Construction activity buoyant, but strong headwinds coming

In its latest quarterly forecast, the Construction Products Association (CPA) sees a dramatic slowing in growth, with uncertainty ahead as global issues start to a ect the UK market.

In previous years, the predicted 2.8% growth in construction output anticipated by the CPA team would be cause for celebration. However, while a robust figure, this is a sharp revision down from the 4.3% growth forecast just three months ago.

Demand remains strong across the industry in Q2, and the current project pipeline suggests that this will support activity levels until at least 2022 Q3. The downward revision to the growth forecast stems from concern around a host of price pressures arising from both local and global issues.

Prior to the conflict in Ukraine, UK construction was already facing labour and product availability issues and the impact of reverse charge VAT and IR35. Rising energy costs were driving near-record price increases in construction products and the continued conflict is exacerbating this issue.

The impact of these pressures, and of more general rising costs,

on demand will vary considerably by sector. Across the board the picture is one of positive market conditions in the short term with anticipation of tougher times ahead.

Noble Francis, CPA Economics Director, o ered this summary of the latest figures: “The major challenge is creeping uncertainty. The immediate picture is one of resilient demand and healthy pipelines. Longer term, the current inflationary pressures, if sustained, will have an increasingly depressing impact, while the continuation, or potential escalation, of conflict in Europe presents an existential risk.

“Specialist sub-contractors are feeling the e ects first, particularly those working to fixed-price contracts. For future projects, contractors will be forced to re-price, add fluctuation clauses and introduce risk sharing arrangement to deal with the uncertainty over potential cost inflation.”

BESA launches ‘safe havens’ blueprint for air quality

The Building Engineering Services Association (BESA) has completed its trilogy of free guides designed to help building owners and managers turn their buildings into ‘safe havens’ that protect occupants from health risks linked to airborne contaminants and viruses.

‘Buildings as Safe Havens – a practical guide’ is the third in its suite of guidance for measuring, monitoring, and improving indoor air quality (IAQ) and the second produced with the support of Mitsubishi Electric.

The ‘BASH’ Guide offers practical steps that facility managers and building owners can take to measure indoor air quality (IAQ) and offers advice on the questions to ask ventilation experts.

The foreword is provided by one of the UK’s most respected experts on infection resilience in buildings Professor Cath Noakes OBE. She states that poor ventilation is the most overlooked building safety issue and can be directly linked to high levels of Covid-19 transmission.

“Covid-19 has been shown to be transmitted through the air. Even if only 10% of all Covid-19 related deaths in the UK could be directly attributed to the failure to adequately ventilate indoor spaces, that would be more than 15,000 since the start of the pandemic – a shocking statistic that should make everyone sit up and take notice,” she writes in her foreword.

“The pandemic has demonstrated that far too many of our buildings are under-ventilated, despite regulatory requirements that have been in place for a number of years. This guide will be an invaluable tool in raising awareness of the importance of good IAQ and making our buildings more infection resilient,”

says Noakes, who is Professor of Environmental Engineering for Buildings at the University of Leeds and a member of the government’s Scientific Advisory Group for Emergencies (SAGE).

The new BESA guide provides a step-by-step strategy for monitoring and maintaining good IAQ in offices, schools, and public buildings and provides advice and strategies for dealing with ventilation problems. It outlines the questions building managers should ask their ventilation and air quality specialists so they can properly address their IAQ problems, and provides recommendations for conducting a building review, planning for improvements, and selecting the right technology.

The guide contains a building review spreadsheet to help building managers identify areas that require improvement. This is designed on a traffic light system, with actions categorised as red, amber, and green, and works in tandem with an IAQ monitoring spreadsheet.

Hern Yau, ventilation product specialist at Mitsubishi Electric, added that the pandemic had emphasised the importance of ventilating indoor spaces.

“This guide will help contribute to a greater understanding of the type of equipment available, as well as encouraging more productive conversations about what can be achieved in our buildings in the long-term,” he added. “It also reinforces the importance of building managers only working with properly trained and competent IAQ specialists.”

Rutland Mills, adjacent to The Hepworth Museum on Wakefield’s waterfront, has been redeveloped to establish the Tileyard North mixed-use, inclusive, creative and cultural hub.

Sewell Construction appointed Howells Patent Glazing to design, supply and install a series of new patent glazed rooflights on three of the nine buildings.

Jon Webster, project manager from Sewell Construction, said: “Howells were forthcoming throughout the project and provided a lot of guidance on product choice. They had a lot of involvement with the design team to ensure best practice and most importantly, staying true to the heritage of the building.”

One such solution was to propose the repositioning of the roofline for the works to be accepted by the conservation team.
