While the impending rise in planning fees may help in the short term to prop up struggling planning teams, there are fundamental issues at play. For small builders the survey is clear that the system is too complex and costly. Communication from local planning authorities is also poor. Without changing this, planning issues are likely to loom large as a barrier for some time.

New research shows 150k new homes remain blocked New research illustrates starkly the minimal contribution made by residents of new homes towards nutrient levels in rivers, highlighting the absurdity of the approach taken by Government quango Natural England to ban new build housing across swathes of the country. Around 150,000 new homes currently remain on hold amidst the country’s deepening and acute housing crisis while new investment in housing delivery plummets. The research by the consultancy Brookbanks shows that the occupancy of new homes accounts for just 0.29% of total nitrogen emissions each year and 0.73% of total phosphorus. (nitrogen and phosphorus make up ‘nutrients’). The calculation is based on an assessment of the nutrients generated by the occupants of all new homes built in a year, assuming an average
of 230,000 new homes are built each year - the average for the last three years. It vividly underlines the seriously disproportionate effect of Natural England’s advice, which has resulted in a moratorium on new house building across 74 Local Authority areas. As the report makes clear, this embargo will secure no meaningful improvement in the condition of rivers. The quango’s decision is, however, having increasingly grave consequences for those in housing need, and threatens jobs in the house building industry and its supply chain. The new research also puts nutrient output from residential properties in the context of agricultural activities which is responsible for around 70% of the nitrogen that finds its ways into rivers and streams. Brookbanks find that each dairy cow in affected areas produces Nitrogen discharges equivalent to 29
homes while each sheep is responsible for the same amount of Nitrogen as three family homes. Stewart Baseley, Executive Chairman of HBF said: “The research highlights the absurdity and pointlessness of the ongoing ban on new homes. "Everyone accepts that new build housing is a negligible contributor to the issue yet after over four years the ban goes on. "Preventing new development does absolutely nothing to improve the disgraceful quality of our rivers, but is exacerbating our acute housing crisis, preventing people accessing decent accommodation and costing jobs. "After another missed opportunity in the King’s Speech, we urgently need to see politicians delivering a solution to address this damaging ban so that desperately needed homes can be built.”
Brownfield site transformed by new homes
Green light for new council apartments The Harlow Regeneration Partnership (HRP), an equal partnership between Harlow Council and award-winning housebuilder The Hill Group, has received planning approval to build 24 highquality, energy-efficient council homes on a derelict site on Perry Road in Staple Tye, Harlow. The plans form part of the council’s priorities to rebuild the town and improve housing stock in the surrounding area. The HRP received unanimous approval from Harlow’s Development Management
Committee for the redevelopment of the former Lister House site, which becomes the first to be delivered by the partnership. Councillor Michael Hardware, Harlow Council’s cabinet portfolio holder for economic development, said: “These high-quality apartments will be some of the most energy-efficient homes in Harlow and they will all be delivered by the Harlow Regeneration Partnership, which was only recently launched to accelerate the rebuild of our town.”
A development of 14 new West Kent homes has replaced 67 old garages across three sites in Swanley. Built in partnership with SME construction firm, Helix, the new homes for rent provide much needed affordable homes in the area, replacing garages that weren’t fit for modern day use. The new homes provide a mixture of onebedroom flats and two- and three-bedroom houses, with residents having moved in from August 2023. All properties have electric air source heat pumps and are insulated above the levels required by Building Regulations, providing homes that are safe, warm, and affordable for residents both now and in the future. One of the properties has been specially adapted to meet the needs of a local resident who is a wheelchair user.

Over 1,200 new homes for rough sleepers People with a history of rough sleeping and those at risk of homelessness will be helped into stable, long-term accommodation thanks to nearly £150 million of government funding. Forty-six local authorities, housing providers, and charities across England will build or buy 1,230 homes for the most vulnerable, all funded by £148.4 million of the government’s Single Homelessness Accommodation Programme. The money also funds a wide range of accommodation and support services for vulnerable adults, including purposebuilt accommodation and supported housing, as well as helping with building repairs and renovations. These new services also include 24/7 support for the most vulnerable, with access to specialist teams where people can address substance misuse, domestic violence and abuse or improve their wellbeing and mental health. The project forms a major part of the major crossgovernment’s £2 billion programme to
end rough sleeping for good. Felicity Buchan, Minister for Housing and Homelessness from the Department of Levelling Up, Housing and Communities, said: “Everyone deserves a safe place to call home. This is why we are so committed to supporting the most vulnerable in our society and helping them off the streets for good. “This funding will not only provide housing for rough sleepers but will also give tailored support to help those most in need off the streets, rebuild their lives, and begin to live independently.” Funding has been targeted at areas where it is needed the most – this includes £9.9 million to Bournemouth, Christchurch and Poole Council, over £6.4 million to Leeds County Council, and £5.2 million to Manchester Council. Worthing Homes in Sussex will receive £4 million to deliver 34 homes, communal rooms for group therapy, and a homeless drop-in centre. While The Homeless Action Resource Project in Southend-on-Sea will receive
Go ahead for major regeneration Leading housing association VIVID has been granted planning permission for the major regeneration of central Winklebury. This transformative project will deliver 203 highly sustainable new homes, along with 4.5 acres of public open green space, a new pre-school, a community centre, a medical centre and pharmacy, public play area and a new retail hub with parking. Councillors voted to give the plans the go-ahead at Basingstoke and Deane Borough Council’s Planning Committee yesterday evening.
The original application was submitted in July 2022, with VIVID submitting an amendment to this application in January 2023 after receiving stakeholder feedback. VIVID worked closely with local residents and the wider community, as well as Basingstoke and Deane Borough Council, Hampshire County Council and the NHS to create an exciting regeneration plan, over a series of consultations and a number of years, to ensure the plans were shaped by the people who would be impacted most.

Homes plan for former tobacco factory The Hill Group has submitted a planning application for the Amerind Grove site on Raleigh Road in Bristol, which was once the site of the Wills Tobacco Factory, to develop over 100 high-quality, sustainable new homes. This follows a public exhibition conducted in early June to showcase Hill's proposals and provide a forum for residents to respond. Hill will deliver three, four, and five-bedroom family houses, as well as one and two-bedroom apartments and three-bedroom maisonettes, building on its reputation for developing sustainable community-focused residential projects. Approximately one-third (30%) of the homes will be affordable. Hill's plans will revitalise the 3.5-acre site previously occupied by a care home, significantly increasing housing availability in the popular Southville neighbourhood. Hill has selected a Bristol-based architect to partner with on the design of the homes, drawing on the area's classic terraced vernacular to create well-appointed, high-quality modern homes. The development will link to the surrounding area by two new tree-lined access roads.

MPs launch inquiry into impact of planning on children The Levelling Up, Housing and Communities (LUHC) Committee has launched an inquiry looking at how better planning and building and urban design in England could enhance the health and well-being of children and young people. Levelling Up, Housing and Communities Committee chair, Clive Betts MP, said: “It’s important for children and young people’s mental and physical health that they have access to spaces to play and to socialise. “In our inquiry, we want to find out more about how children and young people experience outdoor spaces in towns,
cities and rural areas across England. What policy interventions from local and central government could help to deliver streets, estates, villages, neighbourhoods and parks that enable kids to enjoy active outdoor lifestyles and engage with others? “Planning and development should not be indifferent to the interests of young people. "Stories of developers disregarding promises to deliver earmarked spaces for children highlight flaws in the current approach to the built environment. The Committee’s inquiry will want to examine

DLA Architecture has led the design of a Banks Property planning application that has been submitted for a significant new sustainable housing and community development in North Yorkshire. Working with Lichfields Planning Consultants, DLA has designed the Masterplan on behalf of Banks for a major extension to the west of the village of Eggborough near Selby, which would offer up to 1,500 low carbon, energy efficient homes of all types.
Figures released by the National House Building Council (NHBC), the UK’s largest provider of new home warranties and insurance, show the number of new homes registered fell by 53% in Q3 2023, compared to the same period last year, with the number of new homes completed falling by 15%. A total of 20,680 new homes were registered in July, August and September 2023, compared to 44,153 in Q3 2022. Steve Wood, CEO at NHBC said the slowdown in house building is mainly due to current economic conditions. “House-building activity is a key indicator
of the health of the UK economy. With stubbornly high interest rates, persistent inflationary pressures, an ineffective planning system and an increasingly complex regulatory environment, it is no surprise fewer homes are being built.
The development would also include enhanced local transport links, a new primary school and nursery, assisted living units, new areas of accessible public open space, other local services and a range of environmental benefits.
“Despite a significant decline in new home registrations in the quarter, the sector is fundamentally sound, with developers focused on completing existing projects. “While consumer confidence has taken a knock over high mortgage rates and the increased cost of living, new home prices are generally holding up, in part because of incentivised sales.”

MVHR: MAXIMISING ENERGY EFFICIENCY Changes to building regulations have been making our homes more thermally efficient, which saves on energy. Simultaneously, minimum ventilation rates across all sizes of properties have increased to avoid overheating in the summer months and to ensure better quality indoor air, as Paul Williams, Domus Ventilation Product Manager explains.
Also on the ducting front, be sure to use ducting insulation where the ducting passes through unheated areas and voids, such as loft spaces and on the intake and the exhaust, as required under Building Regulations.
Domus Ventilation
When installation is completed, commission the MVHR system accurately. Any mistakes here will result in over or under ventilating, and all the work you have done could be compromised. An MVHR system alone isn’t going to mean residents can switch their heating off in the depths of winter, but enabling them to shave up to a quarter off their heating bill will most certainly help now in the cost of living crises and in the future. When you combine this with the improved indoor air quality an MVHR system brings, it’s a winning combination. To achieve these rates, whole house mechanical ventilation systems are the most proficient option and should be used in place of the more traditional ventilation methods, such as trickle vents and extractor fans, which are not able to deliver the higher air flow rates required and are also responsible for dissipating around 30% of the energy delivered to buildings the International Energy Agency calculates. Whole house mechanical ventilation systems in the form of Mechanical Ventilation with Heat Recovery (MVHR) largely avoid this scenario by using a heat exchanger to recover the heat in stale air from wetrooms and transferring it to the incoming fresh air, which is then filtered and distributed within the home. The Domus Ventilation HRXE MVHR range uses a highly efficient heat exchanger which is capable of recovering up to 95% of the heat from the waste air stream. Whilst MVHR systems aren’t a replacement for heating systems, they help reduce the heating load required from that system, reducing energy usage. The Centre for Sustainable Energy estimates heating costs can be reduced by around 25%1.
The cost to run an MVHR system obviously varies depending on the size of the property, building fabric, lifestyle and occupancy, and the energy tariff etc., but they are inexpensive to run.
Domus Ventilation
To ensure maximum energy efficiency is gained from an MVHR system, there are certain aspects that you need to take into account. Firstly, it’s vital to correctly size the MVHR system for the property, so that it neither under or over ventilates. The former means it won’t deliver the ventilation required under Building Regulations and will be noisy as the fan works overtime to cope. The latter will not be energy efficient.
Domus Ventilation
When installing the system, be sure good quality ducting is used that has been designed to work in harmony as part of that system and has been third party tested for end-to-end system performance, as has all Domus Ventilation ducting. For maximum efficiency, use rigid ducting in larger sizes, and ensure all duct connections are sealed and taped. This will make for low air resistance, which is important for energy efficiency.

Homes damper than ever Moisture management should be a top priority for all building refurbishment and retrofit projects, according to the Building Engineering Services Association (BESA).

Soaring rates of asthma and other respiratory conditions triggered by unprecedented levels of damp and mould in UK homes could be tackled through improving the ventilation and heating and developing training and competence schemes for ventilation installers and maintainers, the Association said. More than a quarter of UK homes are now suffering from damp and mould, according to research by University College London (UCL). This is down to a combination of more extreme weather conditions, building defects and human behaviour driven by fuel poverty, and is having a huge impact on “multiple health conditions”. Dr Yasemin Aktas, associate professor in UCL’s Faculty of Engineering Sciences, told the recent BSRIA Briefing event in London that there were now more fuel poor households in the UK than ever before. She said many were not being properly heated – and that 6.5 million homes (approximately 27% of the total) were now affected by damp and mould. “Moisture is a tremendously important element of indoor environmental quality that is often overlooked,” she said. “Modern building materials and furnishings have very little moisture buffering capacity.” The event heard from a range of experts calling for more concerted action on indoor air quality (IAQ) and moisture control in buildings, but Aktas said “poor choices” made by occupants due to their lack of understanding of the problem must also be addressed. She cited the case of two-year-old Awaab Ishak in Rochdale whose death was the result of a “severe respiratory condition caused by prolonged exposure to mould in his home” according to a coroner’s report which added: “There was no evidence that up-to-date relevant health information pertaining to the risks of damp and mould was easily
accessible to the housing sector.” Aktas, who is also deputy academic director at the UK Centre for Moisture in Buildings (UKCMB), said there was very little research into the issue of moisture in buildings and a lack of quality guidance. “We need to find a way of integrating moisture management into building retrofits. We were very quick to improve insulation for energy efficiency but without thinking about the impact that would have on moisture levels.” BSRIA chief executive Julia Evans told the Briefing that breathing clean air would be enshrined as a “human right” if the proposed new Clean Air Act was passed by Parliament next year. “Humans take 20,000 breaths a day… and IAQ can be as much as 8 or ten times more polluted than the outdoors, which shows why we need policies on building ventilation,” she told the event which took ‘Cleaner Air Better Tomorrow’ as its theme.

According to the National Housing Federation the UK’s 29million homes produce 58.5million tonnes of CO2 every year. That’s more than the CO2 produced annually by all car journeys. The ThermoFibra glass fibre reinforced sash, eliminates steel reinforcement from the window reducing the rebate height from 9 to 7mm. This can be combined with Forthex Deceuninck’s extruded insulated thermal reinforcement, which maximises design potential without the need for traditional steel reinforcement using embedded steel wires in a low-density insulating foam core. Combined this delivers a 30% increase in thermal efficiency with 40% savings on materials and weight, when compared to windows manufactured using a traditional steel reinforcement. IN PROFILE - PENDOCK PIPE BOXING The use of pre-formed boxings and casings for concealing pipework on social housing refurbishment projects has gradually overtaken the time intensive procedure of fabricating individual boxing on site to become the preferred solution for most social landlords and contractors. A 3-sided version, the TKD, is also available, for mid-wall or vertical use, which incorporates the 115 degree angle on both sides of the profile. BC boiler pipe casings offer a simple method of hiding unsightly boiler pipework, valves, filters and flues, while also allowing easy access for gas safety checks, routine inspection or boiler maintenance. Bespoke metal boxing Where exterior pipework needs protecting and concealing, the CHM and MXM metal pipe boxing range has been engineered to enclose building services and other utilities.
TK pipe boxing from the Pendock Profiles range Traditional methods of covering surface mounted heating system and boiler pipework typically involved the fabrication of boxing from wood or MDF. To create the required shape, the raw materials need to be cut to length then fixed to the wall, as well as sanding, sealing, priming, and painting sealing, all of which are extremely time consuming and costly, especially in terms of labour. While the most obvious and persuasive advantages of using ready-made plywood boxing are the significant reductions in time and costs that can be achieved, aesthetics also play an increasingly large role in the decision to adopt ‘pre-made’ over ‘site-made’. Improved finish in less time As pre-formed boxing is curved to form a smooth ‘L’ shaped profile, so there are no sharp corners, joints along or untidy overlapping edges along their length, as can often be the case with site fabricated alternatives. Another advantage of prefromed boxing, is that, due to the wide ranges of sizes available, the correct profiles can be selected to meet the dimensions needed for the project, so they will fit more closely over the pipework. This helps minimise the intrusion and visual impact in flats, where skirting level heating pipework or high level fire sprinkler systems are being concealed. The choice of sizes not only increases versatility, but also enables a consistent
finish to be achieved in each individual flat, even where different profile styles or sizes are installed. This becomes more important where multiple blocks of flats are being refurbished, as each one will have the same continuity of finish, which is much more difficult to accomplish with site made boxing. In addition, all plywood profiles are prefinished with a white resin impregnated décor paper, as standard, which removes the need for painting on site, saving even more time and further improving consistency of finish. The Pendock Profiles range of specialist casings is already a common feature in countless projects across the UK including heating system refurbishments, boiler upgrades and retro-fit fire sprinkler system installation. Expanded boxing range The latest product in the range is Pendock’s MXV boxing, which is designed specifically to conceal flexible ducting used with Positive Input Ventilation (PIV) systems. MXV, like TK pipe boxing, MXF fire sprinkler boxing and BC boiler casings, is manufactured from UKTR compliant pre-formed plywood. The TK pipe boxing range is designed primarily for use at skirting level and incorporates a 115-degree angle to the top of the profile, enabling it to ‘blend-in’ to the skirting and help it avoid being used as a step.

New design unveiled by Vista Engineering Vista Engineering Ltd has launched a new double drip design for its Type 4 housing tie, the VE4275. The new shape is designed to address applications where there is no drip in the clear cavity. Historically this would have required a specific offset drip tie which, if installed the wrong way round, would mean the wall still has no drip in the clear cavity. The new VE4 has been created in such a way so that it can still be installed either way round without diminishing performance and ensuring it cannot be installed incorrectly. In addition to working in situations where there is no drip in the clear cavity the new Vista VE4 can be used in standard cavities. The new VE4-275 wall tie conforms to PD6697 as a Type 4 tie suitable for party walls at 126 to 150mm cavities. MITSUBISHI ELECTRIC LEADS THE WAY ON SUSTAINABLE HOME HEATING Mitsubishi Electric has announced the launch of its Ecodan R290 heat pump, further contributing to the decarbonisation of home heating. The new model, manufactured in its factory in Livingston, Scotland, results from Mitsubishi Electric's decades of experience in producing heat pumps.

The launch of the Ecodan R290, with its low global warming potential (GWP) refrigerant, is a big step towards more sustainable home heating. Using a hydrocarbon refrigerant that can achieve high Coefficient of Performance (COP) values greater than four in heating mode, means higher heating performance; and with a cost-of-living crisis, this also means enhanced energy savings and reduced operational costs for a household. The product is also designed to operate quietly, ensuring a peaceful home environment for its users, and allows for multiple zone control, enhancing energy efficiency and individual comfort. What’s more, the Ecodan R290 has capacity to provide reliable home heating in extreme conditions too. Even in temperatures as low as -15°C, it can reach a high heating temperature of 75°C, matching that of a traditional gas boiler. Such a capability means that a house can be warmed very effectively, and water can be heated to a high temperature to provide plenty of hot water for a large family. For a typical household (using Ofgem definition and the recent October price cap figures) running the system at a lower flow temperature would result in greater overall savings; and even more can be gained if the household can integrate with solar PV panels or access an agile tariff and utilise energy storage via a buffer tank; the lower the electricity
prices get the more efficient the system and greater savings for the homeowner. In the journey towards a more sustainable future, and to reach the government target of Net Zero by 2050, the Ecodan R290 heat pump from Mitsubishi Electric paves the way for a cleaner, more cost-effective and highperforming home heating solution. WETHERBY WIN WITH ZERO ENERGY BILL MODULAR PROJECT One of the UK’s first zero carbon developments has scooped a prestigious industry award. Standing out with an innovative Modular Façade System from Wetherby Building Systems ltd. The 153-home shared ownership development in Stanford-le-Hope, Essex has been delivered, including four impressive “Zero Energy Bill” homes. This stood out to the judges against a wide range of exceptional projects for it’s work in creating the UK’s first zero carbon off site construction developments. At a time when so many residents are experiencing fuel poverty, this forward-thinking project will eliminate the worry with its “Zero Energy Bill” homes. The properties that were built in a modular factory setting in North Yorkshire, included two Wetherby Modular Façade Systems that had the majority of the system installed in the factory, prior to being transported to the Essex site for the finishing touches. Wetherby’s technically approved and certified Modular EWI systems can provide energy efficient solutions to any units built offsite, while the thin-coat renders and brick slip cladding can all be applied either in a factory prior to site delivery or after the modules have been finally positioned on-site. The Wetherby Modular System consisted of two variations used on this project. The first comprises 110mm High Density Enhanced EPS with clay brick slips. The insulation board has a unique tongue and groove interlocking configuration, designed on larger high density EPS insulation boards (1200mm x 1200mm).

This significantly reduces boarding installation times while offering superior strength, high levels of impact resistance and protection against water ingress. The insulation boards are ribbed which provided the course for the 14mm brick slips in colour Light Red Multi Stock. Adhesive is applied to the boards and the brick slips are pressed firmly into place between the ridges ensuring the brick slips can be accurately placed in line and level. This method reduces application times and the need for skilled labour. Once set, pointing was completed using
a natural-coloured pointing mortar, in the traditional manner. For the render variation, the system used a 130mm Enhanced EPS board which was finished with Wetherby Four Seasons Silicone Render, also known as 4S. Four Seasons is a premium silicone render which has a quicker curing time than a standard render finish. 0500N and 0505 B20G were selected for as the chosen render colours to provide a bright and clean contrast to the red tone brick slips. This was a successful project and a thoroughly deserved win. Expert judges stated that the project was chosen because of such an impressive demonstration the role EWI can play in supporting sustainable, off-site construction. GAIA INSTALLS LOW-CARBON UNDERFLOOR HEATING IN DEVELOPMENT Underfloor heating specialists Gaia are designing, supplying and installing energy-efficient underfloor heating in over 250 houses within Taylor Wimpey’s new development in Barham, Suffolk. Taylor Wimpey’s new residential development – Churchfields – is located in the Suffolk village of Barham and will provide 257 homes. Gaia is delivering wet underfloor heating systems for the new-build homes, after Taylor Wimpey opted to fit low-carbon and future-proof heating solutions in the development. “Gaia HQ is local to the Churchfields site, so once we heard Taylor Wimpey were looking for low-carbon heating, we approached their team to provide a full design and quotation. Not only are our wet underfloor heating systems low-carbon, but they’re future-proof too - which is ideal for meeting new regulations!” says Steven Rooney, Director at Gaia Underfloor Heating.
The new regulations implemented by the UK government mean that carbon intensive gas boilers will soon be unsuitable for future homes and should be replaced with low-carbon alternatives. To adhere to the new legislation, Taylor Wimpey have chosen air source heat pumps which are known as the ideal pairing for wet underfloor heating – to create a low-carbon heating system.
