José María Tomás Llavador
PROFESSIONAL PRACTICE José María Tomás Llavador (1954) is an architect with a degree from the School of Architecture of the Polytechnic University of Valencia. In 1992 he founded his studio, TomásLlavador Arquitectos e Ingenieros, structured by young professionals of diverse nationalities that form a creative, multidisciplinary and dynamic team. His work in Spain includes the Masterplan and extension project of Feria Valencia and IFA Alicante, the Masterplans of Balcón al Mar and the 32nd America’s Cup and has designed the team bases for Team Alinghi, BMW-Oracle Racing and Team Germany. He has designed and adapted the old Lanera or wool factory from 1909, in Valencia, transforming it into the current Hotel Westin. In 2007 his proposal, in collaboration with J. Nouvel, won the International Ideas Competition Valencia al mar - Marina Real Juan Carlos I. He is also the author of the design and construction of ACTIU Technological Park in Castalla (Alicante), which has been awarded the Internacional Green GOOD DESIGN™ from the European Centre for Architecture Art Design and urban Studies and the Chicago Athenaeum. 2011, the International BEX 2009 prize in the category of sustainable architecture, Honorable Mention of the 1st National Build Award NAPISA for Best Industrial project, 2009 and X FOPA Award to Project of the year in 2008. On an international level, José María Tomás has developed the projects for the commercial ports of Izmir and Mersin in Turkey; and an Urban Regeneration project in Lima, Peru. He has won the International Competitions for the development for the new waterfront of La Spezia (Italy) and for the design of the new Piazza della Visitazione in Matera (Italia), the latter awarded the International Architecture Award 2010 from the Chicago Atheneum and European Centre for Architecture, Art Design and Urban Studies. He is also working on projects in Costa Rica, Peru, Colombia, Turkey and Dubai. He has lectured at international conferences and professional forums in Istanbul, Palermo, Bologna, Lisbon and Rome. He is a member of the Royal Institute of British Architects and Associate urban planning Professor at the School of Architecture of the University of Valencia. Tomás Llavador founded and directs the magazine Lars. Cultura y Ciudad and the editorial I See Books, both dedicated to reflection and debate about the city and related social and cultural issues. Tomás Llavador’s work analyzes the city as a whole, seeking sustainable urban development together with a balanced and harmonic design, where space for living, working and playing coexist. He is especially interested in the urban transformation of opportunity spaces such as obsolete urban areas or waterfronts. Both at the urban and building scale, he creates flexible, mixed-use spaces with proper identity, where natural light, green spaces and sustainable materials are of major importance.

The Masterplan for the Grao sector configures a Green Delta that defines the conclusion of the Turia River and the integration of the Inner Basin of the port of Valencia with the urban fabric. As a vast open space, the Green Delta is designed as a permanent landscape –formed by a Mediterranean forest, other green landscapes and water canals- and high density buildings integrated around the Formula 1 Urban Circuit. The sector is thus converted into a new urban center along Valencia’s waterfront with low density traffic, prioritizing pedestrian and bicycle flows. The project includes new buildings close to consolidated urban spaces which disperse and blur the boundary between city and green space. The residential areas establish criteria of open plan parceling that avoids the screen effect along the waterfront. Singular buildings are located in the vicinity of the port. These towers are architectural milestones which liberate space on ground level and concentrate the majority of the 60,000 m² of tertiary space. In addition, the area includes 36,000 m² of new non-residential and public equipment program. The new urban planning proposal adapts to the compact city model, a sustainable, urban, high density approach where the mix of uses is a priority, generating a neighborhood that harmonizes housing, leisure and work spaces.

Matera, historic city and UNESCO world heritage site since 1993, known for its morphology and functionality, offers an absolutely fascinating spectacle for those visiting the city. The Piazza della Visitazione today is a residual space within the urban fabric and the central connection element between different parts of the city. The residual space becomes an opportunity for development and essential growth of the city. The project proposes a pedestrian network that improves the quality of the urban environment and protects the identity of the historical city with guarantees of sustainability. The space organizes the existing program which includes a shopping area, an information centre and a railway network, combined with the new program which includes an auditorium-theatre, a library, a restaurant, an exhibition hall and a cafeteria, as well as the coordination of the open spaces for leisure and work, by managing a balanced system of green spaces. These activities mainly take place under the main buildings, linked by commercial arteries. For the configuration of the topography, a plaza was designed to create a new open space. The new civic centre, a segmented and fragmented volume, settles on the square like a stone that adapts to the topography of the quarry, generating two types of folds. Both, the exhibition centre and the auditorium-theater, interact with the square through independent accesses.

The urban character of Feria Valencia creates a constant dialogue with the residents and neighbourhoods of the city. Initially, however, its location posed a number of complex challenges. As the urban growth of the area impeded any further extension of the Fair, creative and bold solutions had to be found. One inconvenience was the busy traffic on the road that crossed the exhibition center. A connection axis with the access motorway is created, using the new underpass as a traffic interchange and the bridges and footbridges over the CV-31 motorway to connect the circulation with the fair complex. This also allows converting the large green plaza into a pedestrian space. The large subterranean car parks acts like an interchange which differentiates between public and private transport, were designed to improve accessibility to the Trade Fair. The new exhibition complex operates on two scales: the urban and the human. Despite the fact that the buildings constructed conform a large volume, a hierarchy was established: an order for access to the Fair that makes it accessible and harmonious with the surrounding urban environment. Feria Valencia is now a friendly environment, eminently pedestrian, around a large landscaped reception plaza, favorable even for family leisure.

The masterplan and urban planning project contemplate the development of a cultural complex, formed by differentiated architectural elements. These pieces form a single cultural complex, which initiates in the Palau de les Arts, continues with the Hemisfèric and Science Museum and finalizes with the Oceanográfico Aquarium. These architectural elements are connected by a longitudinal structural axis along which these elements are organized, articulated with a system of open spaces. The objective is the creation of a tertiary educational area for cultural, recreational and leisure purposes, while resolving the circulation network that was affected by serious discontinuity produced by an anarchic and unordered growth that hindered the communication between the different neighboring zones.

The project is strategically located within the metropolitan area of Alicante and Elche, equidistant from both cities and directly connected to the A-7 motorway and the international airport of El Altet. The expansion of the complex entails improving the connection with the N-340 road and connecting IFA with Vía Parque, a new fast track that joins Alicante with Elche and other towns in the metropolitan area. In the future, IFA visitors will also be able to use other means of transport, such as the light-rail metro and train, since the line that runs alongside the current site will be extended to make way for the high-speed railway line Madrid-Alicante-Murcia. For the institution, this offers the opportunity of sharing an intermodal station with the airport, which strengthens its possibilities as a services center. The intervention program in the TO-4-IFA sector envisages the construction of all the accesses and infrastructures. This is a shortage that currently has the exhibition center and will be made up for as soon as possible, improving the sector’s surroundings and mobility. The project contemplates the design of new pavilions that will make it possible to increase the exhibition space and capture new events that respond to the needs of Alicante´s business fabric. In addition a conference center, a multifunctional pavilion and a business center will support the trade fair activity. The large outdoor gallery that connects all of these spaces is articulated as a lightweight roof structure that creates a play of shadow and light to mitigate the excess sunlight. As well as organizing the flow of visitors and users, this space could become one more exhibition area within the complex.

The district of Victoria is located in the central part of the consolidated area of the city of Lima. It is in a key location between the historical core and the new financial district San Isidro. This ambitious urban projectâ&#x20AC;&#x2122;s main objective is the reorganization, regeneration and enhancement of a degraded area, to improve its competitiveness to support the economic, social and cultural activity development of the region. This is great opportunity area, with potential to become the organizer and the focusing element of the city. An element of territorial-wide appeal thanks to its strategic location, good communicationand its tradition as a commercial area. The mega-project will consist of an urban transformation intended to develop a compact and sustainable city model. The proposal aims, at the same tim,e to re-densify the area and release space. For this reason, a high-rise building model was chosem, with large green spaces between them. Offices, residences, commerce and new facilities will attract investment to the area and establish a new urban center which combines spaces to live, work and play. Thus, La Victoria will have all kinds of services in an area always alive and busy. The expected increase in traffic to the area will need to act on public transport and the adaptation of accesses, separating flows. For this, the proposed urban space is stratified into different levels: At a lower level the future metro lines 6 and 7 can be found. A change in its planned route is proposed to give adequate service to the area without leaving other areas of the city unattended. At street level several avenues cross the area perpendicularly, access to public parking, loading and unloading areas and access to the existing buildings. At an upper level a large green area is located where the facilities from the lower levels emerge. From this green area the high-rise buildings come up. This space opens a visual axis between the National Stadium and the Matute Stadium, which is completed with pedestrian accesses and bicycle lanes.

Sochi, located on the coast of the Black Sea, is the largest resort city in Russia. The location of the new shopping and leisure complex is situated in the heart of the city, near the port and the railway station. The new shopping complex is more than 500 m in length, so it must be permeable in the east-west direction. The complex is designed as a public plaza connecting the existing traffic, green areas and open spaces. The trade gallery has two levels connected by a system of elevated walkways, bridges and outdoor staircases. Sochi’s subtropical climate allows an outdoor shopping center which also minimizes maintenance costs. It is conceived as an elegant and welcoming space, a sense of an oasis in the heart of the city. Above the commercial building roofs are transformed into terraces for sport, relaxation and restoration. These spaces give us the opportunity to incorporate nature and open spaces to the building. The existing road along the east side of the complex becomes a tree-lined green walk with gardens and playgrounds. This new pedestrian area not only improves the quality of urban life but also connects the town hall square with the green areas in the north, creating a pedestrian walk to the train station. Traffic is diverted through the city’s main axis. The access ramps to the underground parking are located on the west side where the ground is lower. Street furniture, lighting and flowers transform the area into an attractive urban space which invites people to go window-shopping. Restaurants and cafes have outdoor terraces on the promenade.

This partial plan aims to create a residential area peripherical to the city of Quito, which becomes a new urban center. This urban plan seeks to recover the memory of the historic city, the coexistence of residence and services, the urban centrality concept and its symbolism. Nevertheless, it will also have to be a meeting point with the rational city. The optimization of the circulation flows and open construction leads us to a modern and effective city where the idea of a lively city, as in traditional urban center, is never lost. With the aim of achieving this type of historical city in which proximity is a determing factor, each residential unit is provided with green spaces and parking, and even with traditional commerces on the ground floor of the residential buildings, which serve them without the need of long displacements. The approach to this idea of city has been adapted to the existing conditions in the area: - two roads acting as fixed structural elements which connect with the city, Padre Carolo Avenue and the Línea Alta Tensión 2. - the existence of the annexed area to the South Metropolitan Park. This area, located in the center of the Partial Plan, strongly conditions the layout of the roads which give service to the residential units. - the complexity of the area, which has strongly determined the choice of occupation. Both starting points, the idea of city and the area conditions have led to the arrangement in a series of platforms where the buildings adapt to the terrain, in order to minimize the road slopes and the movements of land. These platforms are connected by roads and footpaths.

< SELECT PUBLICATIONS > - GA JAPAN 65 - ARQUITECTURA VIVA Nº 103 In the project for the extension of the IVAM Kazuyo Sejima+Ryue Nishizawa / SANAA and TomásLlavador Arquitectos e Ingenieros have collaborated respecting the actual building, turning it into one of the most emblematic architetural works in Valencia. The current building is mainly used for exhibitions. The extension proposes the addition of six more galleries to the seven that already exist, giving a total of 8,028 m² for exhibitions. Opening the IVAM to the Barrio del Carmen was one of the main aims of the project, completing the existing leveled area in Guillem de Castro with a new public one in C/ Beneficiencia, linked by the museum’s main foyer. In addition, a pedestrian street is enabled in the south to externally connect the Barrio del Carmen with the former riverbed of the Turia river. There are four entrances to the new IVAM: the existing one from Guillem de Castro and new entries through the pedestrian street and the Na Jordana and Beneficiencia Streets. The new public spaces have been conceived so that visitors can move freely and enjoy the works of art and leisure areas. Visitors will be able to experience a new way of visiting a museum. The extension and improvement of the areas of support for the art works (warehouses, restoration, photography, assembly, installations) and a new office building complete the project. The entire proposal will be covered by a perforated skin that will add volume to the building and create a space between interior and exterior protected from the elements. The skin’s transparency will offer a changeable image of the project, according to the hour of the day and the light quality. The building will increase its urban visibility and at night will be a real art lighthouse.

The proposal solves the traffic access problem which comes with the creation of new shopping and leisure spaces. In addition, the Francisco Tomás y Valiente Street, which is used by residents and the customer of the new commercial and leisure area, is cleared. The proposed solution for the improvement of accesses goes through a series of actions on the infrastructure. The area of study is located northeast of the town of Paterna, bounded by the CV-35 and Tomás y Valiente Street, the former road to Llíria. This construction project responds and follows the expansion infrastructure pattern for the T4 tram line which includes the document entitled “Infrastructure Special Plan for the Tertiary Area named Heron City Paterna.” The proposal aims to connect Valencia’s Metro System’s streetcar with the tertiary area Heron City and the nearby developments in Paterna’s municipality. This is achieved by the extension of the current T4 line which ends at Mas del Rosari. The proposed solution extends through the Plaça de l’Alcudia and the Plaça de L’Olleria up to Sueca Street where it goes through the area currently occupied by the Monastery of St. Catherine of Siena until it links to Francisco Tomás y Valiente Avenue. From there it continues through avenue to turn in a loop after the Cruz de Gracia development.

The competition arises from the need to readdress the strategic aims of the city of La Spezia, a commercial enclave in the industrial area of Milan and Turin, and gateway for important tourist destinations such as Florence, Genova and Pisa: reintroducing an urban dimension which seeks, on the one hand, a new compatibility between industrial and touristic development and, on the other, recovering the relationship between the city and its waterfront. The design creates a new mixed-use urban fabric -residential, tertiary and commercial- fully equipped with public facilities. The project re-establishes the connection between the city and the sea, historically conditioned by commercial port installations, and redefines the program for the area of Calata Paita. The plan adopts strategies such as the redefinition of the coastline, concentration of public equipment on islands, and the rerouting of vehicular traffic underground, such that on the surface, pedestrian access to the new waterfront is organized around a large green belt.

The election of Valencia as host city of the 32nd America’s Cup has been the catalyst of the process of definitive transformation of the waterfront of the city. The responsibility of hosting the competition reinforced the collective consciousness about the progress that Valencia was undergoing and the opportunity that this event supposed for its international projection and image. The interventions contemplated in the Balcón al Mar masterplan, which incorporated new educational, cultural, recreational and leisure services and equipment to the city, were adapted to the new situation. Coordinated with the requirements of the America’s Cup competition, the design has definitively created a waterfront area of urban centrality. The plan included the construction of new buildings –team bases, regatta office, press center, Foredeck or visitors building– and the design of open spaces. At the same time, it improved port facilities with 1500 new berths which incorporated floating pontoons for 25 meter boats a new dock for yachts of over 50 meters in length. Because of the magnitude of the proposal and the natural conditions of the intervention area, the masterplan gives shape to a vast urban equipment within reach of very few cities.

The project is located in Santa Pola (Alicante), being part of a wide and varied range of geomorphical elements in the Valencian Community, associated with natural and traditional elements of high environmental value. The landscape is one of its main tourist attractions. The intervention area is Santa Pola’s waterfront from the port to the shipyard, including the Levante beach, with a length of approximately 460 m, and the coves of Santiago Bernabeu, located next to the avenue of the same name and with a length of 920m The general aim of the action is the restructuring and regeneration of the different urban environments getting together all the uses that exist nowadays, adding a high quality pedestrian waterfront which connects the different coastal areas of the municipality. The main criteria is defined by: - Design of the coastline establishing a continuous multipurpose pedestrian waterfront - New accessibility system to the coast, reorganizing the traffic and reducing the number of lanes - Cycleway connecting Santa Pola from East to West - New spaces for recreational use, sports and nautical activities - Landscape integration

This action incorporates the urban planning of the Marina Real Juan Carlos I and aims to finally link the city with the sea, transforming Valencia´s sea front, giving the specific and emblematic character the city deserves, like this improving its relationship with the Port and the coastal areas and encouraging public, cultural, tertiary and entertainment uses in the area thus responding to the new demands for greater complexity that the area requires. It will also mean the completion of the Turia garden spaces and the subsequent connection to the dock of the port, allowing the connection to the maritime towns south and north of the area -Nazaret, Pinedo and Cabanyal-. To support this integration new bridges over the river bed are designed. The urban planning of the area is based on the “green delta” as the structural element which finishes the backbone of the city, the Turia Riverbed. This garden is home to recreational and sports uses, while embracing and relating new public services, high-rise buildings and connecting to the coastal area, the sea and the sea villages. The “green delta” becomes an urban dimension waterfront park at a city scale. A singular area is shaped differentiated, typological and morphologically, from an urban space which has special characteristics: the connection between the city core and the sea, its coastal area and the maritime towns, the urban integration with the existing fabric and the resolution of public transport. Its singularity gives character to both public and private spaces.

The International Ideas Competition for the drafting of a comprehensive rehabilitation plan of the tourist areas of Calvià aims to establish the strategic actions which shape a new image of quality tourism. Our proposal is based on the creation of a large articulation green axis along the Poniente Highway influenced by the location of new landmark buildings integrated in the green space. It will become the municipality’s new representative façade. This articulation area is a major urban facility in which the new landmark buildings fit into nature turning the municipality of Calvià into a continuing appeal at a national level. In this area productive spaces which generate value are located. The associated green space of this major axis allows a harmonious and balanced transition between the territory, the highway and the urban landscape, being the starting point for complementary systems such as the mobility system which reinforces direct access from the highway to new parking areas located on the periphery, at town entrances. Thus, urban areas are released from excessive traffic providing better environmental quality to the area. The open spaces system is generated by the strengthening of connections between the interior and the coast, taking into account the polycentric character of the wide considered area. As for the specific treatment of the waterfront, the proposal suggests measures which can reposition the area as a benchmark of quality tourism worldwide.

The model of mass tourism developed in Palma has brought a series of disadvantages, such as the excessive consumption of water and territory and the concentration of the activity in the months of summer. A deep urban transformation appears as necessary to create a new type of high quality tourism. The proposal is the Green Arch, a large urban infrastructure which integrates new public facilities. It creates a central area that includes mixed uses such as health, cultural, business and sports. The system of open spaces creates a continuous green space which spreads from the city to the coastline. The proposed strategic projects are an intermodal station, administrative offices, an International University, a Sports School (nautical, tennis, horse riding), a High Performance Center, a Health Center and a Business and Events Center.

The project assumes the interconnection between the system formed by the territory and the marine environment, rivers and lakes, the historical city core (Tharros, Othoca and Neapolis) as a guide for the environmental redevelopment of the activity and the settlements or villages. The Gulf of Oristano is seen as a place for the construction of major museums related to the Phoenician civilization of the Mediterranean; its former urban identity is redeveloped and a river park is established which offers areas of integration between rural and coastal villages. A key aspect is the conservation of the ecosystem and the waterâ&#x20AC;&#x2122;s functionality, maintaining the dynamic equilibrium between seawater and fresh water, the natural purification ability of the natural wetland areas of the Gulf and the Sinis peninsula. From a sustainable perspective the productive use of fish farming is promoted, incorporating it with the tourism-cultural, recreational and anthropological function of the site. The grounding system is rearranged to create an enterprise size (or land parcel) capable of assuming full-time professional activity.

This landscape design project for a key area in the development of the city of Valencia had to consider the adaptation of the public space in the dock to a triple situation: a venue for sports, like the F1 street circuit, space for maritime sports events such as the America’s Cup, and space for leisure and recreation for the city. For this reason the project is divided into permanent gardens and mobile gardens adapting to the different needs for road and leisure spaces. Both interventions are combined to create a continuous but changing, attractive public space along Valencia’s waterfront. Besides Mediterranean gardens, palm groves, resting areas with pergolas and playgrounds, an innovative modular system of moving sidewalks and curbs has been developed, including signposting and lighting of the large avenues which border the dock.

The building is located on a site adjacent to a protected natural landscape area, el Alto de San Jaime, 70 meters above sea level. It becomes a lighthouse perched over Torrevieja and, to the east and west, the two salt mines, historically a source of wealth for this city with a long maritime legacy. The landscape design intervention aims to equip the Auditorium and the Conservatory with the services needed to obtain high functionality and accessibility, as well as to provide the area with singular free spaces suitable for the building it houses. The landscape design is conditioned by the large amount of existing waste materials on the terrain, heavily concentrated in some areas and much less pronounced in others. That is why earthmoving acquires utmost importance. The adopted general solution is to reduce to the maximum the removal of these waste materials, taking advantage of the land’s condition and distributing the spaces properly. The rest of the plot is a gardened area. This area is divided into plots of morterenca soil, which have been designed to simulate the natural land trying to minimize the removal of waste materials but taking into account the building’s determining slope and the adjacent land. The purpose of these plots is to frame and center the Auditorium in a natural staggered landscape, starting from the highest platform next to the roundabout and gradually going down to the lowest area on the southern limit of the plot. The different platforms of the plots are defined by masonry walls of 70 cm in height irregularly aligned.

In the masterplan, a green space is reserved parallel to the railway line in order to minimize its visual impact and give continuity to other landscaped areas contemplated within the adjacent urban sector. The design includes a bicycle lane and a pedestrian route that will improve urban quality and increase local use of IFA and its surroundings. Overall, the design dedicates 50,000 m2 to gardens and palm groves, giving the ensemble a fully Mediterranean character while generating minimal impact on the territory. In line with this, additional infrastructure works were developed such as the improvement of road access to the site, drinking water distribution services, irrigation and fire hydrants, sewage and treatment system, stormwater drainage, electrical power distribution and gasification.
