The Town of Little Elm has a long and rich history that stretches back over 165 years. Chartered in 1841 and settled in 1844, the Town of Little Elm grew from a few hundred people in 1966 to more than 45,000 in just 30 years, making it one of the fastest growing towns in Texas.
From a small settlement chartered as part of the Peters Colony to the bustling town we see today, Little Elm has changed in size, appearance, and population.

This report highlights the progress made toward our mission to be a distinct and desirable lakeside destination for all people to live and play Town Council and staff work every day with our residents in mind to execute this mission.
Through enhanced public safety initiatives, such as the construction of Fire Station 4, we continue to foster a sense of security as we seek to be a safe and welcoming community for all who live here and visit
We believe in building strong relationships with our community through open communication and engagement opportunities. Regardless of your background, there is a place for you to get involved in making our community a better place to live By promoting a partner mentality, we have engaged with various organizations and entities to strengthen our collective efforts throughout North Texas.
We continue to maximize recreational and leisure activities available to our residents. This year, we launched a new 24-hour Library Kiosk to better serve our northern residents Additionally, we began updating the Parks Master Plan to assess the needs of our residents. As construction on Cottonwood Park comes to a close, the community will soon be able to enjoy new trails, pavilions, and other site amenities.
As an organization, we are committed to amenities being fiscally responsible and actively pursuing opportunities for economic development. The Finance department received several awards and recognitions for their strong practices, while also reducing the tax rate. By planning for long-term financial obligations and ensuring operational efficiency, we have laid the foundation for continued, sustainable growth
Promoting and expanding Little Elm’s identity is vital for tourism as we strive to create a distinctive brand that resonates beyond our borders We are dedicated to maintaining high standards for new development and fostering vibrant neighborhoods that enhance our community’s character

TOWN COUNCIL
The Little Elm Town Council is an elected, policy- and law-making body with the power to pass town laws and ordinances At regular meetings, which are open to the public, makes policy decisions, as well as receives updated from Town staff on projects and initiatives. Members serve threeyear terms.

Little Elm will be a community that is safe and welcoming to all who live here and visit. A safe and welcoming environment is accomplished by upholding a strong sense of community with engaged residents, maintaining clean and aesthetically welcoming corridors and neighborhoods, preserving a low crime rate, and ensuring that public safety officials are courteous, professional, and ethical while providing equitable service to all.
FIRE STATION 4 & PUBLIC SAFETY ANNEX
Located near the intersection of FM 720 and Ryan Spiritas Parkway, this project includes a 15,500 square foot building with two double-deep fire apparatus bays. The site will also include a fueling station, covered parking, and additional storage Construction began in May 2024 and is estimated to be completed in June 2025
POLICE BEST PRACTICES RECOGNITION
Little Elm Police Department was recognized as an “Accredited Law Enforcement Agency” by the Texas Police Chiefs Association. This distinction demonstrates compliance with over 168 Best Business Practices for Texas Law Enforcement The award reflects the department's commitment to maintaining high standards in law enforcement for the community

ACCOMPLISHMENTS:
Addition of Large Dog Area B at Wood Family Dog Park. Construction continued on Cottonwood Park and is estimated to be complete in early 2025.
Installation of broadband internet and fencing at Little Elm Park.
PARKS MASTER PLAN
The process of updating the parks, recreation, and open space master plan kicked off this year. Phase one included data collection and base mapping, inventory and facility analysis, examining population and demographic trends, doing a standards analysis, and seeking public input through a needs assessment Phase two included ranking priorities, developing an implementation plan, developing the plan, and creating an interactive story map. The entire project is set to be completed by the end of 2024.

The Town of Little Elm Council approved funding for a 24-Hour Library Kiosk in the 20232024 budget year to provide access to library materials in the Little Elm community north of 380 The kiosk was installed in August of 2024 and opened officially on September 25, 2024

Little Elm will ensure the Town’s financial and operational processes’ integrity and long-term viability. Little Elm’s operating and financial soundness will be ensured by maintaining a competitive tax rate, aggressively recruiting selective retail and small business economic development prospects, planning for long-term financial obligations, and maintaining a level of operational efficiency.
The AA+ and Aa2 ratings from S&P and Moody’s reflect the Town’s strong economy, rapidly growing tax base, and strong financial position

Town Council appointed two Advisory Committees for the Small Area Plans on April 16 The advisory committees met with staff and the consultant to guide principles for future development for The Lakefront District™ and US 380 Corridor. These meetings explored current market trends, development opportunities, land uses, mobility, and placemaking. This process will continue and result in a framework and recommendation for both areas
ACCOMPLISHMENTS:
With the assistance of a consultant, the Town conducted stakeholder interviews, launched a website and online survey, and met with the Planning and Zoning Commission and Town Council to assess our current codes. With the feedback from those meetings and the online surveys, the consultant will provide a draft report. The consultant will walk through the document to get feedback on the recommendations that are policy-focused, to ensure that code changes are reflective of the Town’s overall vision

Did you know?
Little Elm Park was ranked 189 out of 3,940 tourist destinations in the United States during the Harry Potter: A Forbidden Forest Experience? This places us in the top 5%!
Little Elm was recognized as a Tourism Friendly Texas Certified Community by the Office of the Governor. This program is a new designation created to encourage communities across Texas to pursue tourism as an economic development strategy and provide resources to support those efforts. The program is open to local governments or non-profit organizations that serve as the lead for tourism promotion and development efforts in the community
Out of 688 nominations, the Tourism & Communications Department won first place in the Best One-Time Event cateogry for the Harry Potter: A Forbidden Forest Experience at the Texas Association of Municipal Information Officers Awards Conference The event drew 241,800 visitors from 48 different states with 211,000 of those being first-time visitors to Little Elm.

ACCOMPLISHMENTS:
Public Works Expansion
On May 21, in conjunction with National Public Works Week, the Town celebrated the ribbon cutting of the remodeled Public Works Service Center. This building is home to our dedicated Public Works team members who oversee our road, vehicle, water, wastewater, and storm water operations.
Completed the design for the Mansell Pump Station piping improvements.
Construction began on the SCADA System improvements and the Wastewater Treatment Plant Dewatering and Clarifier improvements.
Initiated the Wastewater Treatment Plant Operations and Optimization study.
Designed the Westside Water Pump Station and Ground Storage Facility.
Began repairs to Lift Station #5.
Progressed on the implementation of the Munis Assest Management and Fleet Management systems.
