ESTABLISHED IN THE SCHOOL OF PUBLIC HEALTH The University of Illinois Chicago (UIC) offers a graduate program, the Executive Master of Healthcare Administration Program (EMHA), which produces executives educated to make essential contributions to health care organizations leadership teams in the current and future American health care system. The program admits individuals, who have a clinical degree with practice experience or administrators with substantial healthcare leadership experience, and prepares them with meaningful management expertise to facilitate the key integrative role between practicing clinicians and the administrative structure of the health care system. The program combines management, strategic planning, population health concepts and casebased & applied approaches to major health system issues. Three examples: The Managerial Epidemiology course presents participants with scenarios that they are likely to experience in their organizations, and provides frameworks for balancing the needs of the organization against the needs of the populations they serve. The Health Policy and Politics course takes a population�based approach to the needs of a community, in the context of the effects of the political environment, economic and social factors, and public opinion on delivery and access to health care. The Healthcare Finance course provides the fundamentals of financial issues relating to the management and oversight of healthcare budgeting process, capital, allocation, and financial decisions needed to function as today's healthcare manager.

PROGRAM DIRECTOR JAY NOREN describes the focus of the EMHA program as:

CAPSTONE The Capstone, which is a special project that spans all 4 semesters, creates a structured process for students to produce a professional analysis of a significant organizational challenge facing the student’s healthcare organization and/or a major programmatic initiative being contemplated by the organization. The Capstone goals are an acquisition of key competencies and a comprehensive analysis that assesses a significant challenge for the healthcare organization and optimally leads to conclusive decisions on a major programmatic initiative. The Capstone is developed by the student or a Capstone team throughout the two years of the EMHA Program. Students may work on the Capstone individually or in teams of up to three members. Each student or team has a faculty mentor throughout the two-year Capstone with potential input from other faculty as appropriate. The Capstone culminates in the last semester of the program with a paper and presentation that addresses: General description of the Capstone challenge Relevant literature review Competing proposals for addressing the healthcare organization issue Optimal proposal among the alternatives based on a comparative assessment of the competing proposals Implementation plan for the recommended proposal Plan for evaluation of Capstone impact short and long-term

COURSEÂ DESCRIPTIONSÂ HPA 404. Ethical Issues in Healthcare Policy and Management. 3 hours Designed to provide students with an overview of some of the most debated and difficult ethical issues that arise in the healthcare industry.

HPA 463. Managerial Health Economics. 3 hours Uses managerial economics to study health care system: demand for medical services; role of health insurance; productivity/cost measurement; labor markets and competition.

HPA 437. Health Policy and Politics. 3 hours Health policy including economic implications is analyzed, applied, and evaluated from a comprehensive understanding of the state of the US healthcare system.

HPA 551. Marketing Health Programs. 3 hours Concepts of marketing as a management tool; application of marketing to health care: the marketing process, marketing resources, and strategies for accomplishing marketing objectives.

HPA 451. Heath Care Finance I. 3 hours Examines practical aspects of finance in health care and recent developments in financial management of health care organizations, and applications of financial management techniques to specific problems facing health care managers. HPA 452. Healthcare Finance II. 3 hours Builds on the topics introduced in HPA 451. Specific emphasis will be placed on understanding project risk assessment, capital investments, debt, equity and lease financing and developing a long range strategic plan. HPA 494. Healthcare Human Resources Management. 3 hours Develops the core human resources competencies needed to effectively manage and lead healthcare delivery organizations. Examines general human resources topics, applied within the healthcare delivery setting. HPA 461. Information and Decision Support Systems for Healthcare Administration. 3 hours Introduces students to the role of information systems in healthcare and public health practices, the use of information systems for management control; information systems project evaluation, information technology personnel. HPA 434. Law and the Health Care System. 3 hours Survey of legal topics important to the management of health care organizations. They include: relationships among the parties involved in the delivery of health care and the law of business organizations. HPA 458. Managerial Epidemiology. 3 hours Applies principles and tools of epidemiology, explore distribution and determinants of disease, and synthesize this knowledge with the management of health service organizations, hospitals, health care plans and physicians practices.

HPA 417. Quality Management in Health Services. 3 hours Surveys development of quality management and theoretical basics and diverse perspectives of quality management and regulation. Presents relevant research and management methodologies. HPA 470. Quantitative Methods for Healthcare Managers. 3 hours Provides an understanding of how to use data analytics and other quantitative methods to facilitate healthcare decision making. HPA 496. Capstone/Special Project. 3 hours Creates a structured process for students to successfully complete their capstone and to produce a high quality, professional analysis of a capstone issue that is delivered in the form of a capstone paper and presentation. HPA 441. Strategic Management of Healthcare Organizations. 3 hours Introduction to strategic analysis for healthcare organizations. Topics include: Healthcare competition, entrepreneurship, technology and innovation, multi-constituent environment, and human resources. HPA 410. Health Organizational Leadership. 3 hours Examines the roles, responsibilities, and impact of leaders of organizations in the health industry. Critical structures and techniques of effective organizational leaders are taught. HPA 403. U.S. Health Care System. 3 hours Overview of the U.S. healthcare system, including its evolution, utilization patterns, providers - human, institutional and organizational financing, regulating, evaluating, and reforming.
