Gov’t geared up for massýve reforms, new constýtutýon With the court ruling against the closure of the political party, analysts at home and abroad consider this an opportunity for the AK Party to push for more freedoms and political and economic reforms. Many agree on the urgency of a new civilian constitution in line with European Union standards ERCAN YAVUZ, ANKARA Senior government officials have said a new period has begun in Turkey with the decision of the Constitutional Court not to ban the ruling Justice and Development Party (AK Party). "A new period has started to strengthen democracy and law. We will use the opportunity given by the Constitutional Court's decision," said Bekir Bozdað, deputy chairman of the AK Party.
Prime Minister Recep Tayyip Erdoðan is expected to reshuffle the Cabinet and some highranking posts in the party. As of Oct. 1, when Parliament will return from recess, changes are expected in the party's group administration. Sources said the reshuffling will not involve radical changes in the Cabinet but will be limited to a few ministers. An early election is not expected. The case against the AK Party, which was charged with being a "focal point of anti-secular activities," was filed on
March 14 by Chief Prosecutor Abdurrahman Yalçýnkaya, who requested that the party be dissolved and that 71 current and former members, including President Abdullah Gül and Erdoðan, be banned from political activity for five years. However, only six of the court's 11 judges ruled for the party's closure, one vote short of the number necessary to actually close down the party. Chief Justice Haþim Kýlýç said he believed the AK Party "would make the necessary analysis and learn the
necessary lesson." Kýlýç started his announcement on the party's fate Wednesday night by criticizing Turkey's politicians for not passing a regulation that would make it more difficult to open party closure cases. The court ruled for financial penalties to be imposed on the AK Party. Erdoðan evaluated the top court's decision with the party's senior officials by emphasizing two issues -- speeding up the reforms in the European Union accession process and working on a new constitution. Investors in Turkey's stock, currency and bond markets were jubilant yesterday after the Constitutional Court announced its decision on Wednesday evening to not close down the ruling Justice and Development Party (AK Party) in a case that was filed against the party in March. The Ýstanbul Stock Exchange (ÝMKB) was up yesterday, the lira gained value and interest rates fell to their lowest point in four months. The Ýstanbul Stock Exchange benchmark ÝMKB100 index had started the day with a steep rise after bulk purchases by investors. It surged by 4.51 percent to 43,297.65 points compared to Wednesday's close. Many analysts had suggested that the index would hit somewhere between 43,000 and 44,000 points. CONTINUED ON PAGE 07
The decision of the Constitutional Court to not close down the Justice and Development Party (AK Party) was welcomed by people who were expecting an inescapable closure decision that was already normalized in the public consciousness. Because of this normalization of the undemocratic, the decision was received as a sign of improvement of the Turkish democracy. Speaker of Parliament Köksal Toptan said the decision raised the bar of Turkish democracy. AK Party deputies and ministers were all happy with the result since most of them had already thrown in the towel and, as Turks always say, "let whatever evil comes come to the assets and not to life." Martin Parr’s photographic criticism of consumerism on show at Santralistanbul RUMEYSA KIGER ÝSTANBUL
A retrospective photography collection by British artist Martin Parr, widely known for his criticism of consumerism in contemporary Western societies, is currently on display at the Santralistanbul Contemporary Arts Center. Parr is also a member of Magnum Photos, a distinguished international photography cooperative that has covered many historical events through the eyes of photojournalists. His current retrospective, "Assorted Cocktail," presents an ironic take on ordinary details of contemporary daily life that many people might ignore in the daily rat race. Orhan Cem Çetin, Santralistanbul's co-curator of photography exhibitions, says that they aimed to focus on contemporary art following the museum's first exhibition, "Modern and Beyond," which chronicled 50 years in the history of modern art in Turkey, and that Parr was an
excellent choice for making the transition from modern art to contemporary art. According to Çetin, himself an established photographer and a lecturer at Ýstanbul Bilgi University, "Martin Parr is a turning point among Magnum photographers who brought a traditional and documentary understanding to contemporary photography. "Without changing the end result photography serves, Parr transitioned from a very traditional style to a contemporary style," Çetin explains in an interview with Today's Zaman. The photographers who founded the Magnum agency have set the ethical, aesthetic and philosophical rules of photography -especially the philosophical rules of photojournalism -- Çetin notes. He adds, "They have an established understanding about what will happen to the people who are shot in a photograph afterward, the relation the photographer has with the subject and the content of the photograph." "Looking at Magnum's photos, one gen-
erally observes that they are looking for the exotic, the unknown. They travel far to get it. The difference with Parr is that he is interested in things that are actually very close to him or even right in front of him," Çetin explains, adding that Parr uses the same aesthetics, technique and lighting that people use when they take ordinary family pictures in daily life. "He uses amateur film and flash. His understanding of a frame gives the impression of being taken very quickly. He does not give distance to his subjects, contrary to Magnum's established understanding of documentary photography," he says. One of Parr's most important objectives is awareness, which explains why he became a member of the Magnum agency. "Their aim is to tell about the world we live in, to give people information about it and foster sensitivity and responsibility toward important things in life. As a member of Magnum, Parr is doing the same with the problematic issues he chooses, and he creates awareness about the
capitalist consumerist approach to life," Çetin says, adding that Parr's emphasis is on "the fake needs of this era." Parr, who has also published many books of his photographs, places special importance on photography books because they serve as a reference for the era we live in and they will enable future generations to understand what was going on in the world in our time. One of his books, "Parrjective: Style Hunting in Ýstanbul," includes pictures he took in a period of four days in the city. The "Assorted Cocktail" exhibit, consisting of 156 photographs showcased in series with titles such as "Last Resort," "Bored Couples," "Small World," "Think of England," "Think of Germany," "Phone Project," "Knokkle Le Zoute," "Glasgow," "Mexico," "Luxembourg" and "Common Sense," will be on display on the third floor of Santralistanbul's main gallery until Oct. 30. Scientists unveil hidden Van Gogh portrait A team of European scientists unveiled a new method Wednesday of extracting images hidden under old masters' paintings without harming them, recreating a color portrait of a woman's face unseen since Vincent van Gogh painted over it in 1887. While not exact in every detail, the image shows a woman's head that an expert said may be that of the model in a series of portraits leading up to the 1885 masterpiece "The Potato Eaters." Van Gogh often reused canvas to save money, either painting on the back or over the top of existing paintings. Experts believe roughly a third of his works hide an earlier painting underneath. Joris Dik, a materials scientist from Delft University, and Koen Janssens, a chemist from the University of Antwerp in Belgium, combined science and art to engineer a new method of looking at hidden paintings, using high-intensity X-rays and an intimate knowledge of old pigments. Art historians have for years been using X-rays to look at artworks hidden under other paintings, a technique resulting in a fuzzy, black-and-white image. Dik and Janssens took a different approach with "Patch of Grass," a small oil study of a field that Van Gogh painted in Paris while living with his brother Theo. They used high-intensity X-rays from a particle accelerator -- which physicists usually use to study subatomic particles -- to compile a two-dimensional map of two different types of metal atoms on the painting beneath "Patch of Grass." Knowing that the mercury atoms were part of a red pigment and the antimony atoms were part of a yellow pigment, they were able to chart those colors in the underlying image. "We visualized -- in great detail -- the nose, the eyes, according to the chemical composition," Dik said. He said scanning a roughly 18 centimeter square of the larger portrait took two days at an accelerator in Hamburg, Germany. Teio Meedendorp, an independent van Gogh expert in Amsterdam, said the woman pictured under the current painting was probably painted between November 1884 and March 1885, while van Gogh lived in the Dutch village of Nuenen. In that period he painted a series of heads in what Meedendorp called "oil lamps and candlelight," followed by the famous "Potato Eaters" of April 1885. The painting under "Patch of Grass" adds weight to the theory that Van Gogh mailed paintings from the Netherlands to his brother Theo and, after moving to Paris to join Theo, found the old works and painted over them. The newest CD in the album series "Lazutlar" by singer-songwriter and multi-instrumentalist Fuat Saka has been released under the Kalan Music label. Titled "Lazutlar 2008," the CD is the result of a two-year effort by Saka, who is most famous for his work with the local music of Turkey's Black Sea region. The 14-track album includes well-known folksongs of the Black Sea region as well as original compositions by Saka, also a native of the region.
Painter and novelist Almýla Kursar Kuþ on Saturday will put her newest collection on display at Ýstanbul's Gallery Artist Çukurcuma, in Beyoðlu. Music fans unable to attend the Newport folk and jazz festivals will be able to listen to some concerts online. NPR Music, part of National Public Radio, announced Wednesday that it would stream select performances from both festivals online, as well as archive the free webcasts and make them available on-demand for future use. The venerable folk festival -- best known as the place where Bob Dylan went electric in 1965 -runs Friday through Sunday. The jazz festival, headlined by Aretha Franklin, Herbie Hancock and Sonny Rollins, is set for the following weekend. Bob Boilen, host of the NPR Music program "All Songs Considered," said the initiative was a way to reach far more fans than can attend the concerts. He also said it was a reflection of the excitement surrounding this year's folk festival, which boasts an eclectic lineup of artists that transcend the confines of traditional folk, such as Brian Wilson of the Beach Boys, Trey Anastasio, the Black Crowes, Jimmy Buffett and reggae performers Stephen and Damian Marley. "Newport's trying something different this year," Boilen said. "It's a good start, and I think it's a good idea for us to be on the ground floor." A rare total solar eclipse will pass just west of Russia's thirdlargest city today, but crowds of tourists in Novosibirsk to witness the event may find their view of the event obscured by clouds and rain. The eclipse -- the moon passing in front of the sun -- will begin in Arctic Canada around 09:45 GMT, sweep across Greenland, pass through western Siberia, Mongolia and end in central China more than an hour and a half later. Officials in Novosibirsk, Siberia's cultural and scientific capital, have set up 16 viewing sites, including special equipment for safely looking at the sun, for visitors who have come to the city for the astronomical event. More than 5,000 foreign tourists were expected to show up in the city of 1.5 million for the event, said Olesya Varnavido, manager of the Olympia Reisen-Sibir travel agency. Scotland's 2006 ban on smoking in public places cut the heart attack rate by 17 percent within one year, with non-smokers benefiting most, researchers reported. The study is the first real-time, large-scale look at how a ban on second-hand smoke might benefit smokers and nonsmokers. Earlier research looked at the effect of smoking bans in individual cities, or had other limitations. "A total of 67 percent of the decrease involved non-smokers," Dr. Jill Pell of the University of Glasgow and colleagues wrote in the New England Journal of Medicine. The number of people admitted to nine Scottish hospitals for a heart attack dropped 14 percent among smokers, 19 percent among former smokers and 21 percent for those who had never smoked. In contrast, the rate declined only by 4 percent in England during that period, before a ban went into effect there. Historically, heart attack rates in Scotland had been dropping 3 percent per year. "There are a number of countries considering whether to impose similar bans, and obviously the more evidence of the effectiveness of such intervention, the more likely they are to do that," Pell said in a telephone interview. Among the 5,919 cases she and her colleagues studied, women seemed to benefit the most. The heart attack rate among smokers dropped 19 percent compared to an 11 percent decline among men.
