Thanks to the support and guidance of H.H. General Sheikh Mohamed Bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces, the UAE JiuJitsu Federation (UAEJJF) was established in November 2012, as the official authority for Jiu-Jitsu in the United Arab Emirates. The UAEJJF has a leading role in setting up the pillars of JiuJitsu . This would, in turn, help build a

Article 1 The UAEJJF’s Technical Committee acts as the sole legislator of Jiu-Jitsu in the United Arab Emirates.

‫‪The UAEJFF may affiliate with the‬‬ ‫‪International Federation and Asian Union‬‬ ‫‪or any other regional unions‬‬

‫يعمل إتحاد اإلمارات للجوجيتسو بموجب قوانين وأنظمة‬

‫وق اررات اإلتحاد اآلسيوي والدولي‪.‬‬

‫‪Article 3‬‬ ‫‪The headquarters of the UAEJJF shall be‬‬ ‫‪in Abu Dhabi, capital city of the United‬‬ ‫‪Arab Emirates.‬‬

‫الفصل األول – قانون رياضة الجوجيتسو‬

‫‪Article 4‬‬ ‫‪The UAEJFF shall implement all the‬‬ ‫‪provisions set forth in the Articles of‬‬ ‫‪Association of the UAEJFF‬‬

‫المادة\‪\6‬‬

‫يطبق القانون الدولي المعتمد من قبل اإلتحاد اآلسيوي‬

‫والدولي للجوجيتسو في جميع النزاالت الرسمية والودية داخل‬ ‫الدولة‪ ،‬ويصدر اإلتحاد نسخة معتمدة من هذه القوانين‪.‬‬

‫‪Article 5‬‬ ‫‪The UAEJJF shall act in accordance with‬‬ ‫‪the laws, regulations and decisions of the‬‬ ‫‪Jiu-Jitsu Asian Union and International‬‬ ‫‪Federation.‬‬

‫الفصل الثاني – تسجيل األندية والمدربين‬ ‫المادة\‪\7‬‬

‫‪Chapter 1- Jiu-Jitsu Law‬‬

‫يقتضي على النوادي الراغبة باإلشتراك وتوفير تدريب‬

‫لرياضة الجوجيتسو في دولة االمارات العربية المتّحدة‬ ‫الحصول على ترخيص مسبق من إتحاد اإلمارات‬

‫‪The international law approved by the‬‬ ‫‪Jiu-Jitsu Asian Union and International‬‬ ‫‪Federation shall apply to all official and‬‬ ‫‪amicable games inside the country. The‬‬ ‫‪UAEJFF shall issue a certified copy of‬‬ ‫‪these laws.‬‬

‫المادة \‪ \8‬شروط إنتساب األندية إلى إتحاد اإلمارات‬ ‫للجوجيتسو‬

‫يجب أن تتوفر في النادي أو الهيئة الشروط التالية‪:‬‬

‫‪Chapter 2- Registration of Clubs and‬‬ ‫‪Trainers‬‬ ‫‪Article 7‬‬ ‫‪Clubs desiring to participate in, and‬‬ ‫‪provide jiu-jitsu training in the United‬‬ ‫‪Arab Emirates shall obtain a prior license‬‬ ‫‪from the UAEJJF.‬‬

‫‪ )0‬أن تتوفر لديه صالة تدريب التقل عن ‪10x10‬‬ ‫متر جيدة التهوية واإلنارة‪.‬‬

‫‪ )2‬أن يكون المدرب معتمد رسميا ويحمل رخصة‬

‫التدريب من إتحاد اإلمارات للجوجيتسو وغير ذلك‬ ‫ال يجوز لالعب المشاركة واللعب في البطوالت‪.‬‬

‫‪ )3‬أن يكون للنادي عدد من الالعبين المواطنين‬

‫وأبناء المواطنات ال يقل عن ‪ 5‬العبين بمختلف‬ ‫الفئات واألوزان‪.‬‬

Article 8 Criteria for Clubs to affiliate ‫) أن يكون المركز مطابق لشروط الصحة والسالمة‬4 with the UAEJJF .‫في دولة اإلمارت العربية المتحدة‬

5) Any such other conditions according to the global specifications approved by the UAEJJF.

Article 9 The UAEJJF may conduct periodic inspections of the clubs and sports halls to ensure their compliance with the approved standards.

Article 10 Clubs acting under the umbrella of, and supported by, the UAEJJF shall adhere to the regulations and laws of registration of players with the UAEJJF, provided that the percentage of national players in each club shall constitute 100% of the total registered players in the team at the UAEJJF and the club shall register all its players and no individual registration by the player shall be accepted

‫مخالفة لما ذكر أعاله ستؤدي إلى فرض عقوبات صارمة‬ ‫على النادي والالعب قد تصل للحرمان من المشاركات‬

‫المحلية والخارجية ولدى اللجنة الفنية حرية فرض العقوبة‬

Article 11 engaging clubs in official contests 5

Clubs affiliated with the UAEJJF shall participate in all championships and official tournaments organized by the UAEJJF, by nominating players to participate in the organized championships.

‫الفصل الثالث – ترخيص المدربين‬ \03\‫المادة‬

Article 12 The club shall submit the final statements of its team one month prior to the beginning of the season’s competitions.

No player shall be allowed to represent two clubs in one season. If necessary, the UAEJJF shall be informed through an official request served by both clubs and the player, provided that all the results of such player for that season shall be eliminated and such player shall be suspended from participating until the Technical Committee shall issue its decision regarding his person. Failure to abide by the foregoing, stringent sanctions will be imposed upon both the club and the player. Sanctions may include prohibiting them from local and external participations. The Technical Committee shall also be free to impose the suitable sanction.

‫ال يجوز لمن ال يحمل رخصة التدريب أو معاقب بالتوقيف‬

‫ممارسة مهنة التدريب تحت طائلة إنزال العقوبات التي تصل‬ .‫الى المنع النهائي من مزاولة مهنة التدريب داخل الدولة‬

\06\‫المادة‬

‫ال يحق للمدربين الذين يحملون شهادة تدريب من دولة عربية‬

Chapter 3- Trainer Licensing

‫أو أجنبية ممارسة مهنة التدريب في اإلمارات العربية المتحدة‬

‫إال بعد إجتياز الفحوص المقررة من قبل إتحاد اإلمارات‬

Article 13 The UAEJJF shall be exclusively entitled to grant licenses to the working trainers of all grades

‫الفصل الرابع – تسجيل الالعبين‬ Article 14 Clubs that wish to enter into contract with a trainer shall obtain a license from the ‫\ نظام تسجيل الالعبين واعتمادهم لدى اإلتحاد‬07\‫المادة‬ UAEJJF for official approval. Article15

Trainers who do not hold license or are suspended from work may not exercise thie profession under pain of imposing sanctions that may include the definitive suspension from work inside the UAE.

Article 16 Trainers who hold training certificates from Arab or foreign countries may not exercise their profession inside the UAE, unless after having passed the tests prescribed by the UAEJJF.

Chapter 4- Registration of Players

‫حالة أبناء المواطنات يرجى إرفاق صورة جواز األم‬

Article 17 Player Registration and Approval System at the UAEJJF

.‫وهويتها وخالصة القيد‬

.‫ ارفاق نموذج اإلنتساب الى اإلتحاد موقعا‬-‫و‬

a- Players shall be registered in clubs licensed by the UAEJJF, according to the forms and regulations followed by the UAEJJF. b- Clubs shall attach a statement of the names of players to be registered. c- Each sport club can register only 10 expats players, each tournament will allow only 5 expats to represent the club. d- All club should not allow any employee from Palms Sports company to represent them whether he is a coach or administrative. e- In addition to attaching a true copy of the passport, identity, family status record, birth certificate and two personal photos. With respect to minor players, an acknowledgement of approval to enroll their son/ daughter in JiuJitsu activities from the parents.

With respect to the children of female citizens, a copy of the mother’s passport, identity and family status record.

‫يعتمد نظام اإلتحاد على التسجيل اإللكتروني لكافة الالعبين‬ ‫المنتسبين إلى اإلتحاد ضمن المهلة الزمنية المفتوحة‬

‫ وتعتبر عملية التسجيل اإللكتروني في غاية‬.‫للتسجيل‬

‫األهمية بحيث أنه لن تقبل أي عملية تسجيل يدوية أو عن‬ ‫طريق البريد اإللكتروني ولن يتم النظر في أي محاولة‬

‫تسجيل بعد إنتهاء مهلة التسجيل فيما يعتبر ماذكر أعاله‬

‫مخالفة لقوانين البطولة وقد يؤدي ذلك إلنزال عقوبات بحق‬

‫ تقوم لجنة مختصة ضمن اإلتحاد بمراجعة كافة‬-‫أ‬

‫طلبات التسجيل واتخاذ القرار بقبول أو رفض‬

‫الطلب وفقا للمعايير وشروط اإلنتساب المعمول‬ .‫بها في اإلتحاد‬

‫ ويقوم‬،‫مسجل‬ ّ ‫ يصدر اإلتحاد بطاقة لكل العب‬-‫ب‬ ‫الالعب بإبراز البطاقة عند تقديم الطلب باإلشتراك‬

f- Attaching the signed UAEJJF ‫بأي من الدورات التدريبية أو المسابقات التي‬ membership form .‫ينظمها او يرعاها اإلتحاد‬

Article 19- Registration Approval a- A specialized committee at the UAEJJF shall review all the registration applications and decide whether to accept or reject such applications, in accordance with the membership standards and criteria applicable at the UAEJJF. b- The UAEJJF shall issue a card for each registered player and the player shall present the card upon filing an application to participate in any training session or contests organized or sponsored by the UAEJJF. c- The card data shall include the name of the club the player is affiliated with and players shall submit a card replacement application in the event of moving from the club.

Article 20 Professionalism Players aged 18 years old and below may become professionals at clubs, according to the laws and customs of the UAEJJF.

‫عند المشاركة في أي بطولة يجب على كل العب أن يكون‬ ‫لديه أثناء المباريات اللباس الرسمي الخاص بلعبة‬

‫الجوجيتسو وهي البدلة البيضاء أو الزرقاء وفق النظام‬

.‫الدولي المتبع وال يجوز إطالقا اللعب بلباس مغاير له‬ ‫\ التحكيم‬54\‫المادة‬

‫ال يجوز لمن ال يحمل إجازة بالتحكيم أو معاقب بالتوقيف‬ .‫عن تحكيم أي نزاالت مهما كانت صفتها‬ ‫\ الفئات العمرية‬52\‫المادة‬

Article 21- Annual Activity

Article 22 Organization of Championships The UAEJJF prepares and organizes championships and official tournaments and sport gatherings and notifies its affiliated clubs for participation purposes.

Article 23 Uniforms When participating in any championship, every player shall wear the Jiu-Jitsu uniform, i.e. white or blue suit according to the international system followed.

Under no circumstances shall players wear different uniforms.

‫تخضع جميع البطوالت المحلية إلشراف إتحاد اإلمارات‬ ‫للجوجيتسو وتحت قوانين اإلتحاد اآلسيوي والدولي‬

‫ فيما تكون اللجنة الفنية لإلتحاد السلطة الوحيدة‬،‫للجوجيتسو‬ ‫في األمور الفنية واللجنة التنظيمية والتي تخضعان تحت‬

‫إشراف مجلس إدارة اإلتحاد وتعتبر اللجنة الفنية صاحبة‬

Article 24 Refereeing

‫القرار األخير في إصدار أي قرار تجاه أي حالة فنية يتم‬

‫اإلختالف فيها أثناء البطولة وقرارها غير قابل للنقض إال‬

Article 27 Championships

Article 29 All clubs are only entitled to organize local championships outside the direct supervision of the UAEJJF, by virtue of an official letter signed by the Chairman of the Club’s board of directors, 3 months prior to the championship date. The Technical Committee may elect to reject or accept such request and its decision shall be irrevocable. The Technical Committee shall be fully responsible for

Article 30 Any club may request to host any championship that falls under the supervision of the UAEJJF within the seasonal calendar of the sport season, provided that such club shall propose the same after the end of the season and the matter shall be examined with the regulatory committee and the Board of Directors and the news shall be circulated in official newspapers.

Article 31 Sports Halls 1- The UAEJJF shall be responsible for monitoring the sports halls and playgrounds, in addition to communicating, as required, with the competent authorities to maintain order and secure medical first aid in each championship held therein.

2- All official playgrounds and halls shall be placed at the disposal of the UAEJJF to hold official matches and other games organized thereby or under its supervision.

Article 32 Control of Championships The UAEJJF is responsible for all championships held in the UAE and the championship organizer shall ensure the following: a- Reserving the suitable hall for the championship b- Satisfying all championship requirements, including security and first-aid resources, medical 11

insurance, digital boards, tables and chairs for the referees and administrators, clock timers and records required for holding the games. c- Monitoring acts of disturbance and taking prompt measures d- Obtaining the licenses required by the competent official authorities.

Article 33 The Technical Committee shall be fully entitled to eliminate any weight of the championship weights on the championship day, should the Committee see that this action serves the public interest according to its sole discretion.

Article 34- Representation in External Participations No team may represent the UAE outside the country, except for the official team approved by the UAEJJF

Article 35All local clubs exercising jiu-jitsu activities in the UAE shall be subject to the control and accountability of the UAEJJF following the registration process under the umbrella of the UAEJJF. No club in the UAE shall be allowed to exercise the sport without completing the registration process; otherwise legal actions will be brought against such club.

informed by an official letter issued by such club’s board of directors with a statement of the participations and the championship title, as well as the technical information that may be required by the UAEJJF’s Technical Committee, within a period of roughly 30 days prior to the date of championship and in the event of any delay, the application will be disregarded.

Article 37 No local club may participate in an external championship that does not fall under the umbrella of the Jiu-Jitsu Asian Union and International Federation.

Should the Club have a point of view as to a participation not falling under the umbrella of the Asian Union and International Federation, the UAEJJF shall be notified before at least 2 months and al information on the participation and names of players that the club wishes to engage and any such other information required by the UAEJJF’s technical committee shall be provided.

The Committee shall be totally free to accept or reject the participation of such club, in the best public interest. Any violation to the foregoing in this Article will be subject to penalties and suspensions. The Committee shall be free to impose the sanction it may deemed convenient.

Chapter 6- Violations and Sanctions The acts of players during games or at the championship halls shall be subject to the follow up of the Technical Committee. In the event of any violation of conventional laws, the Technical Committee may strike off the player’s results and suspend him promptly from playing during the championship until such violation is examined after the championship and the final decision is issued and circulated through an official letter communicated to the Club’s management.

Article 39 Both the players and the club shall be suspended from duty and their results shall be crossed out in the event of confirming the violation of any championship law by a decision from the Technical Committee. Such violation shall only be examined after the end of the championship and an official decision in this respect will be issued.

Article 40Jiu-Jitsu players may not consume any types of stimulants, under the penalty of sanctions that may include definitive suspension.

Article 41- Players’ Violations Below are some violations: 1- Affiliating with an organization other than the UAEJJF. The player shall be a member of the UAEJJF in order to be able to participate in championships organized by the UAEJJF. 2- Misconduct during jiu-jitsu games 3- Consuming stimulants or restricted drugs.

4- Failure to wear uniforms or belts representing the grade of the player 5- Any such other violations, according to the International Federation laws.

Article 43Sanctions of Administrators and Trainers Every administrator or trainer who violates the official contests regulations with respect to referee and refereeing matters and who exhibits misconduct physically or morally towards the members of the UAEJJF and the referees and players inside or outside the games shall be subject to the provisions of the by-laws of the UAEJJF. Article 44- Sanctions of Referees Every referee who violates the UAEJJF’s law of the games and the regulations of official games or otherwise exhibits misconduct towards the game and the federation generally shall be subject to the provisions of the UAEJJF’s by laws applicable to administrators and trainers.

Article 47 - Sanction Period with respect to Some Violations: 1) 90 days without decision, should the referee send them off the court due to misconduct and such suspension shall be deemed to be effective starting from the date of sending them off and all the results and points thereof shall be eliminated 2) 90 days with respect to uniform – related violations 3) 180 days should the player wear other belt than that which such player has actually earned from the relevant federation 4) Other sanctions, as may be prescribed by the Federation, should be subject to a decision by the disciplinary committee which determines the convenient sanction.

Article 48- Sanction Execution The relevant members or clubs shall be notified of the sanction which will be considered effective as from the day following the date of duly notifying the relevant members or clubs.

Article 49 - Objection

‫لدى اللجنة الفنية في اإلتحاد حرية تغيير أو تعديل ما جاء‬

‫في هذه المواد في أي وقت كان وذلك لما تقتضيه المصلحة‬

.‫العليا‬

1) Objection raised to the UAEJJF: shall be submitted by a hand written letter to the UAEJJF, if any, in the following two cases: 2) Objection as to the engagement of a player in an illegal manner or in a way that contravenes the provisions of the by-laws in the championships held by the UAEJJF. 3) Objection as to the decisions of the UAEJJF by a written letter or an e-mail sent within three working days from the day that follows their issue date.

Article 50 - Urgent Action The concerned committees shall settle such objection and make their decisions in this regard as soon as possible to ensure the non-obstruction or delay or otherwise adjournment of the games within the deadline agreed upon.

Chapter VII – Closing Provisions

Article 51 The UAEJJF Federation has the exclusive right to interpret this regulation.

Article 52 This regulation shall become effective as from the date of its approval by the UAEJJF and its authentication by the General Authority of Youth & Sports Welfare.

Article 53 The technical committee of the UAEJJF Federation is entitled to amend the terms herein at any time in accordance with the public interest.
