UNIVERSITY STUDENT COUNCIL (USC) CANDIDATES argued over issues on student council representation Wednesday in Hot Off the Grill, the annual miting de avance of the UP College of Mass Communication. “Nakakalungkot na ang Office Candidates debated on last year’s UP General of the Student Regent, na nagAssembly of Student a-advocate for student rights, ay Councils (GASC), wherein hindi maibigay ang demokratikong the UP National College of karapatan ng bawat estudyante Public Administration and dito sa UP for genuine Governance Student Council representation,” Belen said. UP Alyansa ng mga Mag-aaral (NCPAG SC) was given an observer status by the Office para sa Panlipunang Katwiran at Kaunlaran (UP ALYANSA) of the Student Regent (OSR). Due to their failure to reiterated that the OSR should confirm on time, NCPAG SC have let NCPAG SC vote. gained such status and was “I gave all rational stripped of their right to vote arguments, and I couldn’t see on decisions made by the body. why they weren’t allowed to NCPAG SC stated financial vote,” UP ALYANSA chairperson constraints as reason for their candidate AJ Montesa said. CMC SC hopefuls debate on partnership, consensus issues Patricia Anne Monique Samson and Clarist Mae Zablan

Two parties vying for College of Mass Communication Student Council (CMCSC) seats debated on UP’s leasing of idle land assets and other university-wide issues during the annual electoral debate Hot Off The Grill Thursday. Student Alliance for the Advancement of Democratic Rights in UP (STAND UP) CMC Representative to the USC candidate Hazel Lobres questioned Interdependent Student-centered Activism (ISA)’s current stance against UP’s idle land leasing, since ISA has been in favor of it in 2010. In a report by the Philippine Collegian, Ayala Corporation owes the university rental fees amounting to Php76 million for its lease on the lot where UPAyala Technohub is built. ISA’s CMC Representative to the USC candidate Denisse Mascuñana clarified that they are against leasing of idle land assets for corporate interest but they see it as helpful in contributing towards UP’s self-sufficiency. “Kailangan natin kasing i-recognize na tayo, bilang isang unibersidad, hindi natin nakukuha yung pondo na dapat inilalaan sa atin ng ating gobyerno. At bilang isang institusyon, kailangan natin isaisip na kailangan nating mag-survive,” Mascuñana said. Lobres criticized their stance to be passive, noting the issue to be a manifestation of increasing commercialization in the university as it lets corporations use its lands for building profitoriented projects. Mascuñana rebutted that beliefs do not necessarily have to be held forever, and that they have to base their stances on the context of the situation.

Majority vote The fact that the majority of CMC students did not vote for the proposed Magna Carta in a referendum meant that they did not see the voting as a priority, according to STAND UP CMC Vice Chairperson candidate Jesse Doctor. “Yung hindi nila mismong pag-recognize na nag-eexist o kailangan nilang bumoto sa Magna Carta, ibig sabihin nun, no sila,” Doctor also said. A member of the audience questioned STAND UP CMC when Doctor disagreed on the vote for the Magna Carta in the college being majorly yes, asking if it meant that they did not represent their constituents. STAND UP has criticized the Magna Carta, a legal document codifying student rights in UP Diliman, for containing provisions placing the final say on the Board of Regents. This year, the University Student Council (USC) held a referendum on its proposed Magna Carta. In CMC, A total of 187 students agreed to the document while 59 disagreed. Consensus amongst differences ISA’s Vice Chairperson candidate Allison Laxamana asked how STAND UP will decide on matters where the

views of the majority contradict with their party views, citing the Magna Carta referendum as an example. Doctor notes that there should be consensus building inside and outside the council, in which they will listen to students’ concerns. “Tatanong natin [ang] mga estudyante [kung] paano yung mga concerns nila. Syempre, nandirito pa rin stand natin. At bilang STAND UP, tayo ay tatayo para sa mga estudyante,” he said. Mascuñana asked if the party discounts other views during room-to-room (RTR) discussions thinking that they are the only ones who are right. Lobres rebutted by saying that they aren’t the only ones talking in their discussions. “Sa isang RTR at OTO (orgto-org), kumukuha ng iba’t ibang opinyon sa bawat taong nandoon,” she said. Among the issues brought up were the Liberal Party supporters’ treatment of campus journalists in UP, laboratory fees in the college, and the plight of UP Film student Maricon Montajes as a political prisoner. Hot Off the Grill is organized by the UP Mass Communicators’ Organization (MCO) and a part of the university-wide event lineup Halalan UP Diliman 2016.

on Organizations, Fraternities, and Sororities,” KAISA UP councilor candidate Dennis Betito said. Meanwhile, UP ALYANSA brought up the party’s decision to expel one of its members in its effort to seek accountability for a violent fraternity incident last year. USC Chairperson JP delas Nieves was removed from UP ALYANSA for being part of a fraternity reportedly involved in an attack on four members of another fraternity June 2015. “We believe that it is possible to ensure quality members without hazing,” UP ALYANSA councilor bet Magnolia Del Rosario said. Belen also slammed the issue, calling all organizations, fraternities, and sororities to “go back and capitalize on their moral and social responsibilities”. Aside from council representation and violence, the candidates also tackled issues such as the General Education (GE) reform, student housing, and campus press freedom. Independent candidates Raymond Rodis and Patrick Sicat arrived late and were not able to fully participate in the event. Hot Off the Grill was organized by the UP Mass Communicators’ Organization.
