Tuesday, March 29, 2022, County Judge Randy Moore called to order a Regular Meeting of the Fannin County Commissioners Court. Quorum was

established with three County Commissioners and County Judge present. Commissioner Lackey was not present due to illness. Invocation was led by Pastor Mark Posey of the First Congregational Methodist

Church of Bonham. Pledges were led by Major James Manis, retired. 4. Introductions: There were no introductions, however, Judge Moore used this time to extend deepest condolences

to Fannin County’s Treasurer, David Woodson, regarding the recent passing away of his wife. 5. Discussion, consideration, and action regarding Courthouse Restoration: There were no official updates provid-

Discussion regarding EMS report for February 2022: Captain Dusty Baker of the Bonham Fire Department filled in for Chief Scott Ridling and noted there hadn’t been any changes in the call volume but that there were some transport time delays due to TMC Denison staffing issues. After explaining why the profit loss per call was in a positive position, he completed the report and asked if there were any questions. Judge Moore voiced his approval of improvements made to the EMS reports and commended the work done by EMS. 7. Discussion, consideration, and action to approve minutes from 03/08/2022 (S) (8:40 & 8:50), 02/15/2022 (R), 02/15/2022 (S), and 03/22/2022 (R): After a review of the minutes, Commissioner Magness made the motion to approve with Commissioner Lane seconding the motion which passed. 8. Discussion, consideration, and action to approve Treasurer’s Financial Report for February 2022: Fannin County Treasurer David Woodson noted the receipts for February were $4,752,344.02. A motion was made by Commissioner Lane to approve the report with Commissioner Magness seconding the motion which passed.

In Memorium Original Publish Date: April 8, 2014 The next day John saw Jesus coming toward him, and said “Behold! The Lamb of God who takes away the sin of the world! -- John 1:29 And when they had come to the place called Calvary, there they crucified Him… -- Luke 23:33 The Easter season invites us to come to Calvary once again. As we approach this very sacred scene, we are reminded of the happenings of the week that was

and of the week that lies at the very foundation of the Christian faith. Jesus has been betrayed by Judas, one of the twelve, arrested by the soldiers, and given a mock trail. He is sentenced and delivered to be crucified. Luke tells us that the place of the crucifixion is called Calvary. But as we look at the scene again, we see three crosses. This week we will focus on the man on the middle cross. He is the only begotten Son of God. John calls Him the Lamb of God. His name is Jesus. The thought for the week is that He is God’s atoning Lamb. He is dying in our place. The word “atoning” is not a term used in regular everyday language. I think that it can be more easily understood if we break it down to read “at – one – ment.” To me, His death paid the price for making it possible for us to be “at one” with

our God. You see, when Adam sinned, spiritual death passed upon all and we live in a fallen world. Through Jesus’ atoning death and our faith in Him, we are justified (Romans 5:1). We have forgiveness for our sin. We become “as though we had never sinned” He has taken our sin debt upon Himself on the cross of Calvary. Through the blood He shed on Calvary, our sins are washed as white as snow. Vance Havner once wrote of the victory that is ours as believers. “It is total victory over sin, death and the grave. It is daily victory. And it is final victory.” Through Him we are overcomers!!

Judge Lauri Blake invited as her guest speaker, Malinda Allison, from the Fannin County Museum of History, who presented an informative talk on the history of the Fannin County Courthouse. The new Trade Days held the Friday, Saturday and Sunday after the second Monday in the month, is proving to

be a boon for not only the Kiwanis Club of Bonham, who manage both Trade Days, but also for the City of Bonham and for Fannin County. Trade Days vendors pay sales taxes for purchases made here which include, eating in restaurants, staying in hotels and motels, grocery shopping, gasoline and car repairs, tires and tire repairs, and entertainment. Out-of-

town Trade Days shoppers also spend money here and pay sales taxes. Trade Days vendors also collect sales taxes on the items they sell. Those taxes come back to the city and county. But most importantly, this newly added Trade Days will enable Kiwanis Club of Bonham, Texas, to donate more money to the youth groups.

Discussion, consideration, and action to purchase body cameras for all Precinct Constables at $695.00 each and a onetime training and set up fee of $1,890.00 (same training amount regardless of the number of users): Ms. Case started the discussion as to why this is needed with Sheriff Mark Johnson and others joining in and agreeing that the need for this does exist. Having first stated that the total cost would be $4,670.00, Ms. Case corrected that number to $3,975.00. A motion was made by Commissioner Self to approve the purchase of the body cameras for all three of the Precinct Constables to not exceed $4,000.00. Commissioner Magness seconded the motion that passed. 19. Discussion, consideration, and action to change the Commissioners Court meeting location to the Fannin County Courthouse beginning the first Tuesday after either a Certificate of Occupancy is issued, or a temporary Certificate of Occupancy is issued: A motion was made by Commissioner Magness to approve with Commissioner Self seconding the motion. Before a vote could be taken, a discussion began that shed light on issues that would interfere with this action. It was decided to let the motion die and put the item on next week’s agenda. Discussion, consideration, and action to approve Treasurer’s Investment Report for February 2022: Mr. Woodson gave the interest earned amount for the TexPool account as $178.27 on a balance of $3,678,827.25. On the 2020 Bond with a balance of $5,290.69; the interest was $.60 and the Operating Business Money Funds that have a $228,787.91 balance had an interest of $3.51. Commissioner Lane made a motion to approve the report with Commissioner Magness seconding the motion which passed. 10. Discussion, consideration, and action to move $8,055.00 from 210-3641630 [Sale of Equipment (auction)] to 210-621-5710 (Purchase of Equipment): Commissioner Lane explained this was money that was received from auctioning one of the old trucks used in her precinct and made the motion to move the monies with Commissioner Self seconding the motion which passed. 11. Discussion, consideration, and action to move $5,200.00 from 100-3641630 (Sale of Equipment) to 100-406-4540 (R&M Auto, Emergency Management): Fannin County Emergency Coordinator Troy Hudson explained how this was a vehicle that was unable to be used that was auctioned. Discussion, consideration, and action regarding the move-in date to the Fannin County Courthouse: Fannin County Purchaser Michelle Case led a discussion about the tentative date of the 25th of April for completion of the floors and the installation of furniture. Discussion ensued about other issues involved in clearing the way for the move-in to take place with the consensus being that the 25th of April, may well be the date for the move to the Courthouse. 13. Discussion and possible action regarding Veteran Administration Proposal: Judge Moore began by summarizing a fact-finding meeting with the Executive Medical Director of VA North Texas Health Care, Dr. Stephen Holt, several VA officials, and key leaders of

He stated the proposal that everyone is mischaracterizing as “the VA is closing”, is actually a “proposal” involving two of the four parts of the VA which are VA Nursing and the Domiciliary. He described VA Nursing as a fivestar nursing home facility which Dr. Holt stated would make no sense at all to move to Dallas or anywhere else. Judge Moore advised citizens to read the media reports on this proposal and to write their legislators voicing their opposition to them in order to prevent this from getting a foothold (being that the process can take up to five years) and to watch and attend the public meetings that will be held in regard to this matter. Noting that he had handed out printed information with legislators’ contact addresses last week, he encouraged citizen participation in convincing legislators to stand up for VA services to remain in Bonham. Commissioner Magness added that it is important to not become complacent and to be involved as this is an economic issue that would cost many jobs should it be approved. He also noted the importance of every veteran in the county getting registered for services from the VA to show the correct number of veterans in the area in need of VA services. Judge Moore concluded with a request for veterans who are a part of any veteran association, to let their leaders know about this proposal for their valuable input. 14. Prepare a 9x13 baking pan with cooking spray. Mix cake mix, sour cream, oil, eggs and cream of coconut. Add extract if using. Yes you can make a double layer style cake, but I have always made mine in a 9x13. 20. Public Forum: Sheriff Mark Johnson spoke to remind the public of the “Warrant Round-Up” that will begin on April 1st. He wanted to make everyone well aware that those who are brought before the judges with an outstanding warrant and who do not make arrangements to pay what they owe, may well be jailed. A citizen of Honey Grove wanted to remind everyone that today was National Vietnam War Veterans Day and also wanted to share with the citizenry that Texas is one of two states with spiking Covid numbers with the liberal city of Austin, being

responsible for the increase of those Covid numbers. 21. EXECUTIVE SESSION: Deliberation regarding Real Property – a closed meeting will be held pursuant to *551.072 of the Government Code for deliberation regarding the purchase, exchange, lease, or value of the real property where deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third person – regarding property for future Justice Center: A motion was made, seconded and passed to enter into Executive Session at 10:01 a.m. After some time, a motion was made, seconded, and passed to enter back into Regular Session at 10:39

How Do I Know That I Am Loving This World Too Much?

The Christian is to love God above all else. James writes that “the friendship of the world is enmity with God? whosoever therefore will be a friend of the world is the enemy of God” (James 4:4). How do I know that I am loving this world? I am loving this world too much when I take my eyes off the goal of heaven. Paul wrote that he pressed “on toward the goal unto the prize of the high calling of God in Christ Jesus” (Philippians

3:14). Paul also wrote that “Demas hath forsaken me, having loved this present world” (2 Timothy 4:10). I am loving this world too much when I do not put God first. Jesus said that we are to “seek first the kingdom of God, and his righteousness” (Matthew 6:33). Paul asked, “do I now persuade men, or God? or do I seek to please men? for if I yet pleased men, I should not be the servant of Christ” (Galatians 1:10). I am loving this world too much when I am not thinking about spiritual things. The apostle Paul wrote that “the carnal mind is enmity against

God” (Romans 8:7) and that “the natural man receiveth not the things of the Spirit of God” (1 Corinthians 2:14). John informs us, “Love not the world, neither the things that are in the world. If any man love the world, the love of the Father is not in him” (1 John 2:15). Jesus said that, “If ye were of the world, the world would love his own: but because ye are not of the world, but I have chosen you out of the world, therefore the world hateth you” (John 15:19). Let us love God and the souls of man, but NOT the world.

Judge Moore said, “whatever we did, we need to do this again.” Concluding with a note of appreciation for the comments received from the citizenry, he noted the commissioners and himself are here for the county. 24. This establishes the electrical agreement between NTMWD and GCEC including the projected electrical load requirements from the Sister Grove RWRRF which is being constructed to meet growing wastewater demands based on the exponential population growth in that portion of

the NTMWD service area. • Authorization of inspections and condition assessments of four pipelines to be conducted by Pure Technologies for $2.9M. This will evaluate pipelines totaling more than 42 miles in length, with the largest section being 72 inches in diameter and the oldest section being in use for 51 years. The pipelines are located in the member cities of McKinney, Mesquite, Garland, and Forney. NTWMD’s Pipelines Condition Assessment program is a proactive inspection of pipelines using

advanced technologies as an important process to identify potential leaks and breaks to

maintain a reliable system of infrastructure.

There is still a population in the deeper water, but it seems most of the bigger fish are shallow right now. Ray Roberts SLOW; Water lightly stained; 55 degrees; 0.76 feet low. As the water warms the fish will slowly make their way shallow. Blue catfish and channel catfish are good in 3-10 feet of water using cut shad. Crappie are good in the main creek channels, bridges and structure. Largemouth bass are good on structure in 15-18 feet of water using umbrella rigs. Tawakoni GOOD. Water lightly stained; 57 degrees; 2.34 feet low. White bass and hybrid striper are still in the creeks, but we have seen small groups of these fish returning to the main lake and feeding. Slabs, spoons and swimbaits in chartreuse are the ticket right now slow rolled through the fish are working. Eater sized blue catfish bite is in full swing. Catching limits using small pieces of fresh cut shad fishing in 2-15 feet of water. Channel catfish bite has also intensified as we are seeing these fish caught now on bobbers using punch bait with a treble hook. Crappie are back and forth trying to move up into shallow water. Fishing is slow in the main lake with the rivers holding the fish. Striped bass are fair on Alabama rigs and swimbaits. Sand bass are mixed in with the stripers.

Fork FAIR. Water Stained; 60 degrees; 6.42 feet low. Lake Fork water temps are finally on the rise and fish are moving shallow in big numbers. This past week crappie were still being caught in 20-25 feet on trees in the main lake when the winds would allow us to stay out there. Fish could be found in 6-10 feet as well on trees, brush and lay downs. We did catch fish up as shallow as 3.5 feet on some days around stumps when water temps were above 60. Been getting lots of reports of bank fisherman limiting out easily the last few hours of the day in 1.5 feet of water using jigs or minnows under corks. The jig bite is good right now and the minnow bite is great this time of year as well. Look for the warmest water for best results. Bass are good on red spinnerbaits and square bills in 3-4 feet of water midway back in the pockets. ViperXP Jigs still working on big wood near creeks and ditches but also in the flats 3-6 feet of water. Texas rigs with watermelon red flukes are also good in 2-4 feet of water. Lavon GOOD. Water lightly stained; 55-58 degrees; 3.04 feet low. Crappie are good in 1-7 feet of water on rocks and timber biting on minnows and jigs. They have started spawning on the north end of the lake. White bass are fair on main lake points in 5-20 feet of water, on the north end if you can find them. With the big rain storm we just had they will be migrating into the creeks to spawn. Black bass are on spawning beds from the north end of the lake to approximately half way down south. Water temperatures are still a little cool to see them on beds in the south end. The bass on beds are biting on white/ chartreuse spinnerbaits, six foot diver crankbaits in KVD sexy shad color or crawdad colors, and in 10-20 feet of

Bonham-Funeral services for Ann Yvonne (Pearson) Darwin, age 85, of Bonham, Texas were held at 11:00 am on Thursday, March 31, 2022 at Cooper-Sorrells Funeral Home Bonham, Texas. Pastor Gene Owen and Bro. Wayne Lee officiated. Eulogy given by grandchildren Cecily Spindle and Courtney Seymour. Interment followed at Willow Wild Cemetery. Mrs. Darwin passed away on Saturday, March 26, 2022 at Pecan Point Assisted Living in Sherman, Texas. Ann Yvonne Darwin was born on January 13, 1937 in the Danner Community of Fannin County Texas to Thomas and Lela (Culbreath) Pearson. She married Robert Wayne Darwin on February 28, 1953 in Durant, Oklahoma; he preceded her in death on January 15, 2017. Von worked for Bonham ISD for 30 plus years Monday-Friday before retiring in 1992. She loved her three sons with9-5:30 all her heart. She 204 E. Von was wife, mother, grandmother, great grandmother, mother-in-law, and friend who loved all her family dearly. Her greatest joy in life was spending time with and baby sitting her grandchildren. She is survived by sons, Danny Darwin and wife Hilda of Denton, TX; Kevin Darwin and wife Cheryl of Bonham, TX; and Jeff Darwin and wife Nancy of Benson, AZ. Bonham-Raymond Arnold Stewart, age 73, of Bonham, TX was born on September 8, 1948 in Bonham, TX to William and Ethel (Redden) Stewart; he passed away on Wednesday, March 23, 2022 at Clyde Cosper Texas State Veterans Home surrounded by his loving family. Raymond married Stella Burns in 1968 at the 1st Baptist church of Bailey. Raymond served in the Navy and was a part of the Vietnam War on the USS Ticonderoga from 1968-1972. During the war they lived in Chicago, Illinois for 1 year then got stationed in San Diego, California. After serving in the military Raymond was honored with National Defense Medal and Vietnam service medal with a bronze star. Raymond and Stella moved to Denison and later moved to Bonham. Raymond worked for Cable One for 37 years. After retirement Ray loved traveling across the country and playing golf and fishing with his family and friends. He leaves behind to cherish his memories his wife, Stella Stewart of Bonham; sons, Bryan Stewart of Bonham and Gary Stewart of Bonham; grandsons, Dustin Stewart and wife Brittney of Bonham, Jacob Stewart of Bonham, Mason Stewart and wife Taylor of Honey Grove; great grandchildren, Raelynn Stewart, and Connor Stewart; cousins, Dan and Joann Shaw of Bells; aunt, Angela Gibson of N.C. He is also survived by numerous nieces, nephews, and friends. Raymond is preceded in death by his parents, brothers, Lyndy Stewart, Ralph Stewart, Ervin Stewart, and sister, Brenda Johnson. Cheryl was always an animal lover. She rescued squirrels, birds, raccoons and would release them back into their environment. She loved horses and won many awards for barrel racing during high school. Homeless kittens were welcome to their new house with good food and veterinary care. She routinely donated to SPCA of Texas. She was generous with her gifts and loved her family. Cheryl graduated with an associate degree in nursing from the Grayson County College. She worked as a dispatcher at Bonham Police Department while attending nursing school. She graduated in the top ten percent of her nursing class, as a Registered Nurse. She worked in many different types of nursing venues. Cheryl married Johnny Allen Kretchman on September 3, 1994. He preceded her in death May 21, 2018. She was of the of the Methodist faith. She is survived by her mother Amanda Mills of Bonham, her father Johnnie Leeman Mills Sr. and wife Joy of Dodd City, sister Beverly Owens and husband Bryan of Bonham and brother Leeman Mills and wife DeeDee of Dodd City. She leaves behind four nieces Amanda and Case Evans, Mackenzie and Zach Traylor, Marissa Mills, and Morgan Mills, two stepbrothers Jack and Stacey Wright, all of Colorado. Loved and supported by her life lifetime family friend, Lorna Leslie. She also is survived by her four-legged companion, “Fancy” who is currently residing with Cheryl’s Mom in Bonham. Bonham, Texas -- Elaine Woodard Ashlock, “Lainie” was born on September 27, 1946 in Bonham, TX to J.D. and Dovie Woodard. Elaine passed away on Sunday, March 27, 2022 at her daughter’s home. She was a member of the Living Word Church of God, in Bonham, TX, where she faithfully worshipped her Lord and Savior, Jesus Christ. She was also a member of the Chamber of Commerce and worked at the County Clerk’s office for 20 years. Elaine was married to the love of her life, Ray Boyd Ashlock, for 53 years. They were born in the same hospital, one day apart, and then began their love story when they were in the 6 th grade. Their first date was to the picture show to see “My Dog Buddy”. Lainie was one of the most joyous people and could light up any room with her beautiful smile. She loved everyone she met and always saw the very best in people. Don and Nancy Boyd walked hand in hand through the gates of heaven together on March 22, 2022. They shared a love so deep that even death could not separate them. Don Edward Boyd was born in Cayuga, Texas on February 8, 1937, to parents Aubrey and Zelma Talbert Boyd. Growing up in East Texas, Don loved the outdoors and ranching with his father. He was the star basketball player for Cayuga High School and won several state tournaments. While attending North Texas State University, Don met the love of his life, Nancy. He served in the Army for several years and then followed in his father’s footsteps and went to work for Lone Star Gas Company for 40 years. Don had unwavering faith in God and was active in the First Baptist Church of Plano. He was a man of true integrity, and his true passion was his love for his family: Amy Brooks, son–in -law, Pat and son, Bruce. He devoted his life to providing a solid foundation, being a spiritual leader and witness to his family and friends. Nancy Jeanne Boyd was born in McAlester, Oklahoma on November 18, 1937 to parents James Theo “Jimmy” and Evelyn Traylor Smith. Mom grew up in Gober, Texas and loved living in a small community where everyone knew each other! Like Don, Nancy also played basketball for Gober High School. As a 60-year resident of Plano, Nancy was entrenched in the community! She worked for Plano ISD for over 40 years as a teacher, counselor, and administrator. Nancy’s energy and enthusiasm for life fueled her desire to help others. She positively impacted so many lives for generations to come through her direct involvement with CITY House, Hendrick Academy, Lionheart Children’s Academy, Rachel’s Challenge and so many other philanthropic organizations. Don and Nancy will be deeply missed by daughter Amy Brooks and husband Pat, son Bruce Boyd, Nancy’s sisters Amy Booth, and late husband Pat Booth, Mary Jane Neal and husband Johnny, and many nieces and nephews. Funeral services for Mr. William J. Farris, age 86, of Ivanhoe, were held at 2:00 PM Tuesday, March 29, 2022, in the Wise Funeral Home Chapel in Bonham, Texas. Rev. Josh Lott officiated. Burial followed in the Lamasco Cemetery. Mr. Farris passed away on Sunday, March 27, 2022, at the Paris Regional Medical Center. Mr. Farris was born on October 24, 1935, in Ivanhoe, Texas the son of Woodrow R. Farris and Esther B. Adamson Farris. He was a graduate of Ivanhoe High School and married Shirley Womack on January 12, 1957, in Durant, Oklahoma. He was retired from General Cable but spent most of his life ranching and farming and enjoyed taking care of his family as he worked the outdoors. He is survived by his loving wife, Shirley Farris, sons, Ronald Farris and Pattie Sacco, Mike Farris and his wife Raye Ann Farris, and Terry Farris and his wife Karla, grandchildren, Michael McCommas and his wife Melissa, Megan Fillner and her husband Josh, Dylan Farris, Chris and Christy Sacco, Christy Capehart, Jeremy Capehart, Jeff and Brittany Jones, and Erin Jones, numerous great grandchildren, extended family and a host of friends. A visitation will be April 1, 2022 from 6:00 P.M. -8:00 P.M. at Coker-Mathews Funeral Home in Greenville, Texas. Mr. Derby was born May 2, 1930, in Hillsboro, New Hampshire to Clyde Arthur Derby and Thelma Irene Dennis. He married Kathy Head on January 22, 1994, in Dallas Texas. He was the Co-Founder of B.A.G. Corporation and a member of United Presbyterian Church. He was preceded in death by his parents Clyde and Thelma Derby, sister Patricia Henning, wives Joan Derby and Elizabeth Shank Derby; son William Derby and wife Linda, son Norman Derby and wife Cindy, daughter-in-law Terry Derby. He is survived by his wife Kathy Head Derby, sons, Steven Derby, Kevin Shank, Barry Shank and wife Laura, Chris Shank, and Tony Townsend and wife Chris; daughter Elaine Derby; grandchildren Greg Schmuck, Tommy Schmuck and wife Meredith, Christi Derby, Marie Wooten, Rowdy Townsend, Cody Townsend, Chea Townsend, Madelyn Shank Best and husband Tanner, and twins Rian and Ragan Shank. Robert Dean Berry, 89, of Denison, TX, passed peacefully into the loving arms of his lord Jesus on Tuesday, March 29, 2022. Robert was born in Leonard, Texas, on March 8, 1933, to Neil and Annie Berry. Always a loving husband, father, grandfather, and great grandfather to his family, he could be depended on for care, support, comfort, and advice. His warm smile, loving heart, always ready hugs, and deep commitment to those he loved will not be forgotten and he will be greatly missed. Left to cherish his beloved memory is his wife Betty Jackson, his children, Deborah Kay Perry and Kimberly Ann Berry, Of Leonard, TX; his grandchildren, Shawn Michael Giambattista and wife Stephanie, of San Marcus; Autumn Adcock and husband Buddy of Southmayd, TX; Kathryn Amber Perry Borders of Tucson, AZ; Kerensa Marie Perry Matthews of Leonard, TX and his great-grandchildren, Gabe Borders, Lily Lordigyan, Tyler Adcock, Brydon Adcock, Derrick Adcock, Allison Adcock, Sophia Giambattista, Shane Giambattista, Samuel Giambattista, Theodore Matthews and Hope Matthews. Robert retired from the Richardson Fire Department after nearly 30 years of service to his community. He was a member of the Masonic Lodge and Eastern Star. He made wonderful friendships with the many who knew him. He always told wonderful stories. He joined the Grove Hill Methodist Church, Pastored by Brother Combs, during a revival when Pastor Greenhaw was preaching in August 1946. Miss Ora of Grove Hill said the church burned down because Bobbie Berry joined the church that day, however, he was able to save the church tabernacle, pews, and piano from damage. He was a member of Waples Methodist Church in Denison, TX, at his passing. Robert was preceded in death by his first wife, Mary Kathryn Record Berry, in 1993; his second wife, Jeannie Burns Berry, in 2007, his son, Robert Douglas Berry, in 2021; his brother, James Berry and wife, Nona Sue in 2021. A Funeral Service was held at Turrentine Jackson Morrow Leonard Chapel, 701 N. Cedar Street, Leonard, TX on April 1st, 2022 at 11:00 A.M. Family had welcomed guests at a visitation one hour prior.

Texas Parks and Wildlife Commission Approves Hunting Regulations Changes for 2022-23

AUSTIN — The Texas Parks and Wildlife Commission approved hunting regulations for the 202223 season at its public meeting held March 24 in Austin. Commissioners adopted the following modifications and clarifications to the 2022-23 Statewide Hunting Proclamation: •Establish mandatory buck and antlerless white-tailed deer harvest reporting in Collin, Dallas, Grayson and Rockwall counties during white-tailed deer season. •Modify the definitions of “buck deer” and “antlerless deer.” •Modify the proof of sex requirements for harvested buck deer. •Create definitions for two types of commercial cold storage facilities. •Modify tagging and proof of sex requirements, log procedures and destination regulations for commercial cold stor-

age facilities. •Expand mule deer antler restrictions to an additional 21 counties in the Panhandle. •Extend the general mule deer season in 15 southwestern Panhandle counties from nine to 16 days and add a special archery season. •Establish a mule deer antler restriction in Terrell County within the Trans-Pecos. •Establish a veterans and activeduty special waterfowl hunting season to occur concurrently during youth-only season in all duck zones. •Modify the West Zone for goose hunting to open a week earlier than current goose hunting regulations. •Remove the daily bag limit restriction (two) on hooded mergansers. •Combine the separate merganser and duck daily bag limits

into a single aggregate daily bag limit of six per day. •Reauthorize the requirement to possess a Federal Sandhill Crane Hunting Permit while hunting that species due to an administrative error. •Close the turkey season east of IH-35 in Ellis County to support ongoing restocking efforts along the Trinity River. Hunters hitting the field in the upcoming season should make note of these changes and follow all regulations set for species, tagging, bag limits, counties, season dates and means and methods. Hunters can check the Outdoor Annual for complete and updated regulations. Information currently in the Outdoor Annual reflects last season’s information. USDA funds Available For Forage Losses From Drought, Wildfire

Texas Agriculture Daily The U.S Department of Agriculture (USDA) announced that ranchers who have approved applications through the 2021 Livestock Forage Disaster Program (LFP) for forage losses due to severe drought or wildfire in 2021 will soon begin receiving emergency relief payments for increases in supplemental feed costs in 2021 through the Farm Service Agency’s (FSA) new Emergency Livestock Relief Program (ELRP). “Producers of grazing livestock experienced catastrophic losses of available forage as well as higher costs for supplemental feed in 2021. Unfortunately, the conditions driving these losses have not improved for many and have even worsened for some, as drought spreads across the U.S.,” U.S. Secretary of Agriculture Tom Vilsack said. “In order to deliver much-needed assistance as efficiently as possible, phase one of the ELRP will use certain data from the Livestock Forage Disaster Program (LFP), allowing USDA to distribute payments within days to livestock producers.” Background On Sept. 30, 2021, President Biden signed into law the Extending Government Funding and Delivering Emergency Assistance Act (P.L. 117-43). This Act includes $10 billion

in assistance to farmers and ranchers impacted by wildfires, droughts, hurricanes, winter storms and other eligible disasters experienced during calendar years 2020 and 2021. The Act specifically targets $750 million to provide assistance to livestock producers for losses incurred due to drought or wildfires in calendar year 2021. ELRP is part of FSA’s implementation of the Act. For impacted ranchers, USDA will leverage LFP data to deliver immediate relief for increases in supplemental feed costs in 2021. LFP is an important tool that provides up to 60% of the estimated replacement feed cost when an eligible drought adversely impacts grazing lands or 50% of the monthly feed cost for the number of days the producer is prohibited from grazing the managed rangeland because of a qualifying wildfire. FSA received more than 100,000 applications totaling nearly $670 million in payments to livestock producers under LFP for the 2021 program year. Congress recognized requests for assistance beyond this existing program and provided specific funding for disaster-impacted livestock producers in 2021. ELRP Eligibility – Phase One To be eligible for an ELRP payment under phase one of program delivery, livestock producers must have suffered grazing losses in a county rated by the U.S. Drought Monitor as having a D2 (severe drought) for eight consecutive weeks or a D3 (extreme drought) or higher level of drought intensity during the 2021 calendar year, and have applied and been approved for 2021 LFP. Additionally, producers whose permitted grazing on federally managed lands was disallowed due to wildfire are also eligible for ELRP payments, if they applied and were approved for 2021 LFP. As part of FSA’s efforts to streamline and simplify the delivery of ELRP phase one benefits, producers are not required to submit an application for payment; however, they must have the following forms on file with FSA within a subsequently announced deadline as determined by the Deputy Administrator for Farm Programs: • CCC-853, Livestock Forage Disaster Program Application • Form AD-2047, Customer Data Worksheet • Form CCC-902, Farm Operating Plan for an individual or legal entity • Form CCC-901, Member Information for Legal Entities (if applicable) • Form FSA-510, Request for an Exception to the $125,000 Payment Limitation for Certain Programs (if applicable) • Form CCC-860, Socially Disadvantaged, Limited Resource, Beginning

and Veteran Farmer or Rancher Certification, if applicable, for the 2021 program year • A highly erodible land conservation (sometimes referred to as HELC) and wetland conservation certification (Form AD1026 Highly Erodible Land Conservation (HELC) and Wetland Conservation (WC) Certification) for the ELRP producer and applicable affiliates. ELRP Payment Calculation – Phase One To further expedite payments to eligible livestock producers, determine eligibility, and calculate an ELRP phase one payment, FSA will use livestock inventories and droughtaffected forage acreage or restricted animal units and grazing days due to wildfire already reported by the producer when they submitted a 2021 CCC-853, Livestock Forage Disaster Program Application form. Phase one ELRP payments will be equal to the eligible livestock producer’s gross 2021 LFP calculated payment multiplied by a payment percentage, to reach a reasonable approximation of increased supplemental feed costs for eligible livestock producers in 2021. The ELRP payment percentage will be 90% for historically underserved producers, including beginning, limited resource, and veteran farmers and ranchers, and 75% for all other producers. These payments will be subject to a payment limitation. To qualify for the higher payment percentage, eligible producers must have a CCC860, Socially Disadvantaged, Limited Resource, Beginning and Veteran Farmer or Rancher Certification, form on file with FSA for the 2021 program year. Payments to eligible producers through phase one of ELRP are estimated to total more than $577 million. ELRP – Phase Two Today’s announcement is only Phase One of relief for livestock producers. FSA continues to evaluate and identify impacts of 2021 drought and wildfire on livestock producers to ensure equitable and inclusive distribution of much-needed emergency relief program benefits. Emergency Relief Program (ERP) Assistance for Crop Producers FSA is developing a twophased process to provide assistance to diversified, row crop and specialty crop operations that were impacted by an eligible natural disaster event in calendar years 2020 or 2021. This program will provide assistance to crop producers and will follow a two-phased process similar to that of the livestock assistance with implementation of the first phase in the coming weeks. Phase one of the crop

assistance program delivery will leverage existing Federal Crop Insurance or Noninsured Crop Disaster Assistance Program data as the basis for calculating initial payments. Making the initial payments using existing safety net and risk management data will both speed implementation and further encourage participation in these permanent programs, including the Pasture, Rangeland, Forage Rainfall Index Crop Insurance Program, as Congress intended. The second phase of the crop program will be intended to fill additional assistance gaps and cover eligible producers who did not participate in existing risk management programs. Through proactive communication and outreach, USDA will keep producers and stakeholders informed as ERP implementation details are made available. Additional Livestock Drought Assistance Due to the persistent drought conditions in the Great Plains and West, FSA will be offering additional relief through the Emergency Assistance for Livestock, Honeybees and Farm-raised Fish Program (ELAP) to help ranchers cover above normal costs of hauling livestock to forage. This policy enhancement complements previously announced ELAP compensation for hauling feed to livestock. Soon after FSA announced the assistance for hauling feed to livestock, stakeholders were quick to point out that producers also were hauling the livestock to the feed source as well and encouraged this additional flexibility. It is important to note that, unlike ELRP emergency relief benefits which are only applicable for eligible losses incurred in the 2021 calendar year, this ELAP livestock and feed hauling compensation will not only be retroactive for 2021 but will also be available for losses in 2022 and subsequent years. To calculate ELAP program benefits, an online tool is currently available to help producers document and estimate payments to cover feed transportation cost increases caused by drought and will soon be updated to assist producers with calculations associated with drought related costs incurred for hauling livestock to forage.

Press Release - When the Leonard Water Treatment Plant first delivers water, Aliza Caraballo will raise a glass to the team that devoted years of hard work to this project. Caraballo, a North Texas Municipal District (NTMWD) engineer, is project manager for the construction of the Bois d’Arc Lake project. Over the past five years, she has worked on all project components, with the water treatment plant as her major focus and passion. Creative Construction A big part of Caraballo’s role centered around the plant’s detailed design and construction. Building a treatment plant from the ground up provided opportunities

both its own needs and offers an infrastructure and electrical backbone for the entire county. Caraballo looks forward to seeing the plant in action, knowing it will provide critical water for the region. “This new plant will help us meet water needs of the quickly growing communities we serve,” Caraballo explained. For someone who has “always wanted to build a new plant from scratch,” she said, this “was the career opportunity of a lifetime.”

Balvin and Wilson each received the recognition after helping the Hornets in boys’ basketball reach their first regional final

appearance since 2012 -a narrow loss, 30-27, to eventual 1A State champion Graford -- first district title since 2019 to start their sixth-straight postseason and to a 30-8 overall record. Graves received the distinction after helping the Lady Hornets reach their eighth-straight regional tournament in girls’ basketball to complete their 12th-consecutive postseason after winning a 10th-straight undefeated

district title. Sophomore Jaden Mahar of Dodd City joined Balvin and Wilson on the AllRegion III-1A boys’ team. Leonard sophomore Brett Nix also received All-Region II-3A boys’ recognition, after he helped the Tigers reach their second regional quarterfinal appearance and first district title since 1998 in the boys’ basketball. Meanwhile, senior Tori Dotson, junior Lindsey Mauppin and senior Ali Preas joined Graves in receiving All-Region III-1A notoriety.

Leonard boys lift at State

ABILENE -- Leonard’s Brayden Harris placed seventh in his weight class at the State Division III boys’ powerlifting meet on March 26 at the Taylor County Expo Center. Competing in the 242 weight class, Harris totaled 1,545 pounds: 590 squat, 420 bench, 535 deadlift. Meanwhile, Jordan Barlagne of Leonard in the 114 division placed 13th with 770 pounds: 295 squat, 170 bench, 305 deadlift. The State advance in powerlifting equated the first for each Leonard lifter.

PRINCETON -- Sam Rayburn senior Addyson Nichols won the District 14-2A girls’ singles title and Honey Grove sophomore Cort Garner and junior Hudson Stroud triumphed in boys’ doubles on March 25 to lead Fannin County qualifiers for Region II-2A tennis. Stroud also qualified for regional competition last season in boys’ doubles when paired with 2021 Honey Grove graduate Ben Patrick. Trenton senior Danna Orozco

qualified again in girls’ singles for the regional competition and sophomore Ella Terry and Charlie Phillips of Sam Rayburn advanced in girls’ doubles, respectively, each as a division runnerup. Senior Azlyn Terry will be a regional alternate in girls’ singles via a thirdplace finish for Sam Rayburn, which placed second in the girls’ district team standings. The Region II-2A Tennis Tournaments will be held at the Richland Tennis Center in North Richland Hills April 11-14.

How do you Solve a Problem Like Maria? A landowner called Texas Game Wardens when a group of quail hunters requested assistance rescuing a dog that had fallen into an abandoned grain silo-turned well. The dog, Maria, had chased a wounded bird through thick brush when she disappeared from her owner’s sight. After searching, the owner found the dog trapped 50 feet below. Two Game Wardens arrived on the scene with hundreds of feet of rope, a wire dog kennel and the know-how to build a pulley hoist system. Wardens baited the kennel with recently harvested quail and slowly lowered it down to

Maria. With some encouragement from her owner, the dog was coerced to enter the kennel. Wardens carefully lifted her out of the well and into the loving arms of her owner. Upon inspection, she appeared unharmed and fully alert, with all four limbs fully functional. Emergency responders, the dog owner, several fellow quail hunters and the landowners’ family were amazed how situation that unfolded. out to Texas Game Wardens about a stolen vehicle from New Mexico heading into Texas. A warden located the vehicle under an irrigation pivot. After backup arrived, the subject attempted to evade officers by driving through fields. When the driver lost the tread on a tire, he stopped the vehicle and was met by the warden and a local deputy. The subject, who was a suspect in a New Mexico murder case, was taken into custody for unauthorized use of a motor vehicle, evading in a motor vehicle and multiple other offenses. Cases and investigations for both states are pending.
