If you're familiar with setting up a membership site through WordPress or by any other method, then by all means deliver it that way. If not, you can use an autoresponder such as Get Response to send your newsletter out in PDF format. Be aware that attachments can sometimes result in deliverability issues, so perhaps the best alternative of all is this:

Upload your newsletter to Amazon S3 and get the link. Then send that link out automatically to customers when they purchase, and then again, each month for each new issue.
