FREQUENTLY ASKED QUESTIONS

Can I invite friends/family to stay over? A limit of 2 people can stay in your room for any three consecutive nights in seven. We do not provide extra bedding. Can I park my car / bike at the Hall? There is no parking on site unless you are loading or unloading a car. On street parking you need to pay for, so be careful and check the signs. There are bike racks on site outside F Block, but remember to lock and insure your bikes. Where does my post go? All post is delivered to the Hall Office where the Wardens sort it each day from 6pm. Most letters will be delivered to the post boxes on the ground floor of each block; a key to which is on your bunch. Any large items or post which seems valuable will be kept in the Hall Office and a post slip will be left for you in the block post box. Please bring the slip and some ID to collect your post from the office. Can I smoke in my room? No. Since the 1st of July 2007 all our Halls and college buildings have become smoke free. Smoking is only permitted outside in the car park by the bright yellow smokers bin. Where can I throw out my rubbish? Rubbish bins are located at the side of A Block. Please dispose of all rubbish here. Please don’t just throw it on the floor; if the first bin is full then try another one. Are there any recycling facilities on site? Yes, we have large, clearly labelled, recycling bins situated beside A Block. A TRAID bin for clothes is in the laundry room in C Block. They do not take bedding. My light / sink / shower, etc. does not work – How do I get it fixed? Please fill in a Maintenance Request Form available from just outside the office and leave it in the Office Mail Box. We will then arrange for the repair to be carried out. How do I get to the nearest tube station? Turn right out of the gates and walk down Flodden Road. Turn left onto Camberwell New Road and walk to the first bus stop. Take any bus (36, 436 or 185) up to the Oval, which is on the Northern Line. It would take 15-20 minutes to walk this route. Where are the nearest shops? Turn right out of the gates and walk down Flodden Road. Turn left onto Camberwell New Road and the Co-op supermarket is just up the road on the right hand side. Where is the nearest doctor’s surgery? Myatts Field Health Centre (Window 1), Foxley Square, London, SW9 7RX. Tel: 020 7582 9850. Where is the nearest pharmacy? In Foxley Square next door to the Doctors Surgery as above.


Where can I find a local taxi? Camberwell Cars, Tel: 020 7701 5555 Lomond Cars, Tel: 020 7703 0000 Express National Carriers, Tel: 020 7404 3333 How can I apply for a Student Oyster Card? Your college will have all the information and application forms to enable you to apply for your travel card. Can I get a reference letter for opening a bank account, hiring DVDs, etc? Yes, please fill in a Reference Request Form available from just outside the office and leave it in the Office Mail Box. Depending on demand please allow 24 to 48 hours for one to be issued. What facilities are there on site? The common room is located on the ground floor of E Block. There is a TV with DVD and a Wii consol with various games. The common room is locked at 11pm Sunday to Thursday and Midnight Fridays and Saturdays. If you wish to organise an event please speak with staff in the office. Vending facilities are located in the Common Room, stocking cold drinks only. Wi-fi is available in the Common Room; log in details are displayed on the wall. Free Internet is available in all studios. Phone lines can also be arranged through the service provider, Cablecom. Laundry facilities are located on the ground floor of C Block. Do I need to return a signed inventory for my room? Yes, unless you want to pay for someone else’s damage. We endeavour to get every item on the inventory back into the rooms, but it is important you check them off and list any marks / damages found on your arrival. Are all my possessions insured? Please make sure that you read through the insurance leaflet provided in your Welcome Pack. You may need to register certain more valuable items such as laptops, cameras and bicycles, etc. or even take out additional cover. What happens if I want to move out or change rooms? Please come and discuss it with your Residence Manager in the first instance. For all room moves there is a £50 admin fee. There is an ‘Early Release Request Form’ you will need to fill out if we can not persuade you to stay. Please note though that you will pay for your room until someone else moves in, plus a £50 admin fee. When you book your accommodation at the Hall you agree to a Tenancy Term. You are tied to this term unless you find your own replacement; another UAL student. Can you afford to pay for two places, or is it easier that we try and sort out any problems you may be having first? Do I need my own TV Licence? Yes. How do I organise internet for my room? There will be further instructions on this in your Welcome Pack.


I have damaged something in my room/flat. How much will it cost to repair? The costs of replacing/repairing any item you are liable for under your Tenancy Agreement can be discussed with your Residence Manager. What can I put down the toilet? This question may surprise you, but you would be surprised by the items retrieved from the toilets by our plumber each time they have become blocked! Toilet paper only can be flushed down the toilets. I am an International Student and need to register with the police. You need to go to the International Passport Office which is located near/next to Borough Street Station. If you need to register with the police, the visa in your passport will clearly say so. You will need to register at a specified police station within seven days of the requirement being made. The ÂŁ250 you pay at the beginning is called Advance Rent Fee and is used as part payment towards your rent, so it is not refunded at any stage. Who are the Hall Wardens? The Hall Wardens are students themselves or have been students in the past. There are three Residential Wardens at Brooke Hall. They are on duty overnight Monday to Friday from 6pm to 8am and all weekend and Bank Holidays, including UAL closure over Xmas and New Year. They can be contacted on the following number: 07736 056 737. Only contact them after 10pm for emergencies. You can find them in the office from 6-8pm every evening and 12-2pm on Saturdays and Sundays. What can I do about other residents who are disturbing me? Please remember quiet times are from 11pm to 7am. If you have asked nicely for quiet and the noise persists then please contact a member of staff on the site mobile: 07736 056 737.

University of the Arts London is constantly striving to improve our halls of residence both in terms of the standard of accommodation and also the student experience living in halls. 2011-2012 saw a major programme of change take place across Accommodation Services. Some of the major projects undertaken were: - The complete redesign of the Will Wyatt Court common room to make it a more resident-friendly space. - Pictures/posters and other soft furnishings were purchased for many of our common spaces. - Welcome signage and inspirational posters were installed at all halls. - A selection of frames and glass cabinet displays were installed at various sites so that our creative residents could display their artwork in halls. - A pilot Social Representative scheme was organised for the residents of two of our halls with reps organising fun events throughout the year for all to enjoy.

What’s Happening this Year? Your Social Programme 2012-2013 sees the launch of Your Social Programme. This is a brand new initiative taking place in all UAL Halls where a combination of halls wardens, social representatives and Sanctuary senior residents will organise and hold a series of social events throughout the college year for all residents to enjoy, from the simple movie night to the clubnight in the city to overnight trips further afield. This is a programme run by students for students. So get involved, volunteer, come up with ideas for events whatever! You will meet the social reps/wardens in your hall on move in weekend. So don’t be shy... you’ll have lot’s to talk about!

One Final Word! As we go forward it is the student’s quality of life living in their chosen hall which is at the heart of everything we do. I realise that you will receive a lot of information as you prepare for the coming year, especially if you are a new student. However, I would ask that you read this handbook carefully and take note of all the information that we give you about your accommodation throughout the year. It will help you settle into your new home and have a successful and enjoyable stay. You will find student life here very different from living at home. With new and exciting challenges and experiences, most students manage the change extremely well, but if you do find it difficult to adjust, or there are problems, we have systems in place and people who can help. I strongly recommend that you read the section on Communal Living, especially if you have not lived in shared accommodation before. This guide is designed to provide you with information on your accommodation. For easy reference it is laid out in two parts: first there is a brief introduction to the Hall team and then secondly there is an A-Z breakdown of what we feel is the most important information you will need for your new life in halls of residence accommodation. By now, you should also have received your tenancy documents along with the terms and conditions of residence. Please read everything carefully. Remember, when you sign and accept your tenancy, you are committing yourself to a legally binding agreement. Finally, look after this guide, it is a useful reference during your time here in Brooke Hall. If you are unsure of anything please ask either one of my colleagues or myself and we will try to help you. I look forward meeting you soon.

Useful Information - Brooke Hall was first opened in 2005 and refurbished into studios in 2009. - The hall is managed by UAL. - The hall is made up of six block of studios. - Each studio has its own kitchenette area and en-suite shower room. - The Standard Studios measure approximately 13-15msq of which there are 60. - The Large Studios measure approximately 16-18msq of which there are 40. There are also 4 Disabled Studios. - Each studio is equipped with a single bed (3ft x 6ft3�), desk and desk chair, desk lamp, visitors chair, wardrobe, chest of drawers, notice board, kitchen cupboard, kettle, toaster, microwave, 2 ring hob, fridge with small freezer compartment, sink and drawer unit, bins, dustpan and brush set and en-suite shower room with shower toilet and wash basin. - You will need to provide your own bedding and bed linen; crockery and cutlery, pots and pans. - There is internet access in each bedroom and Wi-Fi in the common room. - There is a resident’s common room / lounge and a launderette on site.

The Area Brooke Hall is situated in Camberwell SE5 and is well served by local transport. The hall is situated in a residential part of Camberwell; approximately 10 minutes walk from Camberwell Green with its many local shops, bars, restaurants and high street banks. { A - Z I N F O R M AT I O N } Absences This is your home for the next year and you are free to come and go as you please. However, for longer absences of a week or more, we ask you to inform the site team of your return date. You should also let us know if you are concerned that a friend or flatmate has not been seen for some time.

Accidents Please let the site team know about any accident or injury in the residence. In an emergency, residents can summon the Emergency Services (i.e. Fire, Police, Ambulance) by dialling 999 themselves. It is also useful if you could report any incidents that happen near the site e.g. street crime. See also – Security

A-C Bicycles There are bike storage facilities at site. There is no charge for this. However, UAL accepts no responsibility for loss or damage to any bicycles stored at site during your stay. Residents are advised to ensure any insurance they have also covers for the loss or damage to bicycles. Do not bring or store bicycles in the building. Bicycles left in bedrooms or corridors can be a hazard during an emergency evacuation and any found will be removed.

Car Parking There is no resident car parking available on site. We strongly recommend that residents with cars do not bring them to the hall as we are unable to provide on site parking. If you do intend to bring a car with you, you will be required to park it in one of the neighbouring roads; you will need to arrange a parking permit with the council, visit www.southwark.gov.uk. All parking bays on site are reserved for staff and contractor use. For arrival and departure weekends parking will be allowed for offloading and loading purposes only.

Cleaning Residents are expected to clean their rooms themselves, including your bathroom, toilet and kitchen. We can supply you with a dustpan and brush, vacuum cleaner, mop and bucket to assist you with this. It is very easy to fall behind with your cleaning. To avoid this and any unnecessary cleaning charges that can be applied for poor levels of cleanliness we suggest that you arrange a cleaning rota at your earliest opportunity. All rooms are checked regularly and each resident in a dirty studio could be charged if cleaners have to be sent in due to the fact that any part of the studio has not been cleaned to a satisfactory standard.

Student accommodation is exempted from licensing providing the hall of residence is signed up to one of the approved codes of practice that has been approved by the Department for Communities and Local Government (DCLG). Brooke Hall is signed up to the UUK code of practice. The code has been prepared to assist managers and anyone involved in the management of student. It covers among other matters, health and safety, maintenance and repair, and relationships between managers and student tenants. It also should assist students in understanding both the standards and procedures applying to their accommodation and their obligations as tenants or licensees. Common Room The Common Room is located on the ground floor of E Block. A TV, DVD, Wii and a limited free Wi-Fi service are available here. There are sofas for relaxing and chatting with friends and a 6-8 seater table to enjoy eating meals together or for working in groups. Social events are organised by the wardens using this space for parties, movie nights, etc. It can also be booked by other residents wanting to organise events via the Party Request Form

Complaints Procedure During your time at Brooke Hall should you have a complaint related to the service you receive from us then we would like to know about it so we can try and resolve this for you. If you do want to tell us about something then please, in the first instance, come and speak to a member of the site team in person and we will do all we can to help.

Communal Living Students should be aware that living in the hall of residence could bring them into close proximity with others who may have very different lifestyles from their own. While this can be a positive and enlightening experience, it may also prove to be challenging. With this in mind we ask that you read and agree to our Communal Living Agreement. Communal Living Agreement: - Be accepting and understanding of each other’s lifestyle. - Talk about your feelings: Your flatmate can't respond - or amend their behaviour - if they don't know that there is a problem! - Let your flatmates know if you have an overnight guest or are going away yourself overnight. - Agree to contribute an equal share of any joint expenses on a regular basis by rota or other agreements and keep records of all the bills you share. - Contribute equally to the cleaning of shared areas and equipment (kitchen, bathroom and hall). - Try not to make noise likely to disturb others between the hours of 11pm and 8am. - Be considerate of other people’s living space – Don’t have overnight guests (who will be using kitchen and bathroom facilities) without the consent of other residents in the flat. - Ask permission before you use or borrow anything. Return anything you borrow and replace anything you break or lose.

Conduct Whether in the hall of residence or elsewhere, residents must not behave in a way which will, or would be likely to, bring the name of the University into disrepute. In the interests of safety and security and the wellbeing of other residents, we request that you understand and comply with your contractual obligations. Behaviour that represents a serious or persistent breach of the tenancy agreement could result in your tenancy agreement being terminated. Breach of any of the regulations will make you liable to disciplinary action. Breach of some of these regulations may also constitute a criminal offence and it is our policy to report such matters to the police. For further information as to what constitutes a breach please refer to your Terms & Conditions of residence.

Confidentiality and the Data Protection Act In order to protect you and deal with your concerns confidentially, under the terms of the Data Protection Act, we are not able to discuss details of your accommodation, contract, or rent payments with anyone other than yourself or your guarantor. This is because the legal contract is between you and UAL. If, however, you wish us to discuss these issues with another person, e.g. someone other than your guarantor, we will require written authorisation from you that this person is acting on your behalf.


C Culture Shock Leaving home whether it be from this country or overseas can be very stressful, but do not worry as this is quite normal. Many of you will be experiencing various degrees of culture shock. Culture shock is the impact of moving away from the familiar to the unfamiliar. You can be affected by climate, food, language, dress, social roles, rules of behaviour and values. Some of the symptoms you may experience are headaches, stomach aches, anxiety, difficulty concentrating, etc. Depending on the individual, the time taken to settle into your new environment can vary considerably. The following advice may help: - It’s normal to experience this; chat with others to see how they feel. - Keep in touch with home. - Have familiar things around you such as photographs. - Eat properly. If you do not like the “new culture’s” food, find a supplier of familiar food. - Exercise regularly. - Try and meet as many new people from other cultures as possible to talk through how you and they feel and make new friends. - Find out about the many different services and societies the University has to offer e.g. Student Services, Student Union, Chaplaincy, etc. - Do not isolate yourself; there is plenty of help available. When damage to the accommodation occurs, those residents responsible for the damage (if known) will be held responsible for the cost of the repairs, including any administration cost. If the responsible residents cannot be identified then the costs will be charged to all residents in that section of the hall where the damage took place. For a list of damage charges please speak with your site team who can provide you with a copy.

Disabled Access Brooke Hall has 4 studios which have been adapted for disabled use.

Electricity Supply/Lighting The power supply in the United Kingdom is 230Volts. Should you experience any problems with the electricity supply please contact a member of the site team immediately. Please note that if you are found to be in possession of an unsafe electrical item, or an item that causes problems for the building’s power supply, then we reserve the right to remove this item from your room to a secure storage area. Items removed will be returned to residents at the end of the tenancy agreement.

Facilities in your flat and bedroom As well as the facilities and services listed below, please also refer to your Inventory list for a basic list of what is provided (this list should be supplied to you upon your arrival). Doors and ceilings: Door-closers are fitted to all doors and are a requirement for fire regulations. Please do not remove or tamper with them. { A - Z I N F O R M AT I O N } Fridge Awareness - Defrost your fridge regularly. - Buy frozen foods last on any shopping trip and refrigerate as soon as possible. - Wrap raw or uncooked food before refrigerating it. - Do not overload fridges. Trapped air can create warm spots where bacteria multiply. - Don’t overload the freezer compartment, as this may cause the door to break off and stop the fridge from working.

Fire Fire extinguishers and fire blankets are available at various points throughout the site. Only use these in case of an emergency. If you should discover a fire, then your first priority is to sound the alarm, evacuate the building, go to the fire assembly point and dial 999 for the fire brigade. Do not attempt to tackle the fire. Your fire assembly point is in the car park.

Fire Alarms The site has a fire alarm system, which makes a loud noise if it senses heat or smoke. There will be a weekly test of the fire alarms on Wednesday. The alarm will sound for a few seconds and then stop. On this occasion and only this occasion you do not need to evacuate. If the alarm continues for longer than a few seconds on a testing day, please leave the building and proceed to your assembly point as this may be a real fire.

IF YOU DISCOVER A FIRE - Evacuate the building and go to the fire evacuation assembly point. - If you pass an alarm activation point as you leave the building then activate the alarm. - Dial 999 and request the Fire Brigade to attend. - Do not re-enter the building until a member of the site team or the fire brigade says it is safe to do so.


F Fire Drills Fire drills are held once a term. You are required to co-operate and evacuate the building.

Fire Prevention There are fire extinguishers as well as heat and smoke detectors throughout the accommodation. Read the fire evacuation plan on the back of the door to your bedroom and ask the site team if you have any questions. You should also familiarise yourself with the locations of all emergency exits, fire extinguishers, fire blankets and fire alarm break glasses.

Action you can take to prevent fire - Never use portable heaters, deep fat fryers, candles, incense, oil burners, or anything with an exposed flame or heating element. - Do not smoke in the building. - Don’t overload electrical outlets, use cube adaptors or place electric cords under rugs. - Take care to switch off the oven and hob plates after cooking.

Preventing false alarms - Don’t leave food unattended when it’s warming or cooking. - Provide adequate ventilation before you start cooking by switching the extractor fan on and, if possible, opening the window. - Keep the oven, hob plates and toaster clean and free of grease or crumbs. - Don’t spray aerosols or liquids near the smoke detectors. Interfering or tampering with fire prevention or fire safety equipment is a criminal offence and we will consider referring such matters to the police. We will also take disciplinary action and treat the matter as a serious breach of your tenancy agreement which may lead to that agreement being terminated.

Health It is extremely important for you to register with a local doctor, (GP), as soon as you arrive. Do not wait until you are unwell as it may not be possible to be seen immediately if you are not registered. The nearest doctor’s surgery is Myatts Field Health Centre (Window 1) Foxley Square, Camberwell, London SW9 7RX Tel: 0844 477 3743 or 020 7582 9850 For minor ailments, always try a pharmacy before visiting the doctor. Describe your symptoms to the qualified pharmacist and he/she will either sell you the necessary medication or advise you to see a doctor. The nearest pharmacy is ABC Pharmacy, 42a Foxley Square, London SW9 7RY. All students are advised to have the Meningitis C vaccination. Ask the practice nurse at your surgery. Hospital For more serious illness or in an emergency you can attend the Accident and Emergency at any hospital. This service is free of charge. The local hospital nearest to Brooke Hall is Kings College Hospital , Denmark Hill , London SE5 9RS . Tel: 020 3299 9000


F-I Heating and Hot Water Your accommodation is fitted with wall mounted radiators which are controlled by a central Building Management System. Each radiator has its own thermostatic valve for adjusting the temperate when they are on. The hot water is fed from the central plant room on site.

Insurance Included in your rental fee, your possessions are insured under a block insurance scheme. You should receive full details of the scheme upon your arrival. Please ask a member of the site team if you do not receive this information. Each resident should ensure that the insurance scheme meets his or her own needs. If you need additional coverage then this can be purchased through the scheme or another company of your choice.

Internet Access All bedrooms have a wired internet service. This service is included in the price of your rental fee. There is also a Wi-Fi internet service available in the resident’s common room / lounge.

Inventory You will be given an inventory to complete upon arrival. This document lists every item in your studio. Carefully check the condition of all items in your studio and note any damage on the inventory. If any items listed are missing note this also. Return your inventory to the Site Office within 24 hours of arrival. This document will ensure that you are not incorrectly charged for the damage/loss of any items following your departure from halls.


{ A - Z I N F O R M AT I O N } Keys All keys are issued from the Site Office, Block C at Brooke Hall. On arrival you will be issued with a bunch of keys giving you access to the site. If you lose your keys or lock yourself out please contact the Site Office, Tel. 07736 056 737. During office hours a member of staff will issue you with a replacement set of keys, which will be charged for via a separate invoice, at a cost of £5 per key. Outside of office hours the Hall Warden will allow you access to your room, or secure your room. You will then need to contact the Site Office during working hours to request a replacement set of room keys.

Laundry The laundry room is situated on the ground floor of Block C and contains two washing and two drying machines. The cost for a wash is £2 or £2.20 for a super wash and a dry is £1 for 50 minutes. Please keep the laundry clean and free from litter and report any damage or misuse to a member of the site team. You must provide your own detergent.

Maintenance Defects Please do not attempt to repair anything yourself. Anything that is damaged or not working should be reported through the correct fault reporting system. You will be given instruction on what the process is upon your arrival to the hall. If you do not know how to report a fault then you can speak with a member of the site team who will be happy to help.


K-N Moving Out Your tenancy is for a fixed period. You need to know when your move out date is. If you do not know the date then please refer to your tenancy agreement where it will be stated. If you are still unsure then you can speak with a member of the site team who will be happy to assist. If you wish to extend your period of stay, please speak to a member of the site team in advance of your departure. When you move out you must do the following: - Remove all of your personal belongings - Empty all rubbish bins - Clean and vacuum your carpet - Remove any posters, wash down the walls and clear your notice board. - Wipe down all surfaces - Clean the kitchen and bathroom - Finally, instruct the site team of your departure and return your keys to the main site office (do not give your keys to anyone other than a member of the site team). Moving Out before the end of your Contract? You will remain liable for the rental fee until a replacement resident is found. If you are thinking of moving out before the end date of your tenancy then you should speak with a member of the site team and / or a University Accommodation Advisor.

Noise/Nuisance All residents and our neighbours should be able to enjoy their accommodation without harassment from others, or disturbance from noise or nuisance. Please try to be aware of all the people around you and be extra considerate when playing audio, TV or radio, especially when others may be trying to study or sleep. Residents are also responsible for the behaviour of their guests.

If you want to have a party you should first speak with a member of the site team about what you are planning.

Please note that signing for and holding mail is an additional service which can be removed at any time. We cannot accept any liability for parcels held for residents. P-R Recycling We supply you with the means to recycle your waste. The following recycling options are available: - Two bins are supplied in each studio room, one for recycling the other for general waste. - The large recycling bins for disposal of all recycling products are located at the back of A Block. They take a mix of paper & card; glass & tins and plastic bottles, etc. - There is a TRAID bin in the laundry room for recycling unwanted clothes. - We also encourage residents to recycle their unwanted items by leaving them in the common room, provided they are clean and in good condition e.g. pots, magazines, books etc. Doing so cuts down on waste going to landfill.

Refuse You need to empty your bins when they are full. The main bins for black bag waste are located at the back of A Block. These main bins are emptied on a Tuesday. Please do not leave full bin bags stacked up in the kitchen in your bedroom or on landings. Full bin bags left out are a food source for vermin.

This is to secure your room and is payable when you accept your offer. Further information will be provided in your offer email This advance rental payment must be paid online by credit or debit card. Further details of how to pay online can be found at http://www.arts.ac.uk/housing/halls/payingyourrent/ This £250 payment secures your tenancy but it is not a deposit. This amount is deducted from the total amount you have to pay in annual rent. £250 is taken off the first term’s rent. The online offer acceptance process will then request that you set up a payment plan for the balance of your annual rent. If this is something you are considering please speak with your site team to see what is available and/or possible. There is normally an administration charge associated with any room move or change of Hall. This is to cover additional cleaning and administration costs.

Safety and Security We place a high priority on the safety of our residents and we have systems in place to make the accommodation as secure as we can without infringing on your own freedom of movement. However, it is essential we have your co-operation to maintain these standards. Some things to consider are: - If you lose your keys you must let us know as soon as possible. - Do not let strangers into the building - if they are residents they will have their own means of access. - Do not leave your door or windows open when you are not in your room. These are all the same precautions you take at home, but in a close knit residential community take on a special significance. London is a cosmopolitan city and there are many things to do, see and enjoy. However, it always makes sense when you are out and about to take measures to ensure your own personal safety. When going out follow the plan Prepare: - Think ‘How do I get there?’ and ‘How do I get back?’ before you go. - Tell someone where you are going, who with and when you’ll be back. - Think about any possible danger points. - Look confident. - Wear comfortable clothes and shoes that let you move easily.

Wear your bag across your body. - If you are actually threatened - throw your bag as far away as possible and run! They are more interested in your bag than in you. Never take your safety for granted and Never say to yourself: - ‘It only happens to other people’. - ‘It’s only a short journey’. - ‘They look honest’. The above points are a guide only. The Tube does not run all night so make sure you know what time the last train is. The buses do run all night. These are called Night Buses and their frequencies vary. Student Union The University of the Arts London Student Union is an independent student orientated organisation. The Union is there to represent your rights as a student as well as organising many student societies and leisure activities. Television Licence Students who are living in halls of residence and who use a TV in their rooms must have their own TV licence. TV licenses can be purchased at most post offices. S-U Transport Brooke Hall is in Travel Zone 2. The nearest tube station is Oval which is on the Northern Line. The nearest train station is Loughborough Junction or Denmark Hill. The following buses run past the hall: - The P5 stops right outside the gates on its way back from the Elephant and Castle. - Buses 36, 185 and 436 run along Camberwell New Road up to Oval or Victoria and beyond. Food and rubbish left lying around often attracts mice, rats, squirrels, birds, flies, etc. If you do experience or see any vermin in the accommodation then please report this to site team immediately. UAL has a contract in place with a professional pest control company. Upon notification of a sighting we will respond immediately and call in the contractors. We aim to get our contractors on site within 48hrs of the first report (if not sooner). We will then follow the recommendations given to us by the pest control contractors and rectification times may vary according to the nature of the problem. You will be kept up to date with progress and we expect that you will follow all instructions given to you to help us eliminate the problem.

Visitors and Overnight Guests If your guest(s) is not planning on staying overnight then they are required to leave the hall no later than midnight. Overnight guests may stay for a maximum of 3 nights within any 14-day period in your study bedroom. Any overnight guest should be signed in at the main site office.

What should I bring with Me? You can buy most of the things you will need once you arrive. However, if you want to come prepared here is a list of things you may want to consider purchasing: - Pillow, Duvet, bed linen and towels, - Cooking utensils including pots and pans. - Crockery, cutlery and glasses - Dustbin bags and toilet paper - Washing up liquid, tea towels, pan scourers etc. - TV / Radio / CD player

Windows Restrictors are fitted to all windows and must not be tampered with or removed. If you are unsure of how to open and close the window then speak with a member of the site team who will be happy to assist. If any part of the window restrictor is found to have been tampered with or removed the resident(s) responsible will be charged for the repair or replacement of the broken items.

Your Social Programme Your Social Programme is what you want it to be and all about you getting to know your new friends and flatmates in safe and fun environment. At Brooke Hall you will get to know your very own Wardens who also live at site and who will be responsible for helping you settle in to your new home during those first difficult few weeks and also for arranging a calendar of social events and activities that you may want to get involved with.

University of the Arts, Accommodation Services Tenancy Regulations (Issued in June 2002 and reviewed July 2012) IMPORTANT NOTE Breach of any of these regulations is likely to be a breach of the Resident's tenancy agreement. A serious or persistent breach of the Resident's tenancy agreement may result in the tenancy agreement being terminated. Breach of any of these regulations will make the Resident liable to disciplinary action. Breach of some of these regulations may also constitute a criminal offence and it is the University's policy to report such matters to the police. General 1. Accommodation Services The overall responsibility for the management of the College’s accommodation rests with the Commercial Director and the Head of Accommodation Services. The day-to-day management of the accommodation is delegated to the Residential Operations Manager, with operational control vested in the Residences Manager. 2. Personal Safety It is not the responsibility of the Residence Manager or staff to account for Residents and visitors in an emergency except that they are required to ensure that general contingency plans have been made. Residents should read carefully and observe the Fire Regulations displayed in Hall and be familiar with the location of all exits, alarm bells and fire fighting equipment. Fire drills are held on a regular basis. 3. Guests 3.1 Guests are permitted on to site between the hours of 10:00 and 22:00. Outside of these hours, including overnight guests, residents must have prior written permission from a Residence Manager. No overnight guests are permitted in twin rooms without the written agreement of both occupiers.


Page |3 3.2 All guests are to be signed in to the visitor’s book upon arrival and signed out upon departure 3.3 Only 2 guests per resident are permitted in hall at any one time and are not permitted to stay overnight for more than 3 nights within a fourteen night period. 3.4 All guests with written permission to stay in hall are then not permitted to stay additional nights for a period of 21 days once they have stayed for 3 consecutive nights within a fourteen day period. (in accordance with 3.3) 3.5 Residents are responsible for the safety of their guests and to ensure they understand the relevant health and safety requirements 3.6 Residents are responsible for ensuring their guests understand and abide by the Halls Regulations. 3.7 Residents are accountable for any breach of the regulations made by their guest(s). 3.8 The University reserves the right (in their reasonable discretion) to refuse entry to a resident’s guest(s) at any time 4. Conduct By signing the tenancy document and in the interests of safety and security and the well being of other residents all resident Residents agree to comply with the following regulations. 4.1 Drugs 4.1 .1 Solvent or other substance abuse will be regarded by the University as unlawful drug use. 4.1.2 Residents must not bring, or knowingly permit, any unlawful drugs or controlled substances into Halls or to be consumed in Halls. 4.1 .3 Residents must not come into Halls if they are under the influence of unlawful drugs. 4.1 .4 The University's policy on unlawful drugs is to refer the matter to the police, but it may in addition take disciplinary action and/or treat the matter as a serious breach of the Resident's tenancy agreement, which may lead to that agreement being terminated. 4.2 Weapons 4.2.1 Residents must not bring any firearm or airgun into Halls, even if they have a licence for it or it is of a kind, which does not need to be licensed. 4.2.2 Residents must not bring any other weapon, or article which is intended to be used as a weapon, into Halls. 4.2.3 The University's policy on weapons or articles intended to be used as weapons is to refer the matter to the police, but it may in addition take disciplinary action and/or treat the matter as a serious breach of the Resident's tenancy agreement, which may


Page |4 lead to that agreement being terminated. 4.3 Fire Safety 4.3.1 Residents must comply in all respects with the Fire Rules posted in their room and set out in the “Guide to Living in...” handbook. 4.3.2 Residents must not cause fires, use equipment that could potentially cause fires, e.g.: deep fat fryers, rice cookers, toasted sandwich makers, bbqs, candles, joss sticks, oil burners or similar devices in their bedroom or kitchen. 4.3.3 Residents must not interfere in any way with fire extinguishers, fire equipment, fire or smoke alarms, fire doors, door closures or any fire prevention or fire safety equipment. Wrongful use of or interference with fire equipment is a criminal offence and will lead to disciplinary action being taken under this code and could also result with the matter being referred to the police 4.3.4 Residents must not obstruct exits, stairways, corridors or other passageways. 4.3.5 Upon hearing the fire alarm, Residents will evacuate the building immediately, proceed to the agreed fire assembly point and wait for further instruction from a member of staff or the fire brigade. 4.4 Health and Safety 4.4.1 Residents must comply in all respects with the University's Health and Safety Policy, a copy of which may be obtain from the Halls Office or from the University’s web site at www.arts.ac.uk. 4.4.2 Residents must not interfere in any way with any health and safety equipment. Interference with health and safety equipment might be a criminal offence and the University can refer such matters to the Police 4.4.4 Residents must not keep bicycles inside their room in any part of Halls. 4.4.5 Residents must notify the Residences Manager of any accident occurring in Halls and notify the Residences Manager if they are ill (except for minor ailments). 4.4.6 Residents must not enter restricted areas as designated by signage and / or direction by members of staff, e.g. maintenance & cleaning storage cupboards, tank room, roof area(s) and lift motor room(s). 4.5 Alterations and damage 4.5.1 Residents must not make any alteration to their room or to the Halls or grounds. 4.5.2 Residents must not cause any damage to their room, or to the Halls or grounds. 4.5.3 Residents must not remove any furniture or furnishings (including curtains) from their rooms or from Halls. 4.5.4 Residents must not bring any furniture or furnishings (including curtains) into their


Page |5 rooms or Halls. 4.5.5 Residents must not rearrange the furniture or furnishings in their room unless the new arrangement complies with applicable safety standards. At the end of the tenancy period Residents must leave the furniture and furnishings in their original positions. 4.5.6 Residents must not affix any aerial, cupboard, bookcase, shelf, picture, hook or any other item to the walls, ceiling or woodwork in their room without first obtaining the written consent of the Residence Manager. The Residence Manager may withhold their consent without being required to give reasons. 4.5.7 The additional damage charges for your hall can be found on the Accommodation Services website: http://www.arts.ac.uk/housing/find-hall.htm By signing the tenancy agreement the resident accepts these charges. 4.6 Noise and nuisance 4.6.1 Residents must not make any noise audible outside their room between the hours of 2300 and 0700 (11 .00 pm and 7.00 am) and must not make noise which is likely to disturb other people at any other time. 4.6.2 Residents are required to have due consideration for other residents in Halls and for the occupiers of neighbouring properties. Residents must take care when entering and leaving Halls and when using audio equipment, as these are common sources of disturbance. 4.6.3 Residents must not hold a party in Halls (including the grounds of Halls) without first obtaining the written permission of the Residence Manager. Residents must not participate in any unauthorised party. 4.6.4 Residents must not behave in a way which constitutes harassment, nuisance or annoyance to staff, any other occupier of Halls or of neighbouring properties. The University will treat very seriously any threatening, menacing, aggressive or anti-social progressive behaviour based on another person's gender, race, colour, nationality, religion or sexuality, referring appropriate cases to the police. 4.6.5 The Residence Manager may require any Resident to remove from Halls any picture, poster, video or other representation of an explicitly violent or sexual nature if in the reasonable opinion of the Residence Manager that item would be likely to cause offence to others. 4.7 Security and keys 4.7.1 Residents must ensure that entrance doors to the Hall are properly secured after entering or leaving the building. 4.7.2 Residents should make sure that the door to their room is properly secured and the University excludes all liability for loss or damage where the door to a room has been left unlocked 4.7.3 If a Resident mislays his/her door entry card or key, they must notify the Residence Manager immediately. The Residence Manager will arrange a replacement, but the Resident will be responsible for paying the cost of the replacement (including replacement locks if necessary).

4.7.4 Residents must not alter or duplicate any door entry card or key or allow any other person to use their door entry card or key. 4.7.5 Residents must not allow any unknown person into Halls unless that person has shown reliable identification and the Resident is reasonably satisfied that the person has a legitimate reason to be at the Halls. This regulation does not require Residents to challenge unknown persons or attempt to prevent them gaining access, particularly where the Resident's own personal safety might be put at risk. The University's authorised staff [and contractors] will always carry with them, and offer to show, an identity card with their photograph and details of the person's position. 4.8 Lights and electrical 4.8.1 Residents must not change any light bulb or lampshade in their room or in any other part of Halls. If a light bulb or lampshade needs replacing, Residents should contact Reception. 4.8.2 Residents should not use any form of additional heating in their room or in any other part of Halls. 4.8.3 Residents should not use cooking appliances (which includes kettles, microwaves and toasters) in any part of Halls, except in the kitchen areas of Halls. 4.8.4 Residents may not use electrical adapters. 4.8.5 A Resident must not act in any way that puts the University’s fire certificate, insurance, the health or safety of others or the University’s or other’s property at risk. 4.8.6 The Residence Manager may request any Resident on or after arrival to provide him/her with full details (including manufacturer, type of equipment, loading, and whether it complies with relevant safety standards) of all the Resident's electrical equipment, which s/he intends to use in Halls 4.8.7 Residents must allow the University on request (after giving reasonable notice) to inspect any item of electrical equipment, which s/he brings into Halls, and to test it for safety. 4.8.8 Residents must not use any electrical equipment which the Residence Manager (in his/her reasonable discretion) considers unsafe and must either remove it from Halls within 3 days of being requested to do so or hand it into the Residence Manager, to be collected at the end of the tenancy period or (if earlier) on the Resident giving an undertaking to remove the item from Halls that day 4.9 Cleanliness and keeping in good condition 4.9.1 Each Resident must keep his/her room, including the furniture, fixtures and fittings clean, tidy and in good condition. 4.9.2 If in the reasonable opinion of the Residence Manager a Resident’s room is in such a condition as to be a hazard to health or likely to cause damage to the University's property or contents, the Residence Manager may give the Resident written notice to return the room its proper condition within 48 hours. If on further inspection the room has not been clean and tidied to the Residence Manager's reasonable satisfaction, the Residence Manager may employ cleaners and charge the costs to the Resident. (please refer to the list of charges for your Hall)

4.9.3 The additional cleaning charges for your hall can be found on the Accommodation Services website: http://www.arts.ac.uk/housing/find-hall.htm By signing the tenancy agreement the resident accepts these charges. 4.10 Shared areas 4.10.1 Residents in each Hall have shared responsibility for shared areas such as bathrooms and kitchens, and must keep them clean, tidy and in good condition. 4.10.2 Each Resident must clean up after themselves immediately after using a shared area, paying particular attention to washing up cooking utensils, cutlery and crockery, and wiping up spillages on cookers and work surfaces. 4.10.3 Where a cleaning service is provided, domestic staff will clean surface areas, but will not clean kitchen equipment, utensils, cutlery or crockery. Decaying food or unwashed items which appear (in the reasonable discretion of the domestic staff) to constitute a hazard to health may be disposed of by the domestic staff and the University will not be liable to compensate the Resident for any personal belongings discarded for this reason. 4.10.4 If Residents sharing a kitchen or bathroom or twin bedroom do not keep it clean and tidy the University may hire professional cleaners and re-charge the cost to the Residents who share that facility (please refer to the list of charges for your Hall) 4.10.5 Where damage(s) to shared areas has occurred and a single Resident has not been identified and/ or accepted responsibility the University shall divide the associated costs between multiple Residents as reasonably as possible. All Residents receiving an invoice for costs of this kind have a right to appeal. All appeals must be made out in writing to the Residential Operations Manager and submitted within 7 working days of the date of the invoice. The Residential Operations Manager will review each case individually and instruct the Resident within a further 7 working days of their decision. 4.11 Overflows and blockages 4.11 .1 Residents must not use baths, basins, sinks or storage systems in a way that makes them, or would be likely to make them overflow. 4.11 .2 Residents must not cause any blockage in any toilet, waste pipe or drain. 4.11.3 Residents must promptly report to the Residence Manager any blockage, overflow or any disrepair, which is likely to cause a blockage or overflow. 4.12 Pictures and notices 4.12.1 Residents must not put pictures, posters or other decorations on the walls or ceilings in Halls except on the pin boards provided for that purpose. 4.12.2 Residents must not display any pictures, posters, advertisements or other signs in their rooms or in Halls (other than messages of a temporary, domestic nature) so as to be visible from outside 4.13 Pets

Residents must not keep pets or other animals in their rooms or in Halls unless they are for the assistance of a disabled person. 4.14 University's reputation Whether at the Halls or elsewhere, Residents must not behave in a way which (in the opinion of a reasonable person) will, or would be likely to, bring the name of the University into disrepute. 4.15 Tenancy agreement 4.15.1 Residents living in Halls must comply with the terms of their tenancy agreement. 4.15.2 The University may take court action to enforce the terms of a tenancy agreement and/or disciplinary action under the Disciplinary Code (Accommodation Services). 4.15.3 Where a breach of the terms of a Resident’s tenancy agreement is also a criminal offence it is the University's policy to report such matters to the police. 4.15.4 In deciding whether to take court action and/or disciplinary action and/or refer a matter to the police, the University shall take into account any penalties already imposed or likely to be imposed on the Resident in respect of the same breach of the tenancy agreement. 4.16 Smoking Policy 4.16.1 Since 1st July 2007 all of our halls of residence have been smoke free buildings in accordance with Government legislation. This means that smoking is not permitted in any part of the building including study bedrooms, corridors, kitchens, bathrooms, communal areas, courtyards and outside spaces. 4.16.2 The University will treat any breach of this policy as a serious breach of the Resident's tenancy agreement which could lead to disciplinary action being taken under the Accommodation Services Disciplinary Code. 4.17 Theft 4.17.1 Residents will not remove property that belongs to other residents or to the University without prior permission from the rightful owner. 4.17.2 Any allegation of theft by a resident will be investigated under the Disciplinary Code set out in section 5 of these regulations. However, theft is a criminal offence and Accommodation Services will also refer the matter for the police. 4.17.3 Any proven incident of theft will be dealt with as a serious breach of the resident’s tenancy regulations and dealt with under the Disciplinary Code set out in section 5. However, theft is a criminal offence and Accommodation Services will also refer the matter for the police. 5 Disciplinary Code (Accommodation Services) 5.1 Where a Resident is in breach of their obligations in their tenancy agreement or


Page |9 has failed to comply with Hall Regulations, the University may (where appropriate) refer the matter to the police and/or begin proceedings in the County Court and/or treat the matter as a disciplinary issue. 5.2 This Code sets out the procedure to be followed by the University and the Resident when disciplinary action is taken. 5.3 Allegations of a breach of the tenancy agreement or a breach of Hall Regulations shall be made to the Residence Manager who will investigate the allegation and endeavour to establish the facts. 5.4 If in the reasonable opinion of the Residence Manager the allegation is substantiated but not serious, then the Residence Manager shall give the Resident(s) their first written warning, which may be recorded on the Resident's file for the remainder of their tenancy period. 5.5 If in the reasonable opinion of the Residence Manager the allegation is substantiated and serious, then the Residence Manager can give the Resident(s) their second written warning, which may be recorded on the Resident's file for up to 12 months. Note. Depending on the seriousness of the breach a second written warning can be issued without a first written warning having been issued. 5.6 A Resident may appeal against the decision of the Residence Manager by writing to the Residential Operations Manager within five working days of being notified of the disciplinary decision. 5.7 If, in the reasonable opinion of the Residence Manager, an allegation is serious and if, after investigation, the Residence Manager reasonably considers that there is a case to answer, the University's Accommodation Services department will notify the Resident in writing of the allegations made against him/her and of the requirement to attend a disciplinary hearing at a specified date, time and place. 5.8 The Resident shall have at least 48 hours’ notice of the proposed disciplinary hearing, and shall be entitled to bring a friend or representative and, if reasonably required, an interpreter to the hearing. In this instance the Resident shall give the University’s Accommodation Services department 48hrs notice of this intention. 5.9 The disciplinary hearing will be conducted by the University's Accommodation Services personnel, but no person who made an allegation or was involved in the preliminary investigation shall hear the case. 5.10 The Resident may respond orally to the allegations or submit a written statement and any written witness statements. The Resident may ask relevant questions pertaining to the allegation(s). All written statements must be formally submitted 48hrs before the time of the disciplinary hearing. 5.11 The Residence Manager may ask relevant questions of the Resident to whom the allegations pertain and of any witnesses called by the Resident. 5.12 If the allegation is found not to be substantiated, no further action will be taken against the Resident. 5.13 If the allegation is found to be substantiated, the disciplinary panel has the power to impose one or more of the following penalties and shall take into account any penalty already imposed in relation to the same matter by any other body:

(a) a first written warning, to be recorded on the Resident’s file for the remainder of their tenancy period (b) a second written warning, to be recorded on the Resident's file for 12 months (c) a third and final written warning to be recorded permanently on the Resident’s file (d) a requirement for the Resident to give a written undertaking as to their future conduct (e) an order that the Resident pays for loss or damage which they have caused (f) an order that the Resident’s tenancy agreement is terminated (subject to due process of law and the requirements of the Protection from Eviction Act 1977). If formal eviction proceedings are commenced the Resident shall receive a Notice to Determine letter. This Notice constitutes and details the legal requirement for the Resident to give up possession of their room. The Resident will have 28 days from the day the Notice is served to vacate their room otherwise the University will apply for a court order to gain possession of the room. In any proceedings the University will claim any sums the Resident owes plus interest and costs. 5.14 The University’s Accommodation Service’s department will provide written confirmation of any decision within 3 working days of the disciplinary hearing 5.15 The University’s Accommodation Service’s department shall make a written record of the hearing, which will include the report of the investigation, a summary of the evidence heard or presented, and the disciplinary panel’s finding. This will be made available upon written request by the Resident. 5.16 Resident may appeal against the decision of the disciplinary panel by writing to the Commercial Director within five working days of being notified of the disciplinary decision. The appeal will not be treated as a re-hearing, but will be heard on the basis of a review of the original decision. The Commercial Director has the power to reverse the decision of the disciplinary panel, reduce the penalty made by the disciplinary panel, or uphold their decision. 5.17 In serious cases after a disciplinary hearing, or as an alternative to a disciplinary hearing under this code, the Head of Accommodation Services may refer the matter to the Resident's Head of College who may, in appropriate cases and having regard to the outcome of any proceedings under this code, take action under the Academic Resident Disciplinary Code. 5.18 Additionally to the regulations contained herein, residents or their guests, whilst in halls of residence, shall not behave in any way that breaks the law. Any action or behaviour in halls that is against the law could be disciplined in accordance with this code, referred to the Resident’s head of college and/or referred to the police. 6. Debt collection procedure 6.1 The Accommodation Services Finance Assistant will send a reminder letter to Residents who have not paid the first payment of rent. This letter will be sent within 7 days of the first payment becoming due. 6.2 If rent remains unpaid for a further 14 days after the date of the reminder letter, the Accommodation Services Finance Assistant shall send a Notice of Breach letter detailing the nature of the breach and giving the Resident a further 7 days to remedy the situation.


P a g e | 11 6.3 If rent or fees remains unpaid after the date specified in the Notice of Beach letter the Finance Assistant shall refer the case to the Head of Accommodation Services for review. The Head of Accommodation Services shall refer cases to t Credit Control unless there is a substantial and compelling reason for not doing so. 6.4 Where a case is referred to be Credit Control Department, the Credit Control Department will ascertain whether the debtor is still a Resident at the University, and apply the following procedures according to whether the debtor is a Former or Current Resident. Former Residents 6.5 Where a debtor has ceased to be a Resident, a letter of demand will be sent to the debtor's last known permanent address within seven days of the referral by the Head of Accommodation Services. The letter will state that if payment is not received within 7 days then proceedings will be started for recovery of the debt. 6.6 If the letter of demand is returned, Credit Control Department may in his/her reasonable discretion employ a tracing agent. 6.7 14 days after the letter of demand (this allows the Resident a further 7 days leeway) the Credit Control Department will check with other relevant departments whether payment, or a realistic offer of payment, has been received. If there is no payment or realistic offer, the Credit Control Department will issue proceedings in the County Court for recovery of the debt. 6.8 If Judgment is awarded in the University's favour, the Credit Control Department’s legal representatives shall write to the debtor requesting payment and/or take further action as instructed. 6.9 The Credit Control Department may instruct such agencies as are reasonable in the circumstances to trace the debtor and enforce the judgement. Current Residents 6.10 The Head of Accommodation Services on referral to Credit Control Department also has the right to commence formal eviction proceedings under clause 39 of the terms of the Tenancy Agreement and ground 8 of the Housing Act. (In accordance to the Housing Act 1988, it does not affect the Landlord's disciplinary powers in relation to the Tenant as a Resident of the University of the Arts.) If formal eviction proceedings are commenced the Resident shall receive a Notice to Determine letter. This Notice constitutes and details the legal requirement for the Resident to give up possession of their room. The Resident will have 28 days from the day the Notice is served to vacate their room otherwise the University will apply for a court order to gain possession of the room. In any proceedings the University will claim any sums the Resident owes plus interest and costs. Fee payment arrangements 6.11 The Credit Control Department has authority to accept offers of payment from Residents which amount to less than the total sum outstanding, but only after consultation with the Head of Accommodation Services and obtaining the approval of the Commercial Director. The Commercial Director and Pro Rector Commerce and Enterprise have authority to write-off the balance of the debt.


P a g e | 12 6.12 Where the Credit Control Department agrees a payment instalment schedule with a debtor, they shall confirm the schedule in writing to the Resident and each schedule must reserve the right to resume the debt recovery procedure if the debtor does not meet the agreed payment programme. 6.13 Debts may be paid by standing order, cheque, credit or debit card or cash. International Residents may make a payment by bank transfer. Should payment be made by bank transfer the full amount due in GBP Sterling must be received in the University of the Arts London bank account. The Resident remains liable for any bank charges and any fluctuations in the exchange rate which affect the final amount in GBP Sterling reaching the University of the Arts London bank account. The Credit Control Department shall issue a receipt and (where applicable) a statement showing the balance outstanding.
