Contents


The Florida Department of Transportation (FDOT) District 7 (D7) encompasses five counties in west Central Florida: Citrus, Hernando, Hillsborough, Pasco, and Pinellas. Its major cities include Tampa and St. Petersburg, the 3rd and 4th largest cities in Florida (official US Census, 2010). Representing approximately 15% of Florida’s population, D7 is the 3rd largest FDOT District in the state, with a 2010 Census-estimated 2.9 million residents. The 2016 Census estimates the population of D7 at 3.075 million, roughly equal to the population of Utah (3.051 million) and more than that of 19 other states and the District of Columbia. According to the annual State Highway System report from 2016, Florida has 43,920 lane miles of State highway and carries 322 million daily vehicle miles of travel. By comparison, D7 has 4,565 lane miles of State highway (10%) and carries 42 million daily vehicle miles of travel (13%) For many years, D7 has implemented a robust safety program that attempts to address all E’s (Engineering, Education, Enforcement and Emergency Response) and engage FDOT, metropolitan planning organizations/transportation planning organizations (MPOs/TPOs), and local agency partners to drive down fatal and incapacitating crashes. This comprehensive approach has engaged an audience that includes local advocates, middle and high school students, cross-disciplinary agency personnel, FDOT D7 staff across all business areas, and national safety practice experts. This report reviews numerous programs implemented or continued by D7 in 2016 to help achieve a safer transportation network for all roadway users and continue to make strides towards achieving FDOT’s vision of “A Fatality Free Transportation System.” This report also provides relevant crash trend data, focusing on the FDOT Strategic Highway Safety Program (SHSP) areas. The data review provides a basis for identifying crash trends and guiding a focused program to improve roadway safety.

In addition to summarizing key District crash statistics, counties within the District were reviewed individually. D7 was ranked compared to other Districts in several trends. All statistics below were compared to statewide averages. With serious injury and fatal crashes trending upward locally and statewide, it is more important than ever to remain resolved and committed through an innovative safety program.

INTRODUCTION

Based on 2011–2016 crash data, D7 had approximately 15% of the state’s fatalities and 20% of the state’s serious injuries. As with most Districts in the state, fatalities and serious injuries were reported at a new high in 2016. D7 and the state of Florida consistently outpace national per capita and vehicle miles of travel (VMT) crash statistics.


STRATEGIC HIGHWAY SAFETY PLAN AND STATEWIDE INITIATIVES

In October 2016, FDOT released the updated Florida Strategic Highway Safety Plan that includes 12 Emphasis Areas:            

Corridor-wide screening for locations with a higher percentage of nighttime crashes for lighting improvements. Review and identification of unsignalized locations with high severity rates for access management studies. Screening for locations with a high incidence of run-off-road and lane departure crashes. Cross referencing crash data with MPO priority lists to identify project collaboration opportunities. Prioritization of signalized intersections with the highest severity index.

DATA-DRIVEN PROCESSES

A key focus of D7 safety initiatives is to apply data analysis screening techniques to identify locations, patterns and trends that should be a focus of safety improvements. By understanding and carefully reviewing available data, D7 is able to focus initiatives on those locations that have the highest opportunity to benefit from safety improvements.


CONSULTANT SUPPORT

In 2016, D7 issued more than $3 million in Task Work Orders to consultants with Highway Safety Program (HSP) funds. Safety consultants function as an extension of in-house staff and have the experience and expertise to provide a wide range of safetyrelated services. They also help in both advancing strategic priorities and addressing spur-of-the moment needs. The types of tasks accomplished reflect the breadth of the D7 Safety Program.

Twelve projects were funded by the Federal Highway Administration (FHWA) and included roadway lighting along dark roads, median modification for safer movement of vehicles, interstate on-ramp improvements, extension of turn lanes, innovative signing and pavement marking improvements to address wrong-way driving issues on interstate on-ramps and arterial roads, installation of midblock crosswalks (Rectangular Rapid Flashing Beacons [RRFBs]), a roadway superelevation correction to reduce run-off-road incidents, crosswalk relocation, shared bike lane markings and innovative green bike lanes in congested areas. Five projects were funded with FDOT State funds and included traffic signals, crosswalks, speed tables, continuous turn lane conversion, arterial dynamic message signs, and creation of an interstate on-ramp from an urban corridor. All of these projects helped D7 improve the safety of motorists, pedestrians, and bicyclists throughout the Tampa Bay region.

DESIGN BUILD PUSH BUTTON

D7 uses an innovative contract method, Design Build Push Button (DBPB), to speed project delivery from concept to construction to less than one year. This helps the District address safety and operational issues more quickly than the traditional project procurement methods. In 2016, a total of 17 tasks valued at nearly $8 million were done using this type of contract.


ROAD SAFETY AUDITS (RSA)

FHWA defines a Road Safety Audit (RSA) as follows: ... the formal safety performance examination of an existing or future road or intersection by an independent, multidisciplinary team. It qualitatively reports on potential road safety issues and identifies opportunities for improvements in safety for all road users. FHWA works with State and local jurisdictions and tribal governments to integrate RSAs into the project development process for new roads and intersections and encourages RSAs on existing roads and intersections. The aim of an RSA is to answer the following questions: 



What elements of the road may present a safety concern: to what extent, to which road users, and under what circumstances? What opportunities exist to eliminate or mitigate identified safety concerns?

D7 has creatively deployed RSAs across a variety of location reviews, including School Focused, Work Zone, Arrive Alive, and Local Agency Roadways. RSAs conducted in D7 in 2016 included:    

In 2016, D7’s Access Management group undertook several safety-related activities, including the following:               

Conducted access management review studies for 15 planned resurfacing projects. Finalized six corridor access management studies. Conducted virtual public hearings for three access management corridor safety projects. Developed and conducted a half-day access management training course for Pinellas and Hillsborough counties for D7 agencies and Polk County FDOT staff. Evaluated the top 25 high-crash unsignalized Intersections and developed safety countermeasures. Conducted trip generation studies of charter schools in Hillsborough, Pasco and Pinellas counties. Provided technical support in review of development access along State routes in Hillsborough County. Evaluated I-75/MLK interchange using Intersection Control Evaluation (ICE) methods to mitigate traffic impact of new Citi Corp development. Conducted lighting report at Floribraska Avenue at I-275 intersection. Conducted lighting analysis at I-4 at Alexander Street. Reviewed abandoned driveways along State Highway System. Partnered with Hillsborough County to review Dale Mabry Highway at Sunlake Boulevard. Conducted traffic impact study at US 19 and Sea Ranch Drive. Participated in analysis of Pinellas Mobility Fee. Conducted districtwide PD&E review for access management.

ACCESS MANAGEMENT

Many State roadways in D7 are major urban arterials. As such, a key cause of traffic crashes often is poor access management or access management that inadvertently creates an unsafe condition.


SIGNAL RETIMING

During 2016, a total of 11 signalized arterial corridors were retimed to enhance traffic safety, with efforts funded through FHWA’s Highway Safety Improvement Program (HSIP). These corridors were identified through a data-driven process that identified high-crash corridors with the potential for improvement through signal retiming efforts. Projects covered a total of 47.2 centerline miles of both on- and off-system roads and updated weekday and weekend timing patterns at 129 signalized intersections. The total cost of the 11 projects was $917,274. The estimated crash reduction (for all crashes) during the first year of operation was approximately 130 crashes, with an estimated crash reduction (for fatal and serious injury crashes) during the first year of operation of approximately 8 crashes. The total Net Present Value of the safety benefits of these 11 projects was estimated to be $38,036,300.

MISCELLANEOUS STUDIES AND ASSIGNMENTS

STUDIES


CHLOE’S LAW

Chloe’s Law (FS 335.085) requires that FDOT install roadside barriers to shield water bodies contiguous with State roadways at locations where a death due to drowning resulted from a motor vehicle accident in which a vehicle departed the adjacent State roadway between July 1, 2006 and July 1, 2016. D7 conducted an analysis of historical crash data to identify locations that met these criteria within the District. From this review, 10 candidate locations were identified. After review of compliance, two were recommended for improvements. These two projects (US-301 at Carringer Road and the northeast quadrant of I-4/I-75) were programmed in 2016 for rapid turnaround improvements using the D7’s DBPB contract. Both projects were completed in 2017.

WRONG-WAY DRIVING

Wrong Way Driving (WWD) was a key focus area for D7 in 2016. FDOT carefully monitored and tracked WWD crashes and citations. In 2016, FDOT deployed engineering, education, and enforcement tactics to help reduce the incidence of WWD crashes:


EDUCATIONAL MATERIALS AND OUTREACH

D7 strongly believes in taking the message of roadway safety to the community. FDOT strongly supports communities to keep them safe and works closely with various agencies, schools, law enforcement partners, and other organizations and attends as many community events as possible to disseminate safety messages. Many events and outreach opportunities in which D7 participates are geared towards teen and preteen audiences, but there is also significant interaction with adults and seasoned road users. In addition to the Teen Traffic Safety presentations, D7 conducted an RSA with students of Middleton High School in Hillsborough County. This RSA was completed during the 2012 American Road and Traffic Safety Services Association Convention and Traffic Expo, at which 10 students were exposed to a real-world RSA conducted by Rudy Umbs, retired FHWA Chief Highway Safety Engineer, and Peter Hsu, FDOT District 7 Safety and Special Projects Engineer.

EDUCATIONAL OUTREACH

To continue to accelerate yearly reductions in teen driver crashes, D7 implemented a significant education campaign to provide supplemental roadway safety training to pre-driving-age students. During the school year, an FDOT representative visited schools in the District and provided a detailed presentation to students about roadway safety. Although the primary audience was 9th grade students, several presentations included students up to 12th grade. Highlights of the presentation include facts about pedestrian/bicycle safety and distracted driving.


TRAINING

To assist local agencies with the identification and development of projects, D7 developed the Local Agency Traffic Safety Academy (LATSA). This webinar-based program is a free series that focuses on sharing knowledge about traffic safety and includes information on new and ongoing safety programs, available funding sources, national best practices, new safety treatments and technologies, and project delivery processes. The webinars provide 1–2 hour monthly training sessions on a variety of topics that focus on safety, with many targeting local agencies in D7. In 2016, 12 presentations were made by practice area expert consultants, government representatives, educational and research partners, and FHWA experts. Each session had 75–100 unique logins.

D7 has had significant participation from local agencies and consultants. More than 50% of registrants are within the program’s target audience; of those, 62% represent local agencies or governments and 38% represent agency partner consultants.

In 2016, 197 presentations were delivered and 4,920 ambassadors were recruited. Walkwise Tampa Bay also worked to distribute 50,000 Key to Safety cards at hotels along Gulf Boulevard, helping hotel guests and staff learn about pedestrian safety. Other significant events included the following:  March 11, “Bike with the Mayor,” Temple Terrace, celebrating Florida Bike Month.  July 21, hosted group’s summer summit; participants discussed progress made on priorities and goals for the coalition’s future work.  Trained and certified 12 League Cycling Instructors.  Partnered with Rotary Club of Gulf Beaches, Pinellas County Sheriff’s Office, and Treasure Island Police Department to launch Gulf Boulevard-focused safety campaign, distribute educational pedestrian safety kits.  Conducted on-street education along high-crash corridors to reach pedestrians/bicyclists while walking/biking; reached 132 people through on-street education.

WALKWISE AND BIKE/WALK TAMPA BAY

Since 2010, WalkWise Tampa Bay staff have made more than 2,200 live presentations to neighborhood associations, civic groups, shelters, and businesses and distributed safety information to more than 400 businesses along high-crash corridors. Presentations are free and can be requested via the WalkWise website. Attendees take the WalkWise Tampa Bay pledge to stay safe and promise to help loved ones do the same; more than 30,000 people have taken the pledge to date, reminding Floridians that safety starts with them.


ROAD RANGERS

FDOT’s Road Ranger Program provides free highway assistance services during incidents to reduce delay and improve safety for the motoring public and responders. Since the program’s inception in 2000, Road Rangers have made more than 4.3 million service assists. The responsiveness of Road Rangers helps to expedite assistance during incidents, resulting in fewer unexpected roadway situations and a safer roadway network. Road Rangers are a significant presence in providing assistance and response to roadway incidents, as it is important to restore roadways to normal and safe operation as quickly as possible.
