• Road network reaches capacity at 20,000 vehicles per day • This occurred on 10 days in 2012 and 33 days in 2013 • Congestion is limiting opportunities for economic growth • 2,000 pedestrians and 200 vehicles per hour at Caribou St. & Banff Ave. intersection • Bottlenecks at Bear & Buffalo St., and Buffalo St. & Banff Ave. create congestion over the Bow River bridge • Traffic should be intercepted before it reaches downtown
