FC Commissioners Court – Recognizing Athletic Excellence

Tuesday, December 10,

2024, Fannin County Judge Newt Cunningham called to order at 8:50 a.m., a Special Meeting of the Fannin County Commissioners Court. Quorum was established with County Judge and all County Commissioners present.

2. Hear comments regarding reducing the speed limit to no more than 30 m.p.h. on CR 4205 in Bonham, Texas: Judge Cunningham asked if there were any in attendance who wished to comment on the action of reducing the speed limit on CR 4205. There were none.

3. Adjourn: The meeting adjourned at 8:53 a.m. On the same day at 9:01 a.m., Judge Cunningham called to order the Regular Meeting of the Fannin County Commissioners Court. After noting that Quorum had been established, Judge Cunningham led the Invocation with Army Veteran Commissioner Jerry Magness leading the Pledges.

4. Introductions: Judge Cunningham introduced and welcomed Commissioners Elect for Precinct 1 and Precinct 3 (Troy Waggoner and Kurt Fogelberg II) to the court.

5. Public Forum: Commissioner McQueen reported that there had been approximately 50 people to take advantage of the courthouse being open Saturday, December 7th for tours to view the Christmas decorations.

ROUTINE ITEMS:

6. Approve payment of bills – County Auditor: FC Auditor Alicia Whipple noted bills were $992,304.05 with payroll being $416,987.62. A motion to approve payment was made by Commissioner Magness with Commissioner Kopf seconding the motion which passed.

7. Approve minutes from 07/09/2024 (R) and 12/03/2024 (R) – County Clerk: A motion to approve was made by Commissioner Magness with Commissioner McQueen seconding the motion which passed.

8. Approve Auditor monthly reports for October 2024 – County Auditor: Ms. Whipple reported the revenue was $375,300.20 with expenses being $964,427.13. Noting there was an upside-down balance of approximately $589,000, Ms. Whipple explained how this was the norm as revenue from taxes does not start being collected till December. Commissioner Magness made the motion to approve the report with Commissioner Kopf seconding the motion which passed.

9. Report of monies received by the District Clerk

office for November 2024; $15,904.33 – County Judge (for District Clerk): Informational only.

10. Report of monies received by the Justice of the Peace Precinct 1 office for November 2024; $15,643.75 – County Judge (for JP 1): Informational only.

13. Discussion regarding Honey Grove Warriors Football Team – County Judge: Honey Grove High School’s Head Coach Shane Fletcher, along with several members of the Honey Grove Football Team who had progressed to the regional semi-finals with a 12 to 2 game season (a feat not matched since 1969), came to the court to receive a plaque from Judge Cunningham of recognition for their impressive accomplishment.

DISCUSSION, CONSIDERATION AND ACTION ITEMS:

14. Approve increasing the budgeted amount for the Ravenna Volunteer Fire Department as they are now a First Responder Organization – County Judge for Chief Steven Hasten, Ravenna VFD: Fannin County Emergency Coordinator Troy Hudson introduced Fire Chief Steven Hasten of the Ravenna Volunteer Fire Department who spoke regarding the recent certification his department received from the state. After some discussion led by Judge Cunningham about the increased funding available for those fire departments

that go through the certification process (approximately $6,796.44 per VFD), it was noted by Mr. Hudson that the VFDs for Ladonia and Randolph are also going through the certification process. Commissioner Magness made the motion to approve the increased funding for the Ravenna VFD as well as the Ladonia and Randolph VFDs. The motion was seconded by Commissioner McQueen and the motion passed.

15. Discussion and possible action regarding Burn Ban in Fannin County –Emergency Management Coordinator: Mr. Hudson spoke to explain why he did not think a burn ban was needed and to inform the court of a prescribed burn

taking place by the National Forest Service, Wednesday through Friday in the Caddo Grassland area near FM 409. No action taken.

16. Approve tower site lease agreement between Fannin County and 360 Broadband, LLC on CR 2100 in Ivanhoe - Emergency Management Coordinator: Mr. Hudson introduced 360 Broadbands’ Director of NFIT (network field infrastructure team) Brandon Lamm who led a discussion of the benefits Fannin County receives by this agreement with their company. Also speaking on the value and importance of the services received from 360 Broadband by the county was FC Purchasing Agent Julie Criswell and FC Amateur Radio Club’s President Mark Herrington and Secretary Sarah Richardson. A motion to approve the agreement was made by Commissioner Magness with Commissioner Kopf seconding the motion which passed.

17. Discussion and action regarding keeping the salary for the County Court at Law (CCAL) bailiff at a rate consistent with the annual budget of $45,963.75; new hire – Judge Butler: FC Court at Law Judge Charles Butler spoke to explain why he believes it necessary to offer the salary that was paid to his outgoing bailiff Joe McIntyre, to whomever is hired to fill that position. A motion to approve was made by Commissioner Magness, seconded by Commissioner Kopf and passed.

Fort Inglish (vicinity of)

Marker Text: Spot where settlement of town of Bonham began, on 1,250-acre land grant of Texas Republic to Bailey Inglish (1797-1867), former Miller County, Ark., Sheriff who led train of settlers traveling by oxcart to this site in 1837.

Here they built a log stockade and blockhouse with gun ports for use in community defense. In a typical fight (1841), the Indians were repulsed, but captured two young boys hunting cows near the fort. (the boys returned later.)

Called Bois d’Arc in 1840, town was renamed (1843) to honor Texas War for Independence hero, Col. Ames Butler Bonham (1807-1836).

Location: near the corner of Lipscomb and 9th Street, Bonham. In 1976 the fort structure was moved to the area that is now just west of the Rayburn Library, and other pioneer buildings have been added to Fort Inglish Village.

SH 121 overpass at US 69. The SH 121 overpass at US 69 is closed to thru traffic while crews perform bridge repairs. All traffic will be required to take the exit for US 69 and then will be able to take the next entrance ramp back onto SH 121. A temporary signal is in place to control traffic on SH 121 and US 69 during this closure. Motorists should expect delays as signals control traffic through the construction zone.

CR 4020 at Caney Creek. CR 4020 at Caney Creek is closed to through traffic to allow for replacement of the bridge. During the closure traffic is asked to use CR 4025 as a detour.

FM 68, from SH 78 to FM 271. Watch for daytime lane closures as crews work to rehabilitate and widen the roadway to an overall width of 28 feet. Motorists should expect delays as signals and pilot cars direct traffic through the work zone. SH 78, from US 82 to the Oklahoma State line. Watch for daytime shoulder closures and occasional daytime lane closures as workers install sloped-end treatments on drainage structures and replace bridge rail and guardrail.

FM 100, from SH 56 to FM 2216. Watch for daytime lane closures as crews work to rehabilitate and widen the roadway. Motorists should expect delays as signals and pilot cars direct traffic through the work zone. FM 2815, from FM 1629 to SH 11. Watch for daytime lane closures as maintenance crews apply a seal coat to the roadway. Motorists should expect delays as flaggers and pilot cars direct traffic through the work zone.

18. Discussion and possible action regarding county owned real estate – County Judge for Angel Titsworth, Weichert Realtors, Solid Ground: Real Estate Broker Angel Titsworth gave an update on the three county properties currently being handled by her company. She noted the 119-acre property is slated to close on or before December 16, 2024; there has been one offer made for the asking price on both the lot on Chestnut and the 5 acres on Silo. After more detailed discussion, a motion was made by Commissioner Magness to approve action regarding those county owned

properties and have Judge Cunningham sign on behalf of the county. Also discussed was looking at county owned property in Ector being put on the market 19. Discussion and possible action regarding Enterprise Fleet Management for Fannin County – County Judge for Nick Hardwick of Enterprise: Senior Account Executive with Enterprise, Nick Hardwick, returned to the court to discuss what is entailed with the county entering into an agreement with his company in the handling of the county’s vehicles/equipment. After much detailed discussion, it was decided that with the court about to gain two new commissioners in January, to revisit this matter during the

second week of January to allow the incoming commissioners to participate in any decision reached. No action taken.

20. Discussion and action regarding reducing the speed limit to no more than 30 m.p.h. on CR 4205 in the unincorporated area of Bonham – Commissioner Precinct 4: Commissioner Kopf explained why he believes the speed limit needs to be reduced on this road. He then made the motion to reduce the speed limit to no more than 30 mph on CR 4205. Judge Cunningham noted how all procedures had been followed to allow the county to take this action before Commissioner Magness seconded the motion which passed.

29. Pursuant to Texas Government Code, Section 551.071, Commissioners Court reserves the right to meet in Executive Session to consult with their attorney – County Judge: Executive Session was entered into at 10:20 a.m. with Regular Session resuming at 10:37 a.m.

23. Justice Center – County Judge: Judge Cunningham commented on the ongoing work before noting that with the incoming real estate proceeds, work that was put off for lack of funds would be able to be addressed.

30. Pursuant to Texas Government Code, Section 551.074, Commissioners Court reserves the right to meet in Executive Session to discuss personnel issues –County Judge: See 29.

31. Consider and take action regarding matters discussed in Executive Session with attorney; Order/ Resolution and Release Form Re: Proposed Texas Statewide Opioid Settlement – County Judge: Judge Cunningham led a discussion on a class action lawsuit with Kroger involving the TX Opioid Settlement. It was noted that with the multiple parties involved, Fannin County’s portion of the settlement was approximately $9,000 to deal with the opioid problem. A motion to approve settling and authorize Judge Cunningham to sign off on all relevant documents was made by Commissioner McQueen, seconded by Commissioner Magness and passed.

32. Consider and take action regarding matters discussed in Personnel Executive Session – County Judge: No action needed. COMMENTS AND ADJOURN:

33. Comments by County Commissioners and County Judge: Commissioner McQueen noted that though tours of the Courthouse to see the Holiday Decorations were designated for Saturday, December 7th, tours could still be conducted between now and Christmas during regular business hours.

Commissioner Self wished all to have a good week.

Commissioner Magness wished all the same, encouraging everyone to make everyday a good day. Commissioner Kopf commented on work his crew has been doing this past week on the roads in his precinct. Judge Cunningham thanked Commissioner McQueen for all his work on the decorations in the courthouse before thanking everyone for their attendance.

Bonham City Council

Progress/New Ordinance Amendments

Monday, December 9, 2024, Pastor Mark Posey led attendees to the monthly Bonham City Council meeting in an Invocation before Bonham’s Mayor H.L. Compton opened the meeting at 5:30 p.m. Prior to addressing the meeting’s agenda items, Mayor Compton called for a moment of silence for the two police officers killed recently in the line of duty in the cities of Greenville and Terrell. Quorum was established with all Councilmen and Mayor present.

1. Consider and take action to approve the minutes of the November 11th regular meeting: A motion to approve was made by Councilman John Burnett, seconded by Councilman Kevin Hayes and passed.

2. Consider and take action to accept the financial report for the month ending November 30, 2024: Bonham’s Director of Administrative Services Sarah Osburn started by noting the city budgeted a 7% sales tax increase and so far, there has been a 13% increase. A motion to accept was made by Councilman Wayne Moore with Councilman Ernie Quintana seconding the motion which passed.

Citizens Opportunity to Speak: [The City Council invites people with comments or observations to briefly address the Council for the limited purpose of determining whether the matter should be referred to staff for study and response and/or be placed on a future meeting agenda. Local practice limits comments to three (3) minutes or less. State law prohibits the City Council from considering deliberations on any item not listed on the posted City Council Agenda.]: Bonham resident Rusty Deets of Boyd Loop thanked the city for the street sweeping service but noted an ongoing problem of trash cans being left in the streets by the city’s trash pick-up service which hindered the work of the street sweeper.

4. Consider and take action to accept the audit and financial statements as prepared by McClanahan & Holmes, LLP for fiscal year period ending September 30, 2023: McClanahan & Holmes, LLP Audit Partner April Hatfield referred the council to their 69 page audit report of the financial statements of the city as of and for the year ending September 30, 2023 that she noted basically “states that you received a clean opinion for that audit year.” After specifying content on pgs. 9, 20, 50, and 66, Ms. Hatfield confirmed to Mayor Compton that the city’s finance department did a good job. After some discussion, a motion to accept was made by Kevin Hayes, seconded by Councilman Allen Sanderson and passed.

5. Hold public hearing and take testimony regarding the proposed creation of Powder Creek Ranch Public Improvement District in accordance with Section 372.009, Texas Local Government Code: Mayor Compton called to order the hearing at 5:38 p.m., after which Bonham’s City Manager Sean Pate be-

gan comments on the action plan to accommodate the city’s growth. He introduced the CEO of Martin Sanchez Group, Martin Sanchez who detailed the proposed PID with one of its biggest components being the installation of a very large sewage trunk line to open up the geographic corridor, west of 121 going towards Sherman. Mr. Sanchez discussed the impressive success of the sale of residential development located at Bois d’Arc Lake before describing the development plan for the northwest quadrant of 121 & 56. Using the overhead projection, Mr. Sanchez went over the phases of the planned development for the approximate 400 acres that will include single family residences, multifamily residences, a regional park and commercial/retail/office development with a possible start of construction in the Summer of 2025. He noted with the PID being approved at this meeting; the plan is to come back to the council in January to discuss a development agreement with Spring to May focused on the financing to begin construction. After a lengthy discussion the hearing ended at 6:02 p.m.

6. Consider and take action to adopt a Resolution Regarding the Creation of the Powder Creek Ranch Public Improvement District and Ordering Public Improvements to be made for the benefit of such District; Providing for a Severability Clause; Providing an Effective Date; and Containing other Matters relating to the Subject: A motion to approve was made by John Burnett, seconded by Ernie Quintana and passed.

7. Discussion on EMS and Fire Staffing Assessment from Mission Critical Partners: Bonham Fire Department Chief Chris Hughes discussed how the loss of being the EMS provider for Fannin County brought about the need for many changes and detailed the recommendations received from Mission Critical Partners in identifying where those changes need to be made throughout the entire department. No action taken

8. Consider and take action to issue a letter of intent to Metro Fire Apparatus Specialists for a Spartan S-180 Pumper with apparatus and makeready upfit: Chief Hughes explained why this equip-

ment is needed with he and Sarah Osburn detailing the financing that enables the acquisition of this truck and the utilization of the AFG Grant. A motion was made by Allen Sanderson to approve with Ernie Quintana seconding the motion which passed.

9. Consider and take action to approve Health Benefits Summary Plan Description 7670-00-417186 providing for specified retiree health insurance: Ms. Osburn noted how this is necessary to work on talent recruitment and retention which will allow for retiree health insurance for any employee with 35 years or more of service. A motion was made by Ernie Quintana to approve with Wayne Moore seconding the motion which passed.

10. Consider and take action to approve the FY25 Texas Department of Transportation Grant for Routine Airport Maintenance Program (RAMP): Ms. Osburn noted how this was basically just a formality that is gone through each year. A motion to approve was made by Ernie Quintana, seconded by Kevin Hayes and passed.

11. Consider and take action to approve the purchase of a TinyMobileRobot line marker: Ms. Osburn noted the Parks Department is looking at this before describing the versatility and efficiency of the equipment which uses about a third of the paint that is currently being used. A motion to approve was made by Ernie Quintana, seconded by Wayne Moore and passed.

12. Hold public hearing and consider and take action on an ordinance to amend Chapter 4 (Business Regulations), Chapter 5 (Fire Prevention and Protection), Chapter 8 (offenses and Nuisances), and Chapter 15 (Design Standards Manual) within the Bonham Code of Ordinances: Mayor Compton called the hearing to order at 6:27 p.m. after which Director of Community Development Ross Altobelli went

over in detail the proposed amendments starting with additional regulations for Peddlers/Solicitors that includes prohibiting hours on Sundays and major holidays; Fines pertaining to fire prevention & protection being updated; Noise (offenses and nuisances) being modified from “6:00 a.m. to 10:00 p.m” to “7:00 a.m. to 7:00 p.m”; and Design Standards modifications being allowed by the City Manager as opposed to authorized by Ordinance. Mr. Altobelli noted other amendments will be brought before the council at the next meeting in January. After a discussion ensued, the hearing ended at 6:31 p.m. Mr. Pate read the ordinance, and a motion was made by John Burnett to approve with Kevin Hayes seconding the motion which passed.

13. Discussion/Possible Action for the appointment and possible creation of a Charter Review Committee: Mr. Pate began a discussion on how there has not been a Charter Review since 2010, and noted it is recommended for a review to occur every 3 to 4 years. After discussing the possible creation of a Charter Review Committee, Mr. Pate introduced Bonham’s newly hired City Attorney Courtney Morris. No action taken at this time.

14. Consider and take necessary action to retire the City of Bonham K-9 officer and authorize staff to execute a bill of sale with the existing handler to transfer the custody, care and upkeep of said K-9 officer: Captain Melanie Elliott with the Bonham PD requested the approval of council in the retiring of Canine Maggie with the transferring of her care to her current handler.

Captain Elliott noted there are other agencies they could reach out to should there be a need for canine services. A motion to approve was made by Timothy LaVerne II with Kevin Hayes seconding the motion which passed.

cially at this time of year, it can be fun to change things up a bit. Consider spicing up your coffee. This Christmas, try making some howling holiday treats! The first rule for making Christmas coffee is to add what you like to your cup. This may require some experimentation. Common coffee additives include cinnamon, nutmeg, cloves, ginger, vanilla, honey, and of course your creamer of choice. Note – I am not recommending the addition of commercial bottled creamers that you find in your supermarket. These are full of seed oils and chemicals and are not good for you. Coffee is good for you. Don’t mess it up with poison creamers. Here are a few holiday worthy recipes you might

consider: Everyday Christmas Coffee

The first is my simple and quick everyday Christmas coffee recipe. When in the mood for something different, I drink this year-round. Start with good quality freshly roasted specialty coffee, if possible. Brew your coffee (I prefer using a French press, 66 grams of coffee per liter of water, steeping time exactly four minutes). After coffee is brewed, I fill my 16 oz. travel mug ¾ full and add ¼ teaspoon cinnamon, a dash of nutmeg, one scoop of collagen powder (optional, but gives coffee extra creamy texture), and two tablespoons honey. Mix well. I like to use a small handheld frother. This gives your coffee a nice mild foamy texture. Then add creamer to taste. I prefer

heavy cream and like to stir in creamer instead of frothing it for this recipe. Frothing creamer makes coffee too bubbly for my taste. Add a dollop of whipped cream and sprinkles if you are in a party mood. This recipe can be adjusted as you like.

Basic Peppermint Mocha Brew your coffee as you like. Then in a bowl mix two tablespoons cocoa powder, one tablespoon sugar (or other sweetener – maple syrup or honey are good), ¼ teaspoon peppermint extract. Next, steam ½ cup of milk (dairy or non-dairy). If you don’t have a steamer, you can heat milk on stove and then use mixer or other means to froth. You can also steam milk in the microwave. Place milk in glass bottle and shake well. Then place the open bottle in microwave and heat. Pour your coffee into a mug

and stir in peppermint cocoa mixture. Top with steamed milk. Cover with whipped cream. Add a candy cane, or peppermint bits for color.

Good Gingerbread Coffee Brew your coffee as before. Heat ½ cup of milk that you have already frothed in a pan, and whisk in 1 tablespoon of maple syrup, ¼ teaspoon ground ginger, and ¼ teaspoon cinnamon. Pour coffee into your mug, top with ginger-spice milk and gently stir. Add whipped cream on top and sprinkle with nutmeg for fun.

Cinnamon Spice Latte Brew coffee and keep warm. In a small pot warm milk that has already been frothed and stir in one teaspoon ground cinnamon and one teaspoon vanilla extract. Pour coffee into a mug, add frothed milk mixture and stir. Top with whipped cream and add a

cinnamon stick for flavor. For coffee recipes, I like to use heavy whipping cream. It enhances coffee flavor and texture. But dairy is not required. If you prefer, non-dairy options can work well too. Consider the fol-

lowing: Almond milk – has a subtle nutty flavor, good choice if you like your coffee less creamy. Oat milk –naturally sweet and creamy, it is good for lattes because it froths well. Cashew milk – creamy and slightly sweet with smooth and rich texture, works well for Christmas coffee. Coconut milk –thicker, rich and creamy with hint of coconut flavor.

Billie was born on February 19, 1947 in Wylie, TX to the late Opal and Juanita Murphy. He came from a family of 12 children. Billie retired from the City of Richardson, as a Street Superintendent. Billie and wife Linda settled in Bonham after his retirement. In his youth he proudly joined the United States Army and served his country. His wish is to be laid to rest at Dallas/ Fort Worth National Cemetery with military honors.

Heaven gained its newest angel, Alton Hurley Woodruff, “Pete,” to be with our Heavenly Father on December 4, 2024. He was born December 23, 1933, in Trenton, Tx. to Alton Tony and Fannie Pearl Woodruff. He was the youngest of 10 brothers and sisters. He was an amazing provider for his family, a loving husband to Mary, a wonderful dad to Jeff and Jenny, a loving PaPa to all of the grands and greatgrands, and a friend to all. He never met a stranger, and he had friends from young to old. If you met Pete, you weren’t gonna forget him! One of his passions was fishing. He could tell you just where to drop your line and you were pretty much guaranteed to catch fish. He always had a project outside the house, whether it was on his tractor, in his shop, or helping others, and he enjoyed going to the coffee shop to visit his buddies and get caught up on the latest happenings in town. Pete was a lifelong member of First United Methodist Church of Trenton. He honorably served in the United States Army, and afterwards joined the Air Force Reserves.

Pete and Mary Kincaid were married on January 27, 1961, in Bonham, Tx, and were married for 63 years. One of the things that they loved to do was to go camping at Bonham Lake where they fished and enjoyed their time together.

There is a nighttime sweetness and hope that hovers over us this time of year here at home. This is a time for summing up and looking ahead … and a time for dreams.

And at night… ah, that’s the time, isn’t it? Outside it’s dark, December dark, and we’re inside and warm and cocooned up. The cold makes our world shrink, especially at night.

But we have our dreams.

For Janice Thomas, our art teacher at the high school, it’s that painting she’s planning. She makes starts at it, from time to time, but she’s wise enough to know she isn’t good enough to paint it yet. She paints other

things well, but that one … it has to be perfect. It will be the painting of a lifetime, she knows. Doc will drift off to sleep tonight thinking about that new fly rod. He has half a dozen, of course, that will take about any weight line, and let him catch anything from mouse to moose. But even the most expensive rod isn’t what he dreams of. This year, for Christmas, he’s giving himself a rodbuilder’s jig, and he will make his own rod from a Sage blank. That will be the one. It will have his own wrappings and he’ll put the ferrules on it himself.

He’ll be able to feel the fish breathe with this one. It will

be true and wonderful and last forever.

For cowboy Steve, the December dream is always the same: staying in that little cabin. The one with a turret and a corral. And hearing ol’ Snort happily eating out there in the corral. And exploring. Time enough to explore those mountains with Snort.

The illusive dream of highspeed rail in Texas has become foggier as President-elect Donald Trump prepares to take office and state GOP lawmakers intent on throwing up roadblocks to rail return to Austin next month.

Over the last two years, highspeed rail ambitions in Texas showed signs of life. Amtrak revived and took the lead on a long-mulled high-speed rail route between Dallas and Houston. North Texas transportation planners advanced the idea of extending that line to Fort Worth and Arlington. A glut of federal transportation dollars under President Joe Biden’s administration and increased congestion on Texas interstates pushed some local leaders to make the case for boosting even conventional passenger rail between the state’s major urban areas.

Where those efforts will go during a second Trump administration remains to be seen. Trump, rail advocates and experts say, has offered few clues about how he will approach high-speed rail during his second term — after the Biden administration backed federal financial support for expanding rail.

But in the Republican-dominated Texas Legislature, antirail efforts will likely persist when lawmakers convene in January. Some rail backers still see reasons for hope. For one, congestion on Texas roadways amid the state’s robust economic growth has become interminable. Combine that with an expected $20 billion budget surplus, and state lawmakers could be amenable to exploring rail options, said Peter LeCody, who heads the organization Texas Rail Advocates.

“This might be a turning point where the Legislature is starting to wake up and smell the vehicle fumes,” LeCody said.

Some lawmakers are trying to lay the groundwork for a statewide high-speed rail expansion. A bill filed by State Rep. John Bucy, an Austin Democrat, would direct the Texas Department of Transportation to jumpstart a highspeed rail line between Dallas, Austin and San Antonio along the congested Interstate 35 corridor. The state agency would have to enter a comprehensive development agreement with a private company to build, maintain and operate the line, which would have to reach speeds of at least 110 miles per hour.

There are no immediate plans for such a train, Bucy said, and it’s not clear who would operate it. Another Bucy bill would allow more state transportation dollars to be spent on high-speed rail as well as other modes of transportation like conventional passenger rail, bicycle lanes and walking paths. The Texas Constitution mandates that most of TxDOT’s budget must be spent

on building and expanding freeways. If Bucy’s bill passes, Texas voters would decide whether to amend the constitution to allow a greater share of those dollars to be spent on transportation methods other than highways. “We need to be able to move people,” Bucy said in an interview. “We need to give people other options.”

Still in question is the future of the long-sought Texas Central high-speed rail line between Dallas and Houston. The project, first pitched in 2009, would shuttle passengers at top speeds above 200 miles per hour — turning what’s now a 3.5-hour commute by car to a 90-minute ride by train.

The line would use the same technology used on Japan’s famed high-speed rail network, which connects that country’s major job centers.

A 16-car train there can hold more than 1,300 passengers at a time. Amtrak revived the project last year following a leadership exodus from Texas Central, which had struggled to acquire land necessary to build the line. The route between Dallas and Houston checks a number of boxes that make it ideal for high-speed rail, Amtrak officials have said — namely that it connects two of the country’s largest metropolitan regions and is flat enough to allow trains to reach the velocity necessary to make the journey relatively speedy.

High-speed rail proposals have long faced a steep climb in the Republican-dominated Texas Legislature — where GOP lawmakers are hostile to passenger rail and have particularly sought to stop the Texas Central project. Texas Republicans — including Gov. Greg Abbott, who once heralded the Texas Central proposal — have sought to prevent state tax dollars from paying for high-speed rail and block efforts to seize the land needed to build it through eminent domain.

State legislators approved a law in 2017 intended to bar Texas Central from receiving state dollars to build highspeed rail.

“If the Texas Central line can be built without state or federal money, without taking private property, it’s fine with me,” said state Sen. Robert Nichols, an East Texas Republican who heads the state Senate Transportation Committee.

sources. “This project needs tens of billions of dollars and we don’t appear to be close to that,” said Eric Goldwyn, program director at the Marron Institute of Urban Management at New York University. Andy Byford, senior vice president of high-speed rail development at Amtrak, said in November that officials are still figuring out how exactly to pay for the project, which hasn’t gained federal approval. Byford told reporters earlier this year that Texas Central has acquired about 30% of the land needed to build the line but has maintained that acquiring the remaining land through eminent domain would be a last resort. Officials pursuing a high-speed rail route connecting Dallas, Arlington and Fort Worth hope to do so entirely with private dollars. Michael Morris, transportation director for the North Central Texas Council of Governments, said he expects private rail operators like Brightline — which owns a route that runs from Orlando to Miami and is pursuing a high-speed route between Los Angeles and Las Vegas — will take interest if the route gains federal approval.

Such a project would reduce congestion and improve safety on freeways while sprouting economic development in the form of housing, offices and restaurants near stations in each city, Morris said.

Separately, Morris said he plans to push state lawmakers to create a new state agency solely focused on high-speed rail efforts.

Another mystery is how Trump will approach passenger rail during his second term. In his first term, Trump canceled more than $900 million in federal dollars to help pay for California’s beleaguered high-speed rail line between Los Angeles and San Francisco, funds that Biden would later reinstate. Vivek Ramaswamy — an entrepreneur Trump tapped to lead an effort alongside Tesla CEO Elon Musk to slash government spending and pare federal regulations — this week called for ending federal support for the California line, which he dubbed a “wasteful vanity project.”

Trump struck a different tone on the campaign trail this year, openly wondering why the United States doesn’t have high-speed rail of its own.

“They go unbelievably fast, unbelievably comfortable with no problems, and we don’t have anything like that in this country. Not even close,” Trump said during a conversation with Musk hosted on the social media site X. “And it doesn’t make sense that we don’t, doesn’t make sense.”

“But the answer is ‘no, they can’t.’ … If it was an investment that would pay big dividends, that’s a whole different deal. That is not an investment that’s going to pay dividends. That is a big cost hole that is a bottomless pit.” That opposition appears likely to persist next year. Republican legislators have introduced proposals to further enshrine obstacles to high-speed rail. A bill filed by state Rep. Cody Harris, a Palestine Republican, would forbid state lawmakers from appropriating funds to pay for anything related to high-speed rail operated by a private entity.

Another bill, by state Rep. Brian Harrison, a Waxahachie Republican, would reverse a 2022 Texas Supreme Court decision allowing Texas Central to seize land necessary to build the Dallas-to-Houston line — a decision that alarmed East Texas landowners in the route’s projected path.

“I am committed to protecting my constituents’ private property rights from the forced taking of their land for this wasteful boondoggle project,” Harrison said in a statement.

Just how those GOP proposals would affect the Texas Central line’s development now that Amtrak has taken the lead on the project — or the development of other highspeed rail lines — isn’t clear. How the Texas Central line could be built without state dollars is difficult to imagine, rail advocates and experts said. Outside of high-speed rail, state and local officials are looking for ways to ease congestion on Texas’ increasingly busy interstates and give Texans another way to move around the state. Using federal dollars, TxDOT is examining how to boost passenger rail service on an existing Amtrak route from Houston to San Antonio. State transportation planners also are studying how to reinstate a conventional Amtrak line between Houston and Dallas, a separate effort from the high-speed project.

Amid robust growth along the Interstate 35 corridor, officials in Travis and Bexar counties have restarted efforts to boost passenger rail frequency between the Austin and San Antonio regions. Boosting any kind of passenger rail isn’t enough to ease overall congestion, Goldwyn said, adding that state and local officials should also back efforts to make urban areas more walkable and easier to traverse by bicycle or public transit.

Passenger rail “is one tool we can use to help solve that problem, but we need to do a lot of other things as well,” he said.

Central Temperatures cooled off and the district experienced the first frost of the season. A few areas received scattered showers, but most of the district needed significant runoff for ponds and surface impoundments. Pastures were going dormant, and the cool-season grasses were in good shape. The pecan harvest looked good, but there were reports of dead trees. The secondcrop corn silage harvest was nearing completion. Oats, wheat and other winter grasses needed rain to support growth. Ryegrass

Are You A Christian?

Paul was very much aware of this, having been beaten, imprisoned, and shipwrecked along the course of his ministry. This perspective inspired Paul to boldly declare his faith in Christ, and to share his faith with others. Our time on this earth is short. We will all come face to face with our Lord and Saviour at any moment. We, as believers, ought to be motivated by the fact that those around us who are lost will die, separated from Jesus Christ, unless they hear and receive the message of the gospel.

In 1749, Charles Wesley wrote a classic hymn the should be our prayer when spreading the message of the gospel.

“Give me the faith which can remove

and sink the mountain to a plain; give me the childlike praying love, which longs to build thy house again; thy love, let it my heart o’erpower, and all my simple soul devour. Let us consider how God is holy. Holiness or being holy is defined as physically or spiritually pure, morally blameless, consecrated or set apart. Is it possible for us to be holy? Peter wrote “as he which hath called you is holy, so be ye holy in all manner of conversation” (1 Peter 1:15). God is holy in purity. “Who shall ascend into the hill of the LORD? or who shall stand in his holy place? He that hath clean hands, and a pure heart; who hath not lifted up his soul unto vanity, nor sworn deceitfully” (Psalms 24:34). Jesus stated, “Blessed are the pure in heart: for they shall see God.” God calls us to be pure. Paul wrote to Christians, “let us cleanse ourselves from all filthiness of the flesh and spirit, perfecting holiness in the fear of God” (2 Corinthians 7:1). John records that “every man that hath this hope in him purifieth himself, even as he is pure” (1 John 3:3). God is holy in righteousness. John was instructed to write, “Great and marvellous are thy works, Lord God Almighty; just and true are thy ways, thou King of saints. Who shall not fear thee, O Lord, and glorify thy name?

We are told to “follow after righteousness, godliness, faith, love, patience, meekness” (1 Timothy 6:11). Christians are told to “Awake to righteousness, and sin not” (1 Corinthians 15:34). God is holy in sanctification. God’s character sets Him apart. Jesus declared, “Hear, O Israel; The Lord our God is one Lord” (Mark 12:29). We find that “God is light, and in him is no darkness at all” (1 John 1:5). Followers of Christ are told “Let your light so shine before men” (Matthew 5:16). Paul emphatically states that “God is true” (2 Corinthians 1:18). Christians are told “speak every man truth with his neighbour” (Ephesians 4:25). John reminds us that “He that loveth not knoweth not God; for God is love” (1 John 4:8). We are taught “let us not love in word, neither in tongue; but in deed and in truth” (1 John 3:18).

Can we be holy? Christians were told to “have your fruit unto holiness, and the end everlasting life” (Romans 6:22). Paul was inspired of God to write, “For God hath

not called us unto uncleanness, but unto holiness” (1 Thessalonians 4:7).

Bonham ISD names

new interim superintendent

BONHAM, Texas (KXII)Bonham ISD has named a new interim superintendent.

Starting January 6th, Keith Boles will take over as interim superintendent until further notice, according to School Board President Chance Robert. The former superintendent, Dr. Joy Wilson, was placed on paid administrative leave last month. Chief Operations Officer Jason Busbey was named the interim superintendent after that announcement. He will fill the role through the end of the fall semester. There is still no official word on why Dr. Wilson was placed on leave.

Both the Lady Falcons and Fighting Falcon basketball teams got a W Friday night at home vs. CHESS from Sulphur Springs. This was the boy’s team’s first victory of the new season! Congratulations to both! The Ladonia Chamber of Commerce’s Annual Christmas Parade was Saturday night. It was smaller than usual due the

inclement weather conditions, but the parade was still fun for the little kiddos as they got to see Santa in the City Hall and eat candy and drink hot chocolate. The show must go on as they say! Sunday, December 24th, the First Baptist Church is holding a Christmas Eve Candlelight Service at 4:00 p.m. Everyone is invited, come and celebrate the birth of the Lord with us!

Christmas is Hope and Charity

Christmas should be about hope-love-family and our love for Jesus Christ and for life itself. Most children in this country know more about Santa Claus than they do about Christ, because we have gotten away from what Christmas should be all about. So many people, adults and children of all ages wonder about what they are going to get for Christmas, when we should be thinking about what we can do for people that need our help just to live from day to day, and for all of the children that may not get anything for Christmas. A little bit of charity and a whole lot of love will go a long way in helping those children at Christmas time, and "God" will bless you in ways you do not know.

This Christmas let us all pray for peace on this earth and have hope that some day the whole world can live in peace and harmony. Pray that this Christmas be filled with joy-hope and a peaceful heart.

Leukemia (Felv) is a core vaccine for kit

tens since they are most susceptible. It may not be needed in adult cats unless they spend time outdoors or in a multi-cat household. Felv can affect multiple organs and cause many types of cancer. It can also affect the bone marrow, preventing the cat from making red and white blood cells. While some cats can clear the virus from their system, others that are diagnosed only survive 1 –2 years.

Panleukopenia virus is very similar to parvovirus in dogs – causing vomiting, diarrhea and lethargy. It can also cause neurologic issues in kittens when a mama is infected while pregnant.

Feline Infectious Peritonitis (FIP) is a mutated coronavirus. There are both dry and

wet forms of the illness. The wet form can cause fluid to build up in the chest and/or abdomen. This disease used to be fatal but this year a medication became available to save 80% of cats that are affected.

Feline Immunodeficiency Virus (FIV) is spread in the saliva of affected cats and therefore is diagnosed mostly in outdoor cats that get in fights with others. FIV weakens the immune system making cats more at risk of becoming ill. Many cats can live long and normal lives when kept indoors so they are not exposed to other germs much like human HIV. While there are no vaccines for FIV or FIP, the other 3 viruses can be protected against by keeping your cat up to date on its vaccinations. Since these are all viral diseases, all we can offer for treatment is supportive care while the cat’s immune system fights the illness.

TAKE A KID FISHING or Hunting!

Week of December 11, 2024

Bois d’Arc stained; 85 degrees; 3.72 feet below pool. Bass are very slow on points with grass, and the bite improves to fair in the bushes with spinnerbaits and rage swimmers in 3-6 feet. Texas rigs and Viper XP jigs are good on timber and some bushes in 4-7 feet. Report by Marc Mitchell, Lake Fork Guide Service. The lake level is low. Crappie fishing is excellent in the main river channel timber and lower third of the lake in 30-50 feet of water catching crappie 6-28 feet down. Fish are very healthy with big black crappie being caught on jigs. Some catches near the bridge. Report by River Bottom Boys Guide Service. Lavon EXCELLENT. Water lightly stained; 70 degrees; 3.60 feet below pool. Crappie are in 20-30 feet of water on brush piles and deep submerged timber. There are a few fish in 15-18 feet on structures, but most of them are a little bit deeper. A lot of them are hugging the bottom so you have to let your 1/8 ounce hand tied jig, minnows, or soft plastics touch the bottom and then slowly lift to entice a bite. Crappie need a bigger profile bait to zone in on. Ray Roberts GOOD. Water slightly stained; 70 degrees; 1.32 feet below pool. White bass can be caught on live bait and slabs in 15-25 feet. Better quality and quantity can be caught with live bait. Crappie are still good in 5-20 feet on brush piles and small patches of structure with minnows. Crappie are shallow early then move deeper as the sun rises. Blue catfish can be caught drifting cut bait on flats in 20-40 feet. Report by Justin Wilson, Wilson Outdoor Connection. Tawakoni GOOD. Water lightly stained; 63 degrees; 2.94 feet below pool. Lake Tawakoni has shifted from a fall bite to more of a winter pattern as cold front after cold front continues to cool the water temperatures. The hybrid striper bite has been very up and down the last week. Lots of big wind has made it difficult to fish areas that are holding fish. Swimbaits and slab spoons are working best. Seems like the 10-25 feet range is holding fish. The eating sized catfish bite in the 1-4 pound range is still excellent. Baited holes are working best in 15-25 feet with punch bait. The trophy catfishing continues to improve weekly. Fish are being caught on cut bait in 2-15 feet. The largemouth bite has been good on plastics in 1-6 feet. Texoma GOOD. Water stained; 58 degrees; 1.14 feet above pool. Striper fishing continues to be great with live shad producing limits of fish on points and humps in 2540 feet of water as fish are coming to the boats to feed. Swimbaits are also working on shallow points and humps off creek ledges in 5-12 feet of water. Catfishing remains great with cooler temps and lake levels up. Drift cut shad on deep flats off the river channels closer to the ends of the lake in 25–55 feet of water. Eaters are still plentiful along ledges and on flats in 40–50 feet of water on cut shad and prepared baits. Crappie are showing up on brush and below docks. Use electronics to locate active fish and hair jigs to catch them. Start looking in coves in 10–15 feet of water and at the mouths of the creeks. Bass fishing is good on plastics off the

First-team defensive recipients were nose guard Powell, linemen Watson, linebacker Noah Trussell, cornerback Judkins and safety Runnels from Fannindel, which returned to the postseason as 10-1A-II's runner-up.

Second-team offensive selections included linemen Tinnell and spreadback Trussell. Second-team defensive recipients were linemen Tinnell and safety Castillo. RJ Smith and Zabriya Lawrence each garnered an honorable mention. Academic all-district included Judkins, Runnels, Smith, Tinnell, Watson, Trussell, Castillo and Lawrence.
