The Water Promenade by Tyler Lim
The Water Promenade is designed to be a ‘Centre for Cities and Climate Change’ which aimed to bring an awareness amongst the public on the issue of climate change. It is important to highlight on how the urban development and individual behaviour could actually affect the environment and further causing an impact on the climate change. Therefore, it is built to allow the vistiors to understand how they can actually play a part in saving the environment. Water support the vibrant communities of plants and animals which they have been the lifeblood of human civilization for thousands of years. It is essential for survival which too little water will increase the risk of wild fires and too much water will resulted in flooding, washing away the infrastructure and human lives. Based on the research by Ministry of Environment and Water Resources in Singapore, the rainfall intensity of Singapore has increased over the past few decades and more likely to escalate in the future. Despite having PUB which adopted the ‘Source-Pathway-Receptor’ approach that aims to achieve the higher floor protection of the country, the aspect of relying on stormwater drainage system against the unpredictable rainfall is not very viable and sustainable enough to prepare the country for the future. Apart from the erratic weather caused by the global warming, water pollution is another local environmental challenge. The Pelton Canal and the pond inside Kallang Distripark are both highly channelised with pollutants. Not only the floating rubbish are mostly human-induced waste, there is also a lack of individual effort and responsibility in keeping the water clean. As such, the pedagogy of this project is to focus on creating an improvised system that allow runoff to be channelled in a more guarded direction to resolve the climate change issue, making it feasible to prevent flood from happening. At the same time, using the storing and purification process as a poetic vessel to raise the public awareness of climate change. Furthermore, educating the public on how each of us should play a part in saving the environment. Henceforth, the knowledge is learnt through the entire circulation journey, cultivating the individual effort of keeping the water clean. On top of that, Kallang Distripark was formerly known as ‘Kampong Kuchai’ before the urbanisation and land reclamation took place in 1970. Therefore, the curriculum of The Water Promenade should focus on water and communal activities that reconnect the public to the river in an active way, bringing back the intimacy between water and people in the past. With that, the values and belief would be educated through their own initiative and affection towards the environment.
