Over 80% of local councils expect cuts in their parks budgets
A new survey on the state of local authority parks and greenspace services finds 85% of those surveyed are expecting budgets cuts of at least 5%, with almost 30% expecting cuts of over 15%.
This, despite the survey finding close to two-thirds of those surveyed are experiencing a growing number of visitors to their parks.
The survey, conducted annually by the Association for Public Service Excellence (APSE) and now in its thirteenth year, found that 83% of those surveyed said budget cuts have led to reduced levels of maintenance and increases in unmaintained land.
The survey also found that almost three-quarters of respondents either agreed or agreed strongly that ‘the squeeze on public sector
resources is affecting parks and green spaces disproportionately to other service areas’.
Of the local authorities surveyed:
• Biodiversity is now identified as the main environmental priority for parks services at 96%, up from 89.8% in 2022. The second highest priority is litter control at 70%.
• 71% expect training budgets to stay the same in the next 12 months – only 5% reported increases.
• 43% of respondents said they currently have apprenticeship schemes – An 18% drop since 2022 (61%).
• The number of respondents receiving income ‘through friends of parks groups’ shows a significant decrease to 37% as opposed to 51% in 2022, which may
be a refl ection that some Friends Groups have not fully become fully active after the pandemic.
Speaking about the fi ndings, Mo Baines, APSE Chief Executive, said: “As our roads become congested and financial constraints in the home mean people are more in need of free access to pleasant and accessible greenspaces, the demand from the public for access to greenspaces continues to grow louder.
“However, APSE’s survey makes clear there is a real belief amongst parks professionals that service quality may start to be seriously affected because of the ongoing pressures on budgets, changes to maintenance frequencies and a need for investment, particularly as visitor
numbers are remaining high and, in many cases, increasing. What the survey also shows is that local authorities are successfully introducing new and innovative ways to sustainably manage parks. Whether this be through income generation, partnerships or alternative forms of funding, the most recent being the opportunities which may arise from Biodiversity Net Gain. It is
hoped that central governments and other stakeholders will, in recognition of this innovation and best practice, provide the necessary support for local authorities and their parks managers in developing a sustainable future for the UK’s parks and the multitude of benefits they bring.”

The new survey from APSE on local authority budgeting for parks and green spaces certainly helped to confirm what many in the industry have suspected for some time.
It has been clear for a while that despite the growing popularity of parks and demand for high quality local green spaces, the funding gap has been growing significantly wider with each passing year. But the detail of the survey of councils - 85% of those surveyed are expecting budgets cuts of at least 5%, with almost 30% expecting cuts of over 15% - was still a stark and sobering wake up call.
How we as an industry help to draw attention to this widening funding gap and campaign for central Government to acknowledge the issues being faced by councils and address them proactively remains the vitally important next step. The work of APSE and a large number of other industry bodies will be crucial in that process. But so will everyone within the industry itself, we must start to support such campaigns and add our voices to those calling for a more cohesive and sustainable long-term strategy for our parks and green spaces. This month we have also seen a number of other industry bodies come together to issue an important updated position statement. In our regular Professional Groundscare we highlight the work of The GMA, SAPCA and many others in setting out clear recommendations for the industry’s approach to 3G sports surfaces. It is an important development and the statement itself is well worth a read.
Elsewhere, we take a look at the wide variety of Grass Cutting Machinery now available, as well a spotlight on brushcutters. There is also a focus on the increasing use of battery power across a range of vehicles, machinery and tools. LI Awards 2023 open for submissions in 30th year
This year, the Landscape Institute Awards celebrates its 30th Anniversary – 30 years of celebrating people, place and nature, and the myriad ways that landscape projects can connect them.
Submissions are now open and, over the coming weeks, LI members will have the opportunity to submit their projects. There are 17 categories this year for professionals and students. The LI welcomes a diverse range of submissions to exhibit the full spectrum of the landscape profession.
Last year, successful projects included B|D Landscape Architects’ Lovedon Fields, winners of the Outstanding
Winner Award. The project included the creation of allotments, cycle paths, a village green, a biodiverse country park area and natural wildflower meadows to create a community space that helped encourage biodiversity on the edge of historic village, King’s Worthy.
Judges from bodies such as Historic England, Royal Horticulture Society and the Scottish Government selected 24 winners from a 75-project shortlist that featured developments from across the globe.
The 2022 LI Awards were presented by botanist and TV presenter James Wong with keynote speeches from Acting President Noel Farrer,

Applications open for £1m jobs programme
To mark The King’s coronation the Heritage Fund has boosted the New to Nature initiative with an additional £1m of funding.
The scheme – developed to mark The Queen’s platinum jubilee last year – has already got 10 young people into 12-month fixed-term roles in nature and landscape organisations across the UK. Nearly 60 more are now starting new placements.
This latest investment will create another 25 roles – bringing the total to 95.
Research shows that less than 7% of environment sector professionals are from diverse ethnic communities. The impact of the pandemic on young people’s employment
prospects has further widened existing skills gaps and shortages in the UK.
New to Nature is providing high quality and potentially life-changing experiences for marginalised people struggling to get jobs. It’s also supporting the natural heritage sector to be more inclusive and diverse.
The trainees being funded are working in organisations including WWF-UK, the Zoological Society of London, The Woodland Trust, Bat Conservation Trust, Royal Society for the Protection of Birds and the National Trust. Their responsibilities range from deskbased roles in communications and social media to outdoor conservation roles.
Eilish McGuinness, Chief Executive of The National Lottery Heritage Fund, said: “New to Nature is a brand-new approach for us, supporting our strategic commitment to nature and inclusion.
“Our added investment of £1m reflects the success of the project so far. These people are the future of nature conservation, and we are delighted to support them.”
New to Nature is being delivered by Groundwork UK in partnership with The Prince’s Trust, Disability Rights UK, Mission Diverse and Youth Environmental Service.

Real turf only for The Landscape Zone
Organisers of The Landscape Zone, part of GroundsFest, have revealed that they are supporting the ‘Say No to Plastic Grass & Plants’ campaign. As a result, there will be no exhibitors within The Landscape Zone representing artificial turf, plants or flowers.
The ‘Say No to Plastic Grass & Plants’ campaign has been launched by the Society of Garden Designers (SGD) and is being supported by the Royal Horticultural Society and the Landscape Institute. The aim is to raise awareness of the huge environmental damage these products cause and to debunk the claims that they are harmless.
Commenting on the decision to back the campaign, The Landscape Zone’s Sales Manager Jess McCabe said: “We are pleased to announce that The Landscape Zone will only represent real turf. There is mounting evidence that plastic grass and plants are destroying our wildlife and are contributing to greenhouse gas emissions in their production. Incentivise gardeners to help cities tackle climate change
Homeowners should be rewarded to garden sustainably, to help combat the damaging effects of climate change in cities and promote a healthier urban landscape.
According to new research from the University of Sheffield, policymakers should offer incentives, such as council tax or water bill discounts, to encourage gardeners to use environmentally sensitive techniques to help
combat climate change in cities and boost communities’ health and wellbeing.
The new study, published by Professor Ross Cameron in Urban Forestry and Urban Greening, highlights that, as gardens become increasingly important in the battle against the extreme effects of climate change, financial incentives should be considered to ensure gardens are well stocked with plants.
Professor Cameron said: “Gardens account for a third of all our urban areas and are vital spaces in terms of keeping our buildings and city environments cool in summer, absorbing rain to avoid flash flooding and providing an important refuge for wildlife.
“Gardens need to be green and full of plants to be beneficial to the local environment, and some types of garden are more beneficial than others.”
“The paradox is that many gardens are not actually green and some trends in garden design can be very damaging for the urban environment.
“We have paved them over to house the car, or provide sterile patio space; factors that increase urban temperatures and increase flooding risk.”

George Nowell has been appointed as Kubota (UK)’s agricultural and groundcare Dealer Manager for the Midlands, north west and Wales.
Now in his fifth year of full-time employment with the company, George joined Kubota in 2015 after getting in touch during his search for a three-month summer job following the completion of his fi rst year at Harper Adams University. His career path is one that puts the

Reimagining rainwater at Hampton Court
With water shortages a growing concern in Britain, ACO is partnering with the Royal Horticultural Society (RHS) and Tom Massey, garden designer featured in BBC Two’s Your Garden Made Perfect, to reimagine rainwater as a resource for positive use rather than simply being disposed of.
Concerns about water quantity and quality are often in the news.
As the climate crisis continues, droughts are becoming more frequent as temperatures climb past 40°C, while extreme rainfall events cause extensive flooding.
Domestic practice still tends to discharge rainwater runoff into storm drains, while drinkingquality water that is in short supply is used in both the kitchen and the garden. Supporting water conservation efforts, ACO is
delighted to sponsor the RHS Resilient Garden at this year’s RHS Hampton Court Flower Festival. This show garden transforms an aesthetically and environmentally unimaginative domestic plot into a biodiverse garden resilient to climate change. The garden is being designed by Massey and built by Landscape Associates. Domestic rainwater management is central to the RHS Resilient Garden, with ACO products featuring in the show garden and on the adjoining ACO House & Garden Stand.
The stand shows how residential roofs, patios and driveways can become catchment areas that direct rainwater into systems for storage and reuse. For example, ACO’s RainDrain is used to feed a rainwater garden that overflows into ACO’s StormBrixx
soakaway, In this way, rainwater enhances the show garden for people and wildlife and is dispersed on-site rather than into the sewerage system.
The garden showcases ACO’s GroundGuard, which both stabilises gravel for access and allows rainwater into the ground. ACO’s RoofBloxx create reservoirs in green roofs and rainwater planters, slowing water’s journey through the property and plants to evaporate and lower temperatures in the immediate surroundings.

Before petrol driven post drivers the options for fencing in awkward locations were much more limited – either a hand-held rammer, or a hydraulic whacker were the options.

P1 Contractors Ltd and urban design architects, OOBE, have enlisted Yorkshire commercial nursery, Johnsons of Whixley Ltd, to help enhance the grounds of a new residential development, Blindwells in East Lothian.
Blindwells site owner and developer Hargreaves Land plans to transform Blindwells from a
brownfield site into a rich, biodiverse landscape with thousands of plants, trees and meadow grasslands that will enhance the grounds of the residential development and surrounding areas by increasing aesthetic value and increasing habitat opportunities for local wildlife.
P1’s works included the soft landscaping of all the main infrastructure and structure blocks within phases one and two. Johnsons supply of plants so far in phases one and two has included over 25,000 Hedging and tree transplants, over 2,000 shrubs
and over 160 mature trees. Native hedging varieties such as Acer campestre, Crataegus monogyna and Prunus spinosa were used in the project to create natural screening and structure as well as providing food and shelter for wildlife.
Over 40 Pyrus calleryana ‘Chanticleer’ trees were planted, a variety that has become known as the perfect street tree with clouds of white flowers appearing in spring, and in autumn its leaves turn to shades of red and purple.

Keeping safety as standard

Industry bodies release updated statement on 3G pitches
Following discussions between partners and key stakeholders, including the GMA, Sport England, sportscotland, Sport Wales, DCMS, Football Foundation, The FA, RFL, SAPCA and England Rugby, a joint statement has been produced relating to the use of rubber crumb in 3G pitches and the sustainability of artificial grass pitches.
The statement reads: “Artificial grass pitches (AGPs) are recognised as a durable, safe, year-round playing surfaces, able to withstand intensive use and all kinds of weather. The pitches are used for playing multiple sports including football, hockey and rugby and they are an important community resource that mean more people can benefit from the social and health benefits of physical activity.
“However, concerns have been raised about the environmental impact of these pitches. Most commonly this relates to the fibre
loss of microplastics and; in the case of third generation or 3G pitches, the presence of rubber infill, which is also a microplastic. We understand these concerns and are taking them very seriously.
“We are aware of potential developments in the EU following the European Commission’s statement (released in September 2022) which recommended the introduction of a ban on the future sale of ‘intentionally added microplastics’ onto the European market, which includes rubber infill for 3G AGPs. The Commission proposed a six-year transition period before the new restriction becomes effective, although the timing for it to become law has not yet been made clear. Following the UK’s exit from the EU, the regulatory framework for these matters now sits at a UK level (except for Northern Ireland, which will continue to follow EU REACH requirements).
“The Department for Environment, Food & Rural Affairs (DEFRA) commissioned an evidence project, under the UK REACH 2022/23 Work Programme, to review emissions of intentionally added microplastics. It will consider the risks they pose to human health and the environment and include a socio-economic assessment. The project will include rubber infill and will inform any future regulatory actions in the UK.
“The Sports Councils –Sport England, Sport Wales, sportscotland, Sport NI – and leading sport bodies are working together and with respective governments to understand what the EU ban will mean for the stock of 3G AGPs in the UK and the timings for any legislative decisions.
“If the EU law on a ban is passed, it will be important to have a transition period because 3G AGPs are in widespread use by
communities across Europe, were costly to put in place, and will be to remove. It is also important to note that there are currently no widely available alternative infill products on the market that are as effective, suitable for all weather conditions and deliver the required performance standards.
“That is why we are also committed to exploring alternative artificial
pitch systems and more sustainable infill products. We will continue to work with partners across the UK and Europe to research and reduce the spread of microplastics into the environment.
“More information will be published as discussions progress.”

ISEKI is hard to beat

Tom Hooper, Course Manager at South Beds Golf Club in Luton, claims that his new ISEKI tractor is one of the best he has seen throughout his long and illustrious career.
Tom has been working at the club since 1896 and was appointed Course Manager in 2003. Throughout his tenure he has overseen many course improvements and has seen many technological advancements in terms of equipment. “Having experienced using many different tractors throughout my career, I would say ISEKI is one of the best,” said Tom. “It performs so well and is very spacious inside with a good flat floor, no trip hazards and is extremely comfortable.
“We decided to invest in the ISEKI tractor to replace our old tractor, which was very outdated and too large for the golf course.
“It just ticked a lot of boxes for us, including the price, the performance and the lift capacity was ideal because it needs to be able to lift a 400-litre tank.”
Tom purchased the TG6407 IQ which features an ISEKI Stage V, 3 cylinder 40hp diesel engine with IQ Dual-Clutch transmission F24/R24 that offers the control of a manual with the convenience of an automatic. There are 8 clutchless speeds and 3 ranges. Gears are changed by simply moving the gear lever through the straight shift gate. If ‘D’ is selected, then gears 4-8 are operated automatically - ideal for roadwork or towing. TG6407 IQ is available with ROPS or an airconditioned Category 2 cab.
A front loader joystick, draft control, up stop PTO and linkage lift in reverse are all supplied as standard. The tractors are offered with either Ag or Turf tyres as standard. Optional loaders, either standard or with parallel lift are available.
“The IQ gearbox is very effi cient,” continued Tom. “It
is easy to operate, and you can go up and down the gears nice and smoothly.
“We use the tractor for all kinds of work including spraying, vertidraining, and lots of other tasks where we need to attach implements to it. It gives us plenty of horsepower but at the same time it is a nice and compact tractor which can go on all the greens in many different conditions.
“I would recommend it to any golf course or sports ground - its range of use is exceptional. All the staff are very happy with it.”

An ambitious site move recently signalled Worcestershire FA’s commitment to providing a space for football to develop in the county.
The new state of the art site, situated at Claines Lane, Worcester, now plays host to several local football teams
including Worcester City FC. Paul applied 90 tonnes of MM40 which is sourced directly from the Two Oaks Quarry in Mansfield where the company produces its renowned Mansil range of Silica Sands.
MM40 is a medium sand which is predominantly used in the construction and maintenance of a wide range of sports surfaces. This product was applied in May last year, and Paul has seen the benefits.

Honiton GC upgrades to Wiedemann Terra Spike GXi8 HD
Head greenkeeper, Stuart Broom, at Honiton Golf Club has welcomed a new Wiedenmann Terra Spike GXi8 HD as replacement for his 17-year-old Terra Spike XF.
Honiton’s long-serving XF deep aerator was one of the first ‘extra fast’ models sold in the UK and has done the East Devon club proud.
“It’s been fantastic on our greens for so long,” said Stuart Broom, “It’s done everything we asked, and we opted not to trade it in but let it continue on our walkways.”
The GXi8 HD was bought from local Wiedenmann UK dealer, Masons Kings at Newton Abbott, under the care of Lee Kirk, Turf Area Sales Consultant.
“Buying another Wiedenmann was an easy decision. We just upgraded; it’s a bit quicker, a bit wider and a bit smoother. It will do a brilliant job.
“The 20 cm difference means two extra legs, so more tine holders and a little more productivity.
“Ours is a parkland course, 850 feet above sea level, but very flat, which allows some stunning views. It’s clay-based; quite wet in the winter but the winds are our saviour, drying things up fast.”
Stuart, and his team of five, have an established effective aeration programme which helps keep the quality and consistency of their greens, tees and approaches.

Heathland course on top form with ISEKI
Working hard to restore this beautiful heathland course back to its former glory, Ipswich Golf Club with its 9-hole and 18-hole courses just keeps getting better every year.
The driving force behind all this is Graham Brumpton, Course Manager who has dedicated his last 33 years to developing the course, gradually introducing heathland elements back and managing the woodland areas to allow the natural habitats to thrive. With numerous industry awards for best environmental golf course and conservation greenkeeper, wildlife and environmental concerns are a high priority for the club.
With all these projects and constant renovation, Graham has a team of nine staff to carefully nurture the golf course, and with that workload they require numerous pieces of machinery.
Their previous ISEKI tractor was in need of replacement after over 25 years of hard graft. Another compact tractor with a higher
horse power was required, so following demonstrations with different manufacturers the ISEKI TH5370 ticked all the boxes.
Graham explained; “What sold it for us was the versatility of the tractor, with the 1,200kg lift capacity, loader and 35hp high torque engine. We use the machine for so many jobs on the course include aerating, brushing the fairways and topdressing.
“Another reason we particularly chose the TH5370 was for the width of the tractor itself, we needed a tractor to power the Pro-core and ensure there was no overlap, at 1.3m wide it was perfect for the job.
“Alongside powering the implements it is used for all greens work, towing the trailer to carry bunker sand and divot material around the course, then transporting the greens mowers to each hole. So versatility and operator friendly with very intuitive controls was important as the whole team use the tractor.”

Attraxor is king of the Castle
After Poa annua was disrupting play on the greens at Bothwell Castle Golf Club, the Head Greenkeeper found a solution in BASF’s Attraxor, which was recommended and supplied by Agrovista Amenity.
Alan Boyd is the Head Greenkeeper at Bothwell Castle Golf Club in Lanarkshire - a flat 18-hole parkland course located in the woodland area surrounding the 13th century Bothwell Castle.
Attraxor is a plant growth regulator containing the active substance, prohexadione calcium and can be used to regulate growth of all managed amenity turf.
This active substance inhibits the gibberellic acid pathway, which results in a reduction of turf height and turf biomass. Root growth is promoted whilst

A number of leading suppliers from across the industry are joining forces on Thursday 1st June 2023 to host the first Surface Management Workshop.
Taking place at Stamford AFC, the one-day event consists of talks, trade displays and working demonstrations aimed at grounds professionals responsible for both natural and artificial sport surfaces.

Trilo transforms cut and collect
Following BCP Council’s declaration of a climate and ecology emergency in 2019, the decision was made to review the management of some green spaces across the Bournemouth, Christchurch and Poole areas.
With a subsequent reduction in the cutting of some verges and open land, a Trilo S20 with its
large 20m 3 hopper capacity was brought in to increase productivity as the cut and collect operation expanded –taking not just large quantities of meadow grass in its stride but also assisting with leaf clearance during the winter months.

At the beginning of March, ASMotor started series production of the new remote-controlled tracked flail mower AS 1000 Ovis RC.
True to the motto ‘Simply steep mowing’, the mower convinces with its slope-compatibility, high mowing performance and easy handling and maintenance.

Makita has expanded its 40VMax XGT range with two new selfpropelled XGT lawnmowers.

New recipients of a Jacobsen Eclipse 360 Hybrid 3WD greens mower are greenkeepers at Bathgate Golf Club.
The West Lothian club is famous for its close links to the Ryder Cup, having produced Ryder Cup captains, Eric Brown and Bernard Gallacher, and a third Ryder Cup player in Stephen Gallacher.
Head greenkeeper, Rab Burns, took delivery of the hydraulicfree ride on mower from Robert Marshall, Area Sales Manager at Scottish dealers, Fairways GM at Inchinnan.
Rab, who has been at the James Braid-designed course since 1995, said that the new arrival would bring extra precision and quality to the tees and greens.
“This is our third successive Eclipse. The others were owned for 5 years and 7 years, so this new one takes us into our 13th year.
“It’s brilliant, just the best cut around and not something we would compromise. We’ve had it out already and it’s fantastic and what we expected.”
When specifying the latest Eclipse, the three-wheel drive
option was vital to help the Bathgate team reach two greens that have machinery access only via a steep incline.
“With two-wheel drive, particularly in the damp or wintertime, it would be tough to get up that slope. In all it runs to about 130 metres, this just makes it effortless.”
Rab, who heads a team of four, moves to a new post at Kingsfield Golf Centre, Linlithgow next month.

Brushcutting made easy at Castle Stuart
James Hutchison is the Head Greenkeeper at Castle Stuart Golf Links, who purchased a Ventrac package that included the 25 hp all-terrain compact tractor unit in its 8-wheel configuration, a Contour deck, a Tough Cut deck and Power Rake.

Yamaha electric UTVs at Bishop’s Stortford College
Yamaha’s UMX AC light utility vehicles have proved a hit with Adam Smith, the Head of Grounds and Gardens at Bishop’s Stortford College in Hertfordshire.
He and his team now have three of these electricpowered workhorses for estate management duties, while the Catering team have two, which are used for delivering food and beverages to the various houses and to outlying areas of the campus.
The Maintenance team are about to take delivery of their own unit with an enclosed carry box for transporting tools,
cables and other necessary equipment.
“Prior to getting the UMX’s we were using golf buggies adapted with a cargo box and tow bar,” he said, “but they weren’t really fit for purpose; their traction under load was poor and they had limited carrying capacity.
“We demoed most of the competitor machines and Yamaha came out on top.
“They were not the cheapest option, but they were far and away the best, with a good towing capacity, excellent storage in the side boxes and

STIHL has launched upgraded versions of its popular AP System MSA 160 C-B, MSA 200 C-B, and MSA 220 C-B cordless chainsaws, offering professional users a new streamlined design, improved battery performance, faster cutting and enhanced operational features.
The new MSA 160 C-B is more powerful than the previous version, boasting a larger motor and compatibility with the recommended AP 300 S AP System battery, which ensures an increased electrical output of 1.5 kW for faster cutting performance.

BOSS ORV join forces with Carrs Billington
BOSS ORV has announced that Carr’s Billington Agriculture (Sales) Ltd. will represent Corvus Off-Road Vehicles from their Morpeth, Northumberland branch.
Carr’s Billington is a subsidiary of The Billington Group, which also owns English Provender Company, Billington Foods and Criddle & Co. The company came about as a result of the joint venture between Carr’s and Edward Billington & Son Ltd. Since the formation of the venture, the business has become a leading supplier of agricultural products in the UK.

Safeguard surfaces from drought with 4turf from DLF
With drought-like conditions becoming more common, turf managers can begin futureproofing their surfaces now with deep-rooting, drought-tolerant grasses such as 4turf tetraploid perennial ryegrass from DLF.
Research conducted at DLF’s
RadiMax root-screening facility has shown 4turf to deliver deeper rooting and a better visual appearance when starved of water, compared to the performance of traditional diploid perennial ryegrasses.
In the trials, plants were assessed based on the root profile and above-ground tolerance. Roots were compared on their depth and how much colour the plant retained when starved of moisture. The results showed that 4turf varieties had quicker root growth and a higher root mass in deeper soil layers, outperforming the diploids under the same trial conditions. Incorporation of the
highest performing varieties into a spring overseeding mix aids in the establishment of a deeper rooting sward, better equipped to cope with spring drought – where some moisture remains in the deeper profile – and summer drought –where water is used up throughout the profile.
During prolonged periods of severe drought, the risk of restrictions or bans on drinking water being used to irrigate amenity grass becomes a real threat. That is the reason why many turf managers are looking to alternative water sources like
