Feature Updating the Heartland A P An Area Structure Plan is a statutory document that provides the detailed policy framework for the development of a specified area. Alberta's Industrial -t-+-+---1 Heartland Area Structure Plan (ASP) is related specifically to the Alberta's Industrial Heartland area. It provides a framework specifically for industrial development, and describes such things as planning parameters, development policies, controls and standards, land use patterns, and utility servicing. ---'--h-+-fl The Industrial Heartland ASP was originally approved in 2001, and was revised in 2007 and in 2008. Since it has been more than 10 years since the last revision, in 2016 the process was begun to revise the Area Structure Plan to reflect changes in the region that will better align with Alberta's Industrial Heartland in neighboring counties, and in anticipation of upcoming changes to the Municipal Development Plan, the Land Use Bylaw, and the Municipal Government Act (MGA). The process for the ASP amendment has involved public engagement events, as well as direct consultation with residents of the Industrial Heartland area. The first public engagement event was held on October 5, 2016. The public was presented with information on the current ASP, what an ASP is, what it does, and what it does not do, as well as the ASP amendment process and expected timeline. The meeting also gave the public an opportunity to propose questions and concerns for planners to address during the process. The second public engagement meeting was held on March 2, 2017, at the Lamont Hall Meeting Room. The public was presented with progress made on the ASP, based on their feedback from the first meeting. Concerns were once again addressed and the public was again educated on what an ASP does and does not do. On April 26, 2017, landowners and residents of the Heartland Industrial area were invited to a private question and answer session, in order to specifically address any concerns they may have had about the new ASP and the amendment process. The third public meeting was held on Thursday, June 29, 2017. Materials presented included educational display boards, a project time line, a "what we heard/what we did" board, along with the draft proposed land use concept. During the fourth public meeting held December 6, 2017, feedback was gathered on proposed amendments to the Municipal Development Plan and Land Use Bylaw needed to align with the new ASP. This feedback was used to contribute to the development of the ASB, MDP and LUB, and allowed the process to move forward for a Public Hearing planned for March. If the Council and public are satisfied, the proposed drafts will be made final at a future council meeting. If not, then Council will provide direction on what they have heard, revisions will be made, and presented back to Council.
