Baykal's deplorable state and end of Turkish social democracy

ALÝ BAYRAMOÐLU, YENÝ ÞAFAK For years now we have been hearing from the most authoritative voices in the West that the Republican People's Party (CHP), which long ago strayed from a social democratic path and instead embraced a "statemilitary-extreme nationalist leanings" stance, should be left out of Socialist International and leftist ranks of the European Parliament. And this is finally what appears to have happened in the most recent meeting of Socialist International in Athens. A few of Social International's member nations brought to the agenda the topic of delivering a warning to the CHP about not acting in harmony with the rules of Socialist International. And out of fear of receiving this warning Baykal decided not to go to Athens. From the perspective of both the CHP and the parliamentary Turkish left, this is a painful situation. For this all goes to show just how significantly social democracy has withered in Turkey under the watch of Baykal and just how much respect it has lost.

Why does the AK Party not replace the CHP ýn SI? Repercussions of the absence of main opposition Republican People's Party (CHP) leader Deniz Baykal at the Socialist International (SI) meeting that convened in Athens earlier this week continued to occupy newspaper columns yesterday. The deplorable situation that the CHP has fallen into by severing its ties with social democracy has made some commentators so pessimistic that they have begun to suggest that the ruling Justice and Development Party (AK Party), considered a conservative-right party, deserves to be an SI member more than the CHP because its commitment and belief in social democracy as proven by its reformist actions so far are stronger than those of the CHP. Sabah's Nazlý Ilýcak finds it very interesting that the ruling Justice and Development Party (AK Party), which stands accused by staunchly secular circles of attempting to bring Shariah rule to Turkey, has evolved to become a party that could be granted membership in SI. All this as Baykal decided not to go to Athens, fearing that he would be slapped by the SI. Referring to Professor Ýdris Küçükömer, who diagnosed the CHP's problem years ago, she says, "While the CHP has been representing the military-civilian bureaucratic oligarchy, parties which were labeled conservative-right, such as the AK Party, organized themselves among the middle class and got their power from the public." In the course of the CHP's history, she says only when it was led by the late Prime Minister Bülent Ecevit between 1972 and 1980 did the CHP deviate from its statist line, and Ecevit became prime minister thanks to the votes of the middle and lower classes; however, after Ecevit, the CHP returned to its statist line. Another problem with the CHP, in Ilýcak's view, is that not only SI but also groups in the West with various tendencies do not welcome those who engage in politics that welcome the military meddling in politics.

Yeni Þafak's Abdullah Muradoðlu, assuming that the CHP's active membership in SI ended after Baykal refused to attend the SI meeting, discusses whether the AK Party can fill the CHP's seat in the international organization. He remarks that it has often been mentioned that although the AK Party is socially conservative, its actions bear social-democrat traces. "There are many both in Turkey and in SI that say the AK Party is more social democrat than the CHP. Let alone the CHP's social democrat credentials, its democratic credentials are in question. Thus, European social democrats have invited the AK Party to become a member of the SI, and Prime Minister Recep Tayyip Erdoðan has asked them to expel the CHP first," recalls Muradoðlu. In light of this, he sees it very likely for the AK Party to apply for membership in SI if the decision is made to expel the CHP. Milliyet's Taha Akyol, who complains of a lack of a real center-left party in Turkey, says the more the AK Party opened itself to the West, the more the CHP isolated itself. The CHP's isolation and the prospects of its expulsion from SI, says Akyol, bring about some problems for Turkey, causing it not to be represented sufficiently in the world's left-wing platforms. If the pro-Kurdish Democrat Society Party (DTP) remains the only party that represents Turkey in SI, it will be the CHP's fault at the end of the day. "Turkey needs a center-left party. The CHP no longer meets this need. If only it could develop a real social democrat movement, as it did in the 1970s," says Akyol.

Of course the military is going to be criticized EMRE AKÖZ, SABAH An increasing variety of people in society and the media are behind the strengthening of the middle class and the spreading of values such as democracy and a justicebased state. The complaints coming from the Turkish military that they are being "worn out" by criticism is one result of societal change. If an institution does not wish to be worn down and lose its authority, it just needs to do its job. The moment it oversteps the limits of its duties, however, the criticism starts up. Which institution was it, for example, that published an April 27, 2007 memorandum on its Web site aiming to interfere in both the presidential election and the Turkish justice system? The military.

Was this one of their duties? No. And which institution was it, for example, that was busy preparing to interfere in the functioning of both society and the political scene in Turkey with a "Plan of Action" in September 2007? The military. And was this one of their duties? No. There are many more examples of this type of behavior, and in the end, we can conclude that the Turkish Armed Forces (TSK) are literally acting in the way a political party would. And thus they are the focus of criticism. If only they were to attend to their normal business as outlined by the law, doing things like protecting the borders and assessing possible foreign threats, then they would be thanked for making the greatest contribution to our being able to live in a secure nation. But when they overstep these limits, the criticism begins. That's really all there is to it.

Concerning claims that the information about arsenic levels in Ýzmir's water network was given by a bureaucrat from Ýzmir's water authority, ÝZSU, to Ankara Mayor Melih Gökçek, he said: "I would like to congratulate him. He provided the correct information. I cannot say more about it. Of course, there are always people in an organization or a state who work for other organizations or states. And you know what name is given to such people."

Kocaoðlu indicated that they already knew the arsenic situation before Gökçek disclosed it. "We had already launched a water project in November 2006 even before Gökçek was aware of it. Amidst discussions over the arsenic levels in water distributed by the Ýzmir Municipality, the mayor of Ýzmir has said he cannot tell people that it is safe to drink water from their taps. Ýzmir Mayor Aziz Kocaoðlu said on Monday at a press conference that the water distributed to the Bornova, Karþýyaka and Çiðli districts from the Menemen River contains 10 micrograms of arsenic per liter, while the water coming from the Halkapýnar wells contains 13-14 micrograms of arsenic per liter. "Until Jan. 1, 2007, the arsenic threshold value was 50 micrograms per liter. After that date, this was lowered to 10 micrograms per liter. They could drink water as a result of the arsenic limits up until Jan. 1, 2007. But we cannot tell them to drink tap water now, given that the standard maximum limit is 10 micrograms per liter as announced by the Health Ministry on Jan. 1, 2007," he said.

Ankara's water supply is clean and safe, Ankara Waterworks Authority (ASKÝ) Deputy General Manager Mahmut Emirdoðan has said, also noting that Ankara will not experience water shortages this summer.

Emirdoðan was speaking ASKÝ's Ývedik water purification facility on Monday. "We provide Ankara with water that meets world, European and Turkish standards.

ASKÝ Deputy General Manager Mahmut Emirdoðan says ASKÝ is confident about the quality of the water it provides Ankara.

We take samples of water from 660 points, determined by the Ministry of Health. These samples are analyzed daily for microbes and chemicals," he said and added that water is monitored until it reaches the end user.

He said ASKÝ is confident about the quality and purity of the water provided. The water treatment facility utilizes the latest in treatment technology; it has a chemical treatment facility, a sand filter, a sedimentation basin and a disinfection facility. To further increase public confidence, samples will be sent to Ýstanbul University, Marmara University, the State Waterworks Authority (DSÝ) and the Scientific and Technological Research Council of Turkey (TÜBÝTAK) for additional analysis. Emirdoðan also noted that Ankara, which suffered water cuts last summer, will not see any water cuts this summer. "Our subscribers should use water economically year round. Traffic deaths climb 50 percent in summer Asma noted that the number of vehicles heading to popular vacation spots and trucks carrying vegetables and fruit goes up during summer, which causes more traffic and a greater risk of accidents.

"It is harder to drive vehicles in hot weather. But drivers are not taught how to handle their vehicles under different weather conditions," Asma added.

He stated that drivers should not drive more than two hours at a time without taking a break. "Normally it is four fours, but two hours is enough for the summer months. It is more difficult to drive in high temperatures; that is why we suggest that drivers take a 30minute break every two hours. Statistics have shown that an average of 10 people die daily in traffic accidents during the summer months in Turkey, an increase of 50 percent over the average for the rest of the year.

"During summer, the increase in traffic accident numbers is no coincidence. Very high temperatures and the rise in the number of cars on the road are two main factors behind this phenomenon," said Association of Traffic and Road Safety Chairman Kudret Asma.

Last year in Turkey 749,456 accidents occurred and 3,459 people were killed, while 210,767 accidents occurred and 1,695 people were killed in the first four months of this year. The statistics from the last five years show that the number of traffic accidents increases significantly in June, July and August.

According to statistics an average of 10 people die daily in traffic accidents during the summer.

Cab driver, friend steal attache's briefcase A cab driver and his friend have been taken into custody in Ýstanbul's Fatih district for stealing a South Korean diplomat's briefcase, the Anatolia news agency reported. According to Anatolia, Donk Myung Kim, a South Korean military attaché based in Germany, came to Ýstanbul to tour historic sites and made a 50 euro deal with Mustafa U., 57, the driver of a cab with license plate number 34 TFM 64, to tour the town.

After visiting Topkapý Palace and the Galata Tower, Kim wanted to return to his hotel on Kennedy Road along the Eminönü coastline. In the meantime, the driver phoned Ýlhan D., a friend he had met in prison, and told him to wait somewhere near the hotel. Driver Mustafa U. deliberately dropped the South Korean attaché off 100 meters from the hotel, and Ýlhan D., waiting at the spot, snatched his briefcase and ran. While he was making his way to the backstreets of Eminönü, the driver told Kim that if he gave him 200 euros, he could try and bring back his briefcase. Afraid of losing his briefcase for good, Kim gave the driver the sum demanded, and the driver soon brought the briefcase back. Kim notified the police of the incident immediately, providing them with the cab's license plate number. New strategy needed in struggle against PKK, says Güzelgöz ‘There is no Kurdish problem in Turkey, but there are Kurds' problems or problems associated with Kurds.’ Journalist and writer Osman Güzelgöz argues that social and economic proposals are necessary for a solution. AÞESOP, VARESOP and MADÝYAP Osman Güzelgöz lists his proposals to solve the Kurdish problem under three projects: the project to socialize tribes through education (AÞESOP), the project to socialize city outskirts through education (VARESOP) and the project to utilize spiritual dynamics (MADÝYAP). He also has recommendations on who should implement these projects. According to his proposals, the Prime Ministry, relevant ministries, political parties, universities, nongovernmental organizations, voluntary cultural organizations and

the media should be involved in these projects as concerned and responsible parties. All three of the projects propose "to ensure that human rights, democracy, law and similar norms are internalized by members of the tribe; to provide information and raise awareness of modern tribes such as gangs, mafias and interest groups in metropolitan cities; to integrate spiritual values with common denominators of the country; and to employ true social leaders in preventing provocation and social incidents."

We have been discussing the issue of Turkey's Kurds for the last 30 years and still allocate much energy to its discussion, organizing petitions and declarations. Almost everyone agrees the Kurdish problem should be solved, given this broad consensus why does this problem remain unsolved.

Osman Güzelgöz, a journalist and writer who discusses the solution or lack thereof in his book "Kürt Sorunu ile Yüzleþmek" (Confronting the Kurdish Problem), has some suggestions. For him, there is no Kurdish problem in Turkey but there are Kurd's problems or problems associated with Kurds. The "humanitarian" aspects of the problem should not be underestimated and the changing strategy of the outlawed Kurdistan Workers' Party (PKK) should be matched. Indeed, the PKK no longer engages in warfare but has settled down in the outskirts of the country's cities, he says.

Güzelgöz spoke to Today's Zaman about his new book and suggestions toward a solution of the Kurdish problem.

Many proposals have been put forth to solve the Kurdish problem, but they differ little.

Given this, why can't we make any progress toward a solution?

We do make progress at times; however, when the problem's terrorism dimension is emphasized or is on the agenda, the lack of a solution remains in the foreground. But the Kurdish problem is not only a matter of terrorism. There are sociological, psychological, etymological, economic and historical aspects to the problem. In this respect, the arguments being made do not differ significantly from one another. In my opinion, positive arguments voiced from different perspectives should be merged into a common view and a discourse should be developed based on common denominators. In other words, we need to use everyone's positive ideas about settling the issue. A holistic approach to finding a solution based on common denominators must be taken as a foundation.

Essays you wrote some 13 years ago do not differ much from those you write today. You say not much has changed. Can you elaborate on this statement?

If for 25 years we still discuss the same mountains, and if the PKK can still recruit new members, and if we still lose many young people to this cause, and if there still are mothers who cry for their lost ones, this means the problem still needs to be addressed. This is a fact acknowledged by military officials, politicians and journalists. If we ask if progress has been made, we should at least accept that many projects have been implemented.

Significant progress has been made in terms of cultural and economic improvements and there have been large employment, infrastructure, health and education projects. Sincere efforts are being maintained. We must, however, accept that we have not managed to fully block the terrorist organization's recruitment of new members.

Numerous proposals have been made in connection with a solution to the Kurdish problem so far. But all of these proposals have failed to bring about any real progress.

Who should voice such proposals so that progress can be made? Who should address this problem?

Turkey does not have a Kurdish problem. If we can say that any race or sociological layer in Turkey poses a problem, then we can argue that Kurds pose such a problem, but this is not the case. We can only say that there are Kurds' problems or problems associated with Kurds. The main problem with us is that we tend to perceive the problem in an incorrect manner, we tend to have preconceived ideas, we tend to fail to discuss issue exhaustively and use the wrong terminology when discussing the issue. We should see who discusses the problem from what angle and what contributions their writings make toward a solution. Let us make use of every proposal made to solve the problem as part of our common denom-

inator. Let us not take into consideration erroneous perceptions, wordings and expressions.

There is universal consensus these days that social and economic solutions will be more effective than military measures. Given this consensus, why is there still insistence on the military option?

Military officials have started to acknowledge this fact openly. But you cannot tell belligerent soldiers fighting against terrorists to stop fighting or to not return fire against those who attack them.

As solutions based on other aspects of the issue gain weight, the need for military measures will diminish. Adopting social and economic initiatives in the solution of the problem is far sounder.

However, it requires determination, patience, seriousness and sincerity. In the past, economic and social initiatives were always interrupted and this led to disappointments.

According the official figures, about 30,000 people have died in clashes and economic losses have been great. But despite this, clashes continue. Who does this serve and to what purpose?

There are numerous reasons -- internal and external -- for the continuation of clashes. Some groups may favor the continuation of the clashes so that they can continue to reap benefits. What is more important in this respect is whether we are aware of it and what we can do to prevent it. Once we are able to bring all internal and external factors under tight political control, we will be able to have clearer view of the solution.

What, then, can be a realistic, rational and feasible solution?

First, the problem is completely a humanitarian one. We must ensure that everyone who is involved in this problem or who might possibly be involved in it has respect for the common denominators of this country. To do this, we must eliminate ignorance and poverty. Sincere respect, earnest compassion and genuine service are the most essential ingredients of this social solution. In connection with this solution, the political will must be able to bring security and justice at all costs.

Does the PKK, in your opinion, both as a factor contributing to stalemate in the Kurdish problem and as a factor influencing the Kurdish people, still have its former power?

It does not have its former power when it comes to engaging in clashes. The PKK is well aware of the fact that it cannot maintain its terrorism forever and it has relegated part of its organization to the outskirts of certain cities. We, too, should change our strategy in dealing with the problem. We must understand more clearly that military measures fall short of settling this problem.

The PKK has for long been conducting a planned and specially designed legalization project. Its political proposals are concrete proof of this project.

Do you think the ruling Justice and Development Party (AK Party) and its leader, Prime Minister Recep Tayyip Erdoðan, have serious policies in place to lead to a solution of the Kurdish problem?

I am not in a position to make remarks about the AK Party. But I must say that the governments in the 58th, 59th and 60th parliamentary terms have solved the majority of the social aspects of the problem. Their sincere efforts still continue.

Seeing the scope of the will to solve the problem, one can conclude that the prime minister has invested considerable effort to this end.

Political parties with policies specifically addressing voters in the affected region have not managed to establish close relations with the voters. Where do you see these parties in the future?

Actually, the biggest responsibility in this respect falls on the shoulders of politicians, intellectuals and those who are expected to interact with the people. This is a difficult, risky and tricky issue.

It entails courage and sincerity. The politicians of the past can be blamed for deferring the solution.

However, in recent years, considerable investment in infrastructure has been made in the region. The state has only recently improved health services in the region to bring them up to par with other regions. These are important steps toward a solution. Parties that place special emphasis on the Kurdish identity should have similar sincerity and seriousness and lend support to efforts toward a solution. They should give up trying to obtain political benefits from tension.

An African Union summit on Tuesday tried to overcome divisions on how to deal with the re-election of President Robert Mugabe in a poll condemned around the world.

Summit sources said the leaders were divided between those who wanted a strong statement about Zimbabwe and others who were reluctant to publicly censure the veteran leader, who extended his 28-year rule in a one-candidate election last Friday.

Sierra Leone President Ernest Bai Koroma, a member of the West and East African group most critical of Mugabe told BBC Radio: "The people of Zimbabwe have been denied their democratic rights. We should, in no uncertain terms, condemn what has happened."

Koroma said the southern African group must engage Mugabe and opposition leader Morgan Tsvangirai, who withdrew from the ballot because of attacks on his supporters, in talks leading to a transitional government and fresh elections.

Russia's Ekho Moskvy radio station, citing unnamed sources, said Moscow had submitted a request to Belgium for the suspect's extradition. A spokesman for the investigation unit declined to immediately comment on the report. The justice ministry in Belgium said it was checking the report. Five aid workers kidnapped in Somalia, group says Somali gunmen have kidnapped five local employees of an Italian charity and the United Nations in the latest attack on humanitarian staff in the country, the head of the Italian group said on Tuesday. Elio Sommavilla, founder of the Water For Life charity, told Reuters four of those kidnapped worked for his charity, identifying the fifth as an agronomist with the UN Food and Agriculture Organization (FAO). Leaked reports of a major Israeli military exercise over the Mediterranean on June 2 amplified debate over Israel's posture.

US officials, who asked not to be named, said the drill involved 100 aircraft, but would not confirm or deny a New York Times report that it was a dry run for bombing Iran.

Some defense analysts argue that even a full-scale US air campaign would only delay Iran's nuclear plans by a few years -Israeli forces operating far from home could not hope to destroy all of its many dispersed and fortified atomic installations.

Mohamed ElBaradei, head of the UN nuclear watchdog, the International Atomic Energy Agency, warned last month an attack on Iran would turn the Middle East into a "fireball" and prompt Tehran to try to build nuclear bombs as fast as possible.

But Israel might decide to go ahead anyway after weighing all the risks of retaliation, regional instability and damage to the world economy against what it sees as an existential threat.

Fateful decision "Anyone who knows the Israelis knows they are not going to sit back and hope for the best. They take big risks for their security," said a senior European diplomat in the region. "They will be very resolute.

They won't be afraid to drag others in."

That moment has not yet come.

When Israeli Deputy Prime Minister Shaul Mofaz said last month that strikes on Iran looked unavoidable in view of that country's nuclear progress, critics at home accused him of exploiting strategic security issues for political gain.

How might Israel attack Iran's sites?

Following is an overview of Israeli armed forces and the tactics they might employ in any future conflict with Iran: Air Israel has around 500 combat-ready warplanes, including advanced US-made F-15 and F-16 jets capable of reaching western Iran for a bombing run -- further, should aerial refueling be an option.

Onboard stealth and radar-jamming equipment could allow the warplanes to overfly hostile Arab territory en route to a sneak attack in Iran, and withstand ground fire.

Armed with ground-penetrating "bunker buster" bombs, Israeli jets could significantly damage key nuclear sites. Satellite guidance systems would allow for bombs to be released at high altitude and great distances, perhaps with some of the planes remaining outside Iranian airspace.

The Israeli air force also commands ballistic missiles, a capability shrouded in secrecy.

Israel is assumed to have dozens of long-range Jericho missiles designed to carry nuclear warheads as far as the Gulf. Conventional Jerichos could damage targets in Iran, but the salvoes would lack the element of surprise given the likelihood of launches being immediately spotted, and reported on, in Israel.

Ground Israel does not border Iran, making most ground forces irrelevant to any future war.

Should there be Israeli air strikes on Iran, commandos could be inserted to mark targets and monitor the damage to them.

Special forces could also be deployed to hunt and destroy Iranian missile batteries before they can fire at Israel in retaliation.

Sea Israel has three German-made, diesel-powered Dolphin submarines that dock at its Haifa port and are in theory capable of reaching the shores of Iran, though this would likely entail sailing around Africa -- about a month-long voyage requiring stops for fuel and provisions.

Each Dolphin has 10 torpedo tubes, four of them expanded in girth at Israel's request. Some independent analysts believe this was to accommodate cruise missiles capable of reaching Iran from the Mediterranean, or with supersonic engines allowing them to defeat enemy air defenses.

Anwar Ibrahim says sodomy charge derails election plan

Malaysia's opposition leader Anwar Ibrahim said on Tuesday he is shelving plans to contest a parliamentary by-election due to a political conspiracy behind a young aide's accusation of homosexual assault.

"The plan was for the announcement to be made today," Anwar told a news conference at his People's Justice party headquarters. "It has been derailed for some days, naturally."

The sodomy accusation was part of a high-level political conspiracy to keep him from entering parliament and to halt

his campaign to woo defectors from the ruling National Front coalition, he said.

Anwar had earlier led scores of supporters shouting "reformasi" and "long live Anwar" to a police station to complain that evidence was cooked up against him on similar charges a decade ago.

Police are investigating the former deputy premier for sodomizing a 23year-old aide, the same charge that landed him in jail for six years before the Federal Court overturned that conviction in 2004. Sodomy is a crime punishable

by up to 20 years in prison in Malaysia.

Anwar said he planned to file a legal deposition soon demonstrating that his accuser, Saiful Bukhari, had close ties with Deputy Prime Minister Najib Razak and his staff.

"This claim is frivolous and nonsensical," he said. "I would advise them to drop this case because it did not happen."

Najib, widely viewed as the heir apparent to Prime Minister Abdullah Badawi and Anwar's chief rival for power, has repeatedly denied having

anything to do with the case.

Anwar vowed at the news conference "to fight every inch of the way against the sodomy allegation," which surfaced as the revitalized opposition under Anwar was trying to engineer parliamentary defections aimed at bringing down Abdullah's government.

I have never seen a festival which underscores the city it is being held in as much as the Ýstanbul Jazz Festival does.

We not only include the residents of Ýstanbul into the festival, but also the city's natural, historical and cultural fabric. Our quest is to see that the people attending this festival become aware of the city around them. The music is, of course, important in its own right, but it is important that it be presented in the right arena.

Do you think that there has been an increase in interest in jazz in both Turkey and around the world?

I believe that the numbers of people listening to and accessing music have generally increased due to the Internet and the digital atmosphere in which we live. So of course, there has been an increase in jazz listeners in parallel with this. Of course, I cannot say that this is on the scale of the number of people listening to popular music. On the other hand, though, mature jazz listeners tend to buy albums more than the youth who listen to pop music and often download songs from the Internet. This in turn tends to push the larger music labels to actually produce more jazz CDs. In the meantime, the festival is bringing up its own group of young listeners...

Yes, this is one of our most important missions. This is not necessarily only in relation to jazz music, either, because our real goal is not to propagate jazz. ... Jazz is a kind of music which can gather other kinds of music around it. Our essential goal is to increase the number of people coming to this festival and to make this a permanent habit. The youth of today don't want to listen to the music their parents listened to 30 years ago, but to their own music -- which is why we've added the category of "young singers/poets" to the program. In the future we want to bring our young listeners together with truly great names from the world of music, people who can fill the places of names like Leonard Cohen and such.

The names attracting the most attention in this year's jazz festival are resident artist Hancock as well as Veloso.

With what in mind were these two names added to the program?

The resident artist program is dedicated to

artists who will stay with the festival over a long period, contributing to various activities linked with the entire festival. Hancock is a musician who intersects not only with jazz, but also with pop, rock and electronic music, has recorded 51 albums and is someone we really admire. I suppose the two different concerts Hancock will be giving at different sites will be the music events that receive the most attention at this year's festival. And when you look at Veloso's 40year musical background, you see that he has traveled down some extremely difficult roads in his life. Veloso's concert will be interesting not only for music lovers, but also for those who want to learn more about his ideas and for those who follow politics and cinema as well.

Which concerts and artists in particular are exciting for you to consider when you take a look at this year's program?

Each and every concert in this year's festival is special. But the one I am most excited by is the Veloso concert. He is coming to Turkey for the first time. Another event that I am really anticipating is the Simone commemoration night. We were not able to get her to come to this festival when Simone was alive. This particular project brings together four vocalists as well as the group which worked with Simone for 41 years in a reinterpretation of her works. The project which brings together the Taksim Trio and Zakir Hussain will also be very unique.

Ýstanbul's Galerimart art gallery in Maçka marks its first anniversary with an exhibition that pays tribute to one of the most distinguished Turkish painters who lived during the turn of the 20th century, Üsküdarlý Cevat (Cevat of Üsküdar). The show is accompanied by a book, "Üsküdarlý Cevat (18751939)," recounting the life and works of the painter.

Turkish actress-singer Þevval Sam this week released her second solo studio album, "Karadeniz" (Black Sea), under the Kalan Music label. Sam collaborated with the UK-based experimental hip hop band Up, Bustle and Out last year on the album "Ýstanbul's Secrets," which featured a blend of Turkish music with Western rhythms. On the 16track "Karadeniz," Sam reinterprets the most popular folksongs from Turkey's Black Sea region.

DJ Shantel set to rock Aegean resort of Alaçatý German DJ Shantel, best known for his 2007 summer hit "Disko Partizani," is set to rock the Aegean coast Friday night when he takes to the stage at the Babylon Alaçatý club in Ýzmir. The Ýstanbul International Jazz Festival, which each year takes place amidst the scorching July heat, celebrates its 15th anniversary this summer. The stars included in this year's program give a hint as to the very real atmosphere of celebration expected by all. Herbie Hancock, Lenny Kravitz, Caetano Veloso and Al Jarreau are only a few of the renowned jazz names coming to Ýstanbul for the festival.

Hancock kicks off the festival tonight with a concert at the Harbiye Cemil Topuzlu Openair Theater, marking the start of heavy concert traffic over the next 15 days for jazz lovers. You might have already noticed posters advertising the festival that read: "You know that festival traffic. Whatever you do, don't be late!"

Festival director Pelin Opcin affirms that the program offered this year is really one fitting of the festival's 15th anniversary.

Opcin notes that there is no festival held in Ýstanbul which underscores the city itself as much as the International Jazz Festival, adding that she herself was most excited about the concerts planned for Caetano Veloso and Nina Simone commemorations.

A quick note for those curious: Fears that the Cemil Topuzlu Open-air Theater might not be available for this year's festival turned out to be unfounded, but the entrance to the venue has changed, with festival-goers being instructed to enter from the entrances on Kadýrgalar Caddesi. We spoke with Opcin about this year's festival: The Ýstanbul International Jazz Festival this year celebrates its 15th year. How are these celebrations being reflected onto the program?

We decided we wanted to present jazz lovers with a program that would befit our 15th year. We decided not to focus as much on attracting star names as in previous years, instead that every separate concert arena should have its own star name.

There was also the idea that we would pay tribute to the past. In addition, listeners will really feel a heavier focus on jazz.

What makes the Ýstanbul Jazz Festival unique in comparison to similar festivals across the world?

Runners to sprint art gallery for four months A runner will sprint through a London gallery every 30 seconds for the next four months in the latest art installation by British artist Martin Creed. The installation, called "Work No. 850," is sponsored by Sotheby's and it went on show yesterday in the 86-meter neoclassical sculpture galleries of Tate Britain.

Creed, who won the coveted Turner Prize in 2001 with an installation that was a light bulb going on and off in an empty room, explained in a statement: "I like running. Running is the opposite of being still. If you think about death as being completely still and movement as a sign of life, then the fastest movement possible is the biggest sign of life. So then running fast is like the exact opposite of death: it's an example of aliveness."

Tate Britain director Stephen Deuchar called the work "compelling, simple and lyrical." "It upsets any preconceived ideas of how to move appropriately through an art space," he added.

Creed said he got his idea for the work from a trip he made to the catacombs of the Capuchin monks in Palermo, Sicily. Arriving at the crypt just before closing time, Creed had just five minutes to see the museum and was forced to run around the space in order to see as much as possible. Guest joins cast of ‘Night at the Museum' sequel Actor-director Christopher Guest will join the cast of the sequel to "Night at the Museum," The Hollywood Reporter said on its Web site yesterday.

Guest will be playing Ivan the Terrible in the comedy adventure, titled "Night at the Museum: Battle of the Smithsonian." Directed by Shawn Levy, the film reunites lead actor Ben Stiller with Robin Williams and Owen Wilson. Also joining the cast are Jon Bernthal, Bill Hader and Alain Chabat.

A provocative production of Leonard Bernstein's musical "Candide" has come to London and sharply divided the critics. Based on the satirical classic by the 18th-century writer and philosopher Voltaire, Robert Carsen and Ian Burton's version of the operetta sets much of the action in 1950s America.

The Westphalia of the original becomes "West Failure," the auto-da-fe scene features dancing Ku Klux Klan members, Cunegonde becomes a diamond-laden Marilyn Monroe figure and Candide falls victim to a greedy Texas oil baron. But it also tackles the contemporary world, including a scene where world leaders George Bush, Tony Blair, Silvio Berlusconi, Jacques Chirac and Vladimir Putin perform a drunken dance dressed only in their underwear. And the closing number, "We Must Make Our Garden Grow," is sung against a giant backdrop of oil slicks, forest fires, over-crowded refugee camps and melting ice caps.

Just as Voltaire sought to ridicule Leibniz's theory of optimism by testing his characters with natural disasters, war and religious persecution, Bernstein set out to question modern America, and in particular McCarthyism. Carsen updated the 1950s version for the 21st century, underlining the lasting appeal of Voltaire's masterpiece, which became a bestseller when it first appeared in 1759. Now showing at London's English National Opera, the work has drawn mixed reviews.

"Carsen's sardonic but overstrained take on the tale ... is a horrible mixture of scattergun and sledgehammer: too many targets, too many ‘topical' poortaste one-liners, far too little subtlety," wrote Richard Morrison in the Times. He awarded the show two out of five stars. Edward Seckerson of the Independent gave it four, saying: "Half a century after being eviscerated by its producers and misunderstood by its audiences, Bernstein's ‘Candide' has Robert Carsen and Ian Burton to thank for its sharpest and most flamboyant reincarnation yet." Meryl Streep and Pierce Brosnan walked a red carpet through a fake lemon grove for the London premiere of "Mamma Mia" on Monday. The film is based on a stage musical featuring songs by Swedish pop group Abba in telling the story of 18-year-old Sophie Sheridan, who tries to discover who her father is in time for her wedding day. The musical is still showing in central London. In the film, Streep plays Sheridan's mother and Brosnan is one of the three possible fathers. Survey fýnds Denmark ýs the happýest country ýn the world Denmark, with its democracy, social equality and peaceful atmosphere, is the happiest country in the world, researchers said on Monday. Zimbabwe, torn by political and social strife, is the least happy, while the world’s richest nation, the United States, ranks 16th.

Overall, the world is getting happier, according to the US government-funded World Values Survey, done regularly by a global network of social scientists. It found increased happiness from 1981 to 2007 in 45 of 52 countries analyzed.

“I strongly suspect that there is a strong correlation between peace and happiness,” said Ronald Inglehart, a political scientist at the University of Michigan’s Institute for Social Research, who directed the study.

And, said Ingelhart, there is a strong correlation between happiness and democracy.

“Denmark is the happiest country

in the world in our ratings,” Inglehart said in an audio statement released by the National Science Foundation, which paid for the analysis. “Denmark is prosperous -- not the richest coun-

try in the world but it is prosperous.”

Puerto Rico and Colombia also rank highly, along with Northern Ireland, Iceland, Switzerland, Ireland, the Netherlands, Canada and Sweden.

“Though by no means the happiest country in the world, from a global perspective the United States looks pretty good,” Inglehart said. “The country is not only prosperous; it ranks relatively high in gender equality, tolerance of ethnic and social diversity and has high levels of political freedom.”

The survey, first done in 1981, has kept to two simple questions: “Taking all things together, would you say you are very happy, rather happy, not very happy, not at all happy?” And, “All things considered, how satisfied are you with your life as a whole these days?”

Writing in the journal Perspectives on Psychological Science, Ingelhart’s team said they have surveyed 350,000 people. “Ultimately, the most important determinant of happiness is the extent to which people have free choice in how to live their lives,” Inglehart said. Washington Reuters

Ernest Miller Hemingway (b. 1899) died on this day in 1961. This American novelist, short story author and journalist, nicknamed “Papa,” achieved a rare cult-like popularity during his lifetime. Hemingway received the Pulitzer Prize in 1953 for “The Old Man and the Sea” and the Nobel Prize in Literature in 1954.

Hemingway’s distinctive writing style is characterized by economy and understatement and had a significant influence on the development of 20th century fiction.

Suffering from several illnesses, including paranoia, Hemingway killed himself. In retrospect, it seems he was escaping not from the illnesses but from the cure -electroconvulsive therapy (ECT) -- for depression and continued paranoia, which weakened his memory and effectively put an end to his passion for writing.
