Thursday, June 3, 2021, County Judge Randy Moore called to order at 8:34 a.m., the Regular Meeting of the Bois d’Arc Lake Zoning Commission. Quorum was established as there were three members present and one participating via teleconference. Matt Titsworth was absent. 2. Public Forum: There were no speakers for Public Forum. 3. Approve meeting minutes from 05/06/2021 Public Hearing and 05/06/2021 Regular Meeting: Judge Moore stated that regarding the minutes under comments where Matt Titsworth said that; “it should be in regulation if it is not going to be enforced”, he believes what was actually said was, “that it should not be in regulation if it is not going to be enforced”. Malinda Allison of the Fannin County Historical Commission along with Larry Standlee, spoke regarding a list of historical cemeteries located within the 5,000 ft Buffer Zone of Bois d’Arc Lake that was given to the Fannin County Development Service Director Di Hopkins. On August 3rd, 1949 a National Flag Day was established by Congress and signed into law by President Harry Truman. Flag Day is not an official holiday, but a day to remember what the American Flag stands for. On June 14, 1777, the Continental Congress passed as act establishing an official flag for this new nation. Over the past 200 years the American Flag has changed as new states have been added to the union. Today the flag of the United States has thirteen stripes alternating of Red and White representing the Thirteen original Colonies with a field of Blue with Fifty White stars,

Louis and Charles were together through basic training, on a ship together to Japan and, together in Japan. Charles noticed Louis was not receiving any mail except from his mom and occasion-

ally his aunt so he suggested Louis write to his cousin in Texas. Louis took her name and address. Louis wrote Edna a letter of introduction and within a few days, he received a letter in return. That began a 2 ½ year letter-writing campaign. During that time they wrote about marriage, spending their lives together, the kind of car they both liked. (1948 Two-toned green Fleetline Chevrolet with radio and heater) They both wanted two children, a boy first and then a girl. Louis’ life ambition was to be a driller in the oil field. Everything the two of them wrote about in their letters came to be. Louis’ letters were read by Edna’s entire family. Her

mom and dad didn’t mind them planning to spend their lives together. After all, Louis was thousands of miles away. After spending 2 ½ years in Japan and 9 months of combat in Korea, Louis was sent home in May 1951. Wanting to talk to Edna, Louis called the operator to get her dad’s

phone number. He called and heard her voice for the first time. Louis decided he would go to Texas to see Edna. Louis took his mom with him. Edna said she would be wearing a pink dress so he would know her. Louis and his mom arrived at the Greyhound bus station in Vernon, Texas on Tuesday at 2 a.m. After Louis made a trip to the restroom to freshen up, he met back up with his mom. She said, “Louis, there is a girl in a pink dress sitting in a car outside.” He went outside and saw Edna for the very first time. That was at 2 a.m. on June 5th. They were married on Sunday, June 10, 1951. June 10, 2021, they will celebrate 70 years of marriage. They have had a wonderful life together. God has blessed them abundantly.

Press Release - The Creative Arts Center held a Farmer’s Market in May. The event which included local vendors with a variety of goods, family activities, a concession stand and live music was well received. Some vendors sold out of their inventory within a few hours! The center is pleased to be able to offer this event again on June 12, from 9:00 am to 1:00 pm. Honey Grove- Funeral services for James “Jimmy” William Hawkins, age 74, of Honey Grove, TX were held at 11:00 am on Thursday, June 3, 2021, at Cooper-Sorrells Funeral Home Chapel in Honey Grove, TX. Rev. Jason Smith and Pastor Tracy Williams officiated. Interment followed at Shiloh Cemetery. Serving as pallbearers were Fred Fore, Ronnie Odom, Micah Huddleston, Tommy Huddleston, Jason Sherwood, and Cameron Gose. James William Hawkins was born to James Lynn and Effie Marie Hawkins of Honey Grove, TX on September 16, 1946, and died in his home on the morning of May 31st. He is the baby brother to Delores Gage, Lyndel Hawkins, and Dollie Neeley. He is survived by his wife Marie Hawkins, his two children, Landon Hawkins and wife Pam of Honey Grove, TX and Laine Smith and husband Jason of Boerne, TX and four grandchildren, Kayce Hawkins & Eyan, Eli & Lily Smith. Jimmy spent almost his entire life in his beloved hometown of Honey Grove. He was wellknown and well-loved and never met a stranger. He held dear his small community and family. He worked hard his entire life. He never really retired, just moved from a J-O-B to doing what he enjoyed more, working outdoors with his son. He loved his children

Discussion, consideration and action regarding the Fannin County Declaration of Disaster Proclamation for Covid-19: Judge Moore stated that as of 12:55 p.m. yesterday, there were 2,611 confirmed cases of Covid, 876 probable cases with a total of 3,487. He said that there were currently 3 active cases with two of those in the prisons and that there have been 3,444 recovered with 109 fatalities and the hospitalization rate has dropped to 2.21%. A motion was made, seconded and passed to extend Proclamation one week. 7. Discussion, consideration and action regarding the Covid-19 Response and Continuity of Operations Plan for Fannin County: Judge Moore said there was no need for changes and asked for a motion to extend the Plan for one week. A motion was made, seconded and passed to extend one week. 8. Discussion, consideration and action regarding Covid-19 update and need for supplies or personnel: Judge Moore noted that the vaccine is easily obtained from several pharmacies, grocery stores, etc. He also advised that there is a state mobile vaccine program for groups of five or more wanting to be vaccinated who can call 844-908-3927 to schedule a visit from a state mobile vaccine group. The call center is open from 8 to 5 p.m. for any wanting to utilize that service. 9. Discussion, consideration and action regarding Courthouse Restoration: Judge Moore read an update as follows: Exterior: Install revised stone windowsills; Roof and Cornice Install delayed this week due to rain; Install Cast Iron stair stringers at entries; Lightning protection installed at chimneys; Installing founda-

tion for sign. Interior: Plaster finish on 1st Level; Stone patching and fill for plaster on 2nd and 3rd Level; Electrical wall and ceiling rough on 3rd Level; Fire Sprinkler install on 1st and 2nd Level; Elevator install complete; Frame ceilings in the courtroom. 10. Discussion, consideration and action to approve minutes from 05/25/2021 (S), 05/11/2021 (R), and 05/04/2021 (R): A motion was made, seconded and passed to approve minutes. 11. Discussion, consideration and action regarding county owned mowing equipment; three mowers and two weed eaters which are owned by all precincts: Fannin County Purchasing Agent Michelle Case described the condition and worth of the equipment. A discussion ensued about what should be put up for auction and what equipment would go to the different precincts. A motion was made by Commissioner Magness and seconded by Commissioner Lackey to auction off the Cub Cadet at Precinct 4; The Cub Cadet at Precinct 3, Commissioner Magness will pay $250.00 to each of the other precincts to keep that at Precinct 3; The Hustler, Commissioner Lackey’s precinct will pay $500.00 to each of the other precincts to keep that as County property; Commissioner Self will purchase one of the weed eaters and will pay less than $50.00 to each of the precincts and Commissioner Lackey will purchase the other one and will pay the other precincts to do so. A motion passed. 12. Discussion, consideration and action to proceed with construction at District Court location to allow security access and clearance per ADA requirements at East Entrance: Michelle Case explained how this is one of the final items involved in the security that has been approved and gave an estimate of $10,304.50 that is approximately half of the price that was bid a couple of years ago. A discussion ensued regarding which account the money would come out of to pay for this, how much it will cost to man the automated door and the awning that will eventually be added to the entrance. A motion was made by Commissioner Magness to approve with the money coming out of the County’s contingency account. A motion was seconded by Commissioner Lackey and

passed. 13. Discussion, consideration and action to approve the construction of a protective awning outside of the east entrance to the District Court. Bid is for $5,321.80: Judge Moore explained that this is for an 8x8x36 awning at the east entrance. Commissioner Magness made a motion to approve, motion was seconded by Commissioner Self and passed. 14. Discussion, consideration and action to renew agreement with Reliant Energy for a period of 12 months at the rate of 0.04562/ kwh: Michelle Case spoke to this item and explained that as of today the rate had gone up to .04626/kwh but that it was still less than what the rate was a year ago. Motion was made by Commissioner Magness to renew the contract for 12 months at a rate of .04626, seconded by Commissioner Self and passed. 15. Discussion, consideration and action to approve payment of bills: A motion was made, seconded and passed to approve payment of bills. 16. Comments by County Commissioners and County Judge: Commissioner Self hopes everyone has a good week and appreciates everyone coming. Commissioner Magness said that with all the rain it has been tough especially with trees falling, encourages all to let them know of problems they need to address and appreciates everyone’s patience. Commissioner Lackey wanted to extend good luck wishes to the girls of the Dodd City Softball Team who are at the State Tournament in Austin. He reiterated what Commissioner Magness spoke of regarding the problems on the roads due to the heavy rains and added that there wasn’t much that could be done until the rains subside. He noted that it’s not just the County Roads having the problems but city roads and TX Dot highway roads as well. He said he appreciate the public’s help. Judge Moore expressed a thank you to the VA for their Memorial Day celebration. He added that it was a good day to remember the 1.2 million veterans who had given their lives for our country and our freedom as freedom does not come cheap. 17. Adjourn: A motion was made, seconded and passed to adjourn at 9:31 a.m.

Shameria Davis with the Texas Association of Counties to speak on the matter of health insurance options for Fannin County employees. Mr. Trejo began by thanking the court and started his presentation by covering the matter of the 9% increase for the current medical insurance coverage and the 1.5% increase for the dental plan. Judge Moore asked if it was correct that for a $40,000 a year job, that would amount to a 2.75 % increase overall and Mr. Trejo and Ms. Davis agreed that it would. Ms. Davis explained that primarily due to Covid, there was an approximately 5% increase across the entire pool as opposed to the previous 2% increase the year before Covid. Discussion en-

sued about elective procedures having declined and high dollar claims being paid due to medical complications in Covid patients. It was pointed out that even with the cost increase, policies with TAC are substantially lower than other commercial market policies. After a discussion on the number of high dollar claims having been paid out in Fannin County, the conversation turned to a solution for reducing incidents of costly medical claims and rising policy costs by implementing “Mandatory Wellness Options”.

by their heart’s passion – their love for their Savior, Jesus The Light of that first Love had dimmed and Jesus told them they were in danger of having their lampstand removed. No light! No need for a lampstand! In His letter to Smyrna (Rev. 2:8-11), Jesus gave no such criticism. Smyrna is the only gathering of believers for which He had only words of encouragement. Although Smyrna was in an affluent area in the Roman Empire known for science and medicine and touting a population of 200,000, the body of believers in Jesus were relegated to the sidelines. They were barred from the social and political networks because of their strong faith and commitment to the message of Jesus Christ as the ONE WAY – the ONLY WAY to God. Their stance for Jesus Christ and the uncompromised truth of His Word gained them no friends. In fact, they lost jobs and influence and were in constant danger of being imprisoned or killed for their faith. Yet, Jesus said they were rich. Their name – the church in “Smyrna” gives insight into their earthly plight. The word, Smyrna, means Myrrh. Sound familiar? Myrrh is a strong, bitter herb – a gift that was presented to Jesus at His Birth (Matthew 2:11) and used to anoint the Old Testament temple which is a foreshadowing of the Eternal Temple, the Body of Christ, and the Kingdom Priesthood (Exodus 30:23-30). They were filled with the Holy Spirit and operated in His anointing which is necessary to perform any work acceptable to God. Yet this anointing is at odds with the world and the kingdom of darkness. The bitterness of Smyrna’s circumstances was a result of their uncompromising service to their Savior by the power of the Holy Spirit. Jesus was familiar with their bitter life. He walked it Himself. These believers faced difficult and dangerous situations. To this Jesus said they were rich in His Eyes. He also told them that things were going to get worse. They were not only social outcasts, but they were also victims of traitors that called themselves true believers in God. Why? Because of their belief and acceptance of Yeshua, God’s Salvation in Jesus Christ, and their staunch denial of anyone or anything that compromised their uncompromising dedication to HIM. They would not “go along to get along” even when it led to persecution and death. Their strong faith had caught the devil’s attention, and there is nothing satan wants more than to destroy the testimony of true believers and destroy the works of the Holy Spirit through their faith and works in Him. In this country we have found it difficult to identify with these struggling believers because of the freedoms we have enjoyed in our country. But times have changed. Persecution may not have come to a theater near us, but it is on the schedule. I hope that when it comes close, we will be able to recognize it. My hope is that we have not created a place of safety behind walls of compromise. Because when the devil takes notice, he wants only one thing – to destroy the Truth, The Message, and the Messenger. JESUS SAID, “If the world hates you, understand that it hated me first. If you were of the world, it would love you as its own. Instead, the world hates you because you are not of the world, BUT I HAVE CHOSEN YOU OUT OF THE WORLD. John 15:18-19 The Message that Jesus is the Only Way to God is rapidly becoming as unpopular in America as it was in the thriving town of Smyrna in the 1st Century Roman Empire. Because the church has slipped so silently into this compromise through decades of apathy and negotiations with the world, we hardly notice or recognize the problem. Yet, there is a sure test that illuminates the truth of this deadly disease. Where is the power of God that saves and changes lives? Are we, as the Body of Jesus Christ, satisfied with “having a form of godliness yet denying the power [of God].” 2 Timothy 3:5. Are we denying the truth of the good news – the Gospel – of Jesus Christ because it has been so long since we saw the true power of God operate that we don’t know what He looks like? Do we want to avoid persecution by the world, our community, our friends, families, and colleagues at all costs? Or will we follow Jesus, even if it costs everything we hold dear on this earth? Is it important to hear Him say, “WELL DONE, GOOD AND FAITHFUL SERVANT. ENTER INTO THE JOY OF YOUR MASTER.” Matthew. 25:21? Signed: Teri Sheddy

Press Release - Open Arms Homeless Shelter of Fannin County is one year old. The shelter opened on June 8, 2020. Over one hundred homeless individuals have benefited from the shelter this past year. Residents at the shelter have a bed, showers,

and laundry facilities onsite. Residents are provided with a continental style breakfast, a sack lunch, and a hot evening meal daily. Additionally, residents make a plan with a case manager to help them move toward an independent life style. Pastoral counseling is also available to residents. Open Arms Shelter has received generous support from the residents of Fannin County. Volunteers work

at the shelter seven days a week. Many churches and individuals make monthly contributions to the shelter. Businesses in Fannin County have also given a helping hand through corporate donations of money and goods. Many restaurants help monthly with the hot evening meals. Open Arms Shelter has been blessed by God during this first year of operation. Celebrate one year of operation on Sunday, June 13, from 1:30 to 3:00 p.m. at 1205 Albert Broadfoot in Bonham, Texas. Light refreshments and a tour of the building will be provided during this come and go Open House.

Dotson, a junior, doubled to go 2-for-4 and allowed no earned runs, only five hits and a walk with six strikeouts. Chapman doubled and drove in two, Hilliard had two hits with an RBI and run scored and Nichols added a hit. Chaney walked and scored and Carson Morrison also scored.

I had the privilege of meeting the North Texas Safari Park owners, Terry and Brandie Floyd, this past week and got the grand tour of their amazing park. Terry and Brandie have been here since 2006 and have a great love for the animals. They wanted to share this with the people and decided to open the park to the public. You can interact with the animals and you are provided with a cup of food to feed them. You can walk or the park has a drive through option so you can stay in your vehicle. Once you’re in the park, the owners welcome you to stay as long as you like. They are also building an Aviary for the birds that will open soon. They have a goal to do more expanding in the future. Brandie said soon they will open on Thursdays for big groups, like field trips for students. They have a rule that no drinks or food can be brought into the park. I saw Kangaroos, Giraffes (Baxter & Matrix), Goats, Ring-Tailed Lemurs, African Antelopes, Ostriches, a Miniature White Park Cow (Brutus), African Sulcata Tortoises, Water Buffalo, Camels and Zebras, just to name a few!! There is a gift shop on sight. This is so awesome for Fannin County and I encourage you to bring the family out and enjoy this experience!
