From the Chamber President/CEO
Welcome to Turlock, the second-largest community in Stanislaus County. Over the past 60 years, Turlock has grown to more than 70,000 residents. Turlock has, however, retained its small-town charm and diverse agricultural heritage. Since 1949, when the Turlock Chamber of Commerce was first chartered, its members have worked to improve the vitality and quality of life in the Greater Turlock Area. The Chamber has taken an active role in ensuring that growth and economic stability continue in a positive manner, and that Turlock is a desirable and contemporary community in which to raise a family. This goal is continually being realized through teamwork with community leaders, through the support of area businesses and through the hard work of volunteers. Our committees, activities and programs create a unique environment that fosters both networking and community involvement. As the voice of business in our community, the Chamber’s goal is to advocate for the best interests of our members and for what is best for our entire community by working as a representative of both small and large businesses, retailers, professionals, educators, service providers, governmental entities, manufacturers, nonprofit organizations and individuals. The diversity of our membership is reflected in the broad range of initiatives the Chamber takes on each year. Even though our community, as every community, is experiencing the effects of the economic impact, the citizens of Turlock continue to join together to keep our economy moving in a positive direction. Turlock is proud to be the home of California State University Stanislaus, as well as the Stanislaus County Fairgrounds. Recreation abounds in Turlock with more than 14 soccer fields, three volleyball courts, four softball fields and one hardball field, and you can visit Turlock Lake just a few miles out of town. Turlock is proud to be considered a familyoriented community. Being Turlock’s number-one business resource, citizens look to the Chamber for the area’s economic well-being. That is why we seek to have a major impact on business, the creation of wealth and future growth of the Greater Turlock Area.

I am very honored and excited to serve as the Chairman of the Board of Directors for the Turlock Chamber of Commerce in 2012. I look forward to working with this year’s Board of Directors as well as other leaders in this community to ensure that we provide the business programs and services that are vital in making sure this community is a great place to live. We continue to navigate through this time of business and financial uncertainty, and the Turlock Chamber of Commerce is working as a catalyst to support our local economy. It is our mission to promote a positive business environment in the Greater Turlock Area. Your Chamber continues to be a business advocate by focusing on member services, educational programs, cooperative partnerships and legislative advocacy. The Turlock Chamber of Commerce will continue to work with the local business community, local and state government, the City of Turlock, CSUS and other public and private organizations to make sure our members have all of the resources available to them in order to prosper. In doing so, we can continue to realize the opportunities and the history that surrounds us. MultiAd recycles all paper and aluminum in the print production area, as well as all fluorescent light bulbs. We also use vegetable oil based inks, low VOC solvents and alcohol free fountain solutions in the press room. Through October 2010, MultiAd has recycled 860,467 pounds of paper which translates to saving: 7,314 trees, 3,011,610 gallons of water, 163,487 gallons of oil, 1,291 cubic yards of landfill space, 1,720,920 kilowatt hours and 25,814 pounds of air pollutants. We also recycled 21.5 tons of aluminum plates.

CHAMBER OF COMMERCE he Turlock Chamber of Commerce, more than 420 members strong, is dedicated to its mission to promote a positive business environment in the Greater Turlock Area. Toward this end, the Chamber will provide services to its members and work to enhance the quality of life for the entire community.

To accomplish this mission, action committees explore every avenue and possibility. These committees include those working in the areas of economic development, quality of life, membership, civic affairs and many other fields. A growing, stable economy gives direct benefits to each individual, firm and profession, and this is the objective of the Chamber and its staff, officers and directors. CREATING A STRONG LOCAL ECONOMY
The Turlock Chamber of Commerce promotes the local economy by encouraging Turlock Chamber of Commerce members and Turlock residents to shop locally and “Try Turlock First.” All referrals given out by the Turlock Chamber of Commerce are members. The Chamber of Commerce

The Chamber also provides many publications throughout the year, such as a monthly electronic newsletter, a quarterly magazine, a yearly community guide and many more publications filled with information on legislative activity, membership news and the role the Chamber is playing in our community.

The Turlock Chamber of Commerce promotes networking by sponsoring monthly after business hours mixers at local businesses. The mixers are an excellent opportunity to meet other Chamber members and learn about their

The Turlock Chamber of Commerce promotes the local community in a variety of ways. We provide lists of community events and local nonprofits, as well as visitor and relocation packets. The Chamber’s annual dinner, “The Best of Turlock,” promotes local residents with awards that are presented to the Citizen of the Year, Humanitarian of the Year and Educator of the Year, among others. The Turlock Chamber also hosts the Ag Scholarship Luncheon and awards students looking to enter into an agricultural business or industry. Over the past 10 years, 187 scholarships have been awarded, totaling more than $ 222,510.00.

nown as the heart of California’s Central Valley, Turlock is centered among California’s most popular tourism destinations with access to San Francisco, Yosemite Park, Monterey Bay, as well as Turlock’s many cultural activities that draw thousands of visitors each year. Turlock is adjacent to major highways and interstates including Hwy 99 and I-5, which is located just 15 miles west of Turlock.

The Modesto City-County Airport offers daily air service to San Francisco International Airport. Low cost leisure charter flights to Wendover and Laughlin, NV, flown by Allegiant Air, are scheduled periodically. Private charter service is available through Sky Trek Aviation. Flight lessons and pilot instruction are offered by Modesto Aviation. San Francisco International Airport, San José International, Oakland International and Sacramento International Airports are about 100 miles from Turlock.

Since 1916, the beautiful Carnegie Library has proudly stood on North Broadway, serving first as one of 1,600 libraries built by Andrew Carnegie nationwide and later as a community arts center. A devastating fire forced its closure in November 2005, however, supporters rallied to rebuild the

Carnegie, guided by a new vision of serving as a regional center for the visual arts. Built by the City of Turlock, the state-ofthe-art Carnegie Arts Center opened at four times its original size on September 10, 2011. A climate-controlled gallery
makes it possible to present museumquality exhibitions such as the inaugural exhibition, Ansel Adams CALIFORNIA, a first-ever look at the California works of the internationally known photographer. The exhibit was highly praised and well attended, drawing visitors from throughout California.

As a community arts center, the Carnegie is also grounded in the local community where works by area artists are exhibited continuously. In addition to the gallery, the Carnegie boasts a fully equipped, spacious loft for theatre, performing arts and multi-media presentations as well as classrooms and a variety of lecture and event spaces. Donnelly Park
Donnelly Park, the city’s premier community park, maintains hundreds of beautiful trees, which provide a very shady environment for family gatherings and a comfortable haven during the summer heat. Donnelly Park offers three covered picnic sites that can be reserved for private functions, as well as two restroom facilities and two playground areas. Crane Park
Crane Park is one of the city’s oldest and most popular parks. The large shade trees that cover the entire park offer a safe haven from the valley’s high summer temperatures. The park offers a new playground area, an ADA-compliant drinking fountain, two newly re-surfaced tennis courts, 10 newly renovated horseshoe pits, a new restroom facility, a

The City of Turlock’s Dog Park, located at Sunnyview Park, is approximately 1.5 acres and is open every day from dawn to dusk. The Dog Park offers shade trees, benches, receptacles, an ADA-compliant drinking fountain for dogs and their owners, dog pot stations, a staging area and fenced small and large dog sections. Dog Park rules are posted at the park.

& INDUSTRY he Westside Industrial Specific Plan includes 2,600 acres that will accommodate and nurture the development of a major industrial/commercial center in Turlock’s industrial west side. The City of Turlock has prepared WISP to facilitate economic and job development through orderly growth and development. The plan was prepared during a time of significant change in the structure of the national economy. The plan was adopted in 2006. A Certified Environmental Impact Report has also been adopted, saving significant time and money for those that want to develop.

products indicate an opportunity to create a center for an enduring and sustainable economy based on agricultural products and related processes and services. It is anticipated that the benefits available from WISP and the Enterprise Zone will stimulate industrial development. In addition to the development of WISP, the city has invested $15 million in backbone infrastructure improvements to provide “shovel ready” sites for industrial development. A significant portion of the Greater Turlock Area, including the entire WISP area, is located in Stanislaus County’s Enterprise Zone. The Enterprise Zone is a state-sponsored tax benefit program designed to reduce the cost of doing business.
There are several areas in Turlock designated for retail and office use, including a recently renovated and viable downtown area, property along Hwy. 99 and areas near Emanuel Medical Center, as well as commercial areas on Geer Rd., Golden State Blvd. and Countryside Plaza. The downtown area has several multistory buildings with upper stories zoned for commercial, office and residential use. Enterprise Zone
California Enterprise Zones were established to stimulate economic development in certain areas of the state. On November 16, 2005, the California Department of Housing and Community Development designated the Stanislaus Enterprise Zone. Effective June 12, 2008, the city also received approval for the remaining areas in the WISP that are zoned for industrial purposes to be included in the Enterprise Zone.
The state offers several tax credits, deductions and incentives that reduce the cost of hiring new employees and investing in equipment in the Stanislaus Enterprise Zone. These credits, deductions and incentives apply during the 15-year life of the Stanislaus Enterprise Zone – from November 16, 2005, until November 16, 2020. In addition to tax credits, the Stanislaus County Economic Development and Workforce Alliance provide assistance to businesses and job seekers.

Turlock is a General Law city that is run by a mayor, a four-member council, a city manager and numerous department directors. The City Council establishes local laws, sets policies, approves programs, appropriates funds and supervises the operations of city government. There are five city departments including: police, fire, community development, municipal and administrative. Turlock offers a full-range of municipal services to the community.

he history varies on how Turlock got its name; however, it is known that the city was founded by John William Mitchell in December of 1871. A prominent grain farmer, John Mitchell ran large flocks of sheep throughout the area while buying land. Eventually, Mitchell owned most of the area. In the early 20th century, 20-acre lots from the Mitchell estate were sold for $20 an acre.

While it grew to be a relatively prosperous and busy hub of activity throughout the end of the 19th century, Turlock was not incorporated as a city until 1908. The early 1900s saw rapid economic and agricultural growth and development throughout the area. The community began to diversify in population and soon became a thriving town of many different cultures. Time saw the development of the city’s Board of Trade, school districts and newspapers. By 1960, business had grown tremendously and Turlock became home to California State University Stanislaus. Today, Turlock has evolved into a city with a strong school system, thriving business community and many metropolitan resources, all the while maintaining its hometown atmosphere. Turlock continues to promote growth and development that complements both the city’s business and industry base, as well as the needs of its residents and visitors.
