INSTALLATION OF THE PRESIDENT AND VICE-CHANCELLOR PRESENTATION OF THE PRESIDENT AND VICE-CHANCELLOR The Acting Chair of the University of Regina Board of Governors, Dr. Marlene Smadu, will present the citation for the President and Vice-Chancellor. The citation will conclude as follows: “Eminent Chancellor, on behalf of the Board of Governors of this University, I present to you Dr. Jeff Keshen, and ask that he be installed as the 8th President and Vice-Chancellor of the University of Regina.”

INSTALLATION OF THE PRESIDENT AND VICE-CHANCELLOR The Chancellor will address the President: “Do you, Dr. Jeff Keshen, pledge yourself to perform the duties of the President and Vice-Chancellor of the University of Regina as prescribed by law and by the By-Laws of the University; and do you promise to defend the rights and to promote the welfare of the University and the members thereof?” The President will respond: “I do so promise.” The Chancellor will install the President in the office of the President and Vice-Chancellor: “In the name of the University of Regina, I now install you, Dr. Jeff Keshen, in the office of President and Vice-Chancellor of the University, and I invest you with the authority and charge you with the responsibility pertaining to that office.”

JEFF KESHEN, PhD, became the University of Regina’s eighth President and Vice-Chancellor on July 1, 2021. He joined the University after serving for three-and-a-half years as Vice-President of Memorial University of Newfoundland’s Grenfell Campus in Corner Brook, Newfoundland and Labrador. Previously he served as Dean of the Faculty of Arts at Mount Royal University in Calgary. He has also served as Chair of the Department of History at the University of Ottawa, and was an Adjunct Professor in the Centre of Military and Strategic Studies at the University of Calgary. Throughout his career, Dr. Keshen has had great success developing programs that encourage leadership in young people, including programming for vulnerable and Indigenous students. He has also been the driving force behind initiatives that recognize workplace excellence, promote professional development, and increase employee satisfaction. At the University of Regina, his priorities include: enhancing the institution’s national reputation; building on existing successes in research, Reconciliation, and Equity, Diversity, and Inclusion; expanding experiential learning opportunities for students; and enhancing overall student satisfaction. Dr. Keshen holds a doctoral degree from York University with a research concentration in the history of war and conflict. He was the recipient of the Government of Ontario June Callwood Award for Outstanding Service in Volunteerism for his success in establishing the University of Ottawa’s Experiential Learning Service. He was a double nominee for the 3M National Teaching Fellowship Award, and was awarded both the Ontario Leadership in Teaching Prize and University of Ottawa’s Excellence in Education Prize. Dr. Keshen has authored five books and more than 25 scholarly articles, and has edited 11 books. His book Propaganda and Censorship in Canada’s Great War was awarded the best nonfiction book by the Writers’ Guild of Alberta. It was also shortlisted for the Canadian Federation for the Humanities and Social Sciences’ (CFHSS) Harold Adams Innis Prize for the best book in the Social Sciences. His book Saints, Sinners and Soldiers: Canada’s Second World War was shortlisted for the CFHSS’s Raymond Klibansky Prize for the best book in the Humanities. The book was also recognized with the C.P. Stacey Prize for the best book in the military history category. Dr. Keshen and his wife Deborah Moynes-Keshen have two children, Maddie and Jacob, both of whom attend the University of Regina.

STUDENT AWARDS AND UNIVERSITY TRADITIONS UNIVERSITY OF REGINA PRESIDENT’S DISTINGUISHED GRADUATE STUDENT AWARD The University of Regina President’s Distinguished Graduate Student Award recognizes the outstanding academic performance of a graduate student. The decision of the Faculty of Graduate Studies and Research Scholarship and Awards Committee is based on the quality of the thesis or exhibition, external examiner’s report, quality of the defense, course work, cumulative grade point average, publications and presentations deriving directly from the research done for the thesis or exhibition, and on awards achieved. Dr. Amy Richter, Doctor of Philosophy in Environmental Systems Engineering Thesis: Improving Data Driven Canadian Waste Management Policy Using GIS, Remote Sensing and Other Advanced Techniques. Dr. Richter is graduating with a grade point average of 95.50%. Dr. Richter received over 35 graduate awards for her academic excellence valued at over $170,000. Her Supervisor, Dr. Kelvin Ng said that “Her academic performance helps us to raise the research profile of our University. Her doctoral work has directly and indirectly impacted our society, environment, and economy in a positive and quantifiable way.” Dr. Richter’s research is in the field of Canadian waste management. Using various remote sensing and Geographic Information System techniques, Amy successfully developed a theoretical framework with respect to the design, analysis, planning, and operation of a sustainable solid waste management system. In total, has published over 50 publications, including 28 journal papers, 16 conference papers, 9 magazine articles, consultancy reports, and theses. She has served as the lead author for 11 of her journal papers. All of her papers were published in top tier peer-reviewed journals. She has presented 8 papers in various international and national conferences. She has developed and taught 3 undergraduate labs in the Faculty of Engineering and Applied Science. Amy is interested in equity and social justice issues, especially on representation of women in STEM fields, and accessibility of waste management and recycling services in Northern Canadian regions and remote communities. Dr. Richter is currently a Senior Waste Management Coordinator with the Government of Saskatchewan.

UNIVERSITY OF REGINA PRESIDENT’S MEDAL AND THE FACULTY OF KINESIOLOGY AND HEALTH STUDIES DEAN’S MEDAL The University of Regina President’s Medal is awarded at each Spring and Fall Convocation to a student receiving a first undergraduate degree who has shown academic excellence as well as major leadership and commitment to extra-curricular activities while a student at the University. Celina Earl, Bachelor of Kinesiology Honours, Human Kinetics with High Honours Celina Earl is graduating with a grade point average of 88.56%. Celina has been described as inclusive, innovative, determined, thoughtful and meticulous in regards to her work as a volunteer, student and a researcher. Her ability to be a proactive and enthusiastic learner paired with her problem solving and adept social skills will prove to be an asset in so many facets of her life. In addition to her significant academic success, Celina has continued to commit her time to volunteer work with the cardiac rehabilitation program at the Center for Health, Wellness & Performance (formerly the Dr. Paul Schwann Centre), Being Astonished! Inc. and as a pre-school sports coach. Celina is also the recipient of the Faculty of Kinesiology and Health Studies Dean’s Medal which is presented to a student graduating with a first degree who has demonstrated both leadership and academic achievement in the Faculty of Kinesiology and Health Studies.

FACULTY OF ARTS DEAN’S MEDAL AND UNIVERSITY PRIZE IN ARTS The Faculty of Arts Dean’s Medal is presented annually at each Spring and Fall Convocation to recognize the academic achievements of an outstanding student in the Faculty of Arts. Véronique Mireault, Bachelor of Arts in Indigenous Studies with Great Distinction and a minor in Cree Language Studies In addition to Véronique’s excellence in her studies, she has also helped other students succeed by serving as a tutor in Indigenous Studies and Cree Language courses at the First Nations University of Canada. She has shown a commitment to her community through leading a number of initiatives in the Fransaskois community including over 240 hours of volunteer work at the Assemblée communautaire fransaskoise. Her instructors have commended her for always helping out her classmates as well as overcoming the many challenges of working in a language that is different from her first language. Furthermore, Véronique earned a spot on the Dean’s List several times throughout her studies. With a grade point average of 86.40%, Véronique is also the recipient of the University Prize in Arts which is awarded to the most distinguished student graduating with a first degree from the Faculty of Arts.

FACULTY OF BUSINESS ADMINISTRATION DEAN’S MEDAL

BACHELOR OF EDUCATION AFTER DEGREE (BEAD) CONVOCATION PRIZE

The Faculty of Business Administration Dean’s Medal is awarded at each Spring and Fall Convocation to a student receiving a first degree with a minimum average of 80.00% who has shown leadership in and commitment to extra-curricular activities while at the University of Regina.

The Bachelor of Education After Degree (BEAD) Convocation Prize was established by the Faculty of Education to encourage and recognize BEAD students. The BEAD Convocation prize is awarded to the most distinguished graduate, with an overall internship rating of “Outstanding” and the highest grade point average in the program.

Emma Ulmer, Bachelor of Business Administration with Distinction Emma Ulmer has demonstrated excellent leadership skills, strong commitment to community service and contribution to local charities, while maintaining an outstanding academic record with a grade point average of 83.71%. During her time as a student, Emma was deeply involved with the JDC West program, initially participating as a team member leading up to becoming the co-captain in the 2020-21 competition. As a cocaptain, Emma led a team of 50 students through the additional complexities of the virtual environment. Over the four years of her involvement with the JDC West team, she personally volunteered for over 500 hours, and helped raise a cumulative $200,000 for local charities. She was also involved with the Business Students Society, and served as a U of R Ambassador. Emma also volunteered with community organizations including Hope’s Home, Regina Food Bank, and YWCA.

UNIVERSITY PRIZE IN BUSINESS ADMINISTRATION The University Prize in Business Administration is awarded to the most distinguished graduate in the Faculty of Business Administration who is receiving a first degree at the Fall Convocation. Dawson Williams-Nadler, Bachelor of Business Administration in Accounting with Great Distinction Dawson Williams-Nadler has demonstrated that he is a well-rounded graduate with his involvement in a variety of extracurricular activities, and a grade point average of 86.42%. He played a leadership role in the Hill Business Students’ Society and served as the Vice-President of Finance in 202021 academic year. He served as the Hill Case Competition co-chair and Delegate Relations Coordinator in 2019-20, and also served as the Director of Finance for the Hill Management Students’ Association. Dawson participated in the UR Investing program as a research associate. Throughout his studies, Dawson received several awards and scholarships including the Academic Silver Scholarship, Centennial Merit Scholarship, KPMG Scholarship, and Academic Silver Prize.

Thor Stewart, Bachelor of Education with Great Distinction Thor Stewart was also a recipient of the Academic Silver Scholarship (2020 Fall) and completed his degree with a grade point average of 85.38%. As a young man, Thor began working with youth and building community through skateboarding, and this turned into working with diverse groups of youth at summer camps and guiding outdoor pursuits. While at Yukon University, Thor continued to work as a substitute teacher, giving him practical application of the skills learned in the classroom. During his undergraduate program, Thor provided constant academic support to his classmates and would go out of his way to ensure his peers would thrive in the classroom. Moreover, he recalls with great fondness teaching the program supervisor how to ‘ollie’ for a special skateboarding Phys-Ed class! Thor will continue to substitute teach in Yukon and BC, acquiring experience in all kinds of classrooms.

SASKATCHEWAN TEACHERS’ FEDERATION AWARD At each University of Regina convocation ceremony, the Saskatchewan Teacher’s Federation (STF) awards a prize to the most distinguished student of the graduating class in the Faculty of Education graduating with a first degree. Bushra Kainat, Baccalauréat en éducation secondaire with Distinction Over the course of Bushra Kainat’s degree, she was also the recipient of the Centennial Merit Plus Scholarship (2017 Fall), an Academic Silver Scholarship (2020 Fall), and an Academic Silver Prize (2021 Spring/Summer) and completed her with a degree grade point average of 84.04%. Bushra has a passion for learning and for the French language, which is why she decided to pursue teaching as a career. Among many important and memorable experiences in university, she enjoyed her second year at Université Laval in Québec City. Not only was she able to improve her French, but she got the chance to live and learn in a French culture. Bushra also learned a lot from her internship experience. Realizing she would complete her final Internship in the midst of a global pandemic, Bushra used her skills as a community organizer to facilitate a peer support group for her fellow interns. Bushra is pleased to begin her teaching career this September with the Saskatoon Public School Board. She looks forward to returning to University of Regina for her master’s in education in the near future.

FACULTY OF ENGINEERING AND APPLIED SCIENCE DEAN’S MEDAL AND UNIVERSITY PRIZE IN ENGINEERING AND APPLIED SCIENCE The Faculty of Engineering and Applied Science Dean’s Medal is presented at each convocation to recognize the achievements of an outstanding student in the Faulty of Engineering and Applied Science. Mebin Babu, Bachelor of Applied Science in Industrial Systems Engineering with Distinction Mebin Babu is graduating with a grade point average of 83.85%. This is excellent considering Engineering’s demanding curriculum and Mebin’s continuous involvement in community and campus activities. Mebin also received two International Entrance Scholarships, and an Academic Silver Scholarship (2019). Despite a very heavy course load, Mebin has been a strong leader both in labs and projects as well as the campus community. His enthusiastic and motivated attitude in volunteer services demonstrated his dedication to both the community and his love for helping others in need. Mebin’s worked with Mosaic Potash Belle Plaine on his 4th year capstone project entitled, “Fine Product Cooler System Upgrade.” The project focused on achieving the desired product temperature to alleviate the problem of the potash clumping together while ensuring that the quality of the product was maintained. This focused on incorporating cooling coils and including internal and/or external modifications to the Fine Cooler System. Mebin is also the recipient of the University Prize in Engineering and Applied Science which is awarded at convocation to the most distinguished student graduating with a first degree from the Faculty of Engineering and Applied Science.

UNIVERSITY PRIZE IN KINESOLOGY AND HEALTH STUDIES The University Prize in Kinesiology and Health Studies is awarded at convocation to the most distinguished student graduating with a first degree from the Faculty of Kinesiology and Health Studies. Brittney Davis, Bachelor of Kinesiology, Human Kinetics with Great Distinction Brittney Davis is graduating with a grade point average of 89.22%. Throughout her years at the University of Regina, Brittney received numerous scholarships and awards including: Academic and Athletic Achievement Award in 2019 and 2021, Academic Silver Scholarship in 2021 and Academic Silver Prize in 2021. Brittney has also been the recipient of the Academic All Canadian Scholarship Award in 2020 and 2021 and was named to the Dean’s Honours List from 2019 to 2021.

FACULTY OF MEDIA, ART, AND PERFORMANCE DEAN’S MEDAL The Faculty of Media, Art, and Performance Dean’s Medal is presented to student graduating with a first degree who has demonstrated both leadership and academic achievement in the Faculty of Media, Art, and Performance. Emma Eaton, Bachelor of Arts in Theatre and Performance with Great Distinction Emma Eaton is receiving this award as the most distinguished graduate based on academic performance and artistic merit. Her average in her major area of acting is 88.75%. Emma is not only a talented performer, she is a dedicated, hardworking and collegial student who was committed to excellence in rehearsals, performance, and in her academic studies. Emma is an engaged and involved student in other areas as well, including the Theatre Students’ Association, and as the Media, Art, and Performance representative for UR Pride. She performed in many projects during her time with the Theatre department, and is remembered for her dynamic and thoughtful performances in Bone Cage by Catherine Banks, and the devised project 4OUR in which she created an original clown piece, to name a few. Emma also performed in the Regina Fringe Festival and most recently in Calgary, Alberta, and will be remembered for her humour, talent, creativity, rigour, and her pursuit of excellence in everything she put her mind to.

FACULTY OF NURSING AND SCHOOL OF NURSING DEAN’S MEDAL AND SASKATCHEWAN REGISTERED NURSES’ GOLD MEDAL FOR EXCELLENCE IN CLINICAL PRACTICE The Faculty of Nursing and School of Nursing Dean’s Medal is awarded to a graduate of the Saskatchewan Collaborative Bachelor of Science in Nursing (SCBScN) program receiving a first degree with a minimum average of 80.00%, who has shown leadership and commitment to extra-curricular activities while a student in the program. Alanna Van De Sype, Bachelor of Science in Nursing with Distinction Alanna has excelled academically with a grade point average of 81.86% and, in the practice education setting, provided compassionate, highly-skilled, and technical care during the COVID-19 pandemic. Alanna demonstrated exceptional flexibility, knowledge, and judgment while learning within an environment with evolving workplace policy and practice directives and rapidly changing clinical best practice evidence. Alanna is a leader and has been involved in various extracurricular activities while maintaining academic excellence. She has been committed to completing over 500 hours of volunteer hours annually. This includes involvement with the Canadian Blood Services, Allan Blair Cancer Centre, and her local parish.

As well, Alanna is the recipient of the Saskatchewan Registered Nurses’ Gold Medal for Excellence in Clinical Practice which is awarded to a graduate of the Saskatchewan Collaborative Bachelor of Science in Nursing program who demonstrates excellence in clinical practice by attaining the highest combined average in four required 300-level clinical courses. Alanna completed the required year-three clinical courses with the highest average of 83.75%, which is a significant accomplishment. Her academic achievements were accomplished during some extraordinary learning pivots in the clinical and practice education setting related to evolving public health directives, policy and practice directives, and clinical best practice evidence. She also completed her year three clinical courses with grades well above the class average. This includes a 91% in her CNUR 303 course, which focuses on Family and Newborn Partnerships.

FACULTY OF SCIENCE DEAN’S MEDAL The Faculty of Science Dean’s Medal is awarded each year to the student that the Faculty of Science nominates for the President’s Medal. Mandeep Singh Dhillon, Bachelor of Science in Computer Science, Concentration in Business with Distinction Mandeep Singh Dhillon is graduating with a cumulative grade point average of 81.90%. Mandeep has received awards in recognition of his academic achievements, including: International President’s Award (2012 Fall), Dean’s List; Engineering & AS (2018 Winter), and Academic Silver Scholarship (2018 Fall). After graduating with a Certificate in Computer Science in 2014, he worked for Saskatchewan Government Insurance as a Systems Trainee, working his way up to Cyber Security Analyst. While working, Mandeep returned to the University of Regina to complete his degree. Outside of his academics, Mandeep participated in the creation of the Indian Student Association (ISA), which organized successful events such as Diwali Gala, Holi, and the New Year’s Fresher’s Party. He became Vice President of the same club in 2013 and President in 2014.

UNIVERSITY PRIZE IN SCIENCE The University Prize in Science is awarded to the most distinguished student graduating with a first degree from the Faculty of Science. Shuyao Jin, Bachelor of Science in Actuarial Science (Internship) with Distinction Shuyao Jin is graduating with a grade point average of 83.23%. Shuyao joined the University of Regina community in 2014. While studying here, she received numerous awards in recognition of her academic achievements, including: Academic Silver Scholarship (2017) and the Saskatchewan Workers’ Compensation Board Actuarial Science Scholarship (2020). Shuyao was also named to the Science Dean’s Honours List for the 2021 Winter term.

UNIVERSITY PRIZE IN SOCIAL WORK The University Prize in Social Work is awarded to the most distinguished Social Work student achieving the highest grade point average among students graduating with a first degree in the Faculty of Social Work. Kyla Kerr, Bachelor of Indigenous Social Work Kyla Kerr is graduating with a grade point average of 85.14% and earning Academic Silver Scholarships in 2019 and 2020. During her time at school, she completed practicums at Valley Hill Youth Treatment Centre and the Ministry of Social Services, both of which occurred during the pandemic. Kyla is thankful for her experience at university and all those who helped her succeed. Beyond school, Kyla adopted her first dog in September 2020, a black and white Labrador cross given the name “Oreo.” Kyla has started her career at the Ministry of Social Services and plans to pursue her Master’s degree in the future.

ACADEMIC REGALIA At live convocation ceremonies, the academic regalia worn by the graduates and the members of the platform procession may consist of a gown, a hood or stole (worn over the shoulders), and a hat or mortarboard. All universities have distinctive academic dress for each degree conferred and, at times, for the disciplines in which the degree is awarded. With the exception of students graduating with a PhD and federated college students, graduates wear black gowns. PhD graduates’ gowns are scarlet with royal blue around the collar, down the front and around the sleeves. Students graduating from the University of Regina who have been registered through a federated college wear the following: red gowns for Campion College students, sky blue gowns for First Nations University of Canada students, and royal blue gowns for Luther College students. Students are welcome to wear their Indigenous ceremonial dress, other cultural ceremonial dress, or their military or law enforcement dress uniform with, or instead of, the gown at the Convocation ceremonies. The following is a list of the Undergraduate and Graduate degree hoods. The first and second squares represent the colour of the outside and inside trim, or lining, respectively. The third square represents the colour of the decorative cord.

CEREMONIAL FURNITURE The three ceremonial chairs were a gift to the University of Regina from Dr. Terence R. McKague, Chancellor Emeritus, who served as Chancellor ran 1989-1995. The chairs were acquired from Carmichael United Church, Dr. McKague’s boyhood place of worship. This ceremonial furniture is incorporated into all official ceremonial functions.

ORGANIZATIONAL STRUCTURE OF THE UNIVERSITY The University of Regina is situated on Treaty 4 lands with a presence in Treaty 6 territory. These are the territories of the nêhiyawak (Cree), Anihšinapek (Saulteaux), and Dakota, Lakota, and Nakoda, and the homeland of the Métis. Today, these lands continue to be the shared territory of many diverse peoples from near and far. The University of Regina operates under the terms of The University of Regina Act. Convocation comprises the Chancellor, the Senate, all graduates of the University of Regina, all graduates of the University of Saskatchewan at Regina Campus, and such other classes of persons as the Senate may from time to time determine. Convocation meets twice annually, in June and October, unless there are extraordinary circumstances. The Chancellor is elected by the members of Senate, holds office for three years, presides over Convocation, confers degrees and is ex officio Chair of the Senate and a member of the Board of Governors. Senate is the University’s “window on the world.” It is concerned with the academic welfare of the institution and has a variety of duties and powers. Most of the broader issues of academic policy within the University are reserved for Senate’s approval. In another role, it acts as an ultimate court in academic affairs. The membership of Senate includes

persons ex officio, or by virtue of the University offices they hold. Convocation elects another fourteen members of Convocation to the Senate. Students registered in the University elect six students of the University to Senate. In addition, any professional society, group or organization in the province that Senate believes contributes in a significant way to the social, economic and cultural welfare of the province may be represented on Senate. The Board of Governors consists of eleven members and is responsible for overseeing the administrative and business affairs of the University. It ultimately has authority in matters related to the raising and spending of University funds, and the acquisition and management of University property. Council’s membership includes administrative officers, all Deans and directors of academic programs, all full-time members of the teaching staff, and a number of student representatives. All matters of substance related to the academic affairs of the University, as well as matters of academic discipline, must be considered and approved by the Council. The Executive of the University of Regina Council (Executive of Council) has been empowered by Council to act on its behalf. Executive of Council membership is devised as a proportional basis of the academic composition of this University. Disciplines that are related to one another in the broader areas of teaching are, for purposes of administrative and academic planning, brought together into Faculties, of which there are currently ten. Each Faculty is headed by a Dean; formal membership includes the Dean and the teaching members of the various associated disciplines. The Deans are recognized by The University of Regina Act as being the heads of their respective Faculties and are directly responsible to the President through the Provost and Vice-President (Academic). Subject to the statutes of the Senate and the University of Regina Council, each Faculty has charge of all matters of scholarship in its disciplines and programs.
