Back to a “Normal” Summer, UCANE’s Work Continues A recent run of 90-degree weather has let us know that summer is here. With most Covid-related restrictions being lifted, the summer of 2021 looks to be much different than the summer of 2020. And by different, I mean normal. People will be flocking to Massachusetts beaches, lakes, ponds, and rivers to enjoy all the outdoor activities we have to offer. Massachusetts will once again be a desired vacation destination. Tourists and residents have many locations to choose from and this is all because of the work UCANE members have done to dramatically improve water quality in our state and region.

T

he most obvious example is in Boston. The city’s area beaches have some of the cleanest water in the nation, not just the state. This was unthinkable twenty years ago. If you are over the age of 30, you can remember when people were afraid to go near Boston Harbor or the Charles River, much less swim or participate in recreational activities. But the work of UCANE members on behalf of the MWRA and area municipalities changed all that. The construction of Deer Island, the completion of combined sewer overflow (CSO) projects, and other water infrastructure improvements have brought residents back to area beaches and have also been the single biggest reason for the Seaport District and Boston’s development boom. The same holds true for Cape Cod, where water quality is obviously vital to its economic health. According to news reports, Cape rentals are at nearly 100% for the season, which means there will be the traditional backups on the Bourne and Sagamore bridges, but it is good news for the Cape’s economy. The better news is that after years of inaction, municipalities on the Cape continue to make significant progress on upgrading their water infrastructure to abate the nitrogen pollution that puts the water quality of the entire region at risk. This progress is the result of the collaboration and advocacy of many groups, including UCANE. You can read more about the progress made on the Cape in an op-ed from UCANE, JUNE, 2021

Andy Gottlieb, Executive Director of the Association to Preserve Cape Cod, and Wendy Northcross, CEO of the Cape Cod Chamber of Commerce on page 17. All of these positive achievements do not mean in any way that the work is done. It serves as a sober reminder that unless we continue to invest in our water infrastructure, we could easily be back in the dark and dirty days. We are still facing a $21 billion gap in funding over the next 20 years, and this figure does not include the several billion dollars needed for PFAS, lead, stormwater, and climate resiliency efforts. The Merrimack River still has millions of gallons of raw or partially treated sewage spilling from aging pipes and plants, so much so that a bill was recently passed that requires residents to be notified when the river is unsafe. In addition, places like the Berkshires need to update and expand their underground infrastructure for future economic development and housing needs. In that respect, we should never go back to the “normal” of neglecting our drinking water, wastewater, and underground utility infrastructure and keeping it “out of sight and out of mind.” We need additional funding and incentives for our cities and towns, so that this important work can get done. I hope that all of our members are able to enjoy a safe and healthy summer this year, and that we can once again look forward to coming together soon! n

Massachusetts Senate Passes FY22 Budget Proposal; Concern about Contract Assistance Line-Item Exists

T

he FY22 budget cycle has entered into its late stages as the Massachusetts Senate passed their version of the budget right before the Memorial Day weekend. In passing its FY22 budget proposal, the Senate increased spending by close to $1.3 billion over FY21 after Senators added $63.7 million through amendments. Total spending in the Senate budget stands at $47.7 billion, $1.9 billion more than the Governor’s initial proposal and $7.9 million more than the House budget. In reaching its core funding, the Senate drew $1.55 billion from the Commonwealth’s Stabilization Fund, a draw that is $50 million less from reserves than the budget proposed by the Baker-Polito Administration. The Stabilization Fund, under the Senate budget proposal, would retain $1.15 billion. Additionally, the Senate’s budget relies on $575 million from enhanced Federal Medical Assistance Percentage (eFMAP) reimbursements and $15 million in FEMA reimbursements to take advantage of changes at the federal level to maximize revenue opportunities. Significantly, all three budget proposals (House, Senate, Governor) exclude the use of Federal American Rescue Plan funds. Like the House, earmarks for local and other small programs account for most (66.7%) of the spending added in the Senate budget debate, but $21.2 million was also added to boost funds for local boards of public health, local tourism boards, several K-12 education programs, and other larger programs. The Senate also adopted 83 new policy sections in addition to the 60 policy riders included in the version originally released by the Senate Ways and Means Committee. The Senate also added several tax policy changes, created numerous dedicated trust funds, formed task forces on higher education affordability, JUNE, 2021

and increased fees and oversight and reporting requirements related to transportation network companies. Both branches are in agreement on a $219.6 million increase in Chapter 70 funding for public schools that lawmakers said would finance one-sixth of the 2019 School Finance Reform Law and put the funding schedule back on track after 2020. Of particular concern to UCANE members, the Senate FY22 budget significantly pares back the Clean Water Trust’s (CWT’s) contract assistance line-item. Funding under the contract assistance line item allows the CWT to provide greater financial assistance to municipalities and regional water utilities in the form of lower than 2% interest rates or even principal forgiveness for certain qualifying projects. Contract assistance does not directly fund projects, but it addresses the difference between borrower repayments and amounts owed on debt service. Recognizing the importance of this line-item, the Massachusetts legislature, led by the Massachusetts Senate, increased the cap of this important line-item to $138 million through the Commonwealth’s Water Infrastructure Legislation, Chapter 259 of the Acts of 2014. Principal forgiveness reduces the impact on the ratepayers who shoulder most of the burden for funding infrastructure investments. In an effort to prevent the lowest budget appropriation to this line-item since FY02, Senator Jo Comerford, joined by Senator Mike Moore, Senator Paul Feeney, Senator Julian Cyr, Senator Susan Moran, Senator Adam Hinds, Senator Jamie Eldridge, and Senator Walter Timilty, filed an amendment attempting to level-fund this item. In advocating for the amendment, UCANE wrote to the Senate Ways and Means Committee that: “Without level funding the contract assistance line-item (1599-0093) however, the CWT will not be able to provide the additional support necessary to incent our municipalities and regional water authorities to address critical maintenance needs, develop long term plans, and incorporate important water management reforms. These reforms are critical to the success of the overall effort to save on long term costs, sustain economic development, and manage systems more efficiently. Adopting Amendment #316 will allow the CWT to provide 0% loans and other incentives to encourage municipalities and regional water authorities to address their water infrastructure more affordably. (Note: contract assistance does not directly fund projects; it addresses the difference between borrower repayments and amounts owed on debt service.) A well-maintained water infrastructure system is key to maintaining economic growth and creating new jobs.”

A variety of other member organizations of the Water Infrastructure Alliance, including the Massachusetts Water Works Association and the American Council of Engineering Companies, Massachusetts, also weighed in with support for Amendment #316. UCANE thanks Senator Comerford, the Senators who cosponsored her Amendment, and other organizations working to ensure the CWT has the tools necessary to address the Commonwealth’s $18 billion to $21 billion water infrastructure funding gap. The House and Senate will now convene a Conference Committee during the month of June to present the Governor with a FY22 budget before July 1. continued on page 11

Baker Signs Bill Addressing UI Rate Relief, Paid COVID Leave

A

ccording to the State House News Service, Governor Charlie Baker signed legislation on one of the last days of May that will allow businesses to avoid steep spikes in unemployment insurance taxes this spring and summer by spreading the cost over the next 20 years. While the new law creates a new, predictable, and stable formula to address recoveries related to COVID-19 claims, many political observers are waiting to see whether the Massachusetts legislature uses anticipated federal COVID-19 relief funds to replenish the fund before employers are directly impacted. In essence, the new law seeks to replenish the unemployment insurance system that was decimated by the widespread job losses that occurred as a result of the COVID-19 pandemic by resetting the equation that determines what employers must contribute in the event the unemployment fund dips below established thresholds. While the Massachusetts legislature and the Governor worked to address the annual per employee assessment earlier this year, the unemployment insurance system formula remained untouched. Included as part of the newly signed legislation, a new $75 million emergency COVID-19 sick leave program offers workers up to one week of paid leave, capped at $850, to quarantine, recover from the virus, get vaccinated, or care for a sick family member. The Governor and House and Senate leaders went back-and-forth over whether to extend

the sick leave program to include municipal employees. While the Massachusetts legislature eventually rejected Baker's amendments excluding municipal employees, the Governor ultimately decided to extend the protection to municipal employees, as he did not veto the final legislation. The Massachusetts Municipal Association (MMA) had argued that local government employees already receive strong sick leave benefits through collective bargaining agreements and local policies, and whether to use municipal revenues to offer special supplemental COVID-19 benefits should remain a local decision. In summary, the Legislature’s paid sick time provision now requires Massachusetts employers to temporarily provide emergency paid sick leave to employees who are absent or unable to work for reasons related to COVID-19, including employee self-care and care of a family member with a COVID-19 diagnosis or symptoms, compliance with an order to quarantine because of exposure or symptoms, and inability to telework after a COVID-19 diagnosis. The definitions of “employer” and “employee” also now includes local government. The new temporary state program is based on requirements in the federal sick leave program included in the Families First Coronavirus Response Act, which expired at the end of 2020. Baker-Polito Administration Announces New $2.1 Million Funding Opportunity to Reduce Air Pollution from Diesel Engines

L

ate May saw the Baker-Polito Administration announce that it has opened a new $2.1 million competitive solicitation for projects that will reduce diesel emissions from vehicles and equipment throughout the Commonwealth. The program, funded through the Federal Diesel Emissions Reduction Act (DERA) program, will help to accelerate the retirement of older, less efficient, and more polluting vehicles. Administered through the Massachusetts Department of Environmental Protection (MassDEP), funds are available to private, public, and non-profit entities. Eligibility is based on criteria set forth in a U. S. Environmental Protection Agency DERA Program Guide, as well as other criteria, such as proof of operation at least half the time inside Massachusetts. Applications for the program must be submitted by 5 p.m. on July 12, 2021.

According to the press release issued by the MassDEP, diesel emissions can result in serious health conditions like asthma and respiratory illnesses and exacerbate global climate change, and often disproportionately impact environmental justice communities that are already overburdened by environmental hazards. This open solicitation will fund the upgrade or replacement of eligible diesel vehicles; such as buses, trucks, marine engines, locomotives, and non-road equipment used in sectors like construction, cargo handling, and agriculture, with lower and zero-emission technologies. Coalition Weighs in on Wage Theft Legislation. A coalition of contractor associations, business-employer organizations, and the region’s largest development association submitted testimony raising significant concerns with certain provisions in the so-called “wage theft” legislation to the Joint Committee on Labor and Workforce Development, as well as House and Senate leadership in advance of the Committee’s June 8 hearing date on the matter. The now annual debate relative to extending “vicarious liability” to any and all employers in a vertical contract relationship has risen again as proponents are using the start of the legislative session as an impetus for a renewed push. The coalition letter, which supports the strong enforcement of the many existing wage and benefits laws, includes UCANE as a signatory. Under the proposed bill before the Massachusetts legislature, a general contractor would be held strictly liable for any failure, whether intentional, or through a good faith mistake, by any subcontractor in the vertical contract chain to properly pay a worker. Auditor Suzanne Bump Not Running for Re-election. Massachusetts State Auditor announced that she will not be a candidate for re-election in 2022. Auditor Bump, who has been elected to the office three times, was previously a State Representative from Braintree and former Labor Secretary for Governor Deval Patrick. Since 1986, with the late Auditor Joseph DeNucci holding on to the post for 25 years before her, and then Bump’s election in 2011, there have been only two Auditors. Given the infrequency in which statewide seats open-up, initial candidates for the seat have either announced their intention or strong inclination. Transportation for Mass Executive Director Chris Dempsey, State Senator Diane DiZoglio, and Governor’s Councilor Eileen Duff have all expressed interest in the seat. Auditor Bump is the first of the six constitutional office holders to announce their plans for 2022. PFAS Task Force Holds First Meeting. Created by the Massachusetts legislature at the end of last session in the FY21 budget, the Commonwealth’s PFAS Task Force held its inaugural meeting on June 1. Chaired by House Speaker Pro Tempore Kate Hogan and Senate Assistant Majority Whip Julian Cyr, the panel heard a presentation from MassDEP Commissioner Marty Suuberg relative to PFAS and the Commonwealth’s efforts to address it to date. Among other

items, the PFAS Task Force is charged with gathering and reviewing information regarding known locations of per- and polyfluoroalkyl substances (PFAS) detection and to create response plan strategies; identifying the sources of per- and polyfluoroalkyl substances contamination and exposure pathways that pose the greatest risk to public health and the environment; and examining and estimating the cost to mitigate per- and polyfluoroalkyl substances contamination in known locations across the commonwealth. The PFAS Task Force will be posting all information before the panel on the Massachusetts legislature’s website shortly. Baker Files Legislation to Extend Certain Government Policies. While pulling back on restrictions for the Massachusetts economy on May 29, Governor Baker announced that certain mechanisms that have been used to address the COVID-19 pandemic should be extended. At the end of May, Governor Baker filed legislation to extend outdoor dining options for municipalities, expand the use of virtual means for complying with open meeting laws, and preventing health care providers from balance billing for COVID-19 related health care costs. The Governor’s Office has explained that the extension of these mechanisms will provide an easier transition back for residents and businesses alike. The Legislature also appears willing to extend certain policies as the Senate Committee on Ways and Means expressly sought input before June 1 on the matter. Licensing Division to Shed Boards and Change Name. The Massachusetts Division of Professional Licensure (DPL) will transfer 13 health related boards of registration to the Massachusetts Department of Public Health under Article 87 legislation filed by the Governor. Upon the transfer of these boards, DPL would retain oversight of 15 licensing boards covering a variety of occupations ranging from electricians to massage therapists, as well as oversight of 10 boards, bureaus, or other governing bodies within the Office of Public Safety and Inspections, and the Office of Private Occupational School Education. Further, as part of this legislation, the Division of Professional Licensure, would become the Division of Occupational Licensure as changing the name of the agency would more accurately reflect its function and purpose in assisting the people of the Commonwealth. New Financing is Boosting Wastewater Treatment

What has long loomed as an existential threat to the economy and vibrancy of Cape Cod—septic-system pollution and runoff that ruins our bays, rivers, and lakes—is a challenge Cape communities can meet and are meeting with affordable, sustainable new cleanup initiatives.

T

hat’s the inspiring lesson Cape Codders can and should take from several pieces of great news this spring. Mashpee town meeting voters on May 3 unanimously approved $54 million for the first phase of a town wastewater treatment and sewer system that won’t require any local tax increases. Similarly, without requiring additional taxes, Orleans last year launched construction of its $38 million wastewater treatment plant, connecting to a $21 million new network of sewers in the heart of town. Those moves came after Falmouth successfully connected hundreds of homes in its Little Pond and Maravista neighborhoods to new municipal sewers, in projects that came in on time and under budget. Harwich’s sewer system, which connects to Chatham’s recently enhanced wastewater treatment plant, is also well underway. For years, progress on reversing the Cape’s waterquality crisis was halting, at best, and marked by more

litigation than construction, more angst than action. What’s changed decisively in the last years is the availability of new funding streams that don’t rely on additional property taxes, along with many examples of nimble and taxpayer-friendly financial thinking by local officials. Key to getting the Mashpee and Orleans projects underway has been the 2019 launch of the Cape Cod and Islands Water Protection Fund (WPF). Coupled with the expansion of the hotel/motel tax to home rentals, the WPF is funded by a 2.75 percent excise tax on short term rentals and traditional hotel/B&B overnight stays. It ensures that visitors to the Cape who contribute to demand for clean water and the need for wastewater treatment pay, alongside Cape residents, their fair share of what it costs to achieve those important objectives. The WPF represents a truly elegant solution: The very thing that makes Cape Cod so attractive to continued on page 19

The fund is now generating tens of millions of dollars annually to help towns pay for water protection and taking significant pressure off Cape Cod taxpayers to solve the clean-water crisis. The WPF recently awarded $71 million to eight Cape towns, effectively providing $71 million in local property tax relief to those towns. Also proving key are the availability of zerointerest loans from the Massachusetts Water Trust and growing examples of innovative fiscal thinking by local Cape officials. Mashpee town leaders, for example, helped secure overwhelming support for their clean water work by proposing that Town Meeting reduce the Community Preservation Act levy in the town by one percent while creating a new Water Infrastructure Investment Fund to make the project work financially and politically. (When, by the way, was the last time you heard of a Massachusetts town meeting voting unanimously … for anything?)

During my college summers, I worked as a laborer for the Water/Highway Departments for a small town on the North Shore, which served as a bit of an introduction to the construction industry. After graduating from college with a civil engineering degree, I worked for six months as a laborer for a small sitework/utility contractor while contemplating my career path. I decided to pursue a career in the contracting business rather than the engineering field. I began this career with Perini Corporation of Framingham, working in the main office as a junior Engineer/Estimator. My first project with Perini was one of the early Central Artery/Tunnel jobs – the Logan Airport Egress Ramps. How long have you been with Jay Cashman, Inc. and what is your role there? I have been with Jay Cashman, Inc. for almost 24 years. We pursue heavy/civil, marine infrastructure and dredging, work mostly along the east coast. Since 2007 I have been the Chief Estimator for Cashman. Prior to my current role, I worked as a Project Engineer/Manager on two large transportation projects – the CA/T North Station Portal and the Greenbush Commuter Rail line on Boston’s South Shore.

Under the Hard Hat continued from page 21 heavy construction industry has generally not been impacted as severely, as much of the work is comprised of critical infrastructure projects. For Cashman specifically, most of our ongoing work continued through the pandemic. Our two largest projects during that time were the Boston Harbor Dredging job and the Woods Hole Ferry Terminal Reconstruction, both of which are critical infrastructure projects and work continued essentially uninterrupted. However, even though the work continued, the manner in which we do business has been impacted in many ways. During the early stage of the pandemic, most of our office staff worked remotely, which presented some challenges. As a fairly large company, Cashman has a significant home office staff that had to learn to work from home. Most meetings have been held remotely (Zoom, etc.) and most bids have been submitted electronically. The Health and Safety department faced a whole new set of challenges with establishing COVID protocols for both office and field operations, as well as managing active COVID cases. I know we all hope that the worst is behind us and we look forward to our lives, both business and personal, returning to normal in the coming months. As we near the halfway point in 2021, how would you rate the state of the heavy civil construction industry to this point, and what do you see ahead for contractors focusing on infrastructure work?

It is not clear yet if the pandemic has had any short-term or lasting effect on the career decisions of young people entering the workplace. What would you like our membership to know about being a Board Member? Serving on the UCANE board provides a unique perspective on the underground construction industry. It gives us the opportunity to pursue the best interests of the entire industry, as opposed to our daily pursuits at a particular project and/or our individual companies. It has been extremely interesting and rewarding to serve on the board, as well as participating in the Government Relations meetings. n

Luigi “Gino” Gioioso P. Gioioso & Sons, Inc.

I

t is with great sadness that we announce that our beloved member and friend Gino Gioioso passed away on May 7, 2021, at the age of 87. Gino was the beloved husband of Grazia Gioioso, and the loving father of Gino and his wife Mary-Ellen of Walpole, Marco and his wife Christine of Walpole, and Lora Crouch and her husband George of Ashbury, Virginia. He was also the cherished Nonno of Lindsay, Ashley, Gracey, Gino, Jr., Marco, Jr., Daniel, and Ava Gioioso, and Alexa, Jacob, and Logan Crouch. Gino was the brother of Giuseppe Gioioso of Braintree, Ferrante Gioioso of Braintree, Maria DiNanno of Norwood, Francesco (Frank) Gioioso of Walpole, Elena Adgate of Braintree, the late Enrico Gioioso, the late Tommaso Gioioso, the late Filomena Colasante, and the late Mario Gioioso. Born and raised in the small village of Viano in Filetto, Italy, Gino developed his strong work ethic at a young age and served in the Alpini Italian Military. In 1960, he immigrated to the United States,

making his home in Dorchester, MA and finding work as a contractor with local construction companies. In 1962, Gino and four of his brothers founded P. Gioioso & Sons, Inc., a General Construction Company based in Hyde Park, which today is one of the most respected utility construction companies in our state. In 1968, Gino met and married the love of his life, Grazia. They made their home in Watertown where the couple welcomed and raised their three children. Gino loved to garden, make wine, hunt, travel, and socialize with friends. But, most of all, he loved spending time with his children and 10 grandchildren. They were his world and he was so proud of them. His legacy will be carried on by each and every one of them. The Officers, Board of Directors, Members, and Staff of UCANE extend their deepest sympathies and condolences to the entire Gioioso Family. Gino’s years of experience and knowledge of our industry brought him the unequaled respect of his peers, who feel a deep personal sadness at his passing. n

Rare Inclined Elevator Nears Completion at Pilgrim Monument UCANE member Robert B. Our Co, Inc. heads up group of experts on a very unique project in Provincetown, MA. A team of Cape Cod contractors is headed towards the home stretch on the construction of a rare, inclined elevator at one of the nation’s top historic sites, the Pilgrim Monument in Provincetown, MA. uilt in 1910, the Pilgrim Monument at 252-feet-tall is the tallest granite structure in the United States and a popular attraction for both locals and tourists. Dubbed the Bradford Access Project, the inclined elevator will create an additional entrance to the historic site, where access has been long restricted by geography. Generations of visitors to downtown Provincetown have stared up at the monument and museum at the top of the 85-foot-high site known as High Pole Hill, with no direct way up. ment’s interior structure. While granite is virtually indestructible, sections of concrete embedded with steel had absorbed moisture and salt spray, causing the steel to corrode and disintegrate. Working with California based Fibrwrap Construction Services Inc., Coastal recommended a state-of-the-art advanced polymer fiber technology to reinforce the structure with a moisture-proof exoskeleton system, all while respecting the monument’s historic authenticity. Both projects were planned to be completed in advance of the 400th Anniversary of the arrival of the Mayflower and the first European settlers to America’s shores. Construction of the inclined elevator project started in late summer 2020 and is slated to be up and running by early summer of 2021. The project will better connect the monument to pedestrian traffic in downtown Provincetown. A 20’ x 20’ ADA Compliant boarding station or train-type platform was constructed at the base of the hill on Bradford Street. A second boarding platform was constructed at the top of the hill near the base of the monument. The two boarding stations are connected by a dual continued on page 31

Robert B. Our continued from page 29 set of heavy rails 120 feet long at an incline of 45 degrees. According to Coastal Engineering’s President John Bologna, “The inclined elevator is a custom-designed single tram system (as opposed to a “funicular,” which is a dual tram system that counts on the opposing cab for counterweight). The tram will run on a track at a speed of approximately 200 feet per minute. The rail car will be able to transport up to 18 passengers between the two boarding stations in about two minutes.” The project team faced the significant challenge of erecting a mini railway on a hill that is effectively a large sand dune, reflective of the terrain across the windswept Lower Cape. Deep foundation work was required to support the two station platforms and also at six points along the rail. Creating temporary work platforms on the intermediate points along the rail was no easy task, according to Our Co’s. Project Manager Kevin Trombly. “We are horizontal contractors, but we don’t run across too many jobs on a 45-degree angle. Building those intermediate rail supports and drilling 40-foot helical pilings at all of them along the slope was a challenge,” says Trombly. “We had Geo mats draped over the hill to prevent the sand from shifting or washing away in the rain, while at the same time our workers were using rope ladders to climb between the six work stations.” Extensive dewatering was also required for the 15-foot-deep foundation on the Bradford Street boarding station where the water table was only 4-feet below grade. A steel sheet-pile cofferdam was constructed in addition to a well point system so that helical piles could be driven at subgrade to support the precast pit for the elevator. Arriving from Switzerland several weeks ago, the rail car was the last delivery in the critical path after being delayed by customs at both ends of the trip due to pandemic protocols. The car has been successfully tested and is expected to have its inaugural run with local and state dignitaries in June. The inclined elevator, with a capacity for 18 riders, is one of the largest in the world and only the second of its kind in New England. It is expected to be open to the general public by July 4, 2021. Once the inclined elevator goes into service, it is expected to boost revenue with an estimated 33% to 55% increase in visitors to the Pilgrim Monument and Provincetown Museum, said K. David Weidner, executive director of the Pilgrim Monument and Provincetown Museum. The Museum has previously averaged between 90,000 and 100,000 visitors a year, he said. Weidner said he was impressed with the way the project team worked together. “This has been a symbiotic relationship, and they have gone through a lot of iterations to get this thing built,” he said. With a combination of grants, donations, and increased revenue from ridership, the group hopes to payoff the construction loan within 10 years. One donor who is familiar to all UCANE members and to many Massachusetts residents is local contractor, (and long-time UCANE member), Jay Cashman, Inc. from Quincy, MA. Owner Jay Cashman has had a special historical connection to the Pilgrim Monument. He graciously donated $150,000 to the inclined elevator fund and has provided behind the scene assistance, resources, and expert advice to both CCPMA and Robert B. Our Co., Inc. throughout the project. According to Jay, “My ties with the Pilgrim Monument run deep: My great-great-uncle, John Cashman, immigrated to the U.S. from Ireland with his parents and a sibling. He worked as a marine contractor from the end of the 1800s until he died in 1913.” “He owned a quarry in Stonington, Maine, from where the granite blocks used to build the Monument were cut.

John transported the blocks on a barge from Maine to Provincetown. Once they arrived, they were loaded onto a rail system that moved them up to the top of High Pole Hill. I guess you could say that the rail system was the original inclined elevator! John helped lay the cornerstone along with President Theodore Roosevelt when construction began in 1907.”

Historic Monument Built to Honor the Pilgrim’s Voyage Provincetown Structure Built 1907-1910 Many Americans, including those right here in New England, may think of Plymouth Rock as the original landing point when the Pilgrims came from Europe to the “New World.” However, historians agree that the Mayflower with its very tired 102 passengers and 30-member crew, actually dropped anchor and created the first footprints in America’s sand at Provincetown on the tip of Cape Cod, in November of 1620. Departing from Plymouth, England on August 15, 1620, the 67-day journey covering 3,000 miles was a grueling trip. Captain Christopher Jones anchored the 90-foot Mayflower in Provincetown for five weeks before setting sail again, this time a short sail across Cape Cod Bay, for what would soon become the Town of Plymouth, Massachusetts and home to its famous rock.

ome 270+ years later, in 1892, a group of Cape Cod residents came together to form the Cape Cod Pilgrim’s Memorial Association (CCPMA). Their idea was to build a granite monument to honor and memorialize the Pilgrim’s first landing in Provincetown. The site chosen was located very close to the harbor and known as High Pole Hill. The 85-foot hill was very steep, comprised mostly of sand, and with a crest about 100 feet above sea level. By 1907 the CCPMA and their Architect, Willard Sears, had completed the design of the monument, which would be patterned after a famous Italian bell tower. The group had raised in excess of $90,000, including $40,000 from the federal government, to cover estimated construction costs. The Aberthaw Construction Company of Boston was chosen to construct the foundation. Work on the foundation began on June 20, 1907. There was no formal ceremony to mark the beginning of the work. The foundation was a 60 foot x 60 foot x 8 foot deep mass reinforced concrete pour with perimeter walls extending 5 feet above the ground. The cost of the foundation was not recorded, but work was completed in six weeks. On August 20, 1907, President Theodore Roosevelt and his entire family, escorted by a small armada of naval ships, sailed from Roosevelt’s summer home on Long Island to Provincetown Harbor, on their private yacht, to assist in laying the cornerstone for the (soon-to-be-built) monument. Politicians and dignitaries from all over Massachusetts attended the elaborate ceremony and later that evening the Town continued on page 37

Historic Monument continued from page 35 hosted a dinner for 500 people at the Town Hall, where speeches continued into the night. In the Spring of 1908 bids were received for a granite tower that would extend some 252 feet off the newly built foundation. It would start at 60 feet square on the bottom and gradually reduce to 28 feet square at the top where a castle-like bell tower would be constructed. Granite stairs inside the structure would allow visitors to reach the bell tower, providing panoramic views of Provincetown Harbor and the surrounding area. The lowest bidder for the work was the firm of Maguire & O’Heron from Milton, Massachusetts. They bid $73,865 dollars to build the monument on the already prepared foundation. Liquidated damages were set at $5/day. Specifications required granite stones to be secured from a quarry located in Stonington, Maine. The Army Corps of Engineers would oversee the construction. Construction of the Pilgrim Monument began on June 18, 1908. To assist with getting the granite stones and mortar to the top of the hill, the contractor devised a temporary rail system where heavy carts were winched up the 85-foot hill along a set of tracks. Historic Monument continued from page 37 stone work was slow and tedious but after two years of challenging construction the tower was completed with no serious injuries to any workmen. There was, however, a casualty to an elderly Provincetown resident in an unusual accident. Mrs. Rosilla Bangs, 85, was struck and killed by a runaway rail cart that jumped the rails and travelled out of control across Bradford Street. On August 5, 1910, President William Howard Taft led a dedication ceremony at the monument that surpassed the Roosevelt event three years earlier. In addition to politicians at every level, there were over 3,000 citizens that came via ships and via railway from Boston to the train station located at the foot of High Pole Hill. The U.S. Navy’s Atlantic fleet even sailed into the Provincetown Harbor. The Pilgrim Monument was a proud marvel. It would house a historical museum at it’s base and be visited by millions over the next 100 plus years. The government retained rights to the tower during wartime and it was used as a lookout tower in World Wars I and II. The government did not relinquish full control over the tower to the CCPMA until 1959. Massachusetts DPU Hosts Dig Safe Webinar with UCANE On April 15, UCANE members attended a Webinar via ZOOM, put on by DPU’s Pipeline Safety Division. Through a joint effort between UCANE’s Executive Director Jeff Mahoney and DPU Pipeline Safety Director Rick Enright, the Webinar was exclusive to UCANE members and focused on DPU’s Dig Safe Program.

I

n addition to Pipeline Director Enright, Dig Safe Program Manager Kerry Morris and DPU Assistant General Counsel Janine Vargas participated in the Webinar. Manager Morris presented a very informative Power Point presentation covering all current Massachusetts Dig Safe Laws and Regulations. The format was flexible and Ms. Morris encouraged UCANE members to ask questions at any time during her presentation. Topics ranged from the paint color required for pre-markouts, to renewal procedures for Dig Safe tickets, to how to submit Dig Safe Complaint Forms to DPU. Attorney Vargas emphasized the importance of contractors filing complaint forms in cases where the excavator feels they were not at fault, so that DPU has both sides of the story when reviewing complaints. She reviewed the kind of information that DPU looks for on the submittals, and she reviewed DPU’s procedures regarding Informal Reviews (currently done remotely) and Adjudicatory Hearings, and the difference between a Remedial Order and a Consent Order. DPU acknowledged some COVID-caused delays in processing the complaint forms and issuing the NOPV’s (Notice of Probable Violations). As staffing levels slowly return to the office, they expect to reduce the backlog of NOPV’s well ahead of the 3-year time frame allowed between the damage incident and NOPV issuance. The review and discussion on the past several years’ statistics regarding Complaints, NOPV’s, and Penalties assessed, was quite informative. As has historically been the case, DPU considers the marking out of, and the working around existing gas lines to be of highest priority for the Pipeline Safety Division, as well it should be for both utility owners and excavators. With total penalties being assessed exceeding $2 million during the last two years, there is no question that DPU is getting that point across.

Ms. Morris encouraged UCANE contractors to visit the Pipeline Safety Division’s website at https:// www.mass.gov/orgs/pipeline-safety-division. The site is the defining location for Dig Safe regulations, statutes, and statistics. All DPU contact information is on the site and an option to submit questions is available. This Webinar was a unique opportunity to exchange information between UCANE members and the DPU. Many questions from the membership were posed and DPU addressed them all. UCANE wants to thank Director Richard Enright, Manager Kerry Morris, and Counsel Janine Vargas for taking the time to participate in the webinar and we look forward to future collaborations to provide members with valuable information. There is no doubt that safety around gas lines, and all other underground utilities, is of the highest importance and of mutual interest to both organizations.

An Interview with Lisa DeMeo DPW Director – Town of Salisbury, MA Lisa DeMeo graduated from the University of Lowell with a Bachelor’s Degree in Civil Engineering. She furthered her studies with an MBA from UMass Lowell and attended Stevens Institute for Project Management. Her first jobs were in the private sector with AT&T/ Lucent Technologies and then with Hancor Pipe Co., where she was a Sales Engineer for High Density Polyethylene (HDPE) pipe products. While at Hancor, Lisa had a chance to meet many municipal engineers, which was when she became attracted to that field. In 2002, she took her first public works position as Town Engineer in Tewksbury. Lisa later accepted an offer to be the City Engineer for the City of Lowell, where she worked for 10 years. She has taken many continuing education courses over the years including at Suffolk University where she earned a certificate in Government Leadership and Management. In 2017, she left Lowell to accept the Director of Public Works Position in Salisbury. Please give us a brief description of the Town of Salisbury in regards to make-up of the DPW, population, and infrastructure statistics? The population of Salisbury varies from summer to winter. The year round population is just about 9,000. However, in the summer it swells to over 20,000. Being a beach resort community brings weekly and monthly rentals, as well as the many daytrippers that clog the roads every summer weekend. JUNE, 2021

Unfortunately, the public works staff doesn’t grow in the summer but the demands do. Regardless of how many visitors we get at the beach, we still have to address all the other public works needs throughout the entire town. We do hire some ‘beach kids’ to help keep an eye on the comfort station at the beach center, as well as keep the trash barrels empty. The Public Works department has the responsibility for the following divisions: Wastewater, Stormwater, Highway, Cemetery, Parks/Rec, Recycling, Forestry, Mechanic, Facilities, Snow/Ice, Administration/Finance, and overseeing the consultant that maintains the Water system. About 60% of the Town is on municipal sewer. What do you currently see as the most pressing infrastructure needs for the Town in the next few years, and is there a 5-year Asset Management Plan in place to address those needs? ing water. The source of our drinking water is ground water. We have four active wells; three on adjacent sites, and one further north on the other side of Route 95. Two major factors are contributing to the concern for future water. The Town has been growing over the last decade, both in population and businesses. In the last three years more single-family homes have gone up than in the previous eight years. There are several very large projects making their way through the land use boards. Secondly, all of our wells are on the northern side of town, along the Seabrook, NH border. Seabrook also uses wells as their main water supply. Our problem is that not only are Seabrook’s wells deeper than ours, but NH DES allows Seabrook to draw from the aquifer for longer periods than MassDEP will allow us to draw. This results in Salisbury having to impose some very unpopular water bans, often very early in the season. Even though we are almost surrounded by water (Atlantic Ocean and Merrimack River) the ground water on those sides of town is much too brackish for drinking.

There is also a $3M water main replacement project underway, that will be completed later this summer on the southern part of Route 1. The Town has recently incorporated a small neighborhood Water District into the Town’s system. A Town Meeting Article, as well as contribution from the neighborhood water district are funding the replacement project. Both projects are being performed by UCANE contractors and moving along smoothly. The Town as a whole has not had an official asset management program until recently. The Capital Improvement Plan is currently underway. How does your municipality normally fund water and sewer projects? Does the Town of Salisbury utilize the SRF Loan Program through MassDEP for water infrastructure projects? In my time here (four years) we have not utilized any SRF funds. Town Meeting funds and Betterment programs have been the funding source. We have an $18M sewer installation project running along the northern section of Route 1 with completion targeted for fall of 2023. Funding for this is through Betterments. We hope to counter some of that with JUNE, 2021

The Game of Jenga and The Importance of Reporting Near Misses Reporting near misses has long been a hot item for safety departments. What happens to a company's safety program when near misses go unreported is similar to what happens in the game of Jenga. Before I go any further, I need to clarify what Jenga is. Jenga is a game that begins with a tower of blocks. Each player then knocks out a block and places it on top. The one who knocks the tower over is the loser. So now that we got the basics of the game out of the way, I can now explain how a company's safety program is like the game.

P

ut yourself in this situation; you are walking a jobsite and witness something that isn't right, a negative observation is seen, and work needs to be stopped and the act corrected before proceeding. That is similar to pushing a block out of the tower structure in Jenga. You create a disruption that usually involves having to confront someone who is not happy that you stopped their work. The corrective action is then discussed, implemented, and work starts back up again. That is similar to taking that knocked out block and strategically placing it on the top of the tower to help strengthen it. Now take the same situation, except when you witness the bad behavior or unsafe act, you do nothing. What does that do for the safety of everyone in the company? That is similar to when someone knocks out a block of the tower and haphazardly puts the block on top. Maybe you don't knock it over, but what is left is the start to an unstable tower where one wrong move could topple it over. That is what an ignored unsafe act or bad JUNE, 2021

behavior does to a company's safety program. When that action gets repeated over and over again the tower becomes weaker and weaker. The person in that situation could be anyone (a safety professional, a foreman, a project manager, a member of senior management, the owner); the situation doesn't change based on who is witnessing it, and the appropriate actions that need to take

UCANE’s 47th Annual Scholarship Awards “Set your goals, take the action, live your dreams.” ~Catherine Pulsifer

O

nce again this year UCANE is very proud to be awarding 12 - $2,000 Scholarships to deserving students from within our UCANE family. 2021 will be the 47th consecutive year that UCANE has recognized the achievements of the many talented High School seniors and college students who are the sons, daughters, and grandchildren of our members. Also, two of our scholarships were reserved for applicants who intend to pursue a degree or to further their education within the Construction Industry. Over the years UCANE has proudly awarded more than $1 million in scholarships to over 500 hard-working and deserving students to assist with their further education goals. Since its inception, our Scholarship Program has been a cause with universal appeal across our membership. Thanks to our members’ ongoing generosity, over the years UCANE was able to increase both the number of scholarships awarded each year, and the amount of each scholarship. As time went on, and the popularity of the UCANE Scholarship Program rose, members began offeingr to fund scholarships in memory of family members, most of whom had both a long and active relationship with UCANE. Some even established a sustaining scholarship to honor their family member. UCANE members have always been sup-

portive of our Association, but when it comes to supporting student achievement and the future of America, there are no associations anywhere that have members like we do. The majority of our scholarships are being awarded in memory of former UCANE members. Once again this year, an independent educator was able to evaluate our applications and select 12 recipients. No student names or company affiliations are included on the applications. All the applicants have impressive academic credentials. Many excel in extracurricular activities, sports, community involvement, or volunteer their time to help others. There is no doubt that all of the applicants put in great effort during their school careers. They are the pride of their parents, their teachers, and their school, and they are all on the path to becoming leaders of the next generation. homas is the son of Michael and Patrice Bergin of Melrose, MA. Michael works for UCANE member firm, Feeney Brothers Utility Services of Dorchester, MA. Thomas attended Melrose High School where he has maintained an all “A” and “A+” average, in mostly honors and advanced placement classes. In his junior year, he received the AP Scholar with Distinction Award and he received the Bausch & Lomb Honorary Science Book Award from the University of Rochester. Thomas was also a member of the National Honor Society in his sophomore through senior years, a member of the Foreign Language Honor Society, and was a member of the German Club. His exracurricular activities at school included being captain of the soccer team, he was a track runner, and he also played basketball. Outside of school, Thomas was a member of the Melrose Soccer Academy, Tops Soccer, and he took part in the Martin Luther King Crayon Drive at the First United Methodist Church. Thomas will attend Northeastern University where he intends to major in Biology. This scholarship is being funded by R. Zoppo Corp. in memory of William Zoppo, Former President of R. Zoppo Corp. of Stoughton, MA. Mr. Zoppo also received UCANE’s highest honor, that of “Contractor Member of the Year.” Bill Was a secondgeneration member following his father Rocco who was one of UCANE’s founders. Later, Bill’s son David followed the family tradition by becoming a third generation member, who served as UCANE President and as a member of our Board of Directors for many years.

Richard McCourt Memorial Scholarship

ryn is the daughter of Matt and Carolyn Burnham of Holden, MA. Matt works for UCANE member firm, McCourt Construction Company. Bryn graduated from Wachusett Regional High School in Holden where she maintained high honor roll status in her freshman through senior years. Her SAT scores were 640 in math and 680 in english. She was Vice-President and Public Relations Chair of Leo’s Community Service Club, Vice-President of the National Math Honor Society, and she was a member of the National Honor Society, the National Science Honor Society, and was the senior mentor of the National French Honor Society. In addition to taking a demanding course of study, Bryn’s extracurricular activities at school included being captain of the varsity field hockey team, and she was named “Rookie of the Year” in 2017 of the indoor and outdoor track & field teams. Bryn will attend Ohio University where she will double major in Elementary Education and Psychology, and minor in Special Education. Bryn is receiving the Richard McCourt Memorial Scholarship, which is being presented in memory of Richard McCourt, former President of McCourt Construction Company. Richard was one of the most respected contractors in our industry. Although his company performed mostly road and bridge projects, he was determined to support UCANE and our industry, by becoming a member and taking an active role in our Association.

Herman Snyder Memorial Scholarship

C

lare is the daughter of David and Christine Connolly of Hanover, MA. David works for UCANE member firm, Hinckley Allen LLP. Clare attended Hanover High School where she was ranked in the top 2% of her class and has maintained an all “A” and “A+” average in all honors and advanced placement classes. Her scholastic honors include receiving the Smith College Book Award in her senior year, the Collegeboard AP Scholar Award in her junior year, the Outstanding Academic Achievement in Chemistry, English, and Spanish Awards in her freshman through junior years, the Patriot League Scholar Athlete Award in her junior and senior years, and the Academic High Honors Award in all four years of high school. Her extracurricular activities at school included being captain of the varsity field hockey team in 20202021, captain of her varsity basketball team in 2019-2020, and captain of varsity lacrosse in 2020-2021. In addition, she was a member of the National Honor Society, she was the elected representative of the student council from 2017-2021, and she was a member of the Yearbook Committee in 2020-2021. Clare will be attending Babson College where she will continue to play lacrosse. She is undecided on her major, but her interests lie in law and business. Her objective is to be self-employed, as she would like to be in control of her own destiny.

This scholarship is being presented in memory of Herman Snyder, a founder of the prestigious construction law firm, Hinckley Allen LLP. Hinckley Allen has been UCANE’s legal counsel for more than 40 years, and it is through their generosity that this scholarship is being presented.

Tony & Anthony Umbro Memorial Scholarship

aya is the daughter of Paula and Timothy Driscoll of Bedford, MA. Paula works for UCANE member firm, Jay Cashman, Inc. of Quincy, MA.

Maya attended Bedford High School where she maintained high honor roll status throughout high school in primarily honors and advanced placement classes. Her SAT scores were 800 in math and 750 english. Her scholastic honors include receiving the Brown University Book Award, she was a member of the National Honor Society, and she is an AP Scholar. In addition, Maya is a National History Day Project Regional Qualifier, she is a Girl Scout Silver Award winner, and she won the Girl Scout Bronze Award. Maya will attend Purdue University where she will major in Biomedical Engineering. This scholarship is being funded through the generosity of the Umbro family in memory of two family members, Tony Umbro and his son Anthony. Tony came to this country at the age of 17, and in 1973, he started Umbro & Sons Construction Corp., with his wife Georgette as Office Manager. Later, their three sons joined the business. Tony’s son Anthony went on to become President and General Manager of Umbro & Sons Construction Corp.

Brady attended Bishop Hendricken High School in Warwick where he earned high honor roll status. His extracurricular activities at school included serving as School Ambassador of the Leadership Team, and he was a peer mentor. Brady’s English teacher wrote, “When we switched to virtual learning this spring, Brady did not skip a beat and maintained a strong and positive attitude during a challenging time for all. His participation encouraged his classmates to engage in class more frequently, clearly establishing his leadership role in our classroom…he has grown as a student and has the remarkable ability to find meaningful connections and parallels between historical contexts in the literature and modern perspectives.” Brady will attend Roger Williams University where he will major in Construction Management. This scholarship is being awarded through the generosity of the McCourt family in memory of Frank McCourt who was Chairman of the John McCourt Company. His company specialized in major construction projects including those at Logan Airport, Boston’s Central Artery, the Callahan Tunnel, and their most recent project, the widening of Route 128.

his scholarship is being presented to Julia Harper, daughter of Scott and Shannon Harper of Norfolk, MA. Scott works for UCANE member firm S. M. Lorusso & Sons, Inc. of Walpole, MA. Julia attends Bridgewater State University where she made the Deans List in her first semester at BSU and earned a 3.575 GPA. Her primary focus is in Psychology since her educational focus and goals are to work in a hospital, or to open her own practice as either a clinical, developmental, or child psychologist. Julia’s academic advisor wrote, “Julia has always been very successful in school, earning placement on the honor roll for all four years of high school…she is not only successful academically, but she also has many experiences that have contributed to her overall excellent character…I know her best in her role as a psychology student at BSU and I believe that part of the reason she excels in school is the care she has for the people she spends time with. Because of this, I know she will be just as successful in the future as she is now when she follows either of her chosen career paths.” This scholarship is being presented by the Pacella family in memory of Ron Pacella who worked in the construction industry for more than 50 years. Over the years, Ron served on our Board of Directors, and held all of our elected offices. In addition, he served two terms as UCANE President, and in 1991, he served as President of the National Utility Contractors Association in Washington, DC and received a congressional tribute for promoting the Clean Water Act through the U.S. Congress and Senate.

his scholarship is being presented to Abby, daughter of Brenda and Eric Hoschouer of Granville, MA. Brenda works for UCANE member firm, James J. Dowd & Sons Insurance Agency of Holyoke, MA. Abby is a student at Worcester Polytechnic Institute where she maintained a 4.0 GPA, and was on the Dean’s List during her freshman year in college. She is studying Electrical and Computer Engineering as her major, and has begun courses in Computer Science as a minor. Her career goal is to become a software engineer, where she can utilize skills from her major and minor to help shape our technological future by creating the infrastructure those systems will work on. Abby’s academic advisor wrote, “Abby has made an effort to get involved in the WPI community during her first year of college. She is a member of the WPI chapter of the Society of Women Engineers, she volunteers for Habitat for Humanity, and she has joined the WPI chapter of Institute of Electrical and Electronics Engineers. This is particularly remarkable considering the challenging circumstances related to the pandemic in her first year of college.” This scholarship is being presented in memory of our dear friend, Phil Jasset, a longtime UCANE member, friend, and mentor to many officials in state and local government. Phil was literally the historical librarian of all construction programs in our industry and was considered the “go-to-person” by many agency heads when questions arose on the clean water laws and funding mechanisms used to fund these programs.

driana is the daughter of Geselle and Chris Valenti of Bolton, MA. The Valenti’s own and operate GVC Construction, Inc. of Leominster, MA. Adriana recently completed her freshman year at Wentworth Institute of Technology where she was on the Dean’s List. She is majoring in Civil Engineering and her career objective is to find her specialty and be able to tackle situations in engineering that she enjoys solving. Adriana played varsity soccer as part of Wentworth women’s soccer team, she served on the Student Athlete Advancement Committee, and the Women’s Leadership Initiative. Her math associate professor wrote, “Adriana is a talented and dedicated student majoring in Civil Engineering and currently enrolled in my differential equations course. The class uses an active learning approach in which students learn through collaborative problem-solving, and Adriana participates attentively and productively. Her work is consistently thorough, meticulous, and thoughtful. I especially admire the attitude of positivity she brings to her work: this combined with her serious work ethic makes her a very promising student.” This scholarship is being presented in memory of Arnold Belli, former President of A. R. Belli, Inc. of Newton MA. One of Arnold’s passions was UCANE’s Scholarship Program and to this day, his four daughters, Linda, Karen, Cindy, and Lisa continue their father’s tradition. Robert DeSanctis Memorial Scholarship

ante is the son of Tania Valverde and Maurice Taylor of Chelsea, MA. Tania works for UCANE member firm, J. F. White Contracting Co. of Framingham, MA. Dante attended Beaver Country Day School in Chestnut Hill where he has maintained honor roll status in mostly honors classes throughout high school and has a cumulative GPA of 3.8. The director of college counseling wrote, “Dante’s cumulative GPA, though very strong, does not tell the full story of how powerfully intelligent he is. That story has to include him navigating an exceptionally tricky emotional landscape at home, overlaid with being a boy of color navigating the transition to a primarily white high school…his trajectory has been nothing but upward, and he has carried one of the most demanding course loads of any of his peers these past two years…in anything he does, Dante goes the extra mile, adding creativity to his projects, whether that’s through making a podcast to accompany his paper, or using virtual reality tools to show how prison redesign is a human rights issue.” Dante will attend Emmanuel College where he will major in Sociology and minor in Psychology, Cognitive Science, and Government. His career objective is to become an FBI Profiler or Judge solely to make a difference within the justice system, where he wants to make a change in countless peoples lives for the better. This scholarship is being funded through the generosity of Adam DeSanctis in memory of his father Bob DeSanctis. Bob, who was President of the DeSanctis Insurance Agency, joined UCANE in 1979, and over the years supported virtually every one of our programs.

Elisabeth Yorns

Joseph D’Amico Memorial Scholarship

lisabeth is the daughter of Mark and Marsha Yorns of Longmeadow, MA. Mark works for UCANE member firm Air Spade Corporation of Chicopee, MA. Elisabeth attended Longmeadow High School where she maintained high honor roll status in mostly honors and advanced placement classes throughout high school. Her SAT scores were 630 in Math, and 600 in English, and she is a member of the National Honor Society. Her extracurricular activities at school included taking part in varsity field hockey, varsity tennis, varsity indoor and outdoor track, Students Against Destructive Decisions, and People for Animal Welfare. Outside of school Elisabeth volunteered as a camp counselor at St. Mary’s Parish Bible Camp from 20172019, she took part in a walk to end and increase awareness of Alzheimer’s Disease, and she took part in Play for the Cure for Cancer in her freshman through senior years. Elisabeth will be attending Skidmore College where she will be studying Environmental Sciences to learn more about the human impact on the environment and ways we can reduce the negative outcome. Her career objective is to make her own way in the world. Helping others (people, animals, and nature) is very fulfilling to her, and she wants to find a career that targets this field and excites her every day. This scholarship is being presented in memory of Joe D’Amico, who was president of J. D’Amico, Inc. Joe was a valued member of our Association and the underground utility contracting community for more than 40 years. He served on our Board of Directors for more than 25 years and later became UCANE President. He also received UCANE’s highest honor, that of “Contractor Member of the Year.”
