Busca pade . . . Another Blast! Buscapade By Bro. Ferdie Yambot

Fully packed at 56 participants, who happened to be mostly talking at the same time . . . can anyone imagine how chaotic the scene was? A noisy palengke was no match! Munchies were in abundance . . . most notable was Bro AlexA’s macaroni salad packed in small individual pouches. The ever supportive miSis ReneY had oven fresh empanadas, chips and candies (ie. macaroons) and the irresistible spiked chocolates (distributed by new Pi Sis Jane Parel Baquiran). Of course, very special for the Backseat Boyz were aperitifs like the skewered cold cuts along with green mango/pipino slices to make the spirits flow smoother . . . and smooth it was . . . as a total of eight were consumed. The June 27 Buscapade to Pechanga Casino and Resorts is another proof of how GLA conducts its “life to the fullest” mode of living! The minute the bus got boarded in Panorama City (then one hour later in West Covina), non-stop merriment ensued! The Backseat Boyz (the culprits) wasted no time uncorking beverages/ fine spirits as the bus rolled to West Covina where a bigger crowd was in drooling wait. The West Covina crowd, not to be outdone and having most of the munchies (mostly labor of love), raided the “balut” box. Sorry Panorama people . . . if not too many baluts were left. We had to do “something” since Bro. Geoffrey warned us that fine spirits are not okay for consumption in a public parking place. Ha ha ha bottles unnoticeably got emptied! Amidst all these chaos, we managed to collect a poker pool of $500 . . . and as usual with the able hands of Bros Beeboy and Geoffrey, we tripled to $1.5k and everyone was happy. A collective $125 balato to GLA was the end result. A raffle of prizes donated by the ever-generous couple of Sis Irma-Bro Alex along with MaricarA, GraceL, ReneY, among others generated additional proceeds. Continued on page 5

As part of the requirements for the On-Site Captain’s training, volunteers had to attend the Orientation seminar held at the Heal the Bay’s offices in Santa Monica. APO-GLA volunteers included COB Bro. Roehl Reyes, BODs Sisters Emma Galang, Melody Ang-Gayon and yours truly. During the two hour seminar, focus was made on the reasons, goals and missions of Heal the Bay, which was to make the ocean and bay area in Southern California in general and Santa Monica in particular, pollution free. The speaker started with enumerating the importance of our oceans, which make up 70% of our earth’s surface. It is the primary source of protein from the sea, it gives employment to over 200 million people all over the world, it is an important source of oxygen coming from seaweed and plankton constituting 50-70% of the air we breathe and provides recreation and tourism, including 11,000 plus jobs, with tourists spending approximately $ 1.4 billion annually. Typically, ocean pollution come from the following sources, our sewers and storm drains, which surprisingly are two separate systems. Sewage typically comes from inside, from our toilets and sinks; whereas storm drains collect runoff water and trash from the outside. In the early 1980s, majority of the ocean’s pollutants came from sewage. Cont’d on page 4

PRESIDENT’S MESSA GE MESSAGE MIDWAY ON OUR 2015 TERM, FULL STEAM AHEAD By Bro. Dan E. Nino Brethren, we are now in the second half of our 2015 term. With God’s blessings we are on track on what we had envisioned to accomplish. We just held our June 27 Buscapade to Pechanga Casino where we had a full pack bus of 55 or so casino gamers. A week after, we had a blast at the 4th of July Independence Day at the Moreno Valley home of Bro. Lito and Sis Josie Tarculas — attended by close to a hundred revelers. At the bus, to and from Pechanga, food were abundant and drinks overflowed. Raffle prizes were aplenty. Ribbings and fellowship accentuated our trip with unbridled fun. On top of this, several brods and sis won from their group investment capital that was parked in pai gaw by Bro. Beeboy Mansilla. Thank you guys for joining us for a good cause. At the home of Bro. Lito and Josie Tarculas on July 4th, everyone made their presence felt and did their part doing household chores like preparing the food, cooking, cleaning, playing mahjong, poker and pai gaw. Some already arrived on a Friday afternoon and others left for home on a Sunday. Brod chefs Bro. Ferdie Yambot, Bro. Bobet Peneza and Bro. Alex Almazan had their hands full chopping, grilling and roasting. The succulent lechon roasted by Bro. Bobet was so huge but was gone in a few minutes like it was consumed by a piranha. He..he.. Exotic cuisines like Papaitan, Caldereta, Dinengdeng, Patatim, Talaba, Ginisang Ampalaya, Seafood, etc. were plentiful. A million thanks to the Tarculas family for their hospitality. To quote Bro. Christian David, APOGLA is really a well-oiled machine. Whenever, we have activities, all systems go and they are carried out with enthusiasm and efficiency. Last Friday, about 22 brods and sis descended on the ACDH facility of Bro. Mar Garchitorena to discuss the merits of a hybrid or a combination 501 C-3 (non-profit organization) and 501 C-7 fraternal social club as espoused by Bro. Eric Serrano and purely 501-C3 or status quo as propounded by Bro. Mar. I applaud both brothers for their research and presentation. Both made their points. As a nonprofit tax consultant, I have my preference which I will lay it in the open in due time. By the way, for those who have not yet paid their membership dues for 2015, please remit them ASAP before the election to our Treasurer Sis Ophel Amon. Call her at 818-970-4614 after office hours. BO ARD OF DIRECT OR’S CORNER BOARD DIRECTOR’S The Board of Directors met last Tuesday July 7, 2015. We have decided that we hold off on all policies and procedure changes or any resolution that may be overturned by the implementation of the 501 c3 or hybrid 501 c3 / 501 c7. Most of the agenda were tabled until after the referendum. But of course the organization activities must go on. Any day to day operations are still being continued to be addressed. We are now focusing on the upcoming special meeting and referendum. Our timeline is: Special Meetings: 1st meeting June 20, 2015 2nd meeting July 10, 2015 3rd meeting July 18, 2015

Once we vote on the option, we, together with the BOD, will form a constitutional convention where anyone can participate. We are targeting a completion for the amended CBL by September. This timeline is aggressive but if the ConCon cannot finish all the amendments by Election time, our fallback position is to ratify the CBL by the end of the year. During the second special meeting, a Bro. Mar Garchitorena and Bro. Eric Serrano presented their cases. Bro. Mar was the proponent for 501c3 while Bro. Eric was the proponent for the hybrid option (501c3 and 501c7). It was very informative. This is a very important milestone for our beloved APOGLA. We need everyone to understand the changes being proposed and to vote wisely. This coming Saturday July 18, 2015 we will hold the 3rd and final special meeting. This is your final chance to ask questions and understand the two options. If you already have a stand, this is your chance to campaign for your choice. In August, we will vote on how we will change GLA. I cannot over emphasize how important our vote will be. Will it be a compliant 501 c3 or a hybrid 501 c3 with a newly form 501 c7? People would get sick by just swimming from the sludge that was being deposited via the sewage system. In the latter part of the 1980s, the sewage got treated by a variety of ways: through gravity, wherein the solid particles would separate from the liquid portion; through biological chemical degradation of the sludge and thirdly, through bacterial treatment. So today, storm drains and runoffs are the main source of pollution affecting our oceans. Our watersheds, which are specific land areas that drain water in a river system or other bodies of water, were the main sources of runoffs. Water in the form of precipitation (rain) would infiltrate into the soil, partly to replenish our underground fresh water reserves, and partly going back to the rivers and ultimately into the ocean. With the onset of urbanization, this cycle is interrupted because water cannot seep through cement, which makes up our roads and sidewalks. Therefore, there is less infiltration that takes place and an increased runoff into the ocean, bringing with it all the trash, chemicals and pollutants that collect on the surface. All of this debris ends up in our oceans and are eaten up by marine animals and aquatic birds. 60-80% of debris is made up of plastic. Because of the ocean currents, all these waste ends up in a “dumping” place in the ocean that is so huge it is twice the size of Texas, and still growing. Heal the Bay seeks to put a stop or at least critically minimize the amount of trash and waste that ultimately ends up in our waters. The organization is constantly seeking volunteers to help in the physical clean-up or disseminating information to the public on better waste management. The next step for our APO-GLA volunteers is to attend the On-Site Captains’ training on July 25, 2015, in preparation for our first C o a s t a l Cleanup Day on September 19, 2015.

Last Friday, the 10 OF July, APOGLA had a special meeting called by the COB at Central ADHC to resolve and clear up the issue as to what we really want to be as an organization. Do we want to operate just a social club and create a hybrid between a C 7 and a 501 C 3 or is it more advantageous for APOGLA to just run singly as a 501 C 3 organization and still be able to do all of our social activities and fellowship. Secondly, the question of being compliant as a 501 C 3 is being raised because of all of our social activities. Thirdly, what direction should we take to fully realize the potential and benefits of a 501 C 3? And lastly, can a 501 C 3 have members? We had a vigorous discussion among those who were in attendance. The meeting was attended by over 20 very enthusiastic members. Brother Eric “Doc’ Serrano presented a position whereby a hybrid between a 501 C 3 & a C 7 can best fit for APOGLA . He is advocating to create both a 501 C 7 and a 501C 3, the reason being most of our activities are social in nature, On the other hand, I am in the camp that contends that we can still operate as a 501 C 3 and still enjoy all of our social activities and fellowship. That there is no need for us to create another non-profit organization since we can still have our social activities or parties and still be in compliance. Besides, the fact that a 501 C7 does not exempt us from paying annually the $800.00 minimum corporate tax to the State which we are enjoying now as a 501 C3. Now, what does it take to be NOT in compliant? #1. Failures to report annually with all governmental agencies like the IRS, Franchise Tax Board (FTB), CA Secretary of the State and the Atty General’s Office. #2. Funds or assets of the non-profit organization enure or benefit the officers, board members, individual members and its affiliates or relatives, directly or indirectly. And #3. That our activities are not align with our stated mission of charity, educational and community service together with our advocacy of propagating leadership, friendship and service. Mind you, there are no rules and/or regulations that prohibit us from socializing and enjoying each other’s fellowship as long as we do not use the funds that was raised and

One prize that was legitimately won by ex-Prez Jerome but got “forcibly” donated back and given to somebody (GraceL). So roughly explained, our proceeds got to be 55 x $35 (one guest complimentary for Bro. Jess Umila) = $1825 plus some donations, plus raffle proceeds, plus the balato, minus some expenses comes to a little less than $2K; not bad for a full day or WORK (yeah right). Where else can anyone experience this kind of camaraderie and FUN….…. APOGLA is one quick answer!

In fact there are certain time like a GMM and other meetings that we can use the funds of the organization. Almost all funds collected come from our pockets and are not treated as donation per se. Often times most of our socials gatherings are pot luck and contribution are done “passing the hat” which cannot be claimed as tax deductible. So I guess we are close to being compliant or if ever, we are not far from complying. The government has laid down processes and reinstatement procedures to cure deficiencies even if you failed to file in the past. We just need to make some changes or tweak our program of activities to make it appear to be in line with our stated mission. So what do we need to do? Firstly, we need to have a better record keeping. Any business big or small need to have an effective and well organized record keeping. Secondly, we need to submit our annual income tax both with the IRS and FTB. If our income is less than $50,000 we can file form 990-N (Epostcard). You file 990-EZ if the income is over 50 K but less than $200,000 and the asset is less than $500,000. And you file form 990 if the income is over $200K and/or assets are more than $500,000. This we can easily do and rectify because our income and assets has not even passed the 50K threshold in any given year. Thirdly, we need to file the Statement of Information with the Secretary of State annually since we change our officers yearly. Fourth, we need to file with the Atty General’s Office. Fifth, the Board needs to create some policies and board resolutions that would make us compliance as stated above. They can easily do that by simply stating that all policies that are not aligned with us being a 501 C3 are null and void immediately. Example, we need to do away with the benevolent funds. This does not mean we do away with it completely. We can still make that fund available to the family not as monetary contribution but in kind. Six, we simply need to categorize all of our activities whether it is for charitable purposes, educational advancement, community services, administrative and fundraising. Examples are: New Year Celebration can be a fundraising event; Camping can be a 3 days individual development and leadership training workshop. As long as certain time is allotted and the topic is formally discuss. Christmas Ball can be administrative as well as fund-raising. Tree Planting, LA Marathon, Feed the Homeless, Beach Clean-up can be community services, TOFASS and APO KIDS as educational advancement and the GMM, Board or Executive meetings can be classified as administrative expense.

Lastly, we need to make sure that the structure of our organization is correctly followed. The Board should be on the top and it should be the governing body of APOGLA. The executive officers are there to execute the policies and guidelines set by the Board. The Board should have a hand in all activities especially concerning fiscal or financial matters. . They can ask the President and its officers to give a report to the board especially on our fund raising and fund allocation and use. In the end the Board is the group that is really accountable for any failure of compliance and therefore should have also have a role in overseeing that all activities are legitimate and in line with our stated mission as a 501C3. In our last symposium, our guest speaker mentioned that as a 501 C 3, we cannot have members. . This was the biggest impetus why the 501 C7 was brought up. However, upon further research, we found that there is an exemption. Yes, there is a provision in the law that allows a 501 C3 to have members. It depends on the organization’s 1023 filing with the IRS. The original incorporators of APOGLA had complied and submitted our member’s hierarchy with the original application form 1023. Our application was approved to have members. So we are allowed to operate with members. Members can either be a regular, statutory, honorary and donors. You can find this at www.irs.gov/pub/irs-pdf/p526.pdf on page 4 first column, excerpt of which is as follow: “Membership fees or dues. You may be able to deduct membership fees or dues you pay to a qualified organization. However, you can deduct only the amount that is more than the value of the benefits you receive. You cannot deduct dues, fees, or assessments paid to country clubs and other social organizations since they are not qualified organizations.” The 501 C 3 topic will not be concluded until such time that we all come to a conclusion that we want to make APOGLA a successful organization in the entire APO world, and only our 501 C 3 status can bring us there if properly implemented. We need commitment and a resolve to do a more structured fund raising mechanism so that we can tap more sources of funds. In the next segment of this 3 part report, I will write about my observation with our fundraising and discuss ways as to how we can conduct a more structured fund raising mechanism. After all, the only real difference and advantage of being a 501 C 3 from the rest of the C org is the ability of a 501 C3 to solicit donations and tap corporate entities, other big nonprofits and individual donors, aside from governmental institutions because of they can deduct their donations for tax purposes.

APO KIDS - A LIFE JOURNEY by Bro. Dony Rondilla

Amidst the twist and turn, in spite of all the challenges, our son Matthew Ryan Rondilla finally earned his Bachelor of Science degree in Chemical Engineering. It was a long journey but with the support of his wife, Sis Alyson Elorza-Rondilla (Gamma Chapter), Matthew graduated Cum Laude at California State University in Long Beach. Matthew and Alyson were part of the APO Kids circle in APOGLA, a youth movement that solidified APOGLA’s reputation as a family-oriented organization. The APO Kids were inter-woven into APOGLA’s tapestry - - joining us in our social events and service projects, a rare phenomenon for a fraternal organization. It was our way of sharing our APO experience, instilling the principles of Leadership, Friendship, and Service at an early age in life. Our APO kids went on to be APO members themselves, others served in the military, while others pursue careers in their chosen field. As parents, we strive hard to shelter our kids from the harsh realties and at the same time resigned to the fact that they have to experience difficult challenges to be successful adults. Life is hard. Matthew’s journey is a microcosm of our own journey, For Matthew, it was not easy attending college, keeping a family, and raising their daughter Ellie but in the end, what matters most is that he succeeded in earning his college degree. Congratulations son. May your accomplishment serve as an example and inspiration to our new batch of APO Kids.

GOINGS ON by Sis. Fely Montecillo Hello there Brothers and Sisters! It’s July already and whew! Just a few months more and before we know it, it’s Christmas time once again. Time indeed, flies so fast. And the July celebrators specially, I think, fully agree with me. Here are some personality analysis given by Dr. Louis Turi about those born during this month. According to Dr. Turi, the moon and the emotional sign of Cancer rule them. If you are born in July, you are a moon child and you are strongly affected by the Moon’s fluctuations. Family matters will always play an important role in your life. You are classified as the “caretakers” of the Zodiac. Much of your success depends on the awareness and ability to respect the moon’s passage through the belt of the Zodiac. July born people are distinctively gifted with real estate and food (cooking or eating it). You are perfectionists and are quite critical. Plants and greens appeal to you. Yes, they were only 21 who attended the second meeting for the direction APOGLA should be taking in the next few months....adopt the 501c3 or the newly-formed 501c7? One can feel the interest of the members on the matter when for several times a break had been called and everybody refused to take a break! Now that’s what we call dedication! The discussion was spirited , questions were sizzling , you can feel the enthusiasm for the subject matter on hand. Of course, Brod Roehl Reyes, the father of this whole affair was grinning from ear to ear because of the ultra-successful interaction! **************** Through our column, we would like to extend our heartfelt congratulations to Brod Tony and Sis Ophel Amon on their first time to be great grandparents as their granddaughter Jasmine, has given birth to their little Easton. Yes, that’s another blessing! **************** We are so happy to welcome once again Sis Dit Dit Lago-Maynard (Sigma) and her son, also our Brod, Edward Lago, to our GM meeting this Saturday. She is now in Arizona where she resides with her new found husband. Of course, her son, Brod Edward is working in a bank there. She told moi that she has missed our company so much that she has devoted one day of her visit to LA just to be with us. We welcome you, Sis Dit and Brod Edward with open arms!
