welcome.

Welcome to the largest attended Summit in TFFA history! Nearly 200 of your peers have gathered here in San Antonio at the beautiful Eilan Hotel & Spa, to network, learn and share ideas. The TFFA staff has worked diligently to provide an educational lineup that I feel tops any Summit education we have produced before. Most of you in attendance are members of TFFA, and receive registration for this event at no cost. For those that are not members, we hope you will see a glimpse of what TFFA offers its members through this Summit. We all know that nothing is free, right? Our supplier sponsors for this Summit pay the tab, so I hope that you will be sure to spend time visiting with those sponsors who have so generously supported YOUR association. We simply could not put this level of education and activities together without their support, and we are very grateful. Enjoy your time here in San Antonio, and if you need anything at all, simply find a TFAA staff member and we will take care of you.

Paul Hardin, CAE President/CEO, TFFA

The International Maritime Organization is mandating that all oceangoing vessels use a lower-sulfur fuel by 2020 — a move that could prove costly for diesel prices. In 1 hour, Andy Lipow, President of Lipow Oil Associates, will take participants through an in-depth look at the Texas oil market, production and demand, economic and environmental impact, regulatory mandates, pipeline logistics and vessel logistics, as well as provide insight into opportunities for businesses who operate in the downstream oil and gas industry.

p. 18 Tuesday, Oct 30 9:15 am – 10:15 am Implications of Electric Vehicles on Gas Tax Revenue and Transportation Infrastructure Eddie Bates, C&I Oil Co. David Fialkov, National Association of Truck Stops Organization (NATSO) Rob Underwood, Petroleum Marketers Association of America (PMAA) The U.S. collected $44 billion in fuel taxes in 2015, according to the Tax Policy Center. Transportation experts agree, the market penetration of electric vehicles and hybrids — along with the introduction of autonomous vehicles — suggest there is potential for disruption to a primary source of transportation infrastructure funding. What does a future highway bill look like and are we being forced into a Vehicle-Miles-Traveled (VMT) tax? An esteemed panel of industry thought leaders will take the road less traveled to share their thoughts on what the future holds and how congress can shape the future of the gas tax for generations to come. You’ll leave this session with a better understanding of: Challenges to keep gas tax revenue flowing The pros and cons of a state-by-state vs. federal gas tax policy l Alternative vehicle options for consumers and businesses l Vehicle-Miles-Traveled (VMT) as a likely candidate to replace the gas tax l The impact U.S. midterm elections may have on the 2021 Federal Highway Bill l l

10:30 am – 11:30 am The Future of Consumer and Commercial Mobility Rob Smith, IHS Markit The US retail fuel sector is at an inflection point. Improving vehicle efficiency, fuel substitution, slowing population growth, and broader demographic trends represent “slow burn” changes to the traditional business model of retailers. However, even more potentially disruptive changes are on the horizon in the form of autonomous vehicles and a deeper shift in “mobility” itself. This session will discuss these looming shifts and what it could mean for fuel marketers and retailers.
