1.0 Introduction
This report outlines a site set-up plan for the start middle and end stages of the work carried out on the Waste Water Treatment Plant at Athlone Institute of Technology.

Project Description: A waste water treatment plant is to be constructed for the newly constructed Engineering Building on the campus. The treatment unit will represent approximately 400 persons currently and with an expected increase to 500 persons in three years. This will act to significantly reduce the loading placed on the municipal sewerage system.

2.0
Construction of Treatment Plant (Phase 1)
2.1 Site Layout The site for the construction of the treatment unit has been restricted and occupies a small percentage of the site. The site is relatively small which leads to numerous restrictions for both the site users and the public users for this reason it is imperative that effective planning is carried out in the following areas before construction can start:
Areas of construction
Site facilities, offices, services and storage of materials
Access, site traffic and public traffic management
Enclosure of the site, e.g., fencing and hoarding
When it has been identified were the new area of construction is, it is then important to plan the stages of construction taking into consideration when each stage will happen, how it will happen and will the site layout facilitate in the running of each stage.
It is important to locate the storage areas close to the construction area to save time and cost. For various reasons the offices should be located near to both the construction area and the storage area. Certain reasons would be, for security, for project managers and the like to be able to see what is happing on a daily bases and to keep workers motivated. Similarly the locations of services are essential when selecting a location for the offices and the storage area.
Easy accessibility will keep the morale of the equipment and vehicle drivers high, minimise the chance of accidents, and save time in manoeuvring to arrive at and leave the project. In the case of this project it is crucial that the site traffic dose not hinder the public where possible and if it does it should then be kept to a minimum. Additionally, parking will be provided for the public, office, and construction personnel, at all times.

2.2 Compound Set up Firstly the entire area needed for the site and compound will be enclosed by security fencing for both safety and security reasons. Following this a site safety/notice board will be erected on the main entrance to inform both the public and the construction personal of the site safety rules and any other relevant information.
After the site is safe and secure, the area where the existing car park lies, will form the compound for the site offices, plant and machinery to be located. This will reduce the cost of the project significantly with no excavation needed, due the bituminous surface. The next stage involves the transportation of the cabins for the office onto site. Three 20’ containers are needed including the conversion of an existing storage building to facilitate offices for the Project Manager, Site Supervisor/Agent. The containers also comprised of meeting rooms, canteens, a security room, a drying room and toilet facilities as shown in figure 1.

2.3 Excavation of Entrance Road to Treatment Plant Following the setup of the Compound, an entrance must be created to allow access for plant. In order to carry out this, the topsoil must be removed and stockpiled on site. Once the topsoil is removed a geo-textile (Terram) will be placed over the excavated area. The next stage is to replace the topsoil with 75mm hardcore which must be placed on top of the geo-textile. To complete the access road, a heavy duty compaction vibrator must used to bind the hardcore together to leave a smooth finish for vehicles to travel on.
2.4 Excavation of hole for tank Following the completion of the access road, the next stage is to set out the excavation area required for the tank. To excavate the hole a 22.5 tonne 360ĚŠ excavator will be required to complete the excavation. To ensure that the excavation is safe from personnel injury, safety barriers will be position around it. Most of the material will be removed off site by HGVs to a disposal storage tip. A small quantity of material will be left on site for the backfilling process. Figure 2 show the excavation of the hole for the tank.

2.5 Excavation and Construction of Sewer Network (Phase 2) 2.5.1 Traffic Management A traffic management plan will be set up, this will consist of setting out cones and warning signs when approaching the excavation, traffic lights will be used for the public traffic travelling in and out of the vicinity.
2.5.2 Excavation Both the excavation for the tank and construction of the sewer network can be completed in conjunction with each other. Firstly the ESB and Bord Gais will be notified; two weeks prior to the excavation. The excavation will commence at rear of the Engineering Building which will lead to the SBR treatment unit, following the treatment unit the sewer network will travel to the Eastern entrance of the campus. Following the setting out of the sewer network, the excavation will commence to the specified depths. The material will be removed off site, only in the case of the field section where the material will be re-used to back fill the trench to save cost. A trench box will be used to protect the side of the trench from falling in. Safety barriers will locate around the trench to prevent persons from entering it. Figure 3 depicts the excavation process.
2.5.3 Construction Once the excavation is complete, 10mm chips is place in the bottom of the trench to approximately 200-300mm to provide a level base for pipe. Following the laying of the 10mm chips, a PVC plastic pipe will positioned to the specified size and gradient which is outlined in the drawings. Following the placing of the pipe 10 mm chips will surround the pipe and 400mm of cover over the top of the pipe. To follow the cover of the pipe, the rest of trench will be backfilled to within a 100mm of the ground level with 75mm hardcore. To follow the hardcore, the finish cover, will be a bituminous material.

2.6 Completed Project Figure 4 below shows the completed SBR unit. Reinstatement will be completed around the treatment system. The SBR treatment plant will be secured by fencing, also with an access gate for users to visit the plant. The offices, stores, welfare facilities, Harris fencing and machinery and plant will be removed from site.
Upon completion of this phase the facility will be handed over to the client.
