HISTORY IN 1980, A TRIO OF CHRISTIAN LEADERS – DR. JOHN WARWICK MONTGOMERY, DR. HAROLD LINDSELL, AND DR. WALTER MARTIN – HAD A VISION FOR AN INSTITUTION CALLED THE SIMON GREENLEAF SCHOOL OF LAW. THEIR GOAL WAS THE ACADEMIC INTEGRATION OF LAW, HUMAN RIGHTS, AND DEFENSE OF THE CHRISTIAN FAITH. EVENTUALLY, THIS SCHOOL WAS RENAMED SIMON GREENLEAF UNIVERSIT Y TO REFLECT BROADER EDUCATIONAL GOALS. IN 1997, SIMON GREENLEAF UNIVERSIT Y JOINED TRINIT Y INTERNATIONAL UNIVERSIT Y AND WAS RENAMED TRINIT Y LAW SCHOOL. TRINIT Y INTERNATIONAL UNIVERSIT Y IS THE EDUCATIONAL MINISTRY OF THE EVANGELICAL FREE CHURCH OF AMERICA; ITS MAIN CAMPUS IS LOCATED IN DEERFIELD, ILLINOIS, WITH REGIONAL CENTERS IN SANTA ANA , CALIFORNIA , CHICAGO, ILLINOIS AND DAVIE, FLORIDA . DEAN HALVORSON IS A GRADUATE OF DUKE UNIVERSIT Y SCHOOL OF LAW, WHERE HE SERVED ON THE EDITORIAL BOARD OF THE DUKE LAW JOURNAL. HE WAS A PARTNER IN A MILWAUKEE, WISCONSIN LAW FIRM, CONCENTRATING HIS PRACTICE IN CORPORATE, SECURITIES AND MERGERS AND ACQUISITIONS LAW. HE SPENT FIFTEEN YEARS SERVING IN VARIOUS MANAGEMENT ROLES AT SALEM, INCLUDING PRESIDENT AND CHIEF OPERATING OFFICER, AND HE CONTINUES TO SERVE AS A MEMBER OF ITS BOARD OF DIRECTORS. AS PRESIDENT AND CEO OF THE ORANGE COUNT Y RESCUE MISSION SINCE 1992, THE COUNT Y’S MOST COMPREHENSIVE PRIVATE HOMELESS SERVICES PROVIDER, JAMES “JIM” PALMER HAS WORKED TO CREATE LONG-TERM SELF-SUFFICIENCY AND STABILIT Y AMONG THE ORANGE COUNT Y AND SOUTHERN CALIFORNIA HOMELESS BY GOING BEYOND TEMPORARY SOLUTIONS TO ADDRESS THE UNDERLYING CAUSES OF TRANSITIONAL AND CHRONIC HOMELESSNESS. THE RESCUE MISSION STARTED WITH NINE PEOPLE AND HAS GROWN INTO THE LARGEST NON-PROFIT, FAITHBASED ORGANIZATION SERVING 28,929 PEOPLE THROUGHOUT ORANGE, RIVERSIDE, AND SAN DIEGO COUNTIES IN 2016. AS PRESIDENT, PALMER ESTABLISHED THE VILLAGE OF HOPE ON THE FORMER TUSTIN MARINE CORPS AIR BASE, DEVELOPED THE HOUSE OF HOPE, HOPE FAMILY HOUSING, HURTT FAMILY HEALTH CLINICS, THE DOUBLE R RANCH, OPERATION OC, TEMECULA MURRIETA RESCUE, AND CORONA NORCO RESCUE MISSIONS. PRESIDENT GEORGE W. BUSH, GOVERNOR ARNOLD SCHWARZENEGGER, THE ORANGE COUNT Y BOARD OF SUPERVISORS, AND THE CALIFORNIA STATE ASSEMBLY AND SENATE HAVE RECOGNIZED HIS WORK, AMONG OTHERS. IN 2007, PRESIDENT GEORGE W. BUSH NOMINATED MR. PALMER FOR THE POSITION OF A DIRECTOR ON THE BOARD FOR THE CORPORATION FOR NATIONAL AND COMMUNIT Y SERVICE. AFTER UNANIMOUS APPROVAL BY THE U.S. SENATE, MR. PALMER OVERSAW A STAFF OF 125,000 AND AN ANNUAL OPERATING BUDGET OF $1.2 BILLION DOLLARS UNTIL HIS TERM ENDED IN OCTOBER OF 2012. MR. PALMER IS THE FIRST PERSON IN THE UNITED STATES TO HAVE SERVED ON THREE LEVELS OF GOVERNMENT SIMULTANEOUSLY. HE SERVED AS A CIT Y COUNCILMEMBER, COUNT Y COMMISSIONER, AND PRESIDENTIAL APPOINTEE. WHILE SERVING ON THE TUSTIN CIT Y COUNCIL, ONE OF HIS SIGNIFICANT ACHIEVEMENTS WAS AUTHORING AND IMPLEMENTING ONE OF THE MOST COMPREHENSIVE LOCAL GOVERNMENT TRANSPARENCY LAWS IN CALIFORNIA . MR. PALMER HAS WORKED CLOSELY WITH TRINIT Y LAW SCHOOL LEADERSHIP TO CREATE A HIGHLY EFFECTIVE LEGAL CLINIC AT THE VILLAGE OF HOPE AND MOST RECENTLY HE BUILT A MOBILE LEGAL CLINIC THAT EFFECTIVELY ASSISTS THE LEGAL NEEDS OF HOMELESS MEN, WOMEN, AND CHILDREN IN OUR COUNT Y.
