1.0 Scope of Works 1.1 Works Description The work associated with this document involves all activities required for the execution and supervision of bulk earthworks operations and construction of the waste water treatment plant at AIT.

2.3 Particular Residual Risks and Risk Mitigation Consideration N/A

2.4 Personal Protective Equipment Helmet, Safety Boots, Hi-Vis Vest, Gloves, Eye protection and ear defenders are to be worn when using abrasive wheels.

2.5 Monitoring and Inspection The site manager is to monitor the works on a daily basis. There will be irregular visits from TNLS Contracting Ltd. Safety office to audit the works.

2.6 Emergency Procedures A first aid safety kit will be available and will be stored in the Site Office. The foreman is to have the number saved for the local General Practioner & First Aider on his phone.

3.0 Works Requirements 3.1 Site Access Main access to the work zone is from either end of the works on the old Dublin Rd or Garrycastle Rd.

3.2 Required Documentation Permit to dig is to be issued at the start of each phase of work. All site staff will have a valid safe pass card and machine operators will have the relevant CSCS cards.

3.3 Services & Utilities Consultations have been made with ESB as the area contains overhead LV lines. Contact has also been made with Eircom as the work zone also contains U-G Eircom ducting. Drawings have been received detailing the location of the electricity, gas and telecommunication services.

3.4 Other Relevant Information The works zone is to be secured on an on-going basis with the aid of pedestrian guard rails, traffic cones and silt fencing will be erected at the banks of crossing.

3.7 Materials All materials to be used will comply with the Specification Suppliers Quality Plans shall be obtained for materials as appropriate. All material will be delivered in bulk and stored in specifically designated storage areas on the AIT grounds.

4.0 . Works Methodology 4.1 General o

Goalposts and/or barriers to be in place where overhead power lines cross the site complete with warning signs of the overhead service.

o

The Earthworks Foreman will issue a Permit to Dig and advise those carrying out the works of general health and safety issues and the risks associated with services in the area of excavation.

o

The Earthworks Foreman will advise those carrying out the works of environmental issues associated with working in the adjacent to a waterway, and discuss measures that will be implemented throughout construction to minimise impact on the waterway.

o

Access to the site will be restricted to those who are inducted to the site and have attended a toolbox talk. The Site Manager/appointed competent person shall consult the PTD and carry out a walk through inspection of the work area prior to commencing operations.

o

Vegetation and topsoil is not to be stripped 5m either side of fishery sensitive streams until culverts are installed to help prevent runoff entering the stream.

4.2 Construction Sequence

   

 

 

Excavation of Access Road A 6 tonne dumper to be loaded in cut area by 3600 excavator. The topsoil is hauled to form a stock pile near the excavation. A Geo-textile material l(terram) should be placed on the excavated layer. Placing of Stone Place 75mm down hard core on top of the terram with a 3600 excavator. Compaction of hardcore will be carried out in accordance with the requirements of the Specification (Method Compaction). The Section Manager shall ensure that adequate compaction plant is present to achieve the requirements of the Specification before commencement of the earthworks. Excavation of hole Tank to be with a 3600 excavator to the dimension outlined in the drawings, also a to form a 1:2 batter on each face of the excavated hole. Material to be removed off site with HGVs loaded by a 3600 excavator the capacity of each load will be approximately 18 tonnes. Tank Construction (base) Blinding to be located in the bottom of the hole Form work to be erected which forms the shape of the base.

Steel fixers to tie reinforcement to form a cage with regards to the specification in the drawings Concrete to be pour to the specified concrete strength outline in the design. The use of vibrating poke will be use in the pour. Tank Construction (Walls) Form work to be erected for the walls The required reinforcement will be tied vertically out of the starter bars which were located in the base of the tank. Wall to pour with concrete to the required concrete strength.

Supervisory staff At all times of working, an experienced competent supervisor (Earthworks Foreman) will be present on-site. When the supervisor will be absent from the deposition area for a prolonged period a competent General Operative nominated by the supervisor will be responsible for organising the works in accordance with the directions given by the supervisor. The earthworks site engineer will control levels and ensure works are being carried out in accordance with the design. Removal of material to tips Where material classed as unacceptable cannot be used for landscaping purposes within the site, remove to designated tip or temporary storage for drying out using 3600excavator and HGVs.

Responsibility for the quality of the work rests with the Site Management and inspections will be taking place on a daily basis.

7.0 Environment 7.1 Controls o

General  All necessary precautions in accordance with the Contractors Environmental Management Plan shall be adopted for these work activities.  De-mark area as ESA  Erect Silt Fencing as required

 Ensure all pumps are bunded  Ensure no fuelling signs are erected. Temperature Requirements  None envisaged for this operation. Dust Control  During periods of dry weather dust shall be suppressed particularly on haul routes. Working Hours  Normal Working Hours within the Site are:  Monday to Friday 07.00 to17.00 Saturday 08.00 to16.00 Traffic Conditions  Where these operations affect public roads the requirements of the Contract in relation to diversions and traffic management shall apply. Vehicle Routing  Designated Haul Routes shall be established. Environmental Screening  Noise Attenuation screening shall be provided in accordance with the requirements of the Department of the Environment, Heritage and Local Government.

7.2 Protection to Waterways o

o

Chemical and Fuel Spills  All refuelling of plant will take place at an allocated location on site. This location will allow for sufficient reaction to a potential fuel spill before any fuel enters the ground or drains. A spill kit will always be present on site. 

Hydraulic fluid leaks will be addressed, using the spill kit that will be present on the site as soon as they are identified. The plant in question will immediately be moved to a safe area where leakage of fluid can be safely controlled.

Pumps being used to drain areas will sit in bunded impermeable areas or drip trays to collect any oil or fuel spills. These bunded areas/drip trays will be inspected daily and soakage sand will be removed and replaced as required. Any hydrocarbon contaminated soakage sand will be removed from the site and disposed of appropriately.

Stockpiles will be adequately protected to prevent sediment run-off. This protection will likely take form of a silt fence correctly erected at the base of the stockpile.

In dry conditions, when dust levels from the stockpile become significant, the stockpiles will be sprayed with water to reduce the volume of dust.

Mobile Plant and Machinery  Plant and machinery will not be tracked trough or operate within any area where works are not to be completed. 

Excavator tracks shall be cleaned regularly to limit unwanted movement of loose soils around the worksite.

Plant will be visually inspected daily (paying particular attention to hydraulic fluid hoses and fuel reservoirs) and an inspection card will be completed on a weekly basis. Plant will be stood down until any leeks or faults have been repaired.
