The government has announced a shortlist of areas set to become Housing Zones in England. The 29 areas outside London have a chance to become one of ten Housing Zones to share a £200 million pot for infrastructure and land remediation. The government said that most of the zones – on brownfield land - were expected to have enough capacity for between 750 and 2,000 homes.
The ten Housing Zones will complement the 20 London Housing Zones that the
government has also planned. Last year, it stated that there was enough brownfield land across the country to provide up to 200,000 new homes, with ministers expecting planning permissions for 90% of the land to be in place by 2020. The 29 shortlisted areas include Thurrock ThamesSide Towns, (Thurrock council), Suffolk Rural Growth Housing Zone (Babergh and Mid-Suffolk councils) and Harworth, North Nottinghamshire (Bassetlaw district council). Councils were required to pair with developers to submit bids.

As the countdown to this year’s General Election begins in earnest the posturing on all sides has undoubtedly intensified in recent weeks. There are likely to be a fair few battlegrounds on which the election will be won and lost in the coming months. The Government’s track record on key policy areas will come under close scrutiny, as will opposition claims that they will be able to improve on the efforts of the Prime Minister and his coalition.
One area that has consistently remained a hot topic in recent elections has been housing. In many respects the state of the housing market has provided a reasonably accurate barometer for the state of the nation. Five years ago the bubble had well and truly burst in the housing market and this undoubtedly shaped the way in which the then Government’s track record on the economy was portrayed. If that is to be the case this time around too then it is little wonder the coalition has invested so much time, trouble and money in “getting Britain building again”.
With the housing market consistently showing signs of improvement during recent years, the Government will be quick to point how successful it has been in creating a stronger and fitter housing market. The cold, hard statistics suggest this could well be a winning strategy. And yet there remains disquiet within the industry itself and confidence in the future remains shaky at best. One major cause for concern as regards the future of the construction industry could well return to haunt the government. Future skills and training provision continues to be a major bone of contention with the Federation of Master Builders claiming construction apprenticeships are doomed under the latest government proposals.
Following the announcement of apprenticeship funding reforms, FMB chief executive Brian Berry was moved to say: “I urge government to think again and not to undermine the construction recovery which is tentatively moving in the right direction but could easily be set off course if we don’t have enough new skilled workers entering the industry. To experiment with apprenticeship training at such a time and against the advice of large swathes of the business community is irresponsible and foolish.”
Is the Government listening? Or is too busy congratulating itself that, for now at least, it has managed to get Britain building again?
As we enter the new year it seems some familiar old questions remain unanswered.

A new training course for those involved in retrofit asset management is being offered for the first time in the North West to help bridge the construction skills gap.

Five exceptional housebuilding site managers have today been recognised for building homes of the highest standard, beating around 15,000 others to be named as the UK’s Supreme Winners during the NHBC Pride in the Job Awards 2014 gala final. The Awards are run by NHBC (National House-Building Council), the UK’s leading warranty provider and standards setter for new-build homes. They are dedicated to recognising site managers who oversee housing projects from start to finish. They have the greatest impact on driving up quality standards on site for the ultimate benefit of homeowners.

The reflectors were fitted as part of the housing group’s annual You Can Glow campaign, which aims to help protect vulnerable residents’ homes against falling temperatures – keeping tenants comfortable and cutting their bills during the colder months.
The 2014 campaign saw Great Places fit 340 radiators with market-leading Radflek sheets, which are proven to reflect 95%1 of wasted heat from the rear of the radiator back into the room. This not only helps homes heat up faster but also improves heating system efficiency for instant cost savings.

THE PRIVATE HOUSE
This unusual house was designed by ARKTX architects of Dundee. It not only won the ‘Dundee Institute of Architects’ Best Residential Development Award but has been entered into the 2015 prestigious RIAS Doolan Award.
The Clients, Mr and Mrs Maxwell both directors of (George Martin Builders), wanted their house to be individual, instantly recognisable and a showcase for their company. Having built many large detached houses, they had strong views about what was wanted, such as lots of curves, ensuring that that the rooms had individual character, were not rectangular and flowed into each other from an impressing entrance hub. The house also includes a large storage attic and garage for the client’s various collections, including cars and vintage scooters.
The space in the roof was dictated by Planning and this restriction gave an opportunity to create a truly memorable external envelope and sculptural internal spaces. Its organic flowing nature is a clever piece of slate craftsmanship, while the large overhanging eaves protect the
ground floor walls The windows are triple glazed and highlighted with stone features. The main entrance uses local stone from the Denfind quarry and gives the visitor a feeling of arrival and importance.
The quality of the interior spaces is immediately apparent when entering the large atrium with its feature stone staircase and Art Deco feel . This feel is echoed in the stone banding, cornicing and skirting, inlaid marble border tiling, door surround and other impeccably detailed features.
It was also a requirement that this large house had to operate on minimal running costs. Underfloor heating is fitted to both floors, while a wood burning biomass boiler located in the adjacent plant room supplements the solar panels and feature fireplace heat the house at the required minimal cost. The walls have been super insulated and their additional thickness used to create splayed window jambs reflecting traditional designs and to maximise daylight penetration which was an important consideration. Although the house has a deep floor plan, it is always bright due to the level of glass integrated into the design.

The boundary wall also reflects the sculptural nature of the roof and surrounding hillsides with its undulating profile capped in natural stone. Stone entrance gateposts with an electrically operated gate complete the perimeter.

Transformation of the Gorbals in Glasgow over the last 25 years by the New Gorbals Housing Association and Urban Union has achieved a new milestone with the completion of the first phase of the Laurieston neighbourhood. THE REFURBISHMENT
Newcastle’s famous Byker Wall estate was designed by notable architect Ralph Er skine and completed in the 1970s. It occupies a 200 acre site previously comprising Victorian slum terraced housing. It is widely recognised as a successful example of urban regeneration and has won many architectural awards. Today the estate is Grade 2 listed and recent refurbishments have involved careful reinstatement of original features and colour schemes, using modernised materials where possible, while retaining the look and feel of the 1970s design scheme.
The scope of works was basically an external refurbishment and the main elements of works are shown opposite. Improvements have included a new roof, windows and doors to 400 flats and maisonettes together with work on communal stairwells and entrances and a complete repaint in line with the original colour scheme. Broadband has also been installed in each property, as well as upgrading the door entry and CCTV systems.
Comments from Steve Vickers of Filon Products show just how much attention to detail product design and specification was aoolied to this project. “We were approached because Filon sheeting had been used over the years for repairs in specific areas although we had never been to site. Different contractors had used various profiles and sheet types with no consistency being applied.”

TESTING MATERIALS AND SYSTEMS
The new facility launched by BRE Centre for Innovative Construction Mat er ials at t he University of Bath will test low carbon construction materials and systems in realistic open-air conditions.The first of its type, it will be used to analyse the environmental impact of construction materials in the future – including their energy efficiency, flood resilience, structural capability and internal air quality.
The building has eight individual cells constructed to be completely insulated from each other and each with a single face left exposed to the external environment. The faces are used to install walls made from a whole range of materials and construction systems, and the performance of these walls is evaluated in real life conditions. The aim is to create a more accurate picture of environmental performance than the u-value assessments currently used in building regulations.

In Amsterdam Dus Architects has begun construction of a 3D printed house on t he side of a canal; in China 3D pr int ers are being used to produce houses from a mixture of cement and construction waste; while in the US a man has printed a concrete castle in his back garden. Clearly 3D printing technology has come a long way in the 20-odd years since Chuck Hull patented the stereolithography process.
Economists have hailed 3D printing as having the potential to transform manufacturing, including construction. The Economist magazine described the technology as the next industrial revolution because of the way it will change how objects are designed and manufactured, transported and consumed. But amidst all of this hype questions are being asked as to whether the 3D printing revolution will ultimately be a sustainable technology.
NEW HANSON STRUCTHERM MUST-HAVE GUIDE TO EXTERNAL WALL INSULATION
St Andrews Crescent is a 1970’s social housing development owned by Southside Housing Association (SHA), in the Pollokshields area of Glasgow.
As part of a major refurbishment scheme, SHA employed jmarchitects and Alumasc registered installers CCG, to design and implement a series of improvements to 48 flats, including an external wall insulation (EWI) system, which was supplied by Alumasc.
Alumasc’s Swisslab external wall insulation system was specified as it is a proven solution for overcladding existing properties, with a track record nearing 30 years. The Swisslab system eradicated the mould and dampness, whilst improving energy efficiency, boosting thermal performance and improving the overall aesthetics of the scheme.
As a result of the refurbishment, residents have benefited from warmer and more attractive homes, with U-values now at 0.24W/m2k compared to the previous 1.63W/m2k
CCG installed 3,500m2 of Alumasc’s Swisslab External Wall Insulation with 130mm EPS Insulation to all elevations. The scheme was finished with Alumasc’s Silkolitt silicone render, in cream/off white.
Alumasc EWI systems are BBA approved, fully warranted and are available with a range of design and specification options, across many building types.

GREEN ROOF MAINTENANCE CAN BE SIMPLE
Maggie Fennell, Technical Green Roof expert at Shropshire-based Boningale GreenSky, says that the biggest area for improvement in the UK green roof industry is maintenance management. With the right planning and growing medium the maintenance programme does not have to be a challenging or laborious task.
“Green roofs can extend the life of a roof membrane, but it is important to work with clients to see what their expectations are so that they can achieve a fantastic looking green roof for years to come,” she said.
“A lot of green roofs that are installed for minimum cost and minimum maintenance just to pass through planning approval end up looking unsightly, and disappointing to clients. This can be avoided by getting a well thought through design that has a coordinated maintenance programme. Even biodiverse roofs that evolve naturally into an ecosystem need to be looked after.
“Initial design is really important but there has to be a specified maintenance programme so that the plants thrive. However it does not have to be at a huge extra cost and there are four tips that you can use to ensure that it is not burdensome.”
Both the substrate choice and planting design are the keys to controlling maintenance but these have to be related at each stage to the client’s expectations.
Maggie says that the first and easiest way to reduce maintenance is to make the plants grow more slowly, which reduces the need to cut back and remove excess growth.
The easiest way to achieve this is to choose slower growing plants and/or use ultra-low nutrition superstrate. The trade-off is that the slower growing plants will take longer to fill all the roof space, and will not provide such a colourful, vibrant show from the outset.
Using a low nutrition superstrate is also the best way to avoid weed growth but if fast coverage and lush plant growth is needed, then green roof designers can use a slightly higher nutrition substrate and plant the plugs closer together.
“This will mean there is less space for incoming weeds to establish themselves,” explains Maggie. “Sowing annual seed to fill spaces while the perennials establish is also a good trick.”
The third tip is accepting the changing plantscape, she continues. “Letting plants evolve into a managed ecosystem involves less maintenance than a designed plan,” says Maggie. “This is a real departure from organised and arranged schemes that are common to traditional landscapes but is just as effective.”
For this approach to work really well, the person carrying out the maintenance needs to be able to identify unwanted or aggressive weeds that appear so that they can be removed. Deliberately mixing plant species is another good way to ensure that green roofs can look good without the need for time-consuming maintenance programmes.

Products being launched at the show include Silavent Sapphire intermittent extract fans and Decentralised Mechanical Extract Ventilation (dMEV) units plus two new patent pending additions to the company’s Domus range of ducting systems in the form of high efficiency Green Line 90° bends and a plenum with integral flow control device.
The new and sophisticated Silavent Sapphire intermittent axial, in-line and centrifugal bathroom and kitchen extract fans are available as standard and Green Line energy efficient models; these will sit alongside the existing Silavent fan range at the show. The stylish axial and centrifugal dMEV units mirror the same aesthetically pleasing design of the fan range and provide quiet,
continuous ventilation to any single wet room. Both offer variants that operate with low Specific Fan Powers (SFP) to comply with Building Regulations and very low sound levels – down to 12dB(A) for dMEV and 32dB(A) for the intermittent fans.
The new Domus Green Line high efficiency 204x60mm and 220x90mm 90° bends provide a staggering 60% reduction in duct bend resistance to air flow, thereby lowering the duct system’s total resistance and overall energy usage, which in turn may allow a reduction in size of the MVHR unit and consequently the overall system cost. Also for use with Polypipe’s Domus 204x60mm Supertube rigid duct system is a new plenum with integral flow control device.
This new adaption enables the inlet/outlet plenum to be connected directly to a stylish architectural grille – replacing traditional air valves. The plenum also allows for commissioning to be carried out in advance of construction of the finished ceiling - providing peace of mind that the required air flow rates will be achieved and less risk of costly remedial work.
In addition to these new products, enhancements have also recently been made to Polypipe’s Domus Radial systems, which will be displayed at this year’s show. These include a new slim-line manifold, ideal for fitting between joists or in tight spaces and an outlet plenum with optional twin connection for increased air flow and available with an optional integral flow control device to enable the inlet/outlet plenum to be connected directly to a stylish grille.
A 250mm long FireBrake fire-stopping sleeve to prevent the spread of flames through openings in walls and ceilings made for the ducting and new bespoke Radial semi-rigid duct insulation, to prevent the formation of condensation when the duct runs from the warm to cold areas of a property, will also be seen for the first time.

RadioLINK allows Aico smoke and heat alarms to be interconnected using Radio Frequency (RF) signals, eliminating the need for interconnecting cabling. Croft House in Holsworthy, North Devon, is the first housing association scheme in the UK to be retrofitted with Kensa’s innovative “ground source heat network” system and has received support funding through a combination of the Energy Company Obligation (ECO) and a Ready for Retrofit grant. Croft House is a scheme designated for elderly residents.
The innovative ‘micro heat network’ scheme sees an ultra-quiet Kensa Shoebox ground source heat pump installed in each dwelling and connected to a network of ground arrays, with each pair of flats sharing a communal borehole.
The ground source heat pumps, installed within each property’s airing cupboard, provide 100% of each property’s heating and domestic hot water requirements, in many cases halving the tenants’ energy costs compared with the electric heating systems that were replaced.
Croft House’s rural location in the South West enabled the works to attract a one-off grant under the Energy Saving’s Trust Ready for Retrofit scheme and further financial support from EDF Energy through the Energy Company Obligation (ECO), which following recent changes is now able to support ground source district heat networks.
Future schemes are already being planned, and while the Ready for Retrofit grant is no longer available, support funding will be provided through a combination of ECO and the non-Domestic Renewable Heat Incentive (RHI) for retrofit social housing heating upgrades.
Kensa’s Commercial Director, Chris Davis, said: “With the non-Domestic RHI and the ECO able to sit alongside one another, the financial case is a compelling one, especially when compared with the alternative options.
“For social housing providers, a retro fit ground source heat network that’s able to attract ECO funding, like that at Croft House, will present a solution that is both cost effective and provides a significantly more attractive rate of return under the non-Domestic stream of the RHI than for example fitting individual air source heat pumps under the Domestic RHI.
“The micro heat network at Croft House provides Westward with access to unique funding whilst giving tenants complete control over their heating. Each dwelling receives its own electricity bill, so there is no need to apportion costs among tenants; there is no loss of efficiency through heat losses over the ‘district’; while Westward did not have to find space for a plant room.”
The installations will also be fully monitored over the course of the current heating season using a smart energy monitoring solution developed specifically for use with heat pumps by PassivSystems as part of a DECC sponsored project.

The bespoke pre-fabricated skid for the central plant was designed and supplied, tailored to the Unity Place project requirements and limited plant room space. The scheme benefits from the installation of ModuSat FS heat interface units with integrated hot water tanks in each apartment, and a prefabricated skid for the central plant, which feeds the communal heating system. Raising awareness of the dangers of hot water in the home was the basis of a debate and press conference linked to the last BMA conference. Amanda Redman MBE, actress and Patron of the Children’s Burns Trust, who was badly burned as a child, attended the campaign launch to raise awareness of the dangers of hot water in the home and to promote how thermostatic mixing valves (TMVs) can help to drastically reduce the risks of scalding, specifically in the bathroom.
The 2010 Building Regulations state all new build homes must have devices fitted to baths to limit the water temperature to a maximum of 48ºC.
