Parks and green spaces in budget cut firing line for councils
A new survey on the state of local authority parks and greenspace services finds 74% are expecting budget cuts of over 5% in the coming five years, with 40% expecting cuts of over 10%. The survey, conducted annually by the Association for Public Service Excellence (APSE), found that 78% of those surveyed said budget cuts have led to reduced maintenance and an increase in unmaintained land.
Of the local authorities surveyed:
• Biodiversity continues to be identified as the main environmental priority for parks services at 91%. The second highest priority is litter control at 69%. Dog fouling has dropped from 65% in 2023 to 47% in 2024.
• Just 2% expect their training budget to increase in the next 12 months. 55% experienced a decrease
in the frequency of grass cuts (amenity) in the last 12 months – a 26% increase since 2023 (29%).
• 44% of respondents said they currently have apprenticeship schemes – a 17% drop since 2022 (61%).
• 82% of those surveyed are reducing the amount of chemical treatment they use to eradicate weeds – a 14% increase since 2023 (68%).
Manual removal (68%) and mechanical strimming (62%) are identified as the most popular alternative methods of removal.
• At 73%, there has been a slight drop in the number of councils considering ‘rewilding’ any of their parks and greenspaces – a 3% drop since 2023.
It comes after two thirds of councils surveyed by the Local Government Association warn communities will see cutbacks to local neighbourhood services this year – such as parks and leisure services – as they struggle to plug funding gaps. And the Local Government Information Unit’s 2024 State of Local Government Finance report found nearly one third of council respondents (31.9%) plan on cutting parks and leisure.
Matt Ellis, APSE Principal Advisor, said: “The outsized role parks play in delivering positive health, wellbeing and climate change outcomes is well documented. Sadly, APSE’s latest survey demonstrates
the belief amongst parks professionals that service quality is in danger of deteriorating due to the ongoing pressures on budgets. There is a real need for investment in people, technology and infrastructure, particularly as visitor numbers remain high post-pandemic.
“Amidst the local government funding crisis, the survey does show that local authorities are successfully introducing new and innovative ways to manage parks sustainably. Whether this be through income generation, partnerships or alternative forms of funding. However, there is a limit to how many budget gaps these innovations can plug.
“Our parks and greenspaces more than demonstrated their value during the dark days of the pandemic. Further restraints on public finance, as announced by the Chancellor, seriously risk these services being hollowed out of existence and unable to respond in the future.”

GMA’s ‘NextGen’ to inspire future workforce
The GMA has announced that its Young Board of Directors has been relaunched as the GMA’s ‘NextGen’.
It was announced to kick off #GroundsWeek 2024, the industry’s annual awareness week, and the group will represent the grounds management industry, whilst acting as ambassadors for the GMA and the association’s aim of encouraging more young people into grounds management.
Workforce development has become increasingly important over recent years, with research revealing that 20% of grounds staff could potentially leave the sector over coming years due to an ageing workforce, with two in five grounds professionals being over the age of 50.
Research conducted by the GMA in 2023 showed that
there has been an increase in the percentage of young people in the workforce, with under 35s now making up nearly 30% of the workforce compared to 19% in 2022. There has also been an increase in the number of grounds managers aged 24 and under, and an increase in the percentage of grounds managers stating that they became involved in grounds management due to apprenticeships, with the figure now being close to 20%.
Armed with four new members and a fresh rebrand, as well as the support by sponsor, Reesink Turfcare, the GMA’s NextGen will build on recent signs of optimism by targeting young people, including those still at school and those at the start of their careers.

Tackling carbon reduction in the landscape sector
‘Landscape and Carbon’ is a vital new report on carbon reduction in the UK landscape sector by the Landscape Institute (LI) and the British Association of Landscape Industries (BALI).
A direct response to the UK’s target to reach net zero by 2050, the report sets out the climate action the sector is taking, and how landscape can provide solutions for reducing and sequestering carbon in development.
The report is a call to action for the landscape sector, and wider industry, to work together and use its combined skill and expertise to reduce carbon in landscape schemes and works. Working together, the LI and BALI will build on work already
being done by colleagues across the landscape sector to agree a carbon methodology, put standard data and practical tools in place, and help the sector to improve the level of awareness and skills needed.
The LI and BALI invite stakeholders from across the landscape sector, and wider industry, to actively participate and engage. The two organisations are setting up a steering committee to receive feedback and agree an action plan. A series of task and finish working groups are also being convened to develop the specific recommendations.

European Metal Recycling (EMR)
is a global leader in metal recycling.
Working with Glendale, a grounds maintenance contractor providing landscape and green space management for private and public sectors, EMR launched its rewilding initiative at its state-ofthe-art site in Oldbury.
The EMR environmental project, which covers 3ha of land, will create a biodiversity increase at the Oldbury site of 95%, ensuring greater protection of the environment, and preservation and enhancement of key habitats.
The initiative included the sowing of approximately 1000m2 of John Chambers Heritage Dual purpose and John Chamber Impact Violet Heart mix 100%. The 5kg of seed comprised a mix of native and nectar-rich annuals and perennials. The area of previously rough ground was seeded in May 2023 using a mix devised by EMR Environmental Specialist Aaron Roberts. The Cornfield Annual species came through quickly to give an initial burst of colour, while the slower-growing perennials are all establishing, ready to spring forth from Spring 2024 (Year 2) onwards.

New ‘Best-in-Class’ cement-based paving joint mortar
GftK vdw 400plus Color is new to the UK in 2024, but well established for more than 10 years in Germany, where it is regarded as the ‘Best-in-Class’, wet-slurry applied, cementbased, paving joint mortar.
The paving contractors and landscapers, say it is effectively ‘Tile Grouting Standing-up’, as the ergonomic application with squeegee, washboy and sponges is the same as for conventional cement-slurries, but the vdw 400plus is much easier and faster to clean-off, leaving a surface finish more akin to hand-applied external tile grouts.
NCC Streetscape have now carried out the first projects in the UK with this material and
contractor’s comments have been exactly the same, the GftK vdw 400plus Color is Easier, Cleaner & Faster – the ‘Best-in-Class’.
These first projects have been to grout granite and external porcelain tile paving.
The application is very similar to other cement-based slurries, but it provides a more aesthetically pleasing, coloured, and smoother finish, very similar to hand trowel/sponge applied grouts, but critically the whole process of application through the final surface cleaning, is all done standing up. As you can see the finish was as ‘clean as a whistle’.

The £130m flagship scheme, which has transformed the Heslington East Campus began in November 2019 and has recently been completed.

Green-tech is celebrating 30 years of being the leading supplier to the landscaping industry.
Founded in 1994 from a farm outbuilding in North Yorkshire; today the company is owned by Origin Enterprises PLC and operates from a purpose-built
business park, employing over 80 staff and selling over 5,000 different products.

Platinum edition celebrates 70 years of JCB backhoe innovation
JCB is celebrated 70 years of manufacturing its iconic backhoe loader with the unveiling Platinum Editions of the 3CX and 4CX models.
Company founder Joseph Cyril Bamford CBE invented the backhoe concept and the first JCB model was manufactured in 1953 after he combined a lightweight backhoe with a Major Loadall tractor loader. It created, for the first time, a single machine which combined a front shovel and rear excavator arm.
While it took 20 years for JCB to build its 50,000 backhoes, under the leadership of JCB Chairman Anthony Bamford, more than 900,000 have now been made. JCB has been world market leader for backhoes for almost 25 years and today manufactures the iconic machine in the UK, India, and Brazil. A total of 70 limited-edition 70th birthday 3CX PRO and 4 CX PRO machines will be manufactured.
The Platinum Edition models will have servo excavator controls, Powerslide, air conditioning
and bi-directional auxiliary flow hydraulics. The machines will bear limited edition Platinum decals and grille badge. They will have Platinum-coloured wheels, while in the cab there will be an embroidered graphic in the carpet and upgraded seat material with 70th anniversary branding, along with a steering wheel centre cap featuring the 70th logo. Each machine will also have a special plaque and customers will receive a special Platinum gift pack with the backhoe loader.
Over the last seven decades JCB has continued to develop and enhance the backhoe loader concept, with turbocharged engines, powershift transmissions, all-wheel drive and extending dipper arms. Over half (51%) of people would be more likely to consider buying a new build home if it had a landscaped back garden – and it’s something many would be willing to pay more for, according to new research.
The data also revealed that people would welcome the option to choose from either a templated or bespoke garden design.
The research, which questioned 2,001 adults across the UK and was commissioned by Marshalls, found nearly a quarter of people (23%) said they’d be willing to pay more for a new build if they got to choose from a choice of templated gardens and the work was done before they moved in. And 16% said they’d be willing to pay more for a new build if they got to opt for a bespoke garden and the work was done before they moved in.
For those who would like to choose from a range of templated garden designs and have the work done before they moved in, 60% would be willing to pay up to 20% more of the overall property price. For those who would like a bespoke garden, 58% would be willing to pay up to 20% more.
The research found that 42% of respondents think the layout of new build homes makes indoor-to-outdoor living easier and over half (51%) like that new build gardens tend to be low maintenance. However, the results also revealed some negative perceptions about new build gardens, with 61% thinking they’re small, 52% believing they have no privacy, and 45% viewing them as unattractive.
Responding to the findings, Ben Warren, Managing Director of Landscape Products, at Marshalls, said: “With a slow new build market, we know our customers are keen to explore how they can make homes more desirable and kick-start sales. Our research shows that not only
could housebuilders and property developers attract more buyers if they offer premium garden options, but they could also increase their profitability.
“When we look at the figures in more detail, even just a 6% increase in property value could equate to between £12,000 and £32,000 in additional revenue, depending on the property’s location – purely for offering the buyer the opportunity to have their garden of choice created before they move in. It’s common practice for housebuilders and property developers to offer their customers a choice of other features like kitchens, bathrooms and flooring, so why not take a similar approach when it comes to the outdoor space?
“When the commercial opportunities are so abundantly clear, now is time to begin rethinking the approach to new builds and provide buyers with the opportunity to be gardenproud from the minute they receive their keys.”

A new Syngenta one-box fungicide programme is now available, providing a wellproven, cost effective and agronomically strong seasonlong disease control strategy.
The AIM programme contains three leading Syngenta fungicides, specifically selected to provide an effective sequential strategy for summer through to winter, including Ascernity, Instrata Elite and Medallion TL.
Sean Loakes, Syngenta Turf Technical Manager for UK & Ireland, advocated the AIM approach optimises the potential to protect turf from immediate disease risks, while also providing longer term pathogen reductions that more effectively prevents disease outbreaks right through the season.
“Starting the programme with Ascernity, targeted at the increasing issues of summer anthracnose and dollar spot infections, followed by Instrata Elite in early autumn has proven to prevent the hugely damaging early outbreaks of microdochium patch.
“The AIM pack then gives a further follow up of Medallion TL for when conditions cool. That gives outstanding protection against damage through the critical time of limited turf recovery,” Sean advised.
The AIM strategy is fully supported by the Syngenta Turf Advisor App designed to guide optimum fungicide application timing. That includes local disease risk forecast models and disease pressure levels over recent days and weeks, along with a host of weather data to refine decision making. “Turf Advisor also provides instant assessment of growth potential (GP) of turf, for appropriate product selection.”
Sean advocates the multi-active benefits of systemic Ascernity are best utilised while turf is actively growing, with a GP above 20%, while Instrata Elite remains extremely effective as growth slows to 5%-25% GP.
When growth slows further, the contact activity of Medallion TL effectively protects the leaf from disease infection, while also targeting pathogen spores in the thatch and root crown to reduce the risk of infection.
The further advantage of the AIM strategy is that each application contains different fungicide modes of action. The rotation of fungicides and utilising multiple modes of action is the basis of a good fungicide resistance management plan, he added.

Tractor and blower double for Kinross House Estate
One of Scotland’s most notable private estates, which has unrivalled cultural and historical significance, has welcomed a Wiedenmann Whisper Twister blower and ISEKI TH 5420 compact tractor.
Kinross House, in Kinrossshire, overlooks Loch Leven, the largest loch in the Scottish Lowlands. Its formal gardens were planted in 1675, and its magnificent estate includes a national nature reserve.
Head Gardener, Colin MacDonald, who, is responsible for maintaining around 100 acres of exquisitely manicured lawns and landscaped gardens and a further 100 acres of woodlands said: “We chose the Whisper Twister primarily to blow off residual grass cuttings and present lawns to best effect.
Until now we’ve tidied up with backpack blowers but once
regular grass cutting resumes, the Wiedenmann will save hours of time every week. It will also double up for leaf blowing and keeping pathways clear. We’re looking forward to discovering lots of new uses across the season.”
The ISEKI purchase replaced a smaller 20 hp tractor which had come to the end of its lifetime.
“The tractor choice was about being Stage V compliant, future proofing and adding horsepower,” he added. “We needed it to be bigger, so 40 hp is incredibly useful. We’ve earmarked some attachments for cutting and managing the turf and pathways, all which we hope to have soon. Adding efficiency while still maintaining quality is important. We owe it to the House to always present the gardens at their best.”

Introducing the upgraded Toro Reelmaster 5010-H
New for this year, the industry’s first and only fairway mower with a true hybrid drive system, the Toro Reelmaster 5010-H, has been given a comprehensive upgrade.
In brief, more electronic components have been added. Leading with the fact that the hydrostatic drive is now electronically controlled, and with this simple change, Toro has added its SmartPower system to automatically control mowing speed and optimise cutting performance.
In essence, what this technology does is monitor the engine’s RPM. Previously, the operator was responsible for controlling the machine’s speed when mowing long or wet grass or climbing a steep hill, now, the machine does it automatically. As the RPM drops, traction speed decreases until it recovers back to the desired speed and by maintaining optimal cylinder and blade speed a better and more consistent cut is produced.
The same technology also means that as speed decreases the traction pedal still moves an entire stroke giving increased
resolution for tight turning in tight quarters. So, for customers mowing training grounds or a relatively flat golf course, they can slow down the engine speed to peak torque curve rather than peak of the horsepower curve.
It means the same results can be achieved with the engine 2600rpm on flat ground compared to 3000rpm, saving on fuel consumption, and lowering the noise level output.
With SmartPower also comes cruise control and this allows for a more consistent clip rate.
Rather than relying on the operator’s foot to maintain a consistent speed the machine does that, as well as allowing maximum speed settings to be set.
Whether the setting is at four or six miles an hour doesn’t affect quality, clip rate is not affected, and the same results will be achieved, it just helps with operator training and preferences.

Season Cup, Riyadh’s showpiece football tournament featuring Messi and Ronaldo, was made possible thanks to the world’s first fully indoor hybrid pitch built in 21 days by global sports surfaces specialist, SIS Pitches.
SIS also had to ensure the natural turf grew strong enough to properly secure the small percentage of synthetic fibres stitched into the arena’s surface, as is standard for hybrid pitches of this type. This process was made harder by the arena’s fully indoor design, which has no windows or roof for sunlight to enter. The SIS team worked around this by using ultraviolet growing lights to prepare the pitch in time.
Sela, the developer responsible for the arena, requested a game-ready playing surface in just three weeks, much shorter than the typical window for a major development of this type. This aligned with the pace of construction for the wider stadium, which was completed in just 60 days.
Speed and resilience were key. SISGrass, the solution specified by SIS, merges natural turf with a small percentage of polymer yarn.
Already used by many of the most recognisable names in sports, this mixture is injected by the company’s patented electric stitching machine, providing a more consistent and resilient
playing surface. SIS’s machine is capable of covering 1300m2 metres per day with a 90mm shallow stitch, making it ideal for quick installs like that requested by Sela.

It’s been an exciting two years for Dale Gregory since he joined Coventry City Football Club as their new Head of Grounds & Facilities.
Not only has he overseen the significant expansion of the club’s Sky Blue Lodge Training Ground and Alan Higgs Academy Site, but investment has also resulted in the purchase of first-class equipment to maintain it.

‘Sandfiller Season’ says GKB Machines
Careful management of organic matter levels is critical to optimising both the health and play characteristics of golf greens.
When it comes to managing these thatch layers, there is no universal tool or technique that will suit every course, however methods and machines are now at our disposal that are far less disruptive and can incorporate additional operations such as simultaneous sand injection which helps to bring surfaces back into play even quicker. One such machine is the Sandfiller from GKB.
The GKB Sandfiller scarifies the surface down to depths of up to 40mm, removing organic matter and creating channels which are simultaneously filled with sand or a combination of sand and seed – maximising efficiency and improving drainage and ground firmness in one pass. The unit features a 400L hopper to collect the removed material, leaving a clean and tidy finish and allowing the surface to be back in play almost instantly.
Head Greenkeeper Lucy Sellick explains, “The wetter winters, combined with a smaller than normal greenkeeping team, meant we were looking for a fast and effective solution to removing organic matter and firming up the greens. The contractor began on a Thursday morning, and by Friday lunchtime all 19 greens were back in play –with organic matter removed, backfilled with 22 tons of kilndried sand and just one team member brushing in the remaining surface sand. Any concerns we had about how the Sandfiller would handle our Mackenzie style slopes and undulations were also unfounded.”
“Now in February, our organic matter readings have reduced, and the greens are definitely firmer. Despite all the rainfall, we’ve managed to get a triple on the greens which just wouldn’t have been possible before.” She concludes, “We had the Sandfiller in during spring renovations back in 2023 to carry out scarification work only, and have it booked in again this September where it’ll play an important role in our prewinter renovations and organic matter management once again.”

After the flood
The year 2022 was the hottest on record in the UK and experts are warning the unprecedented heat is a sign of things to come.
With the ground dried out and continued heavy footfall, amenity areas, sports fields, golf courses, parks, other tree-lined spaces, and even domestic back gardens suffer heavy soil compaction.
When the rains come, water cannot penetrate the soil, and sports grounds in particular turn into quagmires, stopping play and resulting for many in lost revenue. Exceptionally heavy rainfall leading to flooding has a number of other knock-on effects for turf and trees.
That is where deep aeration specialists are called for and one

The new arrival is the agria 9700e tool carrier. Equivalent to a 30hp tractor it can power existing equipment up to 300kg via a standard three-point linkage, CAT
1. The PTO drive is both variable and bi-directional giving operators full scope to maximise efficiency and work in tight spaces.
For example with a flail mower attachment, such as a Muthing Flail, unkempt areas can be tamed with vegetation shredded into fragments for faster decomposition.
Each full charge of the lithiumion battery gives five hours of
machine time in flail mode. An optional fast charger is available that charges the battery from 15% to 100% in just one hour. Stepless and brushless- electric drive means the process is quiet and can work in low noise areas.
With their low centre of gravity, they can tackle steep inclines. Tilt and vibration sensors are built into the remote-control pad in case the operator accidentally trips or falls. When these sensors are triggered, the machine shuts down completely.
The agria 9700e is carbon neutral and 100% electric – with brushless drive technology, the constant low voltage requires little engine power to drive. This allows maximum horsepower to be directed to the blades, giving
excellent mulching of the grass, and leaving negligible amounts on the surface.
agria’s two hybrid remote mowers - the 9500 and its bigger sister, the 9600 - are also capable of mowing tall and tough grass areas on both the flat and on steep banking.
The 9500 is the entry level model. It has a Kawasaki 12.7 kw engine and working width of 80cm.
The 9600 is wider at 112cm and more powerful (17kw), and includes a high grass sickle mulcher mowing mechanism, comprising two-blade carrier with four swing blades.
