Technical and legal issues were addressed to protect the ability of Pasco County to make transportation improvements at greatly reduced costs for right-of-way acquisition in the future.

Improvements addressed many extreme congestion and difficult multimodal challenges. These improvements are now funded and are contributing to a renaissance of redevelopment activity in the area.
