BUILDING UP BOONE COUNTY Columbia Board of Realtors President Brian Toohey on the county’s housing boom The new construction housing market in Boone County has been steadily gaining momentum since the housing recovery began in early 2012. In 2012, Boone County had a 40% increase in year over year new construction homes sales, and has had consistent growth in the three and a half years since 2012. Now that the housing market is on stable ground, interest rates remain low, tight inventory exists and higher new construction efficiency standards are in place, now may be the best time ever to buy a new construction home. Consistently low interest rates have been a tremendous benefit to those buying new homes, especially to first-time home buyers. This group of buyers is now able to qualify for homes that would have been traditionally second and third time home buyers 15 years ago. Average rates for 30-Year Fixed Mortgages in 2015 are in the neighborhood of 4%, whereas the average from 1971-2014 was 8.38%, according to Federal Reserve Bank of St. Louis. Prudent buyers would take advantage of the low rates now. When rates increase as the economy continues to improve, buyers may have to forgo amenities because of affordability issues higher interest rates bring. The number of new homes built nationally in recent years has not kept pace with population growth, as a result of the most recent recession creating tight home inventories which drives up prices for buyers. Even as home builders increase new home production, those inventories will still remain tight. First-time buyers currently consist of 14% of the new construction market, but as this segment returns to its normal 30%, inventories 6

should remain tight, increasing future new construction home prices. Those who purchase now will be able to take advantage of price appreciation due to low inventories when it comes time for them to sell. In addition, new home construction buyers typically have lower utility bills as a result of increased efficiency because of the strict city and county building codes. Homes built in the city now require Low-E coated windows, high-efficiency heating and air, sealed air ducts and blower door tests to ensure energy efficiency standards are in place. These items reduce the possibility of new construction homeowners having sticker shock when their first month’s utility bill comes after purchase, as a new construction home is typically 17-38% more efficient than an existing home. New construction homes may not fit every buyer’s needs or desires, but do offer many benefits to those considering purchasing a home. Economists at both the National Association of REALTORS® and the National Home Builders Association see continued growth in this market in coming years. With a strong market, excellent financing opportunities, higher efficiency ratings and lower repair costs, home buyers should consider entering the new construction

home market. Current market conditions make purchasing a new construction home a wise choice, but those who wait may see an increase in mortgage rates, lower home inventories and potentially higher home ownership costs. Buyers considering a new construction home would be well-advised to purchase now.
