Benchmarking Police Integrity Programmes – Terms of Reference

In 2011, the Association of Chief Police Officers (ACPO) approached Transparency International UK (TI-UK) to commission an external review of a report written by ACPO itself, entitled ‘Managing Police Integrity: ACPO Approach 2011’. ACPO asked TI-UK to review this report, make recommendations for amendments, and identify areas for improvement. TI-UK’s report was delivered to ACPO for comment on 3 May 2012. TI-UK was paid £25,000 to do this work.

Below are the terms of reference, as agreed on 24 January 2012. The purpose of the review is to benchmark ACPO’s review of integrity as set out in ‘Managing Police Integrity: ACPO Approach 2011’ and to make recommendations for a roadmap for future activities. Transparency International UK (TI-UK) proposes the following approach: Our experience lies in the area of anti-bribery, especially corporate anti-bribery, but the approach for countering bribery and corruption is generic, using a systems based, risk led approach. Methodology We will carry out the following:  

Review the report ‘Managing Police Integrity: ACPO Approach 2011’, endorse good practice and make recommendations for any improvements; Benchmark the approaches of a small number of ACPO forces and international forces (internationally we have in mind Hong Kong, New South Wales, Singapore and Victoria) - the selection to be agreed with ACPO, by: o Reviewing publicly available web-based information – this would be carried by developing a set of indicators drawn from TI’s experience of international surveys of corporate anti-bribery practice and to be discussed with ACPO before being put into use. We expect there to be limited public information but this would serve as a baseline for future development of transparency in police reporting and communication on integrity; o Consulting with any TI national chapters that have worked with police forces or studied police integrity – it may be that chapters have not carried out relevant work as the focus has been on public perceptions of police integrity rather than direct work with the police; Literature review using the data room provided by ACPO; Discussions and interviews with ACPO members; The approach will draw on experience gained on TI’s extensive experience in corporate antibribery practice as this practice is generic for organisations including public sector bodies. The foundation to organisational anti-bribery and integrity practice is a governance structure that sets the policy and commitment and provides oversight and leadership. The review will consider the particular circumstances of governance for the police forces and recognising the changes to be implemented in November 2012 with the creation of police and crime commissioners.
