A LETTER FROM CITY LEADERS Dear Residents & Visitors, We hope that each of you is weathering well this unprecedented time in our country. Few people, or entities, were really fully prepared to endure such challenges, as this Covid-19 has presented. These are new and challenging times, and a learning curve for everyone, as we adjust to a new normal. Please know that the St. Matthews City Leaders have taken actions to foremost protect our residents, employees, and visitors, all while keeping the City of St. Matthews services operational. Over the past weeks, given the valuable information and recommendations regarding this deadly virus, relayed to all of us daily by the health experts, our city took aggressive measures, on many levels, to protect lives. In support of social distancing, we have temporarily closed our city ballparks, play grounds and basketball courts. To combat the spreading of the virus, we stopped the use of our public restrooms. Immediate action was taken to preserve healthy working conditions for our valued employees in all departments, including closing the city hall building to visitors, and utilizing new safety measures and procedures. The St. Matthews Eline Library, housed in our city hall building, was closed at the order of Louisville Metro, as it is a branch of the Louisville Free Public Library System.

It may seem to most that the Covid-19 has brought all things to a sudden halt, however, unfortunately issues relating to city code enforcement and criminal activity continues. Now is the time for each of us to be diligent in monitoring and reporting suspicious activity, including solicitors, to the police department or appropriate authority. Many unscrupulous people use difficult times as we are in, to take advantages. As each of us works together, by social distancing of course, we ask that everyone follow the recommendations and directions of the Federal, State, and Local authorities who are making tuff decisions to protect lives. In keeping the City of St. Matthews government transparent and inclusive, we are using existing communications formats, such as the city website, www.stmatthewky.gov, the Reach Alert Notification System, as well as new tools for online interactive city meetings. While we await the passing of this pandemic in our country, we ask that you extend patients, kindness, and a smile, even in those challenging moments. If possible, safely support our local businesses, by ordering a carry out from our food industry or retail shops, as they support us by providing a service. As Americans and Kentuckians, let us keep our focus on the light at the end of the tunnel and know that

Most of us are finding an unlimited amount of time on our hands during these fairly uncertain times. While it can be a stressful time for many of us, especially parents, we will all get through it and have memories to last a lifetime. Let’s hope that these few survival tips can cut down on stress and also bring a few more smiles into your life while we all stay safe at home.

1. DISNEY+ If you don’t have it, sign up now. It’s super affordable and gives you access to the entire Disney movie library, which you are going to need because the days are very, very long and screen time rules flew out the window weeks ago. Old movies are fun to share with your kids so maybe try to get them to sit down and watch Swiss Family Robinson (a personal fave yet I still can’t get my child to watch the whole thing) or hunker down and watch all the Star Wars one after another or have a Marvel movie marathon.

PARTICIPATE IN A CHALLENGE There are lots of social media and viral challenges out there and while I’m not a huge tech fan, the social aspect of it has given way to some really creative things happening. You can even come up with your own challenge if you are really feeling creative! Whatever you choose, make sure to nominate another family to try it after you do!

4. ONE-ON-ONE TIME

With us all having quite a few extra moments hanging at our homes these days, we are typically all up in each other’s business. But now is the time to make sure to carve out a little one-on-one time with your loved ones if you can. About 15 minutes here and there can go a long way. 2. While I don’t encourage drinking in excess, the days can be really quite emotionally draining and a cocktail hour once a week (or every day - you choose) isn’t going to hurt anyone! There are also quite a few Mexican restaurants selling their non-alcoholic margarita mix on their takeout menus now too. Who doesn’t need a Margarita Monday (or Tuesday & Wednesday too)? It’s ok, we get it. After this, we’ll all be drinking Ina Garten style, and if you don’t know what this is referring to, Google it. Remember, this is a special time we’ve been given to slow down and reconnect. Make sure to take it all in. Stay in bed a little longer, try to read that book you’ve been meaning to finish or try a new recipe you’ve been meaning to make. Whatever you do, make sure to check in on friends and family, especially those who are stuck home during this time alone. Some of you were maybe meant for these moments, but for others, this is a real challenge. Thankfully, we are able to still stay connected with technology. Whatever you do to get through this time staying safe at home, cherish it. Remember this too shall pass.

Biking For A Cause STUDENTS’ BIKE4ALZ EVENT RAISES AWARENESS OF ALZHEIMER’S DISEASE Writer / Julie Engelhardt

When this article was originally written we were well aware of the Coronavirus, but it had not begun to have as great of an effect on our population as we’ve experienced during the past few months. As of now, as this article is being updated in early April, and there is no certainty as to whether the event in this story will run as scheduled, or even happen as expected. Yet, we still want to share the story of a group of young men from Kentucky who have been planning a cross-country ride to help combat Alzheimer’s Disease. Even if this event doesn’t occur, they will still need your help. Thank you for allowing us to share this piece. This is the original piece. Word has it if things begin to clear up, the group may start their trip in mid-summer. As spring turns to summer and the thoughtfree days ahead begin to enter students’ minds, many begin to plan how they will spend their time off between May and

August. Trey Sims, John Downing, and a dozen of their fraternity brothers from Phi Gamma Delta fraternity at Western Kentucky University (WKU) have been gauging their summer plans since late last year. But they’re not heading to Destin or the Bahamas — they’re spending their vacation time traveling across the U.S. — on bicycles. The young men from Phi Gamma Delta (nicknamed Fiji) are making this trek on behalf of a non-profit organization called Bike4Alz. According to the Bike4Alz. org website, this organization has been in existence since 2010 and was founded by WKU student Tyler Jury who lost his grandfather, Barrett Cummings, to Alzheimer’s. Jury, along with five of his fraternity brothers, diligently worked on this project for 18 months to plan their inaugural trip from San Diego, California to Yorktown, Virginia. They raised $60,000, which was donated to the Alzheimer’s Association. This year’s team has their sights 10 / MAY 2020

set on $80,000 which they will also donate to the Association. Alzheimer’s is the sixth-leading cause of death. An estimated 5.8 million Americans of all ages have Alzheimer’s disease and the number is rapidly on the rise. Not only are the patients affected by this debilitating disease, their family members are as well. Sims, who is from Fisherville, and Downing, from Bowling Green, both lost family members to Alzheimer’s. Sims’ paternal grandfather, the grandfather’s siblings, and some aunts, suffered from Alzheimer’s. Plus, his maternal grandfather suffered from dementia. Downing had a great aunt, Sara Taylor, who was also affected by Alzheimer’s. “Even though she was a great-aunt, I knew her my whole life and she had Alzheimer’s basically from the time I was born,” Downing says. “I witnessed the progression of her Alzheimer’s as I grew up.”


These are just two of many stories that have inspired Sims, Downing and the others to take part in this crusade against Alzheimer’s. This is the eighth ride that Bike4Alz has coordinated, and this year it will begin in San Francisco, California, on May 22 and end on July 28 in Virginia Beach, Virginia. The group takes off from Bowling Green on May 18 and makes the 50-hour journey, by car, to the Golden State. Once they arrive in

“When the weather wasn’t so great the members would go to the gym and use the stationary bikes to get into shape,” Downing explains. “We also have group messaging, so when one member wanted to get others together to go riding, we’d coordinate that way as well. We’d get out and do 15 -mile bike rides. Then there are some people who try to get a little in each day by biking to their classes.” Over the past few months the riders had to raise their own money, a total of $1,500, to help cover their personal expenses for the trip. “This is for food, lodging and for our bikes,” Sims says. “We’d get sponsorships from friends, family members and anyone we could to help us along the way.” One of their biggest expenses is purchasing the bikes they’ll be riding. Fortunately, a business located in Bowling Green, Nat’s Outdoor Sports, is helping them by offering discounts on their bikes.

Leaders from the local chapter of the Alzheimer’s Association are very pleased and proud of these young men. Roberta Steutermann, Director of Development, explains that the students take this project on with very little guidance from their organization. “It’s something they’re very passionate about, this is something they’re truly committed to, and they take it on as a leadership role,” she says. Emalee Morley, manager for “The Longest Day” fundraising event for the Alzheimer’s Association, says they’ve been able to work with the students to prepare them with bullet points they can share along the way. “We did a training with them on understanding Alzheimer’s and dementia and walking them through on how to talk about the disease and how to talk about the research because they are touching every chapter of the Alzheimer’s Association

and their constituents from California to Virginia, and everywhere in between,” she says. “We’re hoping to do that every year for every group of Bike4Alz so they can go out into the communities and feel confident talking to people about our mission.” For further information about these

COALITION FOR THE HOMELESS LOCAL ORGANIZATION WORKS TO COMBAT HOMELESSNESS THROUGHOUT LOUISVILLE Writer / Christy Heitger-Ewing

The Coalition for the Homeless has been helping those in need in the Louisville area for 35 years. According to Executive Director Natalie Harris, the organization started when leaders from a group of churches in downtown Louisville asked the county judge to assemble a task force - that task force created what is now St. John Center for Homeless Men, and the Coalition for the Homeless. “We were one entity at that point but soon realized we couldn’t do the direct service, and the larger advocacy and coordination work, so we split early on,” explains Harris. “We focus on the big-picture system change work.” More than 30 local agencies provide direct services for homeless individuals, including both day and night shelters and legal

services. The Coalition for the Homeless, a 501(c)(3) nonprofit organization, also coordinates a homeless healthcare program and local family health centers. The Coalition for the Homeless leaders work to educate the public on homelessness prevention, and advocate for governmental policy changes to offer homeless people increased opportunities. “Homelessness is not the problem,” Harris says. “Homelessness is the result of a lot of problems in the community where systems fall down.” These problems may include insufficient housing, a drug crisis, or a breakdown in the educational system. If adult members of a family struggle to maintain gainful employment, unexpected expenses can lead to an increasingly desperate family situation. 16 / MAY 2020

“Perhaps their kid ends up in the hospital, or their car breaks down and suddenly they can’t pay their bills and are evicted,” Harris says. “The next landlord doesn’t want to take a chance on them and the spiral begins.” Though homeless individuals who fall into this category tend to remain homeless for a relatively short period of time, their transition back to permanent housing and employment can still be a difficult process. “Louisville is lucky in that we don’t have the crazy housing costs that places like, say, San Francisco does,” Harris says. “Still, we have poverty in our city, and all those failed systems are what creates homelessness. That’s why we try to educate the community to get people involved in making change.” The organization’s leaders strive to bring as many resources to Louisville as possible. Each year, communities may apply for


monetary assistance from the federal government to address homelessness. According to Harris, Louisville city officials are typically competitive in the application process, receiving roughly $10 million annually. For the past eight years the Coalition has placed a strong focus on a single sub-demographic of the homeless population - veterans. “We housed 818 veterans in two years,” Harris says. “We’ve been trying to do the same thing with young-adult homeless.” Last December, Wayside Christian Mission opened a low-barrier shelter that typically houses 100 people nightly. During extremely cold weather when temperatures dropped into the single digits, that number increased to as much as 161.

“That shelter saved lives, but we need more temporary shelters for families,” Harris says. “It’s awful to have to tell a family that there is no place to stay tonight but we’ll put them on a waiting list.”

Sadly, the waiting list usually contains 30 to 50 families each night. “I think, at a minimum, our city should have some safe place for everybody to come in for a short stay until we can get them into something more permanent,” Harris says. “We’ve lowered the number of homeless people in the city, but we’re fighting against the issues that are causing it. At the same time numbers are doing down, visibility is going up.” This inverse relationship is due to factors like the opioid crisis, and affects downtown development. “Homeless camps used to be very hidden and out of the way, but those locations don’t exist anymore because they are being turned into soccer fields or overpasses,” Harris says. “That has

changed the dynamic and made homeless people more visible. Now you see a lot more people downtown beneath underpasses.� Certain local resources are at risk of dissolving. Metro United Way has seen reduced donations, and the city is struggling to meet budget and pension requirements. Harris worries that the nonprofits she counts on may not have sufficient local support, and gives credit to the mayor, who has been an advocate for affordable housing funding and allocated $5 million toward an affordable housing trust fund. Harris says the largest segment of the homeless population, both in Louisville and across the country, are those turning 60 this year and in coming years. “With the biggest chunk of the homeless population becoming senior citizens, we need more nursing homes and assisted living facilities,� Harris says.

Adequate medical resources are also crucial for the younger population. “Those with chronic health issues get worse on the street, and we don’t have a place in the city that can aid in chronic health issues,” Harris says.“Until a disease becomes acute enough that they have to be admitted to the hospital, they are on the streets.” If you have a heart to help the homeless, Harris suggests connecting with existing agencies rather than starting a new organization. “There are so many impressive groups out there doing great work,” she says. Those interested in interacting directly with homeless individuals can reach out to Forgotten Louisville, where volunteers hit the streets to deliver essentials to homeless folks. Additional local homeless outreach organizations include Hip Hop Cares, Southeast Angels, Burrito Riders, and Fed with Faith.

For some people, their job is just a job — come in, do what is needed and clock out at the end of the day. But for others, their vocations are truly a part of who they are. Chief Barry Wilkerson of the St. Matthews Police Department is one such person who lives and breathes his career. So much so, he returned back to wearing a badge after his retirement as a policeman, serving both the County and Metro Louisville Police Departments, that had eventually led to the role of Major and having worked in several departments such as SWAT, Homicide, Fleet Services and Administration. With approximately 40-plus full and part-time officers and a field of 20 civilian employees, the St. Matthews Police

Department serves and protects 18-19,000 residences in an area of Louisville that covers four square miles that include high-volume areas such as The Mall in St. Matthews, Oxmoor Mall, Baptist and Nortons Hospitals and many offices. With the myriad of commercial opportunities that are prevalent in the community, it is not unusual to believe that the population increases three to fourfold throughout the week. When asked what a typical day is like as the chief of police for the City of St. Matthews Mr. Wilkerson laughed, saying, “Some of the duties that are tied in with this position are similar to running a small business. I am expected to wear several different hats, and be knowledgeable in disciplines such as personnel, budgets, community relations, Human Resources, Workers Rights, Policy and Policing. Sounds like a lot, and it most

certainly is, but luckily I have a great team and I work a lot with the city in finding answers or filling in gaps. “I spend a tremendous amount of time behind the desk working the administrative side of things and they are, of course, extremely important, but I do make time to get to what is second nature to me, which is being a policeman,” he adds. “I instill into my officers the importance of being engaged in the community. That engagement can be as simple as chatting with the residents of St. Matthews while in uniform or bringing your family to the Trick or Treat event that is held at Browns Park each year. When our residents see our officers being ‘human’, I believe that it helps to ease some of the ill feelings that usually come between civilians and law enforcement. That’s why it is important for me to get up from my desk

and actively patrol the community that I have been sworn to protect. “Believe me when I tell you, I feel like I have one of the best jobs in the world, save for Jeffersontown Chief of Police, [playfully referring to Chief Sam Rogers, who has served in that capacity since December 2000] “he’s got it pretty sweet there. But as lucky as I feel, there are definitely times that I wish that I had more training, such as with the administrative and governmental side of things. Fortunately, help is usually a phone call or email away, whether it be from my city or a fellow Chief.” When asked what some of his favorite things that he gets to do as Chief, Mr. Wilkerson didn’t bat an eye. “For me, it really is the policing and being in the community that I get the most satisfaction,” he says. “While I am not on the beat as I once was, I try to come up with ways to make sure that I am thoroughly engaged in and around the area. For example, just the other day we (the assistant chiefs and Chief Wilkerson) went around to one of the strip malls just to engage with the shoppers and the shop owners as to what their concerns and or expectations are of our police force.”

This connectivity may seem a bit unconventional for the head of a police department, but Chief Wilkerson even takes it several steps further. “There is a citizen contact database that we used where anyone can call and either lodge complaints or report crimes or even send a compliment, if they so wish,” he says. “What I will periodically do is I will personally call these people back and talk with them either on the phone or in person if they so wish. It is funny to hear the person on the other end say, ‘I can’t believe that the Chief is actually calling me back about this’. This is the kind of personal service that I like to provide for the residents, commercial owners and visitors to our area.”

It would not be a stretch to credit Chief Wilkerson’s attention to personal service and his knowledge of law enforcement as an essential equation that makes the St. Matthews area one of the most statistically safest places to live in the Greater Louisville area. While he recognizes that there are many hot spots such as the aforementioned malls and gymnasiums, he has a lot of faith and belief in his squad to be eagle-eyed and aware. “I get flack a lot from people that claim that crime is running rampant in the area because they saw a report on the news or on social media that St. Matthews is being overrun with car break-ins or drug deals or any such criminal activity,” he says. “While these occurrences do actually happen, their numbers don’t match what my official numbers do. Like many things that are often shared on social media you have to take with a grain of salt and do the actual research to either prove or debunk the actual story.”

In noticing that St. Matthews is going through a boom right now, Chief Wilkerson shared that the Police Department is certainly enjoying some of the benefits. “Currently we are going through an accreditation period and we want to make sure that all of our ducks are in order,” he

says. “We also recently hired an IT person who will be instrumental in shoring up our Infrastructure. We also got a bit more space where we were able to expand our evidence lockup.” When asked why he needed more room, Chief Wilkerson laughed and said, “The

When asked about downtime the Chief laughed once again and said, “Oh, yeah, I’ve got rehearsal tonight. I play drums for the band Corridor 64. We are a cover band and perform in and around the area about three weekends a month.
