially equal, as he felt was appropriate in public buildings “with open spaces on all sides and all parts of the building exposed to view.“ He made a practice of treating each side “in such a manner as to give unity of design,” regardless of the point from which it was viewed. In the center of the building, he placed a threestory central tower housing a bell and a clock, topped with an Italianate octagon-shaped cupola. The Fort Worth Daily Gazette hailed Fannin County’s courthouse as “second in magnificence to only . . . the state capitol.” W.C. Dodson also received wide recognition for a new technology that he employed in constructing the Fannin County building. Because the ground was unstable, he built the Courthouse upon a foundation of 848 bois d’arc trees. The trees were cut fourteen feet long and driven into the ground. He then placed concrete footings onto this foundation. This technique, which had been developed by US Army engineers, had never before been used in Texas. The architectural historian, Willard B. He noted they are looking to make a proposal for some property and are basically entering into a possible negotiation process for that property. Commissioner Magness made a motion to send the proposal for the agreement of purchase of sale of the Bonham Walmart Incorporated property to the owners of the property. Commissioner Lane seconded the motion and motion passed. 9. Comments by County Commissioners and County Judge: Commissioner Lane began by saying how she was glad to be back from the conference

she attended in College Station last week 10/9/12 and noted how she obtained a lot of good information on ARPA funds (American Rescue Plan Act.) She also reminded everyone to vote, to remember to keep our military and what’s going on in Ukraine in your prayers and hopes everyone enjoys the good weather and has a great week. Commissioner Self echoed Commissioner Lane’s exhortation to get out and vote and wished all a good week. Commissioner Magness also reminded all to vote and have a good week. Commissioner Lackey stated how he too had attended the conference in College Station last week and how it was a good source for lots of information. He too encouraged all to vote, noted the conditions do exist to justify a burn ban being in effect and spoke some on the progress going on at the Courthouse. He noted how many who had previously disagreed with the restoration project, have had a change of heart voicing to him their pride in its appearance. He concluded that if the court-

house had not been done, the money would have been spent somewhere else and we would not have had the courthouse. He is proud of it and believes it will prove to have been a worthwhile project for many generations to come. Judge Moore concurred noting the beauty of the pine floors and how this building will be there a long, long time. He then spoke about the burn ban not having been on the agenda and how Fannin County Emergency Coordinator Troy Hudson had spoken to him on this topic earlier. Noting that disastrous conditions still exist for burning, how all the Fire Chiefs in the Fannin County area have been making known their opinions for the burn ban to continue and how he has the authority as County Judge to extend the burn ban, he stated he is extending the burn ban one more week. He concluded his comments noting it was good to see everyone back from their conferences. 10. Adjourn: Motion was then made, seconded and passed to adjourn at 10:04 a.m.

Thursday, March 3, 2022, County Judge Randy Moore called to order a Public Hearing of Bois d’Arc Lake Zoning Commission. Quorum was established as all members of the Commission were present with Commission Member Gary Fernandes attending via phone. 2. Hear public comments regarding a change in zoning application for 60.00 acres out of a 143.69 acre tract located west of FM 1743 and south of CR 2955, Property ID# 82975, from A&R, Agriculture, and Ranching to RE, Rural Estate Single-Family District: After explaining that the hearing was about a zoning change request for property in the lake area and that due to much of the land in that area still being zoned as agricultural, Judge Moore stated this type of request would be occurring frequently and asked if there was anyone present with questions on this. Fannin County Development Services Director Di Hopkins noted that everything looked good on this request. There was no-one present with any questions. 3. Adjourn: Motion was made, seconded and passed to adjourn at 8:23 a.m. On the same day at 8:23 a.m., Judge Moore called to order the Regular Meeting of the Bois d’Arc Lake and Zoning Commission. He noted that Quorum was established. 2. Public Forum: There were no speakers. 3. Approve meeting minutes from 02/09/2022 Public Hearing and Regular Meetings: Judge Moore commented on the good job done by Administrative Assistant Lisa Loiselle with the minutes. Noting that his request for changing the zoning on the 60 acres was due to wanting to first go through Phase One of developing 26 one acre lots for 1,800 sq ft homes. There was discussion regarding how it seemed to be in the master plan thought process, for those who created the “comprehensive plan,” that the area in question is allowed to be zoned “Rural Estate” at some point. Mr. Goins noted that all the requirements had been met and how it would be more like a Ranch Style subdivision with two entrances and a nice entranceway at the front. When asked if he was the owner, Mr. Goins noted that Mr. Reddy is the owner, and he is the developer with the two of them partnering on this development. After more discussion regarding waste management for the homes (aerobic septic systems) and the requirements listed for similar properties at the Lake Ralph Hall area, the topic of precedence setting came up. It was noted that as long as the criteria set forth in the regulations manual had been met, these homes will be falling in the category of “affordable, yet desirable,” and there should be no issues with aerobic septic systems. Di Hopkins also noted that all neighbors in the area of this planned development had been notified of today’s hearing. With the commission coming to the general consensus, that in order to be fair to landowners, developers and neighbors, and in the interest of a growing county, there was no reason to not approve to move this to Commissioners Court. Commission Member Gary Fernandes made the motion to move this to the Commissioners Court with the recommendation that the zoning change request is approved. Gilbert Welch seconded the motion and motion passed. 5. Moving a Person with Alzheimer’s

If you are an Alzheimer’s or other dementia caretaker, the time will eventually come when the person you take care of can no longer live alone. That’s when it’s up to you to make alternative care arrangements to ensure the individual’s safety. After considering emotional and financial issues, some families decide that moving the person with Alzheimer’s disease into a loved one’s home offers the best solution. It’s a difficult time for all concerned. Here are some tips for dealing with this emotional issue. Acknowledging the impact on the household • If the person with Alzheimer’s is moving into a family situation, the adults and children should have open discussions about why the move is necessary and the impact of having a person with confusion and memory challenges living in their home. • The noise and activity level of young children or teenagers may cause increased stimulation and confusion in the individual with dementia. • Certain behaviors of a person with Alzheimer’s may puzzle or alarm young children. • Caregiving can take time away from family and leisure activities and increase stress in the caregiver’s relationship with other members of the family.
Discussing the move with the person who has dementia • Try to include the individual with Alzheimer’s in the decision-making process, but avoid providing an overwhelming number of details. Manageable kinds of involvement could include letting the person choose which favored items—such as pictures, blankets, pillows, and sports or craft items—to take to the new home. • Despite the caregiver’s best efforts, dementia may limit the affected individual’s ability to participate in the decision. Impaired judgment and reasoning may prevent an understanding of why the move is necessary. • The person with Alzheimer’s may agree to the move in one conversation then refuse to move during the next discussion. • The caregiver must proceed with plans to move regardless of whether the person is willing or able to participate in the decision. Once safety concerns about the person’s remaining alone have been identified, the caregiver must take responsibility for ensuring that the affected individual moves to a safer environment. • The person’s physician may be willing to write down the need to move as a “prescription” on a prescription form, communicating the idea that the move is the medically responsible and necessary thing to do at this time. The impact of moving on the person with dementia
• Finally, never threaten to move a person with dementia in an attempt to change his or her behavior, as in, “I’m going to put you in a nursing home if you don’t behave better.” There’s no question that dealing with Alzheimer’s or other dementias can be difficult. However, a little forethought goes a long way in helping to ease the path. If you’ve ever moved – and who hasn’t – you know that it’s a challenging event. Like anyone else, the person with dementia may experience a profound sense of loss when having to move out of his or her home. • The move forces the person to confront the diagnosis of Alzheimer’s and its implications for health and independence. • The person has to give up a place that may hold many memories. • The person loses the sense of safety and familiarity of being in a place where he or she knows all the rooms and landmarks. Helping the person adjust to the new living arrangement • Stress the positive aspects of the move — tell the person with dementia that you’re glad he or she will be living with you because you can spend more time together. Whenever possible, place less emphasis on the person’s mental state and safety issues. • The unfamiliarity of the new environment may make the person with Alzheimer’s more confused and they may benefit from increased assistance and patience. • Try to spend extra time with the person to help him or her adjust to the new environment. • Label the main rooms — such as the bathroom, bedroom, and kitchen — with large-print, brightly colored signs to help the person become oriented to the new layout.

For the first time in a decade, Class 1A Dodd City’s Hornets qualified for a trip to a boys’ regional basketball tournament. Dodd City advanced to the Region III-1A Tournament semifinals on March 4 to play Lingleville at Mansfield Legacy High School. Either Huckabay or Graford awaited the victor on March 5 in the Region III-1A final -- with a trip to State on the line. The regional tournament advance equated the Hornets’ first in boys’ basketball since
consecutive trips in 2011 and 2012 -- the latter of which included playing in the regional final. To advance, Dodd City defeated Perrin-Whitt, 51-24, at Gainesville High School on March 1 in a boys’ basketball regional quarterfinal. In the area round, the Hornets defeated Slidell, 59-39, on Feb. 25. Dodd City beat Yantis, 70-36, in the bi-district round on Feb. 21. This postseason began after the Hornets won the 23-1A championship -- their first boys’ basketball district title since 2019.

Class 3A Leonard ended its deepest boys’ basketball postseason advance in 18 years with a loss to Commerce 65-55, at Greenville High School on March 1 in a Region II-3A quarterfinal. It equated only the second time Leonard has advanced three rounds into the boys’ basketball postseason -- the previous time coming in 2004. In the area round, Leonard on Feb. 25 defeated Whitesboro, 44-42. To start, Leonard defeated Grand Saline, 4938, in the bi-district round on Feb. 22. Leonard advanced to the postseason as the 11-3A champion -- its first outright boys’ basketball district title since 1998. The Russian invasion brought devastation to Ukraine, but uncertainty and volatility fueled by this conflict are rippling through U.S. and Texas agriculture markets. Texas A&M AgriLife Extension Service economists said both Russia and Ukraine do not represent major destinations for U.S. commodities, ranking 56th and 80th, respectively. However, the conflict’s impact on global trade, trade alliances and infrastructure could ripple throughout U.S. sectors in the near- and long-term future. Russia imported between $1.2 billion and $1.6 billion of U.S. agricultural products annually until imports fell to around $200 million to $300 million over the last five years, following its invasion of Crimea. David Anderson, Ph.D., AgriLife Extension economist, Bryan-College Station, said this type of conflict creates a “factor of chaos.” The invasion may not directly impact U.S. supply chains, but it will likely disrupt specific sectors, commodities and products as well as create uncertainty, which typically leads to market volatility. For example, Anderson said the invasion and subsequent sanctions against Russia could further complicate U.S. fertilizer supplies and prices. He noted one major fertilizer product component comes from a Russian-based company. Anderson said this type of conflict directly impacts lives in that region, but it also creates worry and uncertainty throughout all sectors and markets that ripple through the U.S. economy and many other countries to varying degrees. “We are blessed to live in a big, diverse nation where we produce an exportable excess of many basic agricultural commodities,” Anderson said. “We do import a lot of fruits and vegetables and coffee, but none of that is coming from Ukraine or Russia.” Ukraine, Russia conflict and wheat Mark Welch, Ph.D., AgriLife Extension small grains economist, Bryan-College Station, said the futures grain markets, from wheat to grains for livestock feed, will likely be affected most by the invasion. February Ends with Historic Run of ShareLunkers ATHENS – Anglers landed five Lunkers in five days, in the process recording two new lake records and two Top-30 fish – including the seventh largest in Texas history – to close out an active February in the Texas Parks and Wildlife Department’s (TPWD)’s 2022 Toyota ShareLunker season. Overall, the season has produced 15 ShareLunkers, with nine of them coming in February. O.H. Ivie Lake added three more Legacy Class largemouth bass, bringing its total to a season-best eight, while Coleman City and Eagle Mountain got on the board for the first time in the collection season. Josh Jones of Sapulpa, Oklahoma became the first angler to submit four Legacy Class fish. Jones reeled in 14.79-pound ShareLunker 619 Wednesday, Feb. 23 and 14.13-pound ShareLunker 612 Jan. 21, making Wednesday’s catch his second of the year after securing two during the 2021 collection season. To top it off, Jones caught a Legend Class ShareLunker that weighed 15.10-pounds back on December 17, 2021. “There was definitely a lot of luck involved as it was the only fish I caught the whole day and it happened to be another Legacy ShareLunker” said Jones. “You see someone catch four Legacy Lunkers and say they are an amazing angler, but it still takes a lot of luck to be in the right place at the right time and throw in front of the right fish. However, when you are on the best lake in the world, the odds are much greater of landing one.” Jones said he exceeded all of his expectations to get a fourth Legacy class ShareLunker. “It’s what I came here to do, and it’s been an amazing 12 months, on an amazing fishery, and in an amazing state.” said Jones. “I would have never had a chance to catch the first ShareLunker if it weren’t for TPWD and the stocking program. It’s a great honor to be the only one with four, especially with some of the names on the list and how many millions of anglers there are in the state.” Brodey Davis of Tuttle, Oklahoma made his way to O.H. Ivie Thursday Feb. 24, and submitted the seventh biggest largemouth bass in Texas history when he landed 17.06-pound ShareLunker 620. It’s a new O.H. Ivie waterbody record and the largest catch in 30 years, when Barry St. Clair of Klondike, Texas recorded the state record on Jan. 24, 1992. ShareLunker 105 came from Lake Fork and topped the scales at 18.18 pounds. Davis arrived early Thursday and battled the cold temperatures and some ice on the boat ramp due to winter weather the night before. He got the boat in the water, but the fishing was slow in the morning until around noon, when Davis landed his catch of a lifetime. “I told my nine-year old son, who made the trip with me, we were going to hit one last
stretch before heading into lunch,” said Davis. “I rolled down the bank and noticed her suspended in about 17-18 feet of water. I threw at her twice and the first time she watched the bait go by but didn’t bite. On the second cast, I pitched 3-4 feet above her and she smoked it. Initially she didn’t budge at all when the hook was set, but when she saw the boat, she went on the first run.” At that point, the battle was on. “She took me towards the back of the boat and when she started coming up again, I had my son, Stetson, grab the net,” Davis said. “She then went on the second run, and I just took my time because I was in a good spot. After a bit, she started coming to the surface again and I brought her up nice and slow. My son got the net in the water and as soon as he had her, I grabbed the net too and flipped her in the boat. The rest is history.” Davis was filled with excitement and knew it was the biggest bass he had ever caught. His previous personal best was an 8.3-pounder. “Josh Jones is a friend of mine, so I called him and told him what it weighed,” said Davis. “I met Josh at the ramp, and he already had gotten everything in motion for TPWD personnel to come and get the fish. Once they arrived, they took her from there and updated me on where she was at on the way to TFFC. It was an awesome experience with the ShareLunker program, and I’m blessed to have been able to have my son with me on this trip because that made it even better.” Zachary Reece of Albany, Texas immediately headed up the river at O.H. Ivie in the morning, where he started the day with a seven pounder. The
fishing then slowed down until Reece and his friend decided to work the bank down river after visiting a couple of other spots. “About 12:30 p.m., cloud cover came, and I told my buddy it’s time,” said Reece. “In my mind, I knew the cloud cover would make the fish move a little better. I eventually saw a small school of fish, casted to them and that’s when the magic happened. I knew it was big and as soon as I set the hook, we fought for a good 20 seconds. She got in a tree and my heart sank, but after just letting her get out she came up and Robert netted her. I saw that fish and immediately fell to the deck. My heart was beating so fast, and I could barely breathe. I knew I had finally caught the one I had been after. We took it to Elm Creek to weigh it and sure enough it was 14.15 pounds.” Reece immediately picked up the phone to call the ShareLunker program and report the catch. “They arrived to measure the fish and took the DNA samples they needed,” added Reece. “The TPWD personnel were very fast with the fish so we could get her back in the water. They were all super nice and this is a great thing they do for Texas lakes. If it wasn’t for what they do, I probably wouldn’t have had the chance to catch that bass.” Tommy Law of Abilene, Texas became just the second angler to submit a Legacy Class Lunker from Coleman City. Law brought in 13.95-pound ShareLunker 622 Friday, Feb. 25 and joined C.R. Stevenson III from Clyde, Texas on the Coleman City list. Earlier this year, Law was with Tim Broadfoot when he caught ShareLunker 611 at Lake Daniel.

Week of March 2, 2022 (TPWD) Cooper GREAT. Water lightly stained; 47 degrees; 4.25 feet low. Water temperatures are on the rise and the fish are moving shallow chasing the shad. Blue catfish are good on fresh cut shad. Channel catfish are good on prepared baits. Fork FAIR. Water Stained; 46-47 degrees; 6.35 feet low. Bass are good with chatterbaits and square bills around ditches and big wood in 4-6 feet of water. Suspending jerk baits are producing in 5-7 feet of water around creek channel bends. Designated Hitters shaky heads rigged with Beaver type baits good in 3-5 feet of water on big wood and lay downs. Viper XP jigs are doing okay in 4-7 feet of water on big wood and near dropoffs. Report by Lake Fork fishing guides Marc Mitchell and Jason Hoffman, Lake Fork Pro. The crappie bite has been good on Lake Fork the past week on both minnows and jigs. Water temperatures are on the rise and fish are on the move. Right now you can still catch numbers of fish in 35 feet of water and deeper on timber, suspended and roaming. A few bigger fish being caught in the mid range depths around 18-25 feet of water. Getting a few reports of a handful of crappie in shallow water less than 10 feet, but the general consensus is the spawn is still a few weeks out. The low lake levels will create new challenges due to exposed timber on the shallow north end. The next few weeks will show just how difficult it may be to get to some of those bigger fish that push up into 5-18 feet of water to spawn. Lake Fork is still one of the premier crappie lakes in the country and I expect we will see some huge crappie being caught for the next two months. Grapevine GOOD. Water lightly stained; 48-50 degrees; 1.25 feet low. White bass are good and the spawn should begin soon. Once you stop seeing the deep suspended bass, look to wind blown points especially around the full moon and when the water temperature increases to 5253 degrees. Success will come on beetle spins, small jigs, and small crankbaits. Crappie should be spawning on the rocks soon biting on jigs and minnows. Lavon GOOD. Water lightly stained; 47 degrees; 3.87 feet low. Crappie are fair on min-
nows and jigs scattered deep, shallow, and nowhere depending on the day. White bass are good trickling into the creeks for spawning, otherwise they are also spread out throughout the lake. Bass are good on suspended crankbaits, jigs, deep diving crankbaits and soft plastics in 10-25 feet of water on structure. Square bills are producing a few catches in 1-5 feet of water. Blue catfish are excellent in 6-15 feet of water and 25-35 feet of water drifting with cut gizzard shad. Lewisville GOOD. Water lightly stained; 47 degrees; 1.73 feet low. Warmer fishing weather this weekend, but it is projected to be windy, so exercise caution. White bass are fair in 32-65 feet of water near river channels using jigs or live shad. Hybrid stripers are slow, but can be picked off every hanging around the white bass. Catfish are steady with a good bite most days drifting cut shad or chicken breasts. Check near wind blown points and flats near creek channels in 18-30 feet of water. Crappie are fair to good on minnows and jigs all over the lake in depths ranging from 10-35 feet of water holding tight to cover, such as, piles of leaves, stumps, laydowns, brush piles, standing timber, and bridge columns. Ray Roberts SLOW; Water lightly stained; 47 degrees; 0.73 feet low. Blue catfish and channel catfish are good in 3-10 feet of water using cut shad. Crappie are good in the main creek channels bridges and structure. Largemouth bass are good on structure in 15-18 feet of water using umbrella rigs. Tawakoni GOOD. Water lightly stained; 52 degrees; 2.37 feet low. Light winds and sunny skies have the fish on the move. The striped bass and white bass have begun a late move up the lake, and we are seeing fish as far as the mouths of the creeks in 25-30 feet of water. Swimbaits and small flukes continue to put fish in the boat and 25-30 feet of water. Crappie are fair on bridge pilings and mid depth timber using jigs in gray ghost and white and chartreuse are working well. Large trophy blue catfish have been slow this past week. Look for these
fish to turn on in shallow timber 2-10 feet of water. Eater sized fish in the 2-4lb range are stacking up on main lake points when the wind blows. Cut shad has been the ticket. Largemouth bass are good in extreme shallow water on the far north and west ends of the lake. Weightless flukes and small shallow water crankbaits around lay downs and potholes are working best. Texoma GOOD. Water lightly stained; 49 degrees; 1.00 feet low. Striped bass are good using Alabama rigs and swimbaits in 15-30 feet of water producing box sized fish, and those bigger catches in 50-60 feet of water. Report by John Blasingame, Adventure Texoma Outdoors. Striped bass are good in 60-75 feet of water using live bait. Success in1525 feet of water deadsticking flukes. Blue catfish are good in 5-20 feet of water on cut shad, carp and drum. Crappie are staging in 15-20 feet of water on structures. The warmer weather could push them shallower to spawn. Bonham ISD’s School Board has called a $53.6 million bond for the May 7, 2022, election. This process has been a community effort over the last six months with a Bond Planning Committee. The Committee included citizens, city leaders, board members, teachers, and parents. The Committee dedicated several months to data collection, evaluations, and planning to put this bond package together. The district’s financial advisor has determined there would be no school tax rate
increase to finance this bond. Likewise, there will be no tax rate reduction if the voters do not approve the bonds and the existing I&S tax rate of 34 cents will continue. The Bond Planning Committee’s final report and recommendation was presented to the Board where it was reviewed, discussed and deliberated upon. Dodd City has violated the monitoring and reporting requirements set by Texas Commission on Environmental Quality (TCEQ) in Chapter 30, Section 290, Subchapter F. Even though these were not emergencies, as our customers, you have the right to know what happened and what we are doing (or did) to correct these situations. Children’s Center Announces Winners
Naomi was named the winner of the children’s Open Your Heart art contest sponsored by the Fannin County Children’s Center. Press Release - Winners of the annual art contest sponsored by the Fannin County Children’s Center have been selected. Naomi took home the top prize in this year’s art contest. She won $100 and a blue ribbon for her drawing of her hands holding a heart.
Eynar Alfaro won second place in the Open Your Heart art contest. He is a sixth grader at Sam Rayburn ISD and is receiving his award from the Children’s Center Director Sandy Barber.

His artwork features hands holding a bright red heart and several children and will be featured on the inside of the cards. He won $50 cash and a red ribbon for his artwork. “Once again, our judges had a difficult job in deciding the winners,” said Sandy Barber, Executive Director of the Children’s Center. “We are grateful for all of the children and youth who created and entered their artwork, as well as the parents, grandparents, teachers and other adults who helped
them get it turned in.” The artwork was scanned and sent to a local printer who printed up cards for the Children’s Center. These cards will be mailed to more than 2,600 people to help raise funds to sustain all the services offered by the center. The Children’s Center’s mission is promoting safety and improving the lives of abused and neglected children.
