Through the use of real-life examples, this session will help you gain a greater understanding of fraud, what red flags may be present and how they can impact your audit planning and completion of school district audits. Emphasis will be placed on the examination of the internal control weaknesses that lead to fraud and how just a few key factors can minimize even the smallest school district’s risk.

The New Statewide Voucher Program Terry Casper, CPA, School Finance Auditor, Andrea Kratz, CPA, School Finance Auditor, Wisconsin Department of Public Instruction

This session will explain the new statewide voucher program, the Wisconsin Parental Choice Program, including who may participate, how pupils are allocated seats and the requirements of the program. It will also provide data on the number of applicants to the program and participating schools.

With the significant changes in the benefits now offered by districts, both for retirement and active employee use, Fund 73 account codes and requirements have had to adapt. This session will dive into these changes, including HRAs, prefunding of sick leave, accounting for market value fluctuation, and the revised calculation of the implicit rate subsidy. Additional discussion will address accounting for OPEB contributions for defined benefit plans that no longer have any active employee plan members, as well as issues that came up during the Fund 73 portion of the Annual Report review.

The Beginner Auditor & Single Audit Basics

Learn about the types of post-employment benefits and the process by which the actuarial team defines, determines and projects obligations as found in the post-employment actuarial valuation. A sample report will be used to demonstrate how to apply this information to complete the auditor’s financial reporting in the year a valuation is performed, as well as the subsequent year.

Private School Choice Programs: Financial Information Report

Discussion will also provide an overview of the requirements of the Federal Single Audit, including planning, selection of programs to be tested, compliance requirements and the use of a risk-based approach.

This session will explain changes to the Financial Information Report (FIR) as a result of recent legislative changes, including the Building Usage Charge and Reserve fund. It will go through common deficiencies identified in the prior year report and key changes to the current year report. Additionally, this session will review the new requirements for summer school and the new voucher amounts beginning in the 2014–2015 school year, as well as explore common fraud risks associated with the Private School Choice Programs.

The tools available for the beginner auditor will be discussed and include an overview of the DPI website, review of the online DPI school district audit manual, district report deadlines and audit programs specific to Wisconsin school districts.

Private School Choice Programs: Enrollment Audits & the Online Application System

Don’t miss this opportunity to take a peek inside the Online Application System (OAS) used by schools to enter applications, complete count reports and obtain information on the applications entered into the system. In addition, this session will go through completion of the Enrollment Audit, including common deficiencies identified and current year changes to the audits, as well as the changes made to the 2014–2015 applications.
