OSFI REACHES DECISION ON STRESS TEST

Canada’s banking regulator has decided to not change its qualifying rate for uninsured mortgages, ignoring calls to relax the criteria amid rising interest rates over the past year.

The Office of the Superintendent of Financial Institutions (OSFI) announced that it will maintain the current stress test, which requires borrowers to show that they can afford a rate of either 5.25% or two percentage points above the contract rate – whichever is higher. OSFI said in a press release announcing its decision that it was “prudent” that borrowers continue to be tested for adverse conditions.

MARKET OUTLOOK

There's no question the real estate market has seen unprecedented fluctuations over the past few years. Prices hit record highs between September 2021 and March 2022 during a time of low inventory and low interest rates. Starting in April last year, the Bank of Canada began raising interest rates to slow the economy and correct the inflationary pressures that were rapidly escalating. This abrupt course correction saw the interest rate rise seven times through the balance of 2022. Consequently, the real estate market immediately slowed, dropping prices by 20-30% on average across the Hamilton region. Rising interest rates and the possible impending recession forced many buyers and sellers to pause and wait to see what the market would do next.

Historically, it takes 12 to 18 months to see the full e ects of interest rate hikes, so last year's increases will likely continue to have an impact as people adjust their spending. Most economists predict at least one more small hike in 2023 – the scheduled dates for announcements are January 25th, March 8th, April 12th, June 7th, September 6th, October 25th, and December 6th.

the holidays. January 2023 has started slowly, again typical for the time of year, although slower than usual as people wait to see whether the Bank of Canada will raise interest rates again at the end of the month.

Luke O'Reilly from Royal LePage State Realty explains that the major interest rate increases significantly impacted home prices, which fell by 25-30% in the Hamilton area from their peak last spring. "Since July, prices haven't fluctuated much," he says. "In the latter half of 2022, buyers waited to see how the market played out and if prices would continue to drop. At this point, the prices seem to have hit bottom, and another slight rate increase isn't likely to a ect pricing."

Luke predicts 2023 will see more stability, and he expects that the market will start to take o again in the latter half of the year. He explains, "with increased immigration, intergenerational wealth changing hands and older generations assisting younger ones with a first purchase, we are likely to slide into a seller's market once again as the economy rebounds."

For buyers, timing will be critical and waiting too long to see if prices continue to drop could cause them to miss out. There's currently more inventory and less competition, so waiting could mean you risk finding yourself in a climate of multiple o ers and sales prices over asking once again.

Sellers can still be successful in the current market if they are strategic with pricing. As Sarit Zalter from RE/MAX Escarpment Realty explains, "Anyone with an appropriately priced property on the market will see new life and be able to sell early in 2023. The slowdown at the end of 2022 is already picking up in January, and we expect to see more homes move in the next couple of months."

Sarit also agrees that another one or two small rate increases from the bank will not likely change property pricing much. "Today's sale is all about the location, condition of the property, and working with the right realtor," she says. "People need to understand that the frenzy of 2022 has come and gone. We need to be realistic about what the prices are today."

With all indications of a more balanced market, sellers looking to buy another property will find the lower prices balanced out on both sides. For those retiring who are looking to cash in, they may have missed the days of overinflated prices and multiple bids but can still get good value for their homes.

Overall, in the region, inventory trends are stabilizing, and the trend has moved from a seller's market to a more balanced one. How long it stays that way remains to be seen.

We sat down with Lynn Fee, Realtor and Team Leader of the Lynn Fee Team in Grimsby, to get her thoughts on the current state of the real estate market and the outlook for 2023. So, is the housing market stronger than it looks?

Absolutely! Despite the interest rate increases (they will end soon), and the fall in home prices since the peak in February last year, now is the time to “stretch back” a little and look at the true growth in value of your home. I believe 2023 is going to be a REBOUND YEAR!

That sounds encouraging. How much of a rebound are we talking about?

No, it will not look like 2020/21. That was truly a BLIP! I know – all sellers want to see those prices again, but it was no more real than when the stock market hits some crazy high and everyone sells out. The real estate BLIP lasted longer than the stock market. Many people cashed out and were successfully able to move on to their dream life.

Mortgage rates have roughly doubled since last March, and house prices have come back into line with what their “true value” is… i.e. what they would have been if we had not experienced that inflated market created by a pandemic, a shortage of inventory, the lowest interest rates we have seen in decades, and people desperately searching for a change!

What do you say to people who are comparing the value of their home today to what it was a year ago?

Your home is likely worth more today than what you paid for it no matter when you purchased it. If you could just zoom out a little (I like to go back to 2019), and see what a similar home would have sold for then, the chances are you have done well. You really cannot lose value purchasing real estate. What is in your crystal ball for the next 12 months?

Buyers are just waiting and wondering when the interest rates will stabilize, and if prices will drop a bit more before they jump in. I don’t expect to see prices much lower, as they have now hit the point where they are at market value based on growth expectations vs an inflated market.

Housing will likely remain in short supply until at least 2030, meaning prices will eventually rise again as they always do in real estate.

And your advice for anyone considering a move in 2023?

Think “variable rate mortgage” for a year or two, take advantage of the lower house prices, and take some comfort from the fact that when prices were sky high and interest rates were so low, your monthly payment was almost the same as it is now. Do the math, contact a mortgage broker, and GET READY FOR A GREAT MARKET!
