The mission of the Public Health Leaders of Tomorrow (PHLOT) program is to support the development of a trained public health workforce and a cadre of public health professionals capable of and experienced with working in state and local public health departments. It is designed to strengthen the public health infrastructure of New York State through academic, practical and leadership training opportunities.

Funding for PHLOT is made possible through the Governor’s Executive Budget via the New York State Department of Health’s annual budget appropriation.

The Public Health Leaders of Tomorrow Program was launched in 2006 through a collaboration between Senator Kemp Hannon (Chairman of the New York State Senate Standing Committee on Health), Peter Levin (former Dean of the School of Public Health) and the New York State Department of Health. This collaborative effort was in response to the New York State Public Health Council Report of 2003, Strengthening New York’s Public Health System for the 21st Century, which highlighted the State’s need to bolster the public health workforce, particularly related to promoting public health careers and leadership training. The program provides funding for state and local health department employees to complete academic coursework leading to professional graduate degrees, receive advanced training in public health practice, and engage in leadership and professional development activities.

The Public Health Leaders of Tomorrow (PHLOT) program provides invaluable opportunities for employees at our local and state health departments to receive rigorous training in the public health field.

Across New York, the benefits of the program can be seen through the careful analysis of data, the development of meaningful programming, and the creation of forward-thinking initiatives. Our graduates utilize their education to implement methods to improve public health in their counties and beyond, making a difference in the lives of many. We are honored to work with these talented individuals as they receive their schooling at the University at Albany— and truly enjoy speaking with our alums as they move through their careers! We are deeply grateful for the support our New York State policy makers, legislators, and constituents have given to the PHLOT program and we look forward to strengthening our connections with health departments across the state. Together, we will educate, train, and engage the public health workforce as we move towards a healthier future.

University at Albany School of Public Health students have been an invaluable help to us. As a relatively small local health department, we have utilized many of your interns over the years to assist with projects, and they bring new perspectives. Many times we think about a particular project from our lens because we have been working in the department for years. It is so helpful to have fresh ideas come into the mix. We value the students ideas as if they were our true employees. We often say, we learn as much from our interns as they learn from us!

All of our interns have worked on the Creating Breastfeeding Friendly Communities grant by helping with data collection/reporting and assisting with the facilitation of our Baby Café, a free drop in service offering breastfeeding support for pregnant and/or new mothers in the community. They created resources for families attending the Baby Café to help support them through their breastfeeding journey. Currently, students are working on Public Health Accreditation, where they are learning about what documentation is like when pursuing accreditation at the local health department level. On this project, they have helped with creating a Performance Management System, identifying necessary training in Performance Management, and writing various plans (Workforce Development Plan, Performance Management/Quality Improvement Plan, Branding Plan).

The students are well prepared when they come to us, and aren’t afraid to share ideas or ask questions. The School of Public Health does a great job at preparing students for what to expect as an intern. They utilize their classes in the work they produce with us and we provide them with real world experience to bring to their future classes.

Without funding from the PHLOT program, we would not be able to host School of Public Health interns. As a relatively small local health department, we have a tight budget, which does not include any funding for interns. Absent of PHLOT, not only would we be unable to attract interns to work in our department, it would significantly impact the ability for the SPH Internship Program to offer local public health experiences to students since our health department is not unique in its budget challenges for interns.

How did the internship experience benefit you?

Mia: It provided me with an opportunity to participate in hands-on community-based public health through the Creating Breastfeeding Friendly Community Grant. I worked directly in the community with participants of the Schenectady Baby Café.

Also, I was introduced to the advantages and nuances of going through Public Health Accreditation. I learned more in-depth about the importance of performance management as it relates to tracking public health indicators and how to organize a system to complete quality improvement projects. Because of the experience I gained in community-based work, Public Health Accreditation, performance management and quality improvement, I am now a well-rounded public health practitioner.

Shelby: I assisted with gathering documentation and materials for the Baby Cafe and helped prepare to open a second location. In addition, I assisted in creating documentation for PHAB accreditation such as a Crisis and Emergency Risk communication plan, a branding strategy for public health services, and I collaborated with other staff for pedestrian safety. Working at a local health department, I learned that its operations are much different than a private organization or the New York State Department of Health.

The importance of collaboration and community engagement was emphasized and became evident during my internship experience.

How did it prepare you for your future career in public health?

Mia: This internship truly brought all the pieces of my education together in a tangible way. I was an involved and valued team member at the Schenectady Health Department, and could not be more grateful for this experience.

Shelby: Public heath has so much community involvement and collaboration among various agencies and organizations, and a local health department does so much of that. I feel prepared to enter a work environment that utilizes community partnerships.

Why was receiving PHLOT funding important? Why should it continue?

Mia: Receiving funding through PHLOT allowed me to intern for a public health department with limited funds; it provides mutual benefits for students as well as mentors. PHLOT should continue because it supports hard-working graduate students who deserve financial assistance with the opportunity to take on these once in a lifetime internships. I would not have been able to participate in an unpaid internship, which is why I am so thankful for PHLOT. Shelby: Because a local health department already manages a relatively tight financial budget, without PHLOT funding for students, I wouldn’t be given this experience because the department couldn’t budget for an intern. I believe that organizations/agencies taking on interns learn from us being there and we do provide needed support for various projects.

Each semester, the Internships & Career Services Office seeks internship project proposals. Local county health departments and the New York State Department of Health Offices and Bureaus that don’t have available funds for their project are eligible to apply for funding through the PHLOT program. Proposals requesting PHLOT funding are reviewed, selected and ranked by a committee. 





The formal SPH Internship Process occurs each Fall, Spring and Summer. Internship project proposals from host organizations are requested three times a year.

For students and host sites participating in the internship process, it mirrors a job search. Students submit resumes and interview for positions.

To be considered for PHLOT funding, internship project proposals must be submitted through the SPH Internship Program by the deadline date established each semester.



We seek 3-credit (part-time, 240 hour) and 6-credit (full-time, 480 hour, summer only) placements for students to meet their 9-credit (720 hour) requirement for the MPH degree, and 3-credit (240 hour) requirement for the MS degree.



Internship hours can be completed as a combination of part-time (20 hours/week) during the fall, spring, and/or summer semester or full-time (40 hours/week for 12 weeks) during the summer semester.



Internship projects need to have a mentor with an advanced degree, ideally within the field of public health, and is required to address at least one (or more) of the following:



Assess, monitor, or conduct surveillance of health problems/ services in a population Establish health objectives and priorities Conduct research on population-based health problems including biological, environmental & behavioral issues Develop and/or implement policies and intervention strategies to meet public health needs Study the natural history of disease or health-related effects in a population

   

PHLOT funded students receive either a $2,500 (3 credit) or $5,000 (6 credit) SPH Internship Fellowship award which is applied directly to the student’s university account

3 EASY STEPS TO APPLY FOR PHLOT FUNDING STEP 1: Local county health departments and Department of Health bureaus & offices in New York State pursue financial support for the project through their organization, if it is available.

STEP 2: Organizations submit an internship project proposal, and indicate their request for PHLOT funding, if no other funding is available to support the project.

STEP 3: Once all proposals have been received, those requesting PHLOT funding are reviewed, ranked and selected based on those: 

most closely aligned with PHLOT’s mission;



whose concentration can be accommodated by an SPH MPH or MS student required to complete an internship as part of their program;



with comprehensive project descriptions, outcomes and deliverables.



whose location is accessible to students for placement;



whose proposal was submitted on or before the deadline date.

2018-19 PHLOT funded Internship projects included: Project: Rape Prevention Education (RPE) Evaluation Workflows NYS Department of Health, Bureau of Women, Infant & Adolescent Health Summary: Assist the RPE Evaluation Team with development and implementation of the Evaluation and Performance Measurement Plan with the main deliverable of a workflow and workflow diagram related to the creation of six Regional Profiles and one State Profile, a major component of the RPE Program Evaluation Plan, to be incorporated into the Evaluation and Performance Monitoring Plan document. Intern will set up user accounts, folders, and other organizational structures within the project management software that will house Regional Profiles used to track and inform the Regional Centers of the progress being made across the state utilizing the prevention strategies to prioritize specific environments, and create a visually appealing and efficient platform to house vital information for the Regional Centers, the NYS Department of Health, and to inform the CDCs of the progress being made across the state.

Project: Early Hearing Detection & Intervention (EHDI) Surveillance & Quality Improvement NYS Department of Health, Bureau of Early Intervention Summary: Hearing loss has been demonstrated to have a negative impact on a young child’s speech and language development. Without early diagnosis and enrollment in early intervention services, a child may have persistent delays in social-emotional development and learning that could impact school readiness. Intern will assist the Learning Community participants in developing Plan-Do-Study-Act cycles monthly, review progress toward AIMs by reviewing data generated from the NYEHDI-IS, participate in monthly coaching webinars, assist in content development, providing strategies to implement best practices, assist with organizing national and EHDI Program resources and tools for providers about the importance of timely screening and follow-up testing for infants who fail to pass their newborn hearing screening, and design/upload materials to a new webpage (www.ImproveEHDI.org) so information is available to providers.

Project: Analyzing & Interpreting Aerosol Measurement Data for Ultrafine Particulates in Biomass Emissions NYS Department of Health, Center for Environmental Health Bureau of Toxic Substance Assessment Summary: This project employs a wide array of air monitors and samplers to measure and evaluate ultrafine particle emissions from advanced biomass heating systems’ results will be used to characterize combustion emissions of high-efficiency, low-emissions biomass heating appliances in relation to public health and the environment. Ultimately, the project aims to provide a better understanding of the particle emission characteristics to inform public health exposure and risk assessment, and to suggest emission control and mitigation strategies to reduce the impact of biomass emission on outdoor and indoor air quality. Intern will participate in data aggregation, analysis, and technical graphical interpretation of results from a constellation of particle monitoring instruments; develop literature summaries, and create graphical data summaries tailored to a broad audience beyond the technical community.

When I started the MPH program, I was a Health Inspector. My coursework made me better in my role because I could see the global impacts and the programmatic basis for what I was doing. Public Health Leadership opened my eyes to leadership as distinct and separate from supervision. Program Evaluation gave me a small background to discuss implementation and tracking of program objectives, funding, etc. My health department still runs a home health agency, so Healthcare, Delivery & Finance was very helpful.

PHLOT funding should be continued because it is a small price to pay to provide continued training for the public health workforce. In addition, it enables public health education programs to bring in new people and new disciplines with unique points of view, thus allowing those funding dollars to have a greater impact across multiple fields and professions.

Being able to pursue an MPH has enabled me to learn about many public health topics. It has helped me to speak and present information on many public health issues in a credible manner to the community, legislators, community leaders, and has given me confidence in the field. With the economic challenges of today, and the time constraints that working full-time and supporting a family while pursuing higher education presents, the PHLOT program helps existing public health leaders develop crucial knowledge and skills needed in their current jobs so that they can be more effective. It not only strengthens the public health infrastructure, but helps develop future leaders who will potentially remain in public health for the duration of their careers.

I could not have continued to pursue my MPH degree without the support of PHLOT. It is an invaluable program for anyone who wants to have a career in public health.

Whether I’m working with outside stakeholders, community based organizations, or educating my staff, I use my graduate education on a daily basis. The skills I learned are relevant and current with today's public health agenda. I was hired as an interim Public Health Director contingent on getting the Certificate in Public Health Fundamentals & Principles. Once I received it, I was made permanent. Now that I have completed my MPH, I feel there is nothing I can’t achieve within this sector. So much emphasis has been given to workforce development; the PHLOT program is the poster-child on how to get it right! It allows an opportunity for existing public health staff to sharpen their skills which in turn creates better health outcomes for the communities in which they work. I also have been able to share what I have learned by holding key positions with the AHEC, Governors Tobacco Council, NYSACHO, DSRIP, NYSACHO, Cornell, and the NYS Health Foundation. Putting money into education is not in a vacuum; it is a seed that begins to grow.

The PHLOT program has deeply enriched my life, both personally and professionally. My children often say that I was role model for them all through high school. They felt like they could never complain about doing homework because they knew long after they had gone to bed I would be up studying. I was proud to walk at graduation and wear another PHLOT program graduate’s robe. I hope to pass it along and inspire others to join the PHLOT alumni!

Brenda Kirkwood, Director of Online Education at University at Albany’s School of Public Health, took her show on the road and visited two county health departments to share information about our online Public Health graduate programs. After attending the NYSPHA/NYSACHO Public Health Partnership Conference in Cortland, NY on May 1 - 3, 2019, Kirkwood decided to capitalize on the opportunity and scheduled presentations at the Tompkins County Health Department and Cortland County Health Department to discuss the benefits of pursuing online graduate coursework through SPH with their employees. Two PHLOT funded students and recent graduates, Frank Kruppa, Public Health Director of Tompkins County Health Department and Nicki Anjeski, Public Health Educator at Cortland County Health Department helped to coordinate these recruiting events.

“These visits served as wonderful platforms for me to connect with our current and (potentially) future online students. I don’t get the chance to see them in person, so it was great to be able to place faces with names,” says Kirkwood. “To hear directly from these professionals who work in the field about what motivates them to take online classes was extremely helpful.”

For those who wanted to attend but couldn’t travel to San Diego for the APHA Annual Meeting & Expo on November 10-14, 2018, PHLOT supported logins for 50 users for APHA Live!, a resource providing virtual access to 14 premier sessions to be watched live or on-demand, including the Opening, Monday and Closing General Sessions. A “Virtual Watch Party” was held on November 14 for the SPH community.
