And this was the year that the streetcar track was built from the T&P Depot to Russell Heights. So the street car would carry you to the Fair. Although some things were different from the county fairs today, many things are similar. For example:

Agricultural exhibits were important. “Jerseys, shorthorns, Holsteins, Durhams down to the old long-horned Texas cows will be on exhibition.” “The poultry department will be represented this time. All kinds of fine fowls . . .” “One great thing of interest will dairy products.” “All kinds of draft animals will be on exhibition, and the farmer who wants to improve his stock will improve the opportunity by looking at these beauties.” “Swine in abundance will be there. We can raise as fine hogs as anybody.”

There was an amazing display of fruits and vegetables. Who knew all these fruits were grown in Fannin County: pears, peaches, apricots, plums, grapes, strawberries, raspberries, quinces, figs, apples. And ripe tomatoes as large as saucers.

Machinery Hall had machinery of all kinds, sewing machines, buggies, carts, wagons, cooking and heating stove, plows and agricultural implements.

A big attraction would be a balloon ascension. This was a very popular attraction at the time.

Unfortunately on the first day the balloon caught fire.

The second attempt was a great success, although he alighted in an old orchard.

Horse racing was a big event, and the Fort Worth paper said there was heavy betting on the races. The Fort Worth paper also said that the race track in Bonham was much better than the Dallas race track.

Volunteer guardsmen from North Texas attended and presented drills and parades.

Even the Governor of Texas, James Hogg, came to the 1891 Fannin County Fair. We must assume that he arrived on the train at the Depot and took the streetcar to the Fair. Did he spend the night in Bonham? So many questions, and no local newspapers!

WE CARRY The Governor Came to the Fannin County Fair of 1891 By Malinda Allison, Fannin County Museum of History The 27th in a series of articles for the 175th Anniversary of Bonham Since at least 1870 there had been interest in holding a County Fair in Fannin County. The Houston Telegraph reported in 1873 that the Fannin County Fair would be held in the fall for 4 days. The Galveston Daily News reported in 1876 that there were 20 county fair associations in Texas, and The Fannin County Fair Association was one of them. We are lucky to have quite a lot of information about the remarkable Fannin County Fair of 1891. This is NOT because we have copies of local newspapers for that year – we do not. This is because statewide newspapers carried stories about the 1891 Fannin County Fair, “the biggest thing of the year in North Texas.” The fair grounds were north of Bonham at Russell Heights.

For more than a decade, Tillett has also worked diligently to protect children – the smallest, often unseen victims of crime, abuse, and drug use – by serving as attorney ad litem in CPS cases and as an amicus attorney in difficult family law cases. She has served as City Attorney for several cities in Fannin County and currently holds this position for the City of Bonham as well as the City of Bailey.

Tillett and her husband Bill have been married for 30 years and have two daughters, Alexis and Jocelyn, both of whom are following in their parents’ footsteps in attending Texas A&M University – College Station. Alexis is attending Texas A&M Veterinary School and Jocelyn is a sophomore.

In addition to her legal career, being an active mom in her daughters’ school and church activities, Christina has volunteered and/or held leadership roles with several organizations including the Greater Texoma Health Clinic, Southeast Grayson Senior Center, and the local bar associations. Tillett and her husband are also active members and youth group leaders at Bois D’Arc Creek Cowboy Church.

• On a case-by-case basis, favor manageable bond amounts and pretrial release of accused offenders awaiting trial who do not pose a flight risk or risk to the community

• Efficient and timely disposition of family and civil law cases keeping in mind the specific needs of the individual parties and the children of divorce cases.

• An efficient working relationship with the commissioner’s court to end the practice of dictating the Court’s budget through court orders.

Alli Kirkpatrick preferred setting, but provided hitting, as was the need of her Lady Warriors volleyball teams for four years while playing for Bonham. Now able to be solely a setter at the next level -- as she was during club play, while in high school -- she has produced during her first several matches for Angelo State University.

Through five collegiate matches, the 2023 graduate had collected 60 assists, including 14 in one match and 13 in two others.

Kirkpatrick had also made 18 digs, through Sept. 5.

Despite graduation losses, Class 1A Dodd City has resumed its winning ways in 2023.

Coming off a run in 2022 to the Region III-1A quarterfinals and a 27-12 record, the Lady Hornets ended August already with 14 wins.

Dodd City has been ranked

in the Top 5 in all in-season 1A polls by the Texas Girls Coaches Association, including holding the No. 1 spot in the initial.

Returning all-district players from 2022, including superlative recipients, abound: senior Kadyn McCarley, offensive player of the year; senior Addyson Chaney, libero of the year; sophomore Addison Weeks, newcomer of the

year; senior Hannah Burney, second-team recipient.

Lindsay Carter Giles, the district's coach of the year, also returns for her third season, as the Lady Hornets in September will continue preparations for defending their undefeated 19-1A championship in October -and an assured 29th postseason in the sport in the last 34 years afterwards.

Johnny D. White brought as his guest speaker to Kiwanis local photographer Lisa Moore. Lisa has developed the Photo Phlatt, a photo to wood transfer. This is not a new process, but Lisa produced the design of the phlatt. The wood is milled especially for her phlatts and provides a beautiful, soft piece for her photography. These phlatts can be seen

at Moore Photography, 125 East Fifth Street in Bonham. Because so many people were asking Lisa what product she used for transferring the photos to the wood, she has teamed with the manufacturer to bottle it under her brand, a product called Photo Phlatts Photo Transfer Medium. Fannin County Commissioners Court – Praying for Rain

Tuesday, September 5, 2023, Fannin County Judge Newt Cunningham called to order at 9:00 a.m., the Regular Meeting of the Fannin County Commissioners Court. Quorum was established with all County Commissioners and County Judge present. The Invocation was led by Judge Cunningham and Pledges were led by Major James Manis, Retired.

4. Introductions: Judge Cunningham recognized Fannin County Artist David Keene who presented a customized Bois d’Arc wood pen to the newest Fannin County Commissioner, Dale McQueen.

5. Public Forum: Troy Waggoner of Ravenna, TX spoke to voice his opinion that it would not be a good idea to appoint anyone to a new position of road engineer at this time. Citing budget issues, he also opined that if such a position is determined to be needed, the matter should be placed on a ballot for Fannin County residents to vote on. Judge Cunningham mentioned if he spoke on this during a later agenda item, a discussion could be had.

6. Discussion, consideration and action to approve payment of bills – County Judge for County Auditor: After Fannin County Auditor Alicia Whipple noted the amount needing to be paid was $156,715.17, Commissioner Magness made the motion to approve payment with Commissioner Kopf seconding the motion which passed.

7. Discussion, consideration and action to approve Interlocal Agreement between Texas Department of Motor Vehicles and Fannin County to utilize the SCOFFLAW Program to flag and hold vehicle registration renewals of vehicle owners who have unresolved violations in Fannin County – County Judge for Justice of the Peace Precinct 3: Fannin County JP Pct 1 Judge Louise Goodwater spoke to give reasons why she would like a vote on this to be postponed for a month. After a discussion ensued regarding

the time needed for a meeting of Fannin County JPs to be organized, a motion was made by Commissioner Magness to postpone this agenda item for 2 weeks in order for the JPs to meet to discuss this. Commissioner Self seconded the motion which passed.

8. Discussion, consideration and action regarding distribution of the 2023 Capital Credits received by the Texas Comptroller’s Office in the amount of $120,880.75 – County Judge: After a discussion regarding how Capital Credit monies were distributed the previous year, a motion was made by Commissioner McQueen to pass on this with Commissioner Self seconding the motion which passed.

9. Discussion, consideration and action to approve Preliminary Plat for Bois d’Arc Shores on CR 2900 in Dodd City; 136 lots on 197.8 acres ranging from 1.01 acre to 10.55 acres – Commissioner Precinct 4: Fannin County Development Services Director Di Hopkins spoke to note utilities had confirmed their ability to provide services, taxes had been paid and that this was good to go for approval. Commissioner Kopf questioned the road frontage and the potential issues existing with land easements needed for future widening of the road and utility access along narrow roads. President of Texas Land & Lakes, Marcus Smith, spoke to note how this was a “Preliminary Plat”, and commented on the revenue the taxes levied on the development, will be bringing into the county while noting it was the developer’s responsibility to cover the costs incurred in obtaining utility services for the development and not the county’s responsibility. After further discussion including a comment from Fannin County resident Mitchell Smith regarding developers’ responsibility to submit detailed plans, a motion was made by Commissioner Kopf to approve the Preliminary Plat with the understanding the developer will cover any extra costs involved in re-routing electrical and water utilities. Commissioner Magness seconded the motion which passed.

10. Discussion, consideration and action regarding additional cloud storage for Zoom meetings – County Judge for IT Director: Fannin County Network Administrator Dustin Morrow expounded on how more space would be needed in order to maintain previous Zoom recordings and continue with the recording of future meetings and how it would involve an extra cost of $10.00 a month. He further noted how that during Covid, the county had to pay for additional call volume service for residents to listen in on Zoom as many could not attend in person. He noted that since the conclusion of the pandemic, fewer people have been needing to sign on to the Zoom meetings thus making the additional call volume unnecessary. He suggested that they return to the original 100

participant service volume at a savings of $40.00 a month and use the savings to pay the $10 additional fee. A discussion ensued which included a comment from a Bonham resident who asked what the total cost of Zoom for the county would be if Mr. Morrow’s suggestion was implemented ($25.99) and if the county could assist the City of Bonham in getting Zoom set up for their monthly meetings. Attorney Joe Moss questioned the average number of Zoom participants who obtained copies of recordings.

A motion was then made by Commissioner McQueen to revert to the original call volume service ($15.99) using the savings to pay for the additional $10.00 a month charge for additional storage. Commissioner Magness seconded the motion which passed.

11. Discussion, consideration and action to approve the Office of the Attorney General Maintenance Grant Contract through August 31, 2024 with regard to the SAVNS (Statewide Automated Victim Notification Service) program and authorize County Judge to sign on behalf of Fannin County – County Judge for County

Auditor: Alicia Whipple noted this was the contract needed in the obtaining of grants. A motion was then made by Commissioner Magness to approve with Commissioner Kopf seconding the motion which passed.

12. Discussion, consideration and action to approve Modification of Intergovernmental Agreement between Fannin County and the United States Marshals Service, Mod No. 6, incorporating the Department of Labor Wage Determination Number 2015-5273 (Rev 24)

– County Judge for County

Auditor: Judge Cunningham noted everyone had a copy of the agreement detailing how Fannin County receives payment from the Federal Government for state inmates held in the county’s detention facilities and had Ms. Whipple further explain the details. After her explanation, a motion was made by Commissioner Magness to approve with Commissioner Kopf seconding the motion which passed.

13. Discussion, consideration and action regarding Fannin County Paid Time Off policy – County Judge: Judge Cunningham noted how this was a continuation from the previous week’s court and noted a copy of the policy was in the possession of each commissioner. After explaining the policy and the changes made to the previous policy, an in-depth discussion ensued that included a Fannin County citizen suggesting the county use the same policy as is used for Federal employees. At the discussion’s conclusion, a motion was made by Commissioner Magness to approve the policy with the change of 2 hours instead of 1.85 hours for paid time off. Commissioner McQueen seconded the motion which passed with one nay vote.

14. Discussion regarding Subdivision Committee and Subdivision Policy – County Judge: Judge Cunningham touched on the comment made during Public Forum and explained the process of the county receiving consultation services from an engineer but that cost being covered by the developers and not being paid by the county. He further explained that there were no plans to hire a county engineer at this time. The resident who spoke in Public Forum spoke again to clarify he was referring to the hiring of a supervisory person who would be over all the road equipment in the county. After Judge Cunningham spoke of the benefits of unitization, he noted that unitization is not being contemplated at this time.

15. Discussion regarding Courthouse repairs - County Judge: Judge Cunningham noted he is attempting to have another meeting with the contractors this week. Resident Rusty Deets questioned why blinds in the courtroom have not been completely installed and why the court is looking for volunteers for the fire watch for the courthouse instead of it being a paid position that is paid for by contractors who are responsible for the defective electrical work.

16. Discussion regarding Justice Center - County Judge: No significant updates.

17. Discussion regarding County Budget and revenue sources – County Judge: Judge Cunningham noted that the county will soon be implementing a new Hotel tax.

18. Discussion regarding water issues affecting Fannin County – County Judge: Judge Cunningham noted no new updates but that discussions will begin soon.

19. Discussion regarding Fannin County road issuesCounty Judge: A resident of Tulip spoke to give her opinions on topics covered during the recent meeting held regarding the handling of road equipment and to discuss how she and her mother picked up excessive amounts of trash on CR 2037 that included what looked like recent cigarette butts. She noted the road is primarily traveled by the drivers for United Sand & Gravel and believes a good deal of the trash picked up (possibly including the cigarette butts) is being generated by those drivers and how irresponsible it is for anyone to throw out cigarette butts during such dry conditions. Judge Cunningham explained the county is working on having constables certified to address road problems. Another resident of Precinct 1 questioned whether the company behind the heavy traffic of sand trucks could have some kind of fee imposed to help with the county roads. Continued

Walking With God

To walk with God, our walk must be with purpose. Paul told Christians, “See then that ye walk circumspectly, not as fools, but as wise” (Ephesians 5:15). The word ‘circumspectly’ is defined as accurately and pointedly; with purpose. No one walks with God on accident.

In speaking of Jesus, Peter said that “Neither is there salvation in any other: for there is none other name under heaven given among men, whereby we must be saved” (Acts 4:12). Paul wrote, “Know ye not, that so many of us as were baptized into Jesus Christ were baptized into his death? Therefore we are buried with him by baptism into death: that like as Christ was raised up from the dead by the glory of the Father, even so we also should walk in newness of life” (Romans 6:3-4). To begin to walk with the Lord, we must be baptized into the death of Christ.

To walk with God, we must walk by faith, that is a belief, trust, and obedience to His word. The church in Rome

read these words, “For I am not ashamed of the gospel of Christ: for it is the power of God unto salvation to every one that believeth; to the Jew first, and also to the Greek. For therein is the righteousness of God revealed from faith to faith: as it is written, The just shall live by faith” (Romans 1:16-17).

We must walk in the light.

John penned these words, “if we walk in the light, as he is in the light, we have fellowship one with another, and the blood of Jesus Christ his Son cleanseth us from all sin” (1 John 1:7).

In walking with God, we will be walking worth of God.

Paul wrote, “walk worthy of God, who hath called you unto his kingdom and glory” (1 Thessalonians 2:12). We

must walk in such a way that God is glorified. To the church in Colossae, the message was “walk worthy of the Lord unto all pleasing, being fruitful in every good work, and increasing in the knowledge of God” (Colossians 1:10).

To walk with God, we must walk honestly and in truth. Paul wrote that we must “walk honestly” (Romans 13:13; 1 Thessalonians 4:12). John wrote of his joy to hear that Christians that he converted “walk in truth” (3 John 4).

Christians were instructed to “walk in love, as Christ also hath loved us, and hath given himself for us an offering and a sacrifice to God for a sweet-smelling savor” (Ephesians 5:2). Christ said, “love the Lord thy God with all thy heart, and with all thy soul, and with all thy mind” (Matthew 22:39). Let us walk with God.

Hello everyone!

As I’ve said before, one of my favorite passages in the Bible is the parable of the talents in Matthew 25:14-30. Do you remember your teachers telling you to use your time wisely when you were in school? In this passage, Jesus gives us the example of a man who gave three of his servants a different amount of money to invest. He gave one servant five talents, one servant two talents, and the other servant one talent. The first two servants invested their talents properly, and doubled them. However, the third one hid his talent in the ground. Their master was very pleased with the first two servants, but he was very upset with the third one, and ordered him to give his talent to the first one, who had doubled his five talents. This also applies to the talents (not just money), that our Lord has given to us. When we use our talents for the Lord, he will bless our efforts. We are called to spread the gospel however we can, and if just one soul is saved because we have sowed the seed, our efforts will not be in vain.

Born in 1836, Frances Ridley Havergal was one of the most well-known hymn writers in gospel music.

“Take my life and let it be consecrated, Lord, to thee. Take my moments and my days; let them flow in endless praise, let them flow in endless praise.” “Take my hands and let them move at the impulse of thy love. Take my feet and let them be swift and beautiful for thee, swift and beautiful for thee.”

Press Release - August was a dry month at Oakwood Cemetery in Honey Grove, Texas. It seemed as if the only things green and growing were the weeds. Large limbs kept breaking in the trees, and older monuments kept falling over. Limbs were trimmed in three trees in an effort to keep those trees from toppling. We are very lucky that no tombstones have been broken this year.

Paris Monument is working on setting the last of the head-

stones for the people who were moved to Oakwood from the Bois d'Arc Lake site. This has been a long process, but projects like this do take time. A large monument will be set to tell the story of those buried in this area of the cemetery.

Gary Baker has arranged for two truckloads of gravel to be donated to the cemetery by the gravel company in Sawyer, Oklahoma. But Oakwood must provide a truck to go to Oklahoma, get the gravel, and bring

it back. We need someone to do this for us. If you are interested in volunteering, please contact Laura Beavers Baker at Wise Products for more information. Donations to Oakwood Cemetery may be sent to P.O. Box 96, Honey Grove, TX 75446. Your gifts of time and money are appreciated.

MOM'S VENISON STROGANOFF

3 lbs. Venison cut in ½" cubes

6 Tbsp. butter

2 C. sliced mushrooms

2 cloves minced garlic

2 C. diced Vidalia onions

1 C. red wine

1 pint sour cream

1 can beef consume' Lawry's Seasoned Salt flour pepper to taste

Sprinkle Lawry's salt and pepper liberally on Venison, then dust the meat cubes in flour. Melt butter in a large,

deep skillet, and saute' the vegetables and garlic until they're soft. Add the dusted Venison cubes and brown. Reduce heat and remove meat and vegetables from the skillet. Add wine and beef consume' to the pan and stir, then add sour

cream, mixing constantly until all three are thoroughly combined. It's important to add the sour cream last, when the pan is cool, so it won't curdle. Add meat and vegetables again, cover and cook slowly for 1-2 hours. Serve over noodles or rice

Bring a date or bring the family to Bonham State Park Saturday, September 30th, and reminisce to an earlier time. Enjoy the park all day, free of charge, as part of Texas State Parks “100 Year Celebration”.

From 4 pm to 9 pm Bonham State Park will host activities for the entire family. There will be booths teaching basic fishing skills, local history, how the CCC built the state parks, crafts, classic games for all ages, outdoor movie with popcorn, and much more. Visitors may also enjoy fishing (fishing license not required), swimming, boating (reminder that it is a “No Wake” lake), picnicking, hiking, and mountain biking. While day-use permits will

Each Texas State Park has its own unique schedule of events to celebrate the 100 years since Mother Neff, the first state park, was built. Friends of Hagerman NWR Annual Nature Photo Contest

Every year in September, the Friends of Hagerman NWR Photo Club sponsors a nature-themed photo contest. For a small fee per photo, photographers may enter as many photos as they wish. Entries accepted from September 1st – 30th.

All photographers are invited to participate in the contest, regardless of age or skill level.

Divisions include Beginner and Intermediate/Advanced: all photographers, including youth, are welcome!

Ribbons will be awarded for First, Second, and Third place in each of four categories and in both divisions (Beginner and Advanced/Intermediate).

In addition, a cash prize will be awarded for First Place in each category, and the photos judged as “Best of Show” and “Youth Best in Show”.

Winners will be determined by a panel of judges, who will review the submitted photos without reference to entrant name.

Winners’ photographs will be displayed at the Refuge Visitor Center and published on the Friends of Hagerman website, Facebook page and other venues. The Nature Photo Contest Committee will coordinate and conduct the contest for the Refuge and the Friends of Hagerman NWR. For a complete list of

The Little Sit: September 2, 2023, 6:30am Pad-H on the West side of Hagerman NWR

If you want to learn how to identify the birds of North Texas, the "Little Sit" is the perfect way to start. Modeled after Cornell's "Big Sit," a group of dedicated birders meet once a month at the end of Pad H on the West side of Hagerman NWR. An expert "bird identifier" will be present at each Sit and will keep track of the number of each species of birds observed and enter the data into eBird.

The public is welcome to join us for the count--no experience is needed.

We meet on the first Saturday of each month, 30 minutes before sunrise to watch the birds come into the water and begin to feed. We usually stay out for 2-3 hours, but you are welcome for all or part of the Little Sit.

No Weaseling Out of It: Mink on the Brink with Dr. Jessica Healy Mink have long played the role of villain in literature - the 'horrible, vicious animal' that would murder a coop full of chickens for sport. In the stories of the First Nations people of the Pacific northwest, the mink is a trickster character. For decades, mink garments have been used as status symbols. As an invasive species in Europe, mink imported from the US for the fur trade and escaped into the wild are responsible for the decline of several native European species. But what do we really know about this highly intelligent little aquatic carnivore? Come hear Austin College Biology Professor and Mammalogist Dr. Jessica Healy makes the case that mink ought to be respected, not feared.

Dr. Jessica Healy, PhD is an Associate Professor of Biology at Austin College in Sherman, TX. Originally from Iowa, Dr. Healy attended Colorado State University for graduate school, receiving a PhD in Zoology in 2010.

Dr. Healy primarily studies the physiological ecology of hibernating species like ground squirrels, but as a Mammologist has an interest in the natural history and ecology of all mammals.

Butterfly Garden Strolls for September: September 2nd 9:00am to 11:00am, September 16th 9:30 to 11:30am and September 30th 10am to noon. Enjoy a stroll through the Butterfly Garden at Hagerman National Wildlife Refuge. Come on your own or bring the family. On designated Saturdays, garden docents will be on hand to help you identify the Texas native plants and the butterflies in the garden. Use our closefocus butterfly binoculars to get a really CLOSE look. Special activities for families available: pictures with Monarch wings, meet the Metamorphosis Puppet, and more. Photo Club Meeting:

Wildlife Videos with Richard Barnes – Saturday September 16th 1pm – 3pm. Richard’s presentation will cover the basics of filming wildlife with some tips about how to get started if you've never done it before. He will show videos of some of his more interesting and unusual wildlife observations and will conclude with a compilation of footage filmed at Hagerman NWR

Richard is from Glasgow, Scotland and he moved to Texas in 2013. The following year he produced a video to show the summer wildlife in his garden in Farmers Branch to his family back in Scotland. Chris Jackson featured the video on his DFW Urban Wildlife website and encouraged him to continue filming local wildlife. Around that time he also started using iNaturalist to record wildlife observations. He and his wife, Shannon, now live in Lake Dallas and they garden for wildlife – they created a flower bed for pollinator plants and have a small back yard pond. They look for wildlife in local parks and nature preserves in Denton County and visit Hagerman NWR several times each year.

Fishin’ Report TAKE A KID FISHING or Hunting!

Teal Season Kicked Off in Texas Sept. 9

AUSTIN – Opening day of teal hunting season was Saturday, Sept. 9, and despite dry conditions throughout much of the state, Texas hunters will still have opportunities to harvest birds.

Although habitat conditions across much of the state are currently very poor due to record heat and a lack of precipitation, bright spots include portions of the Texas Panhandle, where some areas received record rainfall earlier this summer. Precipitation provides critical shallow freshwater habitat on the landscape for incoming birds.

Many playa basins are still holding water going into the season and birds should find these areas of the state very favorable as well. Deep south Texas and portions of the lower Gulf Coast also hold some promise thanks to much-

needed rainfall from the recent tropical storm.

“Overall, this September I’m expecting a below- average teal season this September for much of the state due to dry conditions,” said Kevin Kraai, Waterfowl Program Leader for the Texas Parks and Wildlife Department (TPWD). “Things can and often do change quickly, and if precipitation does finally come, migrating teal will most certainly take advantage of any new surface water that may appear. It would instantly improve prospects for hunters.”

Blue-winged teal breeding populations declined 19 percent from the previous year’s estimate, but the good news is the current estimate of 5.2 million remains above their longterm average. This current estimate is above the 4.7 million bird threshold required to have

a 16-day teal season for 202324, resulting in no changes to the season length or bag limits for both this season and 2024.

The 16-day statewide 2023 early teal season in Texas will run Sept. 9 through 24. The daily bag limit on teal is six, with a possession limit of 18.

Blue-winged teal are the second most abundant duck in North America and by far the most prevalent duck found in Texas during the special early teal season. They primarily breed in the Prairie Pothole Regions of North Dakota, South Dakota, Saskatchewan and Alberta.

“Production in the eastern Dakotas was above average and an abundance of teal broods were observed later in the summer, thus there should be plenty of juvenile birds winging their way towards Texas this fall,” added Kraai.

“Portions of eastern North and South Dakota saw significant increases in ponds on the landscape this past May.”

As for conditions and prospects for teal season around the state, TPWD waterfowl biologists report:

Water restrictions, due to excessive drought in Central Texas, will play a significant role in the availability of waterfowl habitat this fall and winter. Most of the rice prairies will not have access to canal water and will have to rely on rainfall to fill wetlands and fallow rice fields.

Cooper SLOW. Water lightly stained; 89 degrees: 1.00 feet below pool. Few reports and anglers on the water due to heat. Catfish continue to be good on shad. White bass are being caught in open water on artificials.

Fork GOOD. Water Stained; 86-90 degrees; 1.91 feet below pool. Bass fishing has improved due to a few cooler days. The bite continues to be good the first couple of hours fishing the pockets and points and flooded weeds in 2-4 feet of water using chatterbaits, spinnerbaits and topwaters. The bite picked up in 5-12 feet of water using Carolina rigs, and smaller baits like brush hogs and craw worms. Shad patterned squarebill crankbaits are fair on points in 3-5 feet of water.

Texoma GOOD. Water stained; 86-90 degrees; 0.10 feet above pool. Cooler weather in the forecast should improve the bite. Striped bass are good with a majority of catches on shallow flats using topwaters early in the morning, but some catches on slabs in deep water. Report by John Blasingame, Adventure Texoma Outdoors. Striped bass are good catching quality fish on live shad along ledges in 28-32 feet of water. Topwater action is still very active with a lot of fish behind the islands and along flats towards the west end of the lake. Catfish are good on cut shad one reel off the bottom in 30-35 feet of water near coves and ledges off the main lake. Crappie are slow fishing brush piles in 12-15 feet of water with minnows. Use electronics to find active fish. Seeing a lot of smaller fish. Largemouth and smallmouth bass are slow on topwaters and swimbaits along the south end of the lake. Bonham- David Wayne Thompson, age 58, of Bonham, Texas was born on October 18, 1964 in Dallas, Texas to Randall Lee Thompson and Joan (Lehde) Robbins. He passed away on Tuesday, September 5, 2023 at Texoma Medical Center in Bonham, Texas.

David lived an extraordinary life with the love of his life Michelle Leann (Hodges) Thompson, whom he married on September 27, 2014 in Fannin County. He was an equipment operator for Martin Marietta Materials. David had many adventures being a barefoot navigator at Pine Mountain Trails. He was an avid hunter with his family and close friends. David always had a smile on his face. He never met a stranger and was always willing to lend a helping hand. David was a loving husband, father, son, brother, uncle, and friend. He is survived by wife Michelle Thompson of Bonham, TX; son Hunter Thompson of Ector, TX; son Brandon Ryon and wife Colleen of Malakoff, TX; stepson Dustin Webb and wife Bailey of Tolar, TX; grandchildren Blaise Ryon, Broox Ryon and Davis Webb; Mother Joan Robbins and husband Ricky of Bonham, TX; brother John Thompson of Bonham, TX; sister Christina Halling and husband Cory of St. John; KS; sister Racheal Stewart of Bonham, TX; step brother Rickey Charles Robbins of Denton, TX; best friend of 50 plus years Tony Gibson and wife Sherri of Bells, TX; in addition to numerous nieces, nephews, and extended family and friends.

Paula Rae Lewis, age 61, of Bonham, Texas was born on January 19, 1962 in Arlington, Texas to Paul and Mada Walker. She went to be with the Lord Friday, September 1, 2023 in the comfort of her home surrounded by her loving family.

Paula married the love of her life Donny Linn Lewis, at 16, on April 15, 1978 and had 2 daughters. She was the matriarch of the family, always the first one you called. She took care of the farm that she called “3 C’s” cows, chickens, and cats. Paula was a loving wife, mother, grandmother, sister, and friend. She is survived by her husband Donny Lewis; daughter, Sherri Hookins and husband Chris; daughter Holly Hopper and husband Robert, grandchildren Hayden and Hayley Hopper, brothers and sisters, Travis Walker and wife Charlotte, Barbara Harris, Kenneth Walker and wife Roxanne, Mickey Walker, Kathy Crawford and husband Russell, and Dwain Walker and wife Sabrina; in addition to numerous extended family members and friends. She is preceded in death by her mom and dad Mada and Paul Walker, great nephew Ryder Jackson, and niece Cassie Wood.

Rowland F. Welch, 64, of Bonham passed on Thursday, August 31, 2023.

Rowland, the son of Richard and Nina Welch, was born on December 22, 1958 and was raised in Richardson, TX. Rowland had a long career as a Property Tax Consultant. In recent years Rowland found so much joy in attending his grandchildren’s various activities, spending time outdoors walking with Mary, hiking, fishing and exercising, playing his guitar each evening and capturing moments with loved ones through the lens of his ever present camera. Rowland was a man that walked in his faith, placing it above all else, having loved the Lord Jesus Christ with all his heart, mind and soul. He loved spending time in service to others and his forgiving, caring, and humorous nature endeared him to so many and will have a lasting impact on all who knew him and on his many communities far into the future. He will be dearly missed.

Rowland is preceded in death by his father, Richard Welch, stepfather, FJ Campbell, mother, Nina Campbell, and granddaughter, Eden Welch.

This more than 170-acre island is the latest stateowned island the GLO has allowed DPS to police and patrol in order to stem the flow of illegal immigration and various unlawful, dangerous cartel activities. Offenders are still able to live in the same household as animals. Shaheen said there is no exemption for offenders to own assistance animals during that five-year period nor would he support it.

Shaheen said. “We're not going to tolerate any type of animal abuse.”

If an offender is found to have an animal during those five years, they could be charged with a Class C misdemeanor, or as much as a $500 fine. If the offender is repeatedly in possession of an animal, the charge is raised to a Class B misdemeanor, increasing the possible fine to $2,000 and adding the possibility of up to 180 days in jail.

Shaheen failed to pass a similar animal cruelty prevention bill during the 2021 legislative session, but he said he reintroduced the bill because of calls from his constituents, who were largely surprised a possession ban didn’t already exist.

The law went into effect Friday, one of 774 bills passed by the Texas Legislature this session.

Even though animal cruelty is a very rare problem, Shaheen said it’s important to identify offenders to prevent future violence.

In many cases of animal cruelty, perpetrators are likely to recommit an offense, sometimes immediately after their last criminal case’s conclusion, said Shelby Bobosky, executive director of the Texas Humane Legislation Network, who is also an adjunct professor of animal law and wildlife law at Southern Methodist University’s Dedman School of Law.

“Possession bans are one of the most effective ways to ensure that a person convicted of animal cruelty does not reoffend,” Bobosky said.

Fannin County Special Education SSA Announces Child Find Efforts

Wayne Pacelle, founder and president of Washington D.C.-based Animal Wellness Action, said acts of cruelty such as animal abuse are an indicator of “a broader loss of empathy for others” and creates a need for post-conviction attention from law enforcement.

“Possessing a pet or other animal in the household or on their property is a privilege and not a right,” Pacelle said in an email.

Fannin County Special Education SSA and its member districts offer comprehensive special education services to eligible students ages three through 21 years and to children from birth through age 21 years who have a hearing or visual impairment. Bobosky said violence against animals can also be a warning sign of intent to harm people. She notes that in the case of the Uvalde school shooter, he had posted himself committing animal abuse to social media. By increasing convictions of animal cruelty, she said there’s hope that other instances of violence can be prevented.

“Along with psychological evaluation and some sort of treatment, these sentencing measures can ensure that the root of these issues is addressed,” Bobosky said. “Any way to cause that interruption is incredibly important from our standpoint.”

New Wound Treatment

Dr. Hayes went to the Texas Equine Vet Association seminar on wound treatment where a new protocol using salt/ water mix solutions was discussed. This method is very effective in healing and preventing infection because bacteria cannot grow in a salty environment. The wounds were cleaned initially, then daily, with salt water and bandaged. Wounds kept bandaged healed twice as fast because the new cells can migrate in the moist bandaged environment. Two new wound dressing pads for under bandage use were discussed. Calcium algonate which promotes granulation tissue to cover exposed bone rapidly, and a silicone pad that reduces scarring. Hydro therapy with the water hose is good initially to remove dirt, pus and dead tissue. But contrary to previous practice, not recommended daily. Vigorous hosing makes the cells swell which delays healing.

Scrubbing the wound daily (especially with chlorhex or betadine iodine soap) removes the bacteria but delays healing by removing the new healing cells. Treatment with a salt water solution and bandage had the best results and often did not require the use of antibiotics (Penicillin).

Salt Water Solution Recipe

Mix 8 teaspoons (2 ½ tablespoons) of non iodized plain salt to 1 gallon of water in a one gallon pump up sprayer. Use the entire gallon to clean/ hydro the wound. Write the recipe on the sprayer and make up a new batch daily to spray and treat wound.

Salt Wound Dressing.

Mix ½ cup salt to 1 quart (4 cups) boiling water. Using the cooled solution, thoroughly wet 4x4gauze squares and store in a zip lock bag. This is great for your 1st aid kit (at home or in trailer) because no bacteria will grow in it. If the horse is injured, use the squares to pack the wound and then bandage. This keeps the wound moist and healthy and increases the possibility it can be stitched, even the next day.

For Hoof Wounds

Soak in vinegar using a 1:4 dilution. Mix 2oz white vinegar to 8oz water, then soak 15 min. Rinse with salt water mix and bandage the foot to keep dirt out. Vinegar makes the water acidic so no bacteria can grow.

Wound Dressings

Neosporin or triple antibiotic ointment has no antibiotic resistance to it, so it is still good to use.

Silver Sulphadiazine ointment is good without a bandage and prevents proud flesh/ excess scar tissue.

Silver impregnated gauze works well and can be rinsed and reused daily.

Zaracyl ointment prevents bacterial growth, and promotes healing without proud flesh.

Furacin or nitrofurazone (the yellow ointment) is not good for wounds; it is ineffective & causes proud flesh.

Honey is good. It removes bacteria and promotes healing.

Wound Exam

Often owners will send Dr. Hayes photos of their horse’s cut and ask if it needs her attention. Dr. Hayes needs to examine the wound manually with her gloved hand to make that determination. Some wounds cannot be stitched, especially if the skin edges are too swollen or dried out to hold a stitch. Wounds that have a pocket will collect pus and will not drain. A puncture wound must be probed to determine the depth of the hole.

Wounds near a joint or tendon can be serious if either one is involved. She will view a picture sent by a client, but it is most often not a question that can be answered by looking at a photo.

Non-Sweating Horses

Due to the extreme heat, I have seen several horses that lost the ability to sweat and cool themselves. The signs are rapid respiration, panting, and little to no sweating on the neck and chest. Currently, there is no treatment that works for all horses. One A/C powder helps if you start feeding it in March. A Dark beer given on the feed daily helps some horses that are marginal. The omega oil with Himalayan salt is expensive and did not work. Acupuncture works if done in May before it gets hot

All you can do now is management.

Management Tips

1. Try to keep the horse cool. Hose it twice for 5minutes every evening.

2. Keep the horse in a pasture with a lot of shade trees so there is shade all day.

3. Put the horse up in a stall with a mister fan during the day and let out at night.

4. Don’t ride the horse. Castrations will resume after September 25 when the weather gets cool.

To: All interested Agencies, Groups and Individuals on 9/12/2023: This is to give notice that the City of Bonham has conducted an evaluation as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection. The activity is funded under CDBG Program administered by TDA City of Bonham CDV21-0035 Wastewater Treatment Plant (WWTP) Rehabilitation project. The City of Bonham proposes Administrative and Engineering fees and services, to install sludge handling equipment and foundations; UV System bulbs, quartz sleeves, and wiper seals replacement; two (2) new eightinch (8 “) gate valves; two (2) new eight-inch (8”) check valves; yard piping adjustments; improve the roads to all-weather access roads, and all other associated appurtenances. All proposed activities will occur at the City of Bonham WWTP in Bonham, Fannin County, Texas located at the dead end of Seven Oaks Road, also known as CR 2906, at the following coordinates: 33°35’17.67”N, 96° 9’22.22”W. According to FEMA Panel No. 48147C0360C effective date 2/18/2011, the project shall include activities within approximately 5.0 acres of the 100-year floodplain (Zone A). The natural and beneficial functions and values of the floodplain potentially affected by the proposed activity include floodwater storage and conveyance, groundwater recharge, erosion control, surface water quality maintenance, biological productivity, fish and wildlife habitats, harvest for wild & cultivated products, recreational, educational, scientific, historic, and cultural opportunities. The City of Bonham has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: a reduction in scope, alternate locations, and no action. The scope and location of project activities were chosen based on minimum improvements necessary to correct the health and safety risks existing facilities pose to the natural and human environment. Because the project scope includes only system components most in need of repairs, the alternatives considered would preclude correction of these risks or environmental compliance violations. The best action is to proceed with the project as planned utilizing best management practices to protect improvements from flood damage. All state and local floodplain protection procedures will be followed. There shall be no significant increase to impervious surface and the project area will be restored to pre-project conditions upon completion. The City of Bonham has reevaluated the alternatives to building in the floodplain and has determined that it has no practicable alternative. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988 are available for public inspection, review, and copying upon request during regular business hours at the City Hall. There are three primary purposes for this notice: (1) People who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas; (2) An adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas; and (3) As a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
