VAUGHAN -- July 2012 takes us to the city of Vaughan and North York. CariVaughan takes splendor in its resplendent colors and masqueraders. It’s the first and only Caribbean Cultural event in the city, which includes a parade, and stage show featuring local and international soca, calypso, chutney and reggae artists. This festival follows the traditional Toronto “Caribana” which is now called the Toronto Carnival Festival.
While CariVaughan, portrays the Caribbean to hundreds and expected thousands of revelers and spectators, of various multicultural and ethnic backgrounds, CariVaughan has its underlying goals and missions. The festival’s main mission is to raise awareness of Sickle Cell disease. This disease like all diseases has its challenges. Support for Sickle Cell Disease is unwavering as the community shows support by enjoying past and present festivals. The North York Hospital, has provided unwavering support for Carivaughan and its initiative, in the form of eliminating waiting times in the Emergency for Sickle Cell Patients and allowing these patients to get immediate care at the hospital when needed. Such a grand and purposeful festival has had and continues to have its challenges. The event organizers have had challenges in trying to get the bigger bands that will perform in Toronto Caribbean Carnival to perform and parade at CariVaughan. Sources mention, these band are bound by “contract” which we are not privy to, which eliminates or hinders their performance in any GTA Caribbean Festivals. These “contracts” also threaten their funding in the any other GTA Caribbean Festival. None-the-less,

performances outside of the GTA, which include Barrie and Hamilton, will go on as scheduled for 2012. It is safe to say that the smaller bands that perform in Toronto Caribbean Carnival, will be allowed to perform in “small GTA” Carnival festivals, like Brampton and CariVaughan, however when mention and or invitation to bigger bands are initiated, this is met with great resistance. It is difficult to imagine that a small scale Caribbean Cultural event, with mere thousands of spectators and revelers, could threaten or underlie the foundations of the
Toronto Caribbean Festival, which garners millions of visitors and spectators. However the powers that be are taking the stance that inevitable competition from CariVaughan, is taking away from the previously named “ Caribana”. Unfortunately, to date there has been no resolution. Larger mas camp band leaders hands are bound by the powerful word “contract” and may or will not be participating in CariVaughan. and dancing. Khadel, according to Slaughter, is a mama’s boy. But beyond that, his potential is yet to be discovered. Father’s Day 2012, for Slaughter, had special meaning. He soaked up all the wondrous family moments he’d missed over the years. So why was this year so special? Well, it was the first he’d spent on local shores. “I can’t remember the last time I was in T&T for Father’s Day. My job takes me away for as long as three months. It felt good (to be home). I got a chance to be around our kids. I got a chance to be around my family,” said Slaughter.
TRINIDAD (TG) -- International disc jockey Derek “Mr Slaughter” Pereira had many thoughts about what he wanted to be and how he wanted to achieve it on reaching the legal age of 18. His mission was to positively impact the international music world as a DJ and entertainer and at that he succeeded, under his now universal brand XCaliber Sounds. But becoming a father was furthest from his thoughts, much less standing at the altar, exchanging vows. Eighteen years on, he’s easily embracing the titles father and husband. Slaughter opened these chapters just a decade ago. “It defines me as a man. In our industry, in our business, in our circle, in our field of work, we (are) not supposed to do that. Yes! They say artistes, DJs and sportsmen not supposed to have children. Their lifestyle is not appropriate for it,” he said, laughing. Slaughter asked, “You never hear mothers tell their daughters don’t deal a DJ?...They have a set of woman.”

That perception, however, did not stop Axia Nadine Danglade from falling in love with him and ultimately saying yes to his proposal to become Mrs Derek Pereira, back in 2007. They had two children before their nuptials: Ky-mani Joshua, who turns ten this month, and Kya Rain Dominique, nine. Years later, they had another boy—Khadel Jacob. He’s nine months old. Becoming a father/husband On becoming a father/husband, Slaughter said, “Even before I was a biological father, I was a father. “I was a father to a group of men that was part of my sound unit. So I understood the gist of being a father even though they weren’t my biological children. In fact, some of them were older than me, but I understood what it meant to provide for and thus when I had kids of my own, it wasn’t that hard.” Five years after saying I do, Slaughter had no regrets, but admitted that this new take on life was not without rough patches. “You have to understand marriage to get into it. Most of us would do it because we think it’s the right thing to do, especially when a woman bore your children or because of parental pressures. “Get married because you love the person, like I did. Get married because you know what it is to compromise. When you are single, you think for yourself, but when you are married you have to think for you and your companion. Remember, that’s your soul mate and you’ll make mistakes along the way. Trust me!” he said. He would not volunteer any examples, however. Slaughter added, “There are temptations. You feel like you are fed-up. Those are the elements that come with it. Every day will be a test. “Sometimes you get over the hurdles, sometimes it’s harder to get over the hurdles. But if you can’t get over the hurdles, then you’ll separate.” Ordinarily, he would not be in T&T during the month of June, but rather globe-trotting, appearing at many signature events. But the health of Khadel caused him to re-organise his schedule. Continued On Page 5
CariVaughan will go on Continued From Page 1 -- It begs to infer that the decision makers cannot see beyond the vision of Toronto and see it as one Ontario, and one Canada, filled with a melting pot of multi-culturalism. These decision makers cannot see the fact that even though CariVaughan is indeed a Caribbean Cultural Awareness Festival, it comes with more than just a festival. It is an event that generates interest for Sickle Cell disease, a disease afflicting thousands and millions of people. The powers that be, refuse to acknowledge CariVaughan and its initiative, and as such in some ways are compromising the success of the event.
But CariVaughan, will continue as scheduled, and supporters of Sickle Cell Disease, masqueraders, revelers and families will come out and enjoy this festival, in grand style, dancing the day away to calypso, reggae and soca. Spectators and revelers will enjoy the Caribbean cuisine, music and bands, and at the end of the day, go home with a sense of accomplishment that they have done their part to raise funds, contribute financially, and increased their awareness of Sickle Cell Disease. As Warner hits policing initiative, he says: 9 new stations in works
TRINIDAD (TG) -- Nine new police stations are coming, National Security Minister Jack Warner said yesterday. He said so even as he criticised the Police Service’s 21stcentury policing initiative, which involves closing stations. He spoke to the media at the National Security Ministry, Abercromby Street, Port-of-Spain, yesterday, after he met members of the Downtown Owners and Merchants Association (DOMA) to discuss plans to improve security in the city. On the
drawing board was a Government plan to restart a project, initiated during the last administration, to build 17 police stations, Warner added. He said the Government would begin by building nine. He did not say where they will be built. “I believe I can influence them to do it,” he added. As to the cost, Warner said he did not know as yet. Further, if Warner has his way, citizens will be getting “two for the price of one,” with
fire stations next to the new police stations. Warner said that was the suggestion he made to Government. “If you go Moruga, you will get a police station and a fire station. If you go Mayaro, same thing,” he said. Warner continued to criticise the 21st-century policing initiative, which was introduced after the appointments of Police Commissioner Dwayne Gibbs and Deputy Commissioner Jack Ewatski, both Canadians. Warner met one-on-one with Gibbs after last week’s Cabinet meeting but details of the meeting were not divulged. He read the riot act to Gibbs and his officers at the launch last Friday of the Police Caravan on the Brian Lara Promenade, saying if crime was not reduced he would become their enemy. Noting yesterday there were good elements in any policing initiative, Warner said: “Nobody can say it’s bad to have more patrols.” What he was against was the move to close down stations. He said: “Nobody can convince me that closing a police station will help put down crime. Here in T&T, we have a culture where we rush to the police station to complain and give reports.” Continued On Page 5

JAMAICA (JO) -- Jamaica is to see significant benefits in its health-care programme with assistance from Cuba, following three days of talks between health minister Dr Fenton Ferguson and Cuban officials which ended last Friday. No parking space for Lee Sing’s plan TRINIDAD (TG) -- Mayor of Port-of-Spain Louis Lee Sing says his plan to introduce a park-and-ride system to reduce traffic congestion in the capital city has been temporarily stalled. This, he said, is because the Port-ofSpain City Corporation has not found suitable spaces to accommodate cars on the outskirts on Port-of-Spain.. In a telephone interview with the Trinidad and Tobago Guardian yesterday, Mayor Lee Sing said former Minister of Food Production, Land and Marine Affairs Vasant Bharath was not in favour of using the Queen’s Park Savannah for that purpose. He also revealed the corporation has received no word from the Ministry of Works on the use of the Hasely Crawford Stadium at Mucurapo for the park-and-ride plan. This, he said, has prevented the corporation from moving forward with its ambitious plans. Mayor Lee Sing said, however, the corporation is trying to find other
ways to implement the plan and is looking for alternative parking spaces. The mayor said in the face of the hurdles, he did not have a backup plan. “Although we are dealing with a most frustrating environment we will continue to do what we have to do for the citizenry of Trinidad and Tobago,” he said. The mayor announced in March that on July 11 a system of park-and-ride was coming to the capital requiring people coming into the city to park at the Carlos John Boulevard (the paved area of the Savannah). They would be charged between $5 and $10 to park and be taken to designated locations in the city. But even though the plans for the park-and-ride system have been stalled, the mayor said wrecking of illegally parked cars in the city will certainly continue. THA plans social assistance card TRINIDAD (TG) -- The Tobago House of Assembly will introduce an emergency social assistance card for recipients of public assistance on the island. This was revealed by Finance Secretary Dr Anselm London, who said the move was due to the unresolved appointment of a five-member Local Public Assistance Board. A release issued by the THA said the card would be used “mainly on a one-off basis to assist in the special cases of senior citizens and other Tobagonians who find themselves in need of food supplies and/or medical supplies.” London also said the card was being implemented because of the “numerous ‘misstatements’ by the People’s Partnership Government on the pension payments and its refusal to adhere to precedent in the formulation of the Tobago board.” The statement said the recommendations

Meanwhile, Chief Secretary Orville London said more than seven months ago the THA submitted the names of four people to be appointed to the board. The THA said Minister of the People and Social Development instead rejected those names and appointed “his own members, one of whom is dead and another refused to take up the appointment, while a third resided in Trinidad.” The THA said the Board had not met since January. London said the new Tobago Development Minister Dr Delmon Baker and the new Minister in the Ministry of the People and Social Development, Vernella Alleyne-Toppin “should find a way to ensure the views of Tobagonians were respected and the THA recommendations to the Tobago Public Assistance Board be accepted.”
Former TTTI driving force falls to heart attack

TRINIDAD (TG) -- Richard Joseph, described as the driving force behind the Trinidad and Tobago Transparency Institute (TTTI), succumbed to a massive heart attack on Sunday. Deryck Murray, newlyappointed chairman of TTTI, said yesterday that Joseph’s death was a major shock and a great loss to the Institute. Joseph, who was 59, served as the treasurer of the institute before becoming its chairman from 2010 to 2012. Murray said Joseph was “completely dedicated to the principles of TTTI to fight

Joseph, who was a chartered accountant, leaves to mourn his wife Christine and their two children. His funeral will be held on Saturday, July 7 at 8.30 am at St Anthony’s RC Church, Petit Valley.
PM Anthony to preside at first Heads of Government meeting GUYANA (GC) -- Prime Minister of Saint Lucia, Dr the Honourable Kenny D Anthony will preside over his first meeting of Heads of Government of the Caribbean Community (CARICOM) tomorrow since assuming the Chair of CARICOM on Sunday 1 July.
Dr Anthony replaces the President of Suriname, His Excellency Desire Bouterse. The three day 33rd Regular Meeting of the Conference of Heads of Government begins with an opening ceremony at 09:30hrs at the Sandals Grande which will be streamed live on the internet. One of the highlights of that ceremony will be the conferment of CARICOM’s highest award, the Order of the Caribbean Community (OCC), on Kamaluddin Mohammed of Trinidad and Tobago. Mr Mohammed served in various cabinet positions in his native country and his award is as a result of his sterling contribution to the integration of the Region, in particular
during his stint as Minister of West Indian Affairs. CARICOM Secretary-General Ambassador Irwin LaRocque will lead off the speakers at the opening, at which addresses will be delivered by the Chairman, the immediate past Chairman, the President of Guyana, His Excellency Donald Ramotar, the Prime Minister of The Bahamas, the Right Honourable Perry Christie and the Prime Minister of Jamaica, the Most Honourable Portia Simpson-Miller. The Heads of Government will receive the Secretaries-General of the Organisation of American States (OAS) and of the African Caribbean and Pacific Group of States (ACP), His Excellency Jose Miguel Insulza, and His Excellency Dr. Mohamed Ibn Chambas respectively. “I did that (spend a lot of time away) with Kymani. I did that with Kya. With him (Khadel) and his current situation, I want to spend a little more time with him in his earlier stages, especially seeing that we have three kids home now and is only so much work mommy could do. It’s a blessing to have (my) mother-in-law around,” he said. You won’t hear any horror stories from him as it relates to his mother-inlaw Marilyn Danglade. Asked if he felt fortunate having a good relationship with her that was not without disagreements, he replied, “Of course, especially having lost my (biological) mother. To have a mother-in-law as a mother that’s a very good
thing. “If more fathers in T&T paid attention to how their children were growing up, we wouldn’t have that level of crime. Fathers are very important in a household. My biggest challenge is to be the best father possible, until they can make decisions on their own. I am sticking to that challenge.” When he’s away, he tries to maintain his visibility using Skype technology. When on local soil, Slaughter could be seen cycling with them and he makes it a point to attend almost all their activities. Yet, he has not conditioned himself to help with their homework, nor has he taken on meal preparation duties. For his lapses in these areas, he blamed a tight business schedule. Even so, there was no denying his faith. Each time he spoke about his family blessings, it was from a position of strength and devotion which explained his multiple references to Almighty God.
9 new police stations Continued From Page 3 -- Warner said he met members of the E-999 unit at 5 am yesterday and they complained they received an average of 22,000 calls a year. He said 60 per cent of those were prank calls. “Last month, the calls increased. E-999 said people called when their husbands did not come home early, or when their neighbour was threatening them. They say they can’t go to the police station, so they are calling E-999.” he said. Warner also plans to flood the streets with soldiers, policemen, estate constables and municipal policemen. “High visibility has been proven to be very effective,” he added. He lamented that the Police Service had 30 to 40 motorcycles which were not used.
He said: “The irony is that in Chaguanas there are five motorcycles and one policeman to ride them. Something has to be wrong.” Warner said “some group of persons” must be held responsible for the fact that security cameras installed by the Government along the highway and the Priority Bus Route and on public buildings in Port-of-Spain have not been working for more than a year. He added: “People must be held accountable for their actions and inaction. “How could you fight crime without cameras? They are saying the cameras were shot at by bandits. “You have cameras which are bullet-proof. You need a control room from where you can monitor the cameras. There is too much inaction.”
No sighting of Mazaruni prison escapees GUYANA (DW) -- Police and prison authorities were up to late Monday still searching for two convicted prisoners who escaped from the Mazaruni Prison during a Fun Day on Sunday.
“The police are continuing the search aimed at recapturing two prisoners who escaped from the Mazaruni Prisons,” police spokesman Ivelaw Whittaker said in a statement. The escapees are Seon Hopkinson,27, of Blueberry Hill Squatting area, Linden and Carlton Sampson,26, of Crane Old Road, West Coast Demerara.
The Guyana Police Force shied away from saying that the inmates escaped during a Fun Day, instead preferring to say that “they were among others who were on a recreational break in the prison compound when they were discovered missing at about 1:30 PM.” Hopkinson was serving concurrent threeyear sentences for robbery under arms, unlawful possession of firearm and unlawful possession of ammunition. Sampson was serving sentences for robbery under arms and escape from lawful custody.

The term chanting brings to mind Buddhist monks in their saffron robes, creating a form of vocal melody that is soothing to the ear. However, chanting is more common than we realize and is present in every culture. This ancient practice continues to stand the test of time for its multifarious benefits to our health, mental focus, perseverance and spiritual advancement. A chant can vary from a single syllable or word to a series of words. In Hinduism the word or phrase that is chanted is known as a mantra. Today mantra is used loosely to meaning a ‘formula’. Indeed this formula holds such power that it is worth exploring its benefits to our health and well-being. All religions whether consciously or otherwise, practice some form of chanting. In Christianity, reciting the name of ‘Jesus’ at the end of each praise to God constitutes a mantra. In Catholicism, saying ‘Hail Mary Full of Grace’, repeatedly, is a form of mantra recitation. In Islam, ‘Allahu Akbar’ (God is great) remains a popular man-
Through chanting, thoughts become more focused, thereby creating greater mental and emotional strength. A chant also serves to control the busy mind, and can be used as a way to conquer health issues, such as depression, hypertension and cardiac problems. The ultimate goal of chanting or mantra recitation however, is to find a spiritual connection to a supreme being, and even in this doing, we ultimately discover our personal inner power and strength. From a yogic perspective, the practice of chanting is called Mantra Yoga, also referred to as Japa Yoga. Mantra Yoga is one of the approximately 40 different types of yogic practices, all of which are interconnected. Mantras can be chanted in many forms. They can be spoken verbally (Vaikhari Japa), recited mentally (Manasika Japa), whispered or hummed (Upamsu Japa), or written (Likhita Japa). These various types of japa can be combined to improve focusing of the mind. Chanting serves to quiet the busy mind. A busy mind causes stress to be built up in the body and is the key cause of many ailments that are a norm in today’s society. With a calmer mind, daily tensions and frustrations are subdued and we be-

In time, one finds, through mantra recitation, issues such as, depression, stress and anxiety, gradually dissipate as we learn to disconnect from aggressive and angry tendencies. With a calmer mind, we evolve into beings of greater compassion and love, consequently tapping into our natural inner state of peacefulness, calmness, courage, and patience. Unlike meditation, which requires selfdiscipline, will power and a serene environment, mantra yoga can be practiced at any time under varying situations. The healing power and health benefits arising from chanting are especially valuable during onerous experiences as it helps to disconnect us from the situation at hand. This is advantageous in preventing one from becoming overtly involved with the mundane trivialities of everyday life, protecting us against anger, stress and depression. In Hinduism, the eventual goal of mantra recitation is achieving what is termed ‘ajapa-japam’. The first letter “a” means without, “japam” means repetition of a mantra. Hence ‘ajapa-japam’ means, sub-
consciously repeating a mantra without mentally commencing the chant. In other words, it is the means by which the consciousness repeats a mantra when the mind is preoccupied by the routines of daily life. Such a skill is achieved only through constant practice of mantra yoga. The benefit of ‘ajapa-japam’ is that one subconsciously nourishes the inner spiritual Self. An added benefit to ‘ajapa-japam’ is that when faced with a trying experience, your subconscious slips into a mental chant, which you slowly become aware of, and quickly gain detachment from the exigent situation. Chanting is a unique and irreplaceable mean to overcoming many of life’s daily challenges. The fact that it has existed in all cultures lends additional weight of its importance to our well-being. Chanting builds inner courage, self-esteem, keeps our heart rate under control, helps to prevent organ damage through stress build up in our body, and additionally strengthens our spiritual focus. Through the practice of Mantra Yoga, we have the capability of freeing ourselves from the ailments that the stresses of daily life produce

TRINIDAD (TG) -- West Indies cricket was alive and well under the Florida sun yesterday, as they totally dominated New Zealand, winning their two-match series 2-0 at the Central Broward Regional Park in Lauderhill, USA. After their convincing 56-run victory in the opening match on Saturday, the West Indies gave the fans a Sunday afternoon treat, as they won by 61 runs. After compiling another impressive score of 177 for five off their 20 overs, the West Indies restricted New Zealand to 116 all out in 18.4 overs. T&TCB calls 38 for T20 trials TRINIDAD (TG) -- The T&T Cricket Board (T&TCB) has announced the official start of preparations for the 2012 Champions League T20 Championships which will be staged in South Africa later this year. T&T has already qualified for the CLT20 by virtue of winning the Caribbean T20 Championships which were contested in January. This year will mark the third time in four years that T&T will be participating in the lucrative competition. On Friday the T&TCB announced that 38 players have been called to trials beginning on Thursday from 9 am at the National Cricket Centre in Balmain, Couva. The sessions will be conducted by Technical Director David Williams with the assistance of national coach Kelvin Williams, who has specific responsibility for the national youth teams. Included in the training squad are cricketers who are currently on regional duty with the West Indies senior and “A” teams currently playing against New Zealand and India “A” respectively. Caribbean Pot: Homemade Tamarind BBQ Sauce
Chris De La Rosa Contributor Ingredients 1/4 cup brown sugar (packed) 1/4 cider vinegar 1 large onion diced (sweet onion) 2 cups ketchup 1/4 cup Worcestershire sauce 2 tablespoons molasses 2 tablespoon yellow mustard 1 scotch bonnet pepper 1/2 teaspoon black pepper 1/2 teaspoon ground allspice 1 tablespoon olive oil 1/2 teaspoon salt 1 tablespoon grated ginger 3/4 cup tamarind pulp Notes: You’ll need between a cup and a cup and half of hot water to prepare the tamarind pulp into a liquid form. You can certainly add some cinnamon and fresh herbs to personalize this if you like. When using the scotch bonnet pepper try to wear gloves as the oils can be painful on your bare skin and try not to use the seeds, since that’s where a lot of the heat is. Dice the onion and pepper very small.. remember to not use the seeds of the pepper if you’re concerned about explosive heat. Put the tamarind paste into a bowl and top it with hot water (I used just over a cup of boiling water). The hot water will allow you to break the tamarind down into a concentrated liquid form. In a deep sauce pan on medium heat, pour in the olive oil (to help cook the onions and
it will also give the finished tamarind bbq sauce a brilliant sheen), then empty in the diced onion. Turn your heat down to low and let this slowly cook for 5 minutes (remember to stir). It will soften up, go translucent and release it’s natural sugars. After 5 minuets it’s time to add the black pepper and allspice.. this step will help toast the spices a bit and release it’s flavors. Cook that for a minute or two, then start adding everything else into the pot.. except the tamarind. Raise your heat to medium to bring to a gentle boil (remember to keep stirring). Using a fork (at first), break up the tamarind pulp, then get in with your fingers and massage it. This action will release the pulp and the water will become a sort of tamarind concentrate. Discard as much solid (seeds and fibers) as you can. Now strain the liquid into the pot and give it a good stir. Bring to a boil, then turn the heat down to a very gentle simmer. The idea is to cook this very slowly so all the flavors marry and form a tasty tamarind bbq sauce. Typically after 30 minutes it will be finished, but I allowed my batch to go for 45 minutes to really thicken up. You can leave it for additional time if you want a more thick bbq sauce. Do remember that when the sauce cools it will also thicken up quite a bit. Not only will you have the satisfaction of knowing you made your own BBQ sauce, you’ll now have the most tasty tamarind bbq sauce you’ll ever enjoy. This sauce is not only meant for grilling, it makes a wicked dipping sauce for your chicken fingers and is a great topping for burgers. Store in glass containers in the fridge and it will remain good for at least a couple months (it won’t last.. you’ll find uses for it before then)

This is achieved through aerobic exercise, which will also improve the body’s ability to utilize the oxygen in the blood for energy. Half an hour of running, swimming or cycling three times a week is enough to make a significant difference to cardiovascular fitness.

Monique Bartlett Contributor Osteoporosis is a combination of low bone mass and the deterioration of bone. It’s a silent disease in which bone loss occurs without symptoms. It can cause fractures in the spine, hip or wrists. Approximately 80 percent of the people affected by osteoporosis are women. It can affect women with early menopause before 45 or who have abnormal periods. Osteoporosis risk in men increases with low testosterone levels, steroid medications, excessive alcohol and smoking. Bone loss occurs in about 1% of the population per year every year after 35. At risk population consists of small or thin body types and those with a family history of osteoporosis. Eating disorders such as anorexia and bulimia also increase bone loss. Those who take cortisone and prednisone, seizure medications, are taking cancer treatments, who have too much caffeine and have a decrease in calcium and vitamin D are also at risk.
As we age we become less efficient at absorbing calcium and other nutrients. It’s important to eat calcium rich food such as kelp, kale and almonds and increase the protein in your diet. Adding multi vitamins and can also help to increase absorption, which cannot be achieved naturally through a regular diet. Sedatives, laxatives and diuretics can also decrease calcium absorption. If diagnosed with osteoporosis it’s important to maintain function and to preserve bone mass. Focus on balance and mobility. It’s also important to increase weight bearing exercise and work on a gradual increase in intensity. Core stability is crucial as it helps to strengthen the core and back. Regular activity will help you stay healthy and mobile as well as keep your mind sharp. It will help to ease pain and stress as well as help you get rid of a few unwanted pounds. It will help to lessen your risk of dying prematurely and it will help take pressure off of weight bearing joints and ease inflammation. When diagnosed with osteoporosis, it’s important to listen to your doctor but it’s also important to listen to your body. With a little bit of dedication and knowledge you can take control and manage your pain. Be proactive and keep yourself as independent as possible for as long as you can.

Immigration matters: Immigrate the right way…or ban for 5 years Marva Kollar Contributor Immigration representation is very controversial. Some people are petrified by the negative publicity about immigration fraud. Others with job offers arrive in Canada to find themselves jobless and on the verge of being deported. Should I represent myself, ask my friends who succeeded or use a good Authorized Representative? How do I immigrate the right way? Regrettably, negative publicity has plagued Canada’s immigration industry for decades. Some prospective immigrants robbed out of “the Canadian Dream” by Unauthorized Representatives, also
known as Ghost Consultants or anyone who provides immigration representation or advice for a fee. Years of exploitation forced many to disregard Counsel, appearing before Citizenship and Immigration Canada (CIC), the Immigration and Refugee Board (IRB) and the Canada Border Services Agency (CBSA) with neither immigration experience nor proper resources. Friends who succeeded shared with others on how to “just fill in the forms”. Not only is every case very unique, the Regulation changes. Furthermore, individuals who applied years ago often inadvertently forget information submitted and misrepresent themselves by submitting conflicting information. Under the current Regulations, an Exclusion Order is automatic for individuals who lie or misrepresent themselves. This type of Removal Order bans the person from entering Canada for two years. However, on February 16, 2012, the Honourable Jason Kenney, Minister of Citizenship, Immigration and Multiculturalism
introduced a new bill Protecting Canada’s Immigration System Act (PCISA), which proposed to change the Immigration and Refugee Protection Act passed in June 2010. Effective July 1st, persons who misrepresent themselves will be banned from Canada for five years instead of two years.
Sadly, under PCISA many unsuspecting applicants and their families, who already suffered from Ghost Consultants’ poor advice leading to misrepresentation, will be further exploited for another five years. But, there is consolation in knowing that consumers are more protected by the Minister’s international campaign launched with governments to protect their citizens from exploitation and abuse by Ghost Consultants. By bringing public awareness through antifraud advertisements and changes to the Act, the Minister also made it an offence to provide immigration representation or advice for a fee. This action now carries a maximum penalty of $100,000 and/or two years in jail.
To immigrate the right way, prospective immigrants currently have four categories of paid Authorized Representatives to act on their behalf before CIC, IRB, CBSA, visa offices, etc. Lawyers and paralegals with provincial or territorial law society, Notaries with the Chambre des notaires du Québec and Registered Canadian Immigration Consultants in good standing with the Immigration Consultants of Canada Regulatory Council (ICCRC) http://www. iccrc-crcic.ca/public/membershiplistFull. cfm With over 19 CIC offices closed in Canada, no front counter access to the public, and several Canadian Consulates closed south of the Border, individuals who exercise their Right to Counsel must conduct due diligence in choosing an Authorized Representative. Victims of Ghost Consultants can overcome the abuse by acting on their duty to report immigration fraud to the Border Watch Tip Line at 1-888-502-9060.

Unless you bring your concerns to the attention of the broker the broker may just get you to sign a basic policy which will not give you the valuable additional options that I have outlined above. I accept there may be an increase in premiums but taking out these optional benefits will give you peace of mind. Furthermore taking out the optional coverage will also ensure that you are able to get a larger lump sum settlement as the insurers will be exposed to enhanced benefits.

The Provincial Ombudsman has been a powerful voice for the little guy trying to navigate the bureaucracy of the Provincial Government. The Ministry of Transportation’s blindly honoring the 407 ETR’s request for Plate Denial without proof of lawful charges is a serious Public Policy concern. It is my hope that many of you will take 5 minutes of your time and tell our Provincial Ombudsman that we need his voice to help change this practice. Also, please put your concerns in writing to your MPP. This will go a long way in helping us to effect change.
