MARKET UPDATE PLUMMETING BOND YIELDS COULD MEAN LOWER MORTGAGE RATES BY SPRING Government of Canada benchmark five-year bond yields dipped below 3.5 per cent on December 5 to 3.44 per cent, according to data on the central bank’s website, then fell below 3.4 per cent a day later. That put five-year yields down more than 100 basis points from their peak of 4.42 per cent on October 3. The mortgage industry is anticipating that relief on interest rates is coming, as fixed mortgage rates usually adjust in response to changes in bond yields. Mortgage strategist Robert McLister said investors are reading the signals of a weakening economy and anticipating the inevitable. However, McLister cautioned against expecting interest rates to precisely mirror the decline in yields. For now, he advises borrowers to remain cautiously optimistic: hope for rate cuts in the upcoming spring or summer, while preparing for a low probability that there could be no easing until 2025. — Shantaé Campbell, Financial Post

THE LOW-DOWN ON SHORT-TERM RENTALS IN ONTARIO: WHAT TO EXPECT IN 2024

he debate about short-term rentals like AirBnb and VRBO is making news headlines these days, with the Federal government proposing new laws in 2024 and many municipalities already imposing strict controls to help control this market. We're here to help you sort through the weeds.
What's happening with the rental market?
The Canada Mortgage and Housing Corporation has estimated that to bring housing prices back within reach for most buyers, Canada must add approximately 3.5 million units to the current construction plans by 2030. In the meantime, unaffordable house prices have created a surge in demand for longterm rental units. In recent years, the country has seen many long-term rental units converted into short-term rentals, as they can be a more lucrative business for landlords. According to Statistics Canada, the short-term rental market grew from an estimated 7.0 percent of rental supply in 2017 to 15.2 percent in 2021 across Canada, with major cities seeing more significant growth. According to a December 2023 report by Desjardins, short-term rentals represent 1.4 percent of Canada's overall housing availability (235,000 listings) and 4.9 percent of the long-term rental potential. The same report estimates the national rental vacancy rate was 1.9 percent in 2022, significantly below a balanced market rate of 3.0 percent. Due to the shortage of long-term rentals, rent prices continue to climb across Canada. In October, prices nationally increased by 11.1 percent from a year ago to an average cost of $2,149 per month, according to Rental.ca.

Is there a place for short-term rentals?
For some Canadians, short-term rentals are ideal despite the controversy surrounding them. In the agricultural sector, many growers hire migrant workers on a seasonal basis to help care for and harvest crops. As these workers are only in Canada for a few months of the year, a long-term rental scenario is neither suitable nor affordable. While some employers can provide accommodation for these workers, not all have this option. New immigrants and refugees arriving in Canada need somewhere to stay immediately, and short-term rentals can offer a comfortable living situation until families get on their feet. The original intent of the two dominant online platforms was to provide people going on vacation with additional accommodation options, while also providing homeowners with an additional income stream, especially if their homes were in vacation destinations and were only occupied for part of the year. Most people would agree that AirBnB and VRBO have proven to be invaluable tools for vacation planning, and have vastly improved the options available to travelers in major cities and vacation destination around the world. With the extraordinary increase in housing costs over the last decade, many first-time buyers have concluded that the only way they can possibly aspire to own their own home is if they rent out the basement or another suite in the home on a short-term or long-term basis to help cover the cost of the mortgage.
Will new laws change the short-term rental market?
Over the last couple of years, many municipalities across Canada have clamped down on short-term rentals for a variety of reasons, one of them being to encourage landlords to put long-term rentals back on the market. In Toronto, for example, 2021 saw the introduction of licensing for landlords renting on a short-term basis with a maximum of 180 days per year and only at their principal residence. Many municipalities introduced restrictions on short-term rentals, allowing them on a primary residence only, with secondary properties required to become long-term rentals. Effective January 1, 2024, the new proposed Federal legislation will mandate that landlords renting short-term in areas where they are prohibited will no longer be able to claim expenses against rental income. Property owners who are noncompliant with local laws will also be unable to claim expenses against any income earned from rentals. What to consider when entering the short-term rental market in Ontario If you own a primary residence and want to tap into the short-term rental market, be sure to consider the following: • Understand and follow the rules and laws of your municipality. • Create a cost analysis and make sure you understand which expenses qualify for tax deductions. • Create rental agreements even if tenants are only staying a few days. • Check with an insurance broker about liability coverage and whether it includes short-term rental use. While renting a room or your home for short-term use can help offset rising living costs, the process requires diligence and attention to ensure it's worthwhile.
