Town Staff

Aboard
My name is Joyce Litchfield and I started as the Customer Care Specialist in March. I most recently attended Texas Woman’s University in Denton, where I am pursuing a degree in Human Resources. As a career Army wife, I lived in a few different places in the world and have had a multitude of jobs, from shipping clerk to police dispatcher, X-ray tech to medical services credentialing coordinator, to recruiter. The military and those who serve and protect this country will always have my love, honor, and respect. My favorite hobbies are reading, travel, and cooking…not necessarily in that order! I love ancient ruins anywhere in the world, but especially Mexico because I can relax on the beautiful beaches. I have two adult daughters, both teachers, the oldest being a high school principal. I also have three grandsons who are under the ages of 18 and the absolute loves of my life. I love to feed the people I work with and will share homemade food in the breakroom. I also love birthdays and will bake a cake-let me know what you like!
My name is Rachel Balthrop Mendoza and I started as the Development Manager in March. Previously, I worked for the City of Denton and City of Grand Prairie. In my former life beginning immediately upon graduating from Trinity University, I spent ten years in the depths of the private sector with both the San Antonio and Dallas public finance departments of Norton Rose Fulbright (formerly Fulbright & Jaworski). When not livin’ the local government dream, I can be found in my preferred element: outside pounding the pavement training for or running in various long distance races. My ultimate joy, however, is found in quality time spent with the most supportive husband and three brilliant, energetic children in the universe.
