Chair’s Report Tēnā Koutou Katoa
Welcome to the Ngāti Tūwharetoa – Mercury Development Group Annual report for the period 1 July 2017 to 30 June 2018. This report is an overview of the applications which the group has supported during this reporting period. I want to take this opportunity to acknowledge Sarah Asher and Joanne Nathan our Tūwharetoa representatives who retired after 9 years on the development group. Their leadership to the kaupapa saw some great initiatives being supported throughout their years of service. The second acknowledgement I would like to make is to our long serving Committee administrator, Michelle Taiaroa, thank you Michelle for your great work on behalf of the Committee. At the most recent election the development group welcomed Ngahere Wall and Heemi Biddle who were confirmed at the 2017 Annual General Meeting at Pakira Marae. We welcome the experienced expertise they will bring to the group. We look forward to the coming years of hard mahi and change. This year the Committee saw a number of changes with the group looking to transfer the annual and accrued funds from Mercury Limited to the Tūwharetoa Māori Trust Board and a review and realignment of the funding framework to ensure our criteria aligns with the original objectives of the group. The group also worked on its Terms of Reference guidelines and redefining the criteria and allocating a forecasted budget for each category. Another key change this year was the collaboration to hold a joint hui a Iwi with the Ngāti Tūwharetoa – Genesis Energy Committee. From our perspective, holding the hui a iwi on the same day was a great initiative as it meant our whanau only needed to attend one hui and given the similarities of the committees it made sense. This was an extremely well-attended event and we would like to thank all the whanau who came out to support. Your Development group members are: Maria Nepia

During the reporting period, we noticed an increase in applications for Rangatahi programmes and sporting assistance prompting us to consider an allocation for all application categories. We were encouraged to see Environmental Applications come through as this is only the start to funding these within our budget. The Committee have encouraged those who are looking at applying next year to ensure they have all the information required or speak with our project manager for assistance. We thank all those applicants who have reported back to the development group this year. It is always great to see the progress made and achievements gained through these reports. We urge those who have received funding to ensure a report is submitted. We look forward to another year of supporting Ngāti Tūwharetoa whanau in their initiatives in helping us to achieve our objectives.

Overview The Ngāti Tūwharetoa – Mercury Development Group was established as a result of an agreement between Ngāti Tūwharetoa and Mighty River Power (now Mercury) in October 2002. This agreement is a result of the consultation process required for the resource consents to operate the Waikato Hydro Scheme. The Waikato hydro scheme comprises the Taupō Gates that regulate the flow of water from Lake Taupo into the Waikato River and eight dams and nine power stations at Aratiatia, Ohakuri, Atiamuri, Whakamaru, Maraetai, Waipapa, Arapuni and Karapiro. The Ngāti Tūwharetoa – Mercury Development Group is charged with the task of supporting Ngāti Tūwharetoa applications which align with the objectives from the agreement below and meet the current criteria. The Group is made up of six members three from Mercury and three elected members from Ngāti Tūwharetoa. The Group meets every two months to assess applications and look at the progress of current projects. The Group convenes a Hui-a-Iwi every November to report back to Ngāti Tūwharetoa on projects and finances. The next election year for the Ngāti Tūwharetoa representatives will be in 2020.
Key Objectives of the Group •
Enhance the spiritual and cultural relationship of Ngāti Tūwharetoa with Lake Taupō and the Waikato River and related taonga and including, supporting programmes intended to address loss and erosion of mana, historical knowledge, tikanga, kawa and identity, including identifying, preserving and protecting (where appropriate) wahi tapu.

Conduct environmental enhancement projects, remedial works and scientific studies in and around Lake Taupō, the Waikato River and adjacent lands.

Facilitating the exercise by Ngāti Tūwharetoa of their kaitiakitanga by supporting activities and projects that have that effect.
•
Undertake activities and promote projects to improve the education, employment opportunities, health and well-being of nga hapu o Ngāti Tūwharetoa.
